Dy aksione masive t\u00eb urdh\u00ebruara nga Ministri i Brendsh\u00ebm, nj\u00ebri p\u00ebr bllokimin e nd\u00ebrtimeve pa leje dhe tjetri p\u00ebr bllokimin e loj\u00ebrave t\u00eb fatit, kan\u00eb zbrazur mbi Policin\u00eb e Shtetit gjith\u00eb ngarkes\u00ebn e ndryshimeve strukturore q\u00eb qeveria e re ka nd\u00ebrmend t\u00eb b\u00ebj\u00eb me gjith\u00eb llojet e policive n\u00eb vend.<\/p>\n<p>E vetmja gj\u00eb e paqortueshme n\u00eb k\u00ebto aksione \u00ebsht\u00eb aft\u00ebsia e ministrit t\u00eb ri p\u00ebr t\u00eb v\u00ebn\u00eb n\u00eb l\u00ebvizje Policin\u00eb e Shtetit dhe p\u00ebr t\u00eb kontrolluar operacione masive n\u00eb gjith\u00eb vendin. Por p\u00ebrtej k\u00ebsaj aft\u00ebsie, ministri, dhe sidomos kryeministri, duhet t\u2019i konsiderojn\u00eb si \u201cprova gjenerale\u201d k\u00ebto aksione dhe duhet t\u00eb ulen t\u00eb ndryshojn\u00eb ligjin p\u00ebr Policin\u00eb e Shtetit dhe funksionet e reja t\u00eb saj.<\/p>\n<p>Koncepti i Edi Ram\u00ebs p\u00ebr t\u00eb pasur nj\u00eb polici t\u00eb vetme, \u00ebsht\u00eb efikas dhe ndoshta do t\u2019i shkonte shum\u00eb modeli i nj\u00eb xhandarm\u00ebrie komb\u00ebtare. Bashkimi i funksioneve t\u00eb Policis\u00eb Pyjore, t\u00eb Nd\u00ebrtimit, t\u00eb Elektrikut apo zjarrfik\u00ebsve, do ta b\u00ebnte m\u00eb autoritare Policin\u00eb e Shtetit dhe m\u00eb t\u00eb v\u00ebmendsh\u00ebm qytetarin ndaj rolit t\u00eb saj. Si\u00e7 e pohojn\u00eb vet\u00eb burimet policore, gjat\u00eb operacionit t\u00eb fundit t\u00eb policis\u00eb p\u00ebr loj\u00ebrat e fatit, disa oficer\u00eb t\u00eb lart\u00eb policie jan\u00eb p\u00ebrgjuar q\u00eb kan\u00eb raportuar pran\u00eb bos\u00ebve t\u00eb loj\u00ebrave t\u00eb fatit sikur t\u00eb ishin t\u00eb pun\u00ebsuarit e tyre. Shum\u00eb lokale loj\u00ebrash fati jan\u00eb gjetur mbyllur dhe jan\u00eb pik\u00ebrisht ata q\u00eb nuk kan\u00eb leje, t\u00eb cil\u00ebt i kan\u00eb shp\u00ebtuar bllokimit. Kjo tregon se policia \u00ebsht\u00eb e inkriminuar n\u00eb mjedisin e korruptuar shqiptar dhe duhen reforma t\u00eb thella.<\/p>\n<p>Por kjo reform\u00eb duhet b\u00ebr\u00eb s\u00eb pari me ndryshimin e ligjit. Dy testet e m\u00ebdha t\u00eb Tahirit jan\u00eb t\u00eb suksesshme sa i p\u00ebrket organizimit, por jan\u00eb n\u00eb kufijt\u00eb e paligjshm\u00ebris\u00eb. Saimir Tahiri ka b\u00ebr\u00eb maksimumin t\u00eb v\u00ebr\u00eb n\u00eb dispozicion t\u00eb policis\u00eb dhe policit\u00eb e tjera p\u00ebr t\u00eb mos u shfaqur si xhandar, por kjo vlen vet\u00ebm p\u00ebr situata alarmante. N\u00eb nj\u00eb situat\u00eb tjet\u00ebr normale, nuk mund t\u00eb jet\u00eb gjith\u00eb shteti n\u00eb dispozicion t\u00eb nj\u00eb aksioni.