Presioni dhe spekulimet mediatike mbi fatkeq\u00ebsit\u00eb natyrore t\u00eb p\u00ebrmbytjes s\u00eb Shkodr\u00ebs mund t\u00eb krijojn\u00eb iluzione p\u00ebr nj\u00eb grup njer\u00ebzish, por nuk mund t\u00eb g\u00ebnjejn\u00eb nj\u00eb opinion t\u00eb gjer\u00eb mbar\u00ebkomb\u00ebtar. Demagogjia e pushtetit k\u00ebrkon t\u00eb z\u00ebvend\u00ebsoj\u00eb sovranitetin e popullit n\u00eb ato krahina ku ai e ruan aft\u00ebsin\u00eb e t\u00eb gjykuarit dhe arsyetuarit, me disa krahina ku ai e ka humbur k\u00ebt\u00eb aft\u00ebsi pjes\u00ebrisht te militant\u00ebt, mbasi ua ka mpir\u00eb trurin politika. Kujtesa nuk shuhet shpejt. U b\u00ebn\u00eb dy vjet q\u00eb Shkodra noton n\u00eb uj\u00eb. Pa u thar\u00eb uji i vitit t\u00eb kaluar, u p\u00ebrmbyt p\u00ebrs\u00ebri. <\/p>\n<p>Vjet u tha nga Kryeministri Berisha, se fatkeq\u00ebsi t\u00eb tilla natyrore ndodhin nj\u00eb her\u00eb n\u00eb nj\u00ebqind vjet. Po ta marrim t\u00eb mir\u00ebqen\u00eb k\u00ebt\u00eb postulat, si do ta em\u00ebrtonim k\u00ebt\u00eb t\u00eb sivjetmen, ku pa filluar dimri, shkodran\u00ebt jan\u00eb t\u00eb d\u00ebnuar me nj\u00ebqind e nj\u00eb vjet. Fenomeni p\u00ebrmbytje me nj\u00eb lug\u00eb uj\u00eb, tregon se qeveria Berisha \u00ebsht\u00eb b\u00ebr\u00eb specialiste dhe ka fituar p\u00ebrvoj\u00eb p\u00ebr t\u00eb p\u00ebrmbytur vendin. \u2018Spektaklin\u2019 e vitit t\u00eb kaluar e kujtojm\u00eb t\u00eb gjith\u00eb me keqardhje, p\u00ebr ata njer\u00ebz q\u00eb p\u00ebr muaj t\u00eb t\u00ebr\u00eb notuan n\u00eb uj\u00eb dhe humb\u00ebn nj\u00eb pjes\u00eb t\u00eb mir\u00eb t\u00eb pasuris\u00eb dhe katandis\u00eb familjare. Pa ju shlyer borxhi i kaluar, ka filluar borxhi i ri. <\/p>\n<p>Na kujtohet teatri-Topalli, ku intervistonte banor\u00eb t\u00eb Shkodr\u00ebs q\u00eb braktisnin sht\u00ebpit\u00eb me barka dhe seleksiononte militant\u00eb t\u00eb s\u00ebmur\u00eb, q\u00eb fal\u00ebnderonin qeverin\u00eb p\u00ebr asistenc\u00ebn e tyre n\u00eb fatkeq\u00ebsi. Mos vall\u00eb e harruan tragjedin\u00eb e para nj\u00eb viti dhe k\u00ebrkojn\u00eb q\u00eb me p\u00ebrmbytjen e dyt\u00eb t\u2019i thon\u00eb qeveris\u00eb p\u00ebrs\u00ebri: faleminderit q\u00eb na p\u00ebrmbyt\u00ebt?! Do t\u00eb ishte nj\u00eb fyerje p\u00ebr karakterin, qytetarin\u00eb dhe inteligjenc\u00ebn e shkodran\u00ebve. Ku shkuan premtimet e bujshme se ky fenomen tragjik do t\u00eb evitohej p\u00ebr vitet q\u00eb do vijn\u00eb?!.. Shmangia e k\u00ebsaj tragjedie \u00ebsht\u00eb plot\u00ebsisht e mundshme. P\u00ebrse kjo neglizhenc\u00eb? <\/p>\n<p>Si ka kuraj\u00eb qeveria t\u00eb ballafaqohet me popullin e qytet\u00ebruar t\u00eb Shkodr\u00ebs, me nj\u00eb situat\u00eb tep\u00ebr alarmante? Me \u00e7far\u00eb morali e p\u00ebrcjell k\u00ebt\u00eb fatkeq\u00ebsi, q\u00eb e ka kthyer qytetin e Shkodr\u00ebs n\u00eb nj\u00eb k\u00ebnet\u00eb? Dhe s\u00eb fundi do thosha, si e