Edhe pse duket shum\u00eb mizore, ose \u201ckatil-ll\u00ebk\u201d si\u00e7 do t\u00eb thoshte Jozefina, refuzimi ndan gjykimin politik t\u00eb qeveris\u00eb nga gjykimi teknik i opozit\u00ebs.<\/p>\n<p>S\u00eb pari duhet th\u00ebn\u00eb se Berisha \u00ebsht\u00eb n\u00eb logjik\u00ebn e vet, ose m\u00eb mir\u00eb t\u00eb themi brenda shkoll\u00ebs s\u00eb vet politike, kur refuzon k\u00ebrkes\u00ebn e opozit\u00ebs. Ajo q\u00eb propozon opozita \u00ebsht\u00eb nj\u00eb m\u00ebnyr\u00eb se si paret t\u00eb harxhohen p\u00ebr t\u00eb shp\u00ebtuar Shkodr\u00ebn nga p\u00ebrmbytja, kurse ajo q\u00eb mendon Berisha \u00ebsht\u00eb si t\u00eb p\u00ebrdor\u00eb buxhetin p\u00ebr nevoja politike. Dhe n\u00eb nj\u00eb vit elektoral si ky, \u00ebsht\u00eb mizore t\u2019i k\u00ebrkosh Berish\u00ebs t\u00eb mos mendoj\u00eb se si t\u00eb shpenzoj\u00eb \u00e7do qindark\u00eb t\u00eb buxhetit p\u00ebr fushat\u00eb elektorale.<\/p>\n<p style=\"text-align: center;\"><img decoding=\"async\" class=\"alignnone size-full wp-image-5106\" title=\"shkodra_nen_uje_051210_10\" src=\"http:\/\/fjala.shkoder.net\/wp-content\/uploads\/2010\/12\/shkodra_nen_uje_051210_10.jpg\" alt=\"\" width=\"500\" \/><\/p>\n<p>N\u00ebse Berisha do t\u2019ia jepte k\u00ebt\u00eb luks opozit\u00ebs, pra t\u00eb bashkonte buxhetin e tij me iden\u00eb e Edi Ram\u00ebs, do t\u00eb thot\u00eb t\u00eb dor\u00ebzoj\u00eb Shkodr\u00ebn tek kund\u00ebrshtari i vet. Duke qen\u00eb se Shkodr\u00ebn e quan bastion edhe n\u00ebn uj\u00eb, ai po p\u00ebrpunon kund\u00ebrp\u00ebrgjigjen tjet\u00ebr ndaj propozimit t\u00eb Ram\u00ebs, duke e akuzuar at\u00eb se k\u00ebrkon t\u00eb l\u00ebr\u00eb Elbasanin pa tunel. Me k\u00ebt\u00eb, p\u00ebrve\u00e7se l\u00eb Shkodr\u00ebn bastion t\u00eb vetin dhe n\u00ebn uj\u00eb, ka shanse t\u00eb rris\u00eb retorik\u00ebn e \u201cveprave\u201d komb\u00ebtare dhe p\u00ebr Elbasanin, ku fati politik nuk i ka ndritur kurr\u00eb.<\/p>\n<p>Pra, kemi nj\u00eb diferenc\u00eb t\u00eb fort\u00eb arsyetimi n\u00eb propozimin e opozit\u00ebs dhe p\u00ebrgjigjen e Berish\u00ebs. Propozimi i Ram\u00ebs \u00ebsht\u00eb t\u00ebr\u00ebsisht teknik dhe joproduktiv nga ana politike, pasi po b\u00ebn presion t\u00eb shp\u00ebtohet nj\u00eb qytet q\u00eb nuk e voton, kurse Berisha po p\u00ebrdor k\u00ebt\u00eb teknikaliz\u00ebm q\u00eb ka kapluar opozit\u00ebn, p\u00ebr ta sulmuar at\u00eb n\u00eb bastionet e saj si\u00eb jan\u00eb Elbasani dhe Kor\u00e7a. Pra, jan\u00eb dy mendje q\u00eb punojn\u00eb krejt ndryshe, nj\u00ebri si t\u00eb tejkalohet nj\u00eb tragjedi q\u00eb p\u00ebrs\u00ebritet, dhe nj\u00eb mendje tjet\u00ebr politike q\u00eb punon nat\u00eb e dit\u00eb si t\u00eb tejkalohet nj\u00eb humbje elektorale n\u00eb zgjedhjet e pranver\u00ebs.<\/p>\n<p>Arsyeja e dyt\u00eb p\u00ebrse Berisha nuk i hap rrug\u00eb propozimit t\u00eb opozit\u00ebs \u00ebsht\u00eb vet\u00eb Shkodra. Njer\u00ebzit aty jan\u00eb m\u00eb shum\u00eb t\u00eb m\u00ebrzitur p\u00ebr keqndarjen e ndihmave se sa p\u00ebr burimin e fatkeq\u00ebsis\u00eb.