P\u00ebrmbushja e kufirit ligjor t\u00eb huamarrjes i imponon qeveris\u00eb nj\u00eb menaxhim t\u00eb shtr\u00ebnguar t\u00eb buxhetit p\u00ebr ta mbajtur k\u00ebt\u00eb tregues n\u00eb kontroll.<\/p>\n<p>Masat e para kan\u00eb filluar q\u00eb muajin e kaluar, kur qeveria miratoi nj\u00eb vendim p\u00ebr disiplinimin e shpenzimeve, q\u00eb ndalonte nj\u00eb s\u00ebr\u00eb z\u00ebrash shpenzimesh p\u00ebr administrat\u00ebn q\u00eb nga trajnimet dhe deri tek shpenzimet p\u00ebr telefona celular\u00eb.<\/p>\n<p>Por kur kan\u00eb mbetur dhe kat\u00ebr muaj deri nga p\u00ebrfundimi i vitit buxhetor, kjo situat\u00eb mund t\u00eb krijoj\u00eb shqet\u00ebsime edhe p\u00ebr biznesin pasi ekspert\u00ebt druhen se nevoja p\u00ebr t\u00eb mbajtur borxhin e brendsh\u00ebm brenda kufijve ligjor\u00eb mund ta detyroj\u00eb Qeverin\u00eb t\u00eb shtyj\u00eb pagesat p\u00ebr kompanit\u00eb q\u00eb kryejn\u00eb pun\u00eb publike, nj\u00eb fenomen tashm\u00eb i njohur vitet e fundit.<\/p>\n<p>T\u00eb ardhurat 121 milion\u00eb USD me pak<\/p>\n<p>N\u00eb tet\u00eb muajt e par\u00eb t\u00eb vitit plani fillestar i t\u00eb ardhurave n\u00eb buxhet \u00ebsht\u00eb rr\u00ebzuar me mbi 12.1 miliard\u00eb lek\u00eb ose 121 milion\u00eb dollar\u00eb. T\u00eb dh\u00ebnat zyrtare nga Ministria e Financave tregojn\u00eb se gjat\u00eb periudh\u00ebs janar &#8211; gusht, qeveria ka mbledhur n\u00eb buxhet rreth 218.8 miliard\u00eb lek\u00eb nga 230.9 miliard\u00eb q\u00eb ishte parashikuar.<\/p>\n<p>Shifrat tregojn\u00eb se ky mosrealizim vjen n\u00eb pjes\u00ebn d\u00ebrrmuese nga t\u00eb ardhurat tatimore, deficiti i t\u00eb cilave p\u00ebr k\u00ebt\u00eb periudh\u00eb \u00ebsht\u00eb 10.8 miliard\u00eb lek\u00eb.<\/p>\n<p>Por teksa t\u00eb ardhurat jan\u00eb duksh\u00ebm n\u00ebn planin, kjo nuk ndodh me shpenzimet. P\u00ebr tet\u00eb mujorin shpenzimet e p\u00ebrgjithshme t\u00eb qeveris\u00eb ishin 241 miliard\u00eb lek\u00eb, vet\u00ebm 3.3 miliard\u00eb m\u00eb pak se parashikimi.<\/p>\n<p>Mosrealizimi i t\u00eb ardhurave dhe ritmi i lart\u00eb i shpenzimeve ka b\u00ebr\u00eb q\u00eb deficiti buxhetor, t\u00eb jet\u00eb p\u00ebr tet\u00eb muajt e par\u00eb rreth 165 p\u00ebr qind e planit. Qeveria po e mban pezull rishikimin e buxhetit p\u00ebr shkak t\u00eb privatizimeve n\u00eb proces.