duron qytetaria shkodrane k\u00ebt\u00eb shp\u00ebrfillje dhe komedi q\u00eb luhet me fatin e qytetar\u00ebve t\u00eb vet? N\u00eb demokracit\u00eb e sh\u00ebndosha per\u00ebndimore, opinioni publik \u00ebsht\u00eb nj\u00eb protagonist i fuqish\u00ebm, q\u00eb ngre pesh\u00eb n\u00eb qeverisjen e vendit. Do t\u00eb ishte krejt\u00ebsisht e gabuar q\u00eb qeveria t\u00eb abuzoj\u00eb me cil\u00ebsin\u00eb e dob\u00ebt t\u00eb qytetarit t\u00eb zakonsh\u00ebm, q\u00eb ende nuk ka kultur\u00ebn e nj\u00eb demokracie qeveris\u00ebse. <\/p>\n<p>\u00cbsht\u00eb fillimdimri i k\u00ebtij viti. Me shum\u00eb pak reshje, dhe Shkodra u kthye n\u00eb nj\u00eb liqen t\u00eb dyt\u00eb, p\u00ebrkrah liqenit natyral. Shkaqet nuk jan\u00eb reshjet e m\u00ebdha, por neglizhenca e strukturave shtet\u00ebrore. Po sjell n\u00eb v\u00ebmendjen e lexuesit nj\u00eb rast q\u00eb e kam p\u00ebrjetuar vet\u00eb n\u00eb Shkod\u00ebr si gazetar i bujq\u00ebsis\u00eb, n\u00eb vitin 1984. Brenda nj\u00eb nate ran\u00eb n\u00eb m\u00ebnyr\u00eb intensive, t\u00eb rr\u00ebmbyeshme, 302 milimetra shi, e barabart\u00eb kjo me mesataren e reshjeve mujore n\u00eb muajt e dimrit. Shkodran\u00ebt e vjet\u00ebr,  k\u00ebt\u00eb e tregonin si legjend\u00eb, se kish ngjar\u00eb 60 vjet m\u00eb par\u00eb. Por, \u00e7\u2019ndodhi?!&#8230; <\/p>\n<p>N\u00eb gjith\u00eb rrethin e Shkodr\u00ebs ishte p\u00ebrmbytur vet\u00ebm nj\u00eb parcel\u00eb prej 10 ha, n\u00eb ish-kooperativ\u00ebn bujq\u00ebsore t\u00eb Daj\u00e7it, ku uji kishte kaluar kuot\u00ebn 2 cm. Kjo situat\u00eb, e krahasuar me pamjen e sotme, ngjan paksa butaforike. Por, ky ishte realiteti. Ajo q\u00eb ndodh sot nuk \u00ebsht\u00eb pasoj\u00eb e shirave t\u00eb shumt\u00eb, q\u00eb propagandojn\u00eb pushtetar\u00ebt. Kjo situat\u00eb \u00ebsht\u00eb pasoj\u00eb e shkat\u00ebrrimit t\u00eb masiveve pyjore, t\u00eb argjinaturave t\u00eb lumenjve, t\u00eb pritave t\u00eb uj\u00ebrave t\u00eb larta, t\u00eb kanaleve kulluese etj. <\/p>\n<p>Po t\u00eb kishte nj\u00eb Komision t\u00eb Kontrollit Lart\u00eb t\u00eb Shtetit t\u00eb p\u00ebrgjegjsh\u00ebm, i cili t\u00eb evidentonte n\u00eb k\u00ebto 20 vjet demokraci fondet q\u00eb jan\u00eb investuar e parat\u00eb q\u00eb jan\u00eb shpenzuar p\u00ebr rehabilitimin e k\u00ebtyre veprave nga institucionet p\u00ebrkat\u00ebse shtet\u00ebrore, do t\u00eb trondiste opinionin publik me shifrat marramend\u00ebse q\u00eb kan\u00eb shkuar n\u00eb xhepat e zyrtar\u00ebve t\u00eb pushtetit. Odiseja e p\u00ebrmbytjes s\u00eb Shkodr\u00ebs dhe e gjith\u00eb Shqip\u00ebris\u00eb \u00ebsht\u00eb odiseja e korrupsionit q\u00eb ka prekur \u00e7do qeliz\u00eb t\u00eb shoq\u00ebris\u00eb shqiptare dhe \u00ebsht\u00eb kthyer n\u00eb epidemi n\u00eb k\u00ebto 20 vjet, n\u00ebn fasad\u00ebn e demokracis\u00eb pjes\u00ebmarr\u00ebse.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Prof. dr.