<\/p>\n<p>Njer\u00ebzit aty jan\u00eb m\u00eb shum\u00eb t\u00eb irrituar nga problemet e keqmenaxhimit t\u00eb situat\u00ebs, p\u00ebr t\u00eb cil\u00ebn qeveria nuk ka dhe aq faj se aq mund\u00ebsi ka, se nga arsyet e v\u00ebrteta p\u00ebr t\u00eb cilat qeveria ka faj. Dhe kjo ia ka leht\u00ebsuar pun\u00ebn qeveris\u00eb dhe vet\u00eb Berish\u00ebs. Berisha e ka m\u00eb t\u00eb leht\u00eb tani t\u00eb b\u00ebj rolin e populistit, t\u00eb kritikoj\u00eb, bile dhe t\u00eb shkarkoj\u00eb zyrtar\u00eb t\u00eb tij q\u00eb nuk \u00e7ojn\u00eb ujin apo makaronat n\u00eb destinacion, por kurrsesi t\u00eb shkarkoj\u00eb Ilir Met\u00ebn, Sokol Olldashin apo Genc Rulin q\u00eb jan\u00eb p\u00ebrgjegj\u00ebs p\u00ebr situat\u00ebn e krijuar nga mungesa e investimeve dhe pap\u00ebrgjegj\u00ebsia mbi territorin.<\/p>\n<p>Pra, n\u00eb qytet legjenda e s\u00eb keqes \u00ebsht\u00eb operacioni i shp\u00ebtimit dhe <strong>jo djalli i fatkeq\u00ebsis\u00eb<\/strong>. K\u00ebt\u00eb situat\u00eb e ka sjell\u00eb dhe inercia e medias q\u00eb merret me hallet e p\u00ebrditshme t\u00eb qytetar\u00ebve dhe ka mbetur brenda spiraleve t\u00eb problemeve t\u00eb krijuara nga p\u00ebrmbytja, dhe jo tek problemi q\u00eb ka prodhuar p\u00ebrmbytjen. N\u00eb k\u00ebto kushte Berisha \u00ebsht\u00eb komod t\u00eb jen\u00eb n\u00eb an\u00ebn e qytetar\u00ebve t\u00eb m\u00ebrzitur nga n\u00ebpun\u00ebsit e rangut t\u00eb ul\u00ebt t\u00eb tij, pasi k\u00ebshtu shp\u00ebton vetveten dhe qeverin\u00eb nga p\u00ebrgjegj\u00ebsia reale q\u00eb ka p\u00ebr situat\u00ebn.<\/p>\n<p>Por krye-arsyeja p\u00ebrse Berisha nuk do t\u00eb pranonte propozimin e opozit\u00ebs \u00ebsht\u00eb dhe psikologjike. Ai nuk mund ta pranoj\u00eb kurrsesi q\u00eb opozita t\u00eb b\u00ebhet engj\u00eblli mbrojt\u00ebs i Shkodr\u00ebs. Edhe sikur Berisha t\u00eb kishte sufi\u00e7it shtet\u00ebror n\u00eb buxhet, ai kurr\u00eb nuk do t\u00eb pranonte nj\u00eb propozim t\u00eb opozit\u00ebs q\u00eb ato lek t\u00eb harxhoheshin n\u00eb Shkod\u00ebr. Ai po krijon pak nga pak modelin e komunikimit me qytetin p\u00ebrmes fatkeq\u00ebsive. Uji e p\u00ebrmbyt, Berisha shpik nj\u00eb arsye madhore, her\u00eb \u201c<em>h\u00ebna Blu<\/em>\u201d her\u00eb \u201c<em>\u00e7mendjen e lumenjve<\/em>\u201d, her\u00eb ciklin shekullor t\u00eb p\u00ebrmbytjeve dhe pastaj merret me populizma t\u00eb vogla ku u qan hallet njer\u00ebzve q\u00eb kan\u00eb mbetur maj\u00eb \u00e7ative, mos u lagen k\u00ebmb\u00ebt.<\/p>\n<p>Kjo m\u00ebnyr\u00eb komunikimi e mban at\u00eb t\u00eb lidhur me Shkodr\u00ebn si xhelatin me viktim\u00ebn. Kjo \u00ebsht\u00eb nj\u00eb lidhje e <strong>pist\u00eb dhe perverse<\/strong>, por funksionale dhe pragmatiste p\u00ebr t\u00eb, pasi varf\u00ebria, paniku dhe korrupsioni, jan\u00eb mjete m\u00eb t\u00eb mira p\u00ebr ta mbajtur pushtetin mbi nj\u00eb qytet, se sa transparenca, siguria dhe mir\u00ebq\u00ebnia.