<\/p>\n<p>Fillimisht duhet nj\u00eb ligji i ri p\u00ebr Policin\u00eb e Shtetit, ku t\u00eb p\u00ebrcaktohet qart\u00eb roli i policis\u00eb n\u00eb mbik\u00ebqyrjen e ligjshm\u00ebris\u00eb s\u00eb biznesit dhe shkeljes s\u00eb ligjit. Periudhat entuziaste t\u00eb aksioneve masive mbarojn\u00eb shpejt, por m\u00eb tej policia duhet t\u00eb veproj\u00eb n\u00eb baz\u00eb t\u00eb ligjit dhe nuk mund t\u00eb trokas\u00eb n\u00eb \u00e7do der\u00eb biznesi sa her\u00eb i teket policit. Nuk mund t\u00eb mbuloj\u00eb Policia e Shtetit detyrat q\u00eb ka inspektorati i taks\u00eb- tatimeve dhe nuk mund t\u00eb hetoj\u00eb ajo evazionin fiskal. Policia mund t\u00eb verifikoj\u00eb vet\u00ebm ligjshm\u00ebrin\u00eb ose jo t\u00eb nj\u00eb biznesi dhe p\u00ebr k\u00ebt\u00eb duhen caktuar po ashtu rregulla t\u00eb qarta.<\/p>\n<p>Po ashtu aksionet duhet t\u00eb ken\u00eb objektiva t\u00eb qarta. Aksioni i fundit kund\u00ebr loj\u00ebrave t\u00eb fatit ka krijuar nj\u00eb paqart\u00ebsi n\u00eb opinion sikur \u00ebsht\u00eb aksion p\u00ebr mbylljen e loj\u00ebrave t\u00eb fatit. N\u00eb t\u00eb v\u00ebrtet\u00eb \u00ebsht\u00eb nj\u00eb aksion verifikues, q\u00eb synon t\u00eb inventarizoj\u00eb pikat e loj\u00ebrave t\u00eb fatit pa leje, dhe q\u00eb n\u00eb dit\u00ebn e par\u00eb t\u00eb tij nuk ka mundur t\u00eb identifikoj\u00eb gjith\u00eb pikat e paligjshme pasi ka rrjedhur informacion dhe pronar\u00ebt i kan\u00eb mbyllur. Duke qen\u00eb nj\u00eb aksion verifikues, rezultatet e tij n\u00ebse nuk jan\u00eb 100 p\u00ebr 100 t\u00eb sakta, rrezikojn\u00eb t\u00eb l\u00ebn\u00eb jasht\u00eb rrjet\u00ebs s\u00eb nd\u00ebshkimit ata q\u00eb kan\u00eb punuar pa letra dhe t\u00eb fokusohen tek ata q\u00eb kan\u00eb paguar dhe i kan\u00eb pasur lokalet hapur. Dhe e gjith\u00eb kjo pastaj do r\u00ebndoj\u00eb imazhin e Policis\u00eb s\u00eb Shtetit.<\/p>\n<p>Rreziku q\u00eb nga polici shteti, t\u00eb kalojm\u00eb n\u00eb nj\u00eb shtet policor, \u00ebsht\u00eb shum\u00eb i madh, po t\u00eb kesh parasysh natyr\u00ebn abuziviste t\u00eb policis\u00eb shqiptare dhe shefave t\u00eb policis\u00eb q\u00eb b\u00ebhen si bajraktar\u00eb t\u00eb vegj\u00ebl n\u00eb rrethe. Ideja q\u00eb duhet t\u00eb kemi nj\u00eb polici, duhet t\u00eb konkretizohet urgjent p\u00ebrmes nj\u00eb ligji, i cili ia cakton asaj funksionet e verifikimit t\u00eb ligjshm\u00ebris\u00eb p\u00ebrmes nj\u00eb sistemi t\u00eb mir\u00ebrregulluar. Saimir Tahiri, sado vullnet t\u00eb ket\u00eb p\u00ebr t\u00eb ndryshuar situat\u00ebn, nuk mund t\u00eb rrij\u00eb 24 or\u00eb zgjuar p\u00ebr t\u00eb par\u00eb kush vjedh dhe vret n\u00eb k\u00ebt\u00eb vend, kush b\u00ebn biznes me leje apo pa leje, kush paguan ose jo taksa, kush pret ose jo pyje me leje, kush shton apo jo kate pa leje, etj. Aksionet masive vlejn\u00eb p\u00ebr t\u00eb testuar efikasitetin e nj\u00eb aksioni policor, por nuk vlejn\u00eb si shembuj q\u00eb mund t\u00eb na nxjerrin nga situata. Shteti serioz \u00ebsht\u00eb ai q\u00eb e kontrollon ligjshm\u00ebrin\u00eb me letra, me sistem dhe me ligje dhe jo me polic\u00eb q\u00eb v\u00ebrshojn\u00eb rrug\u00ebve sa her\u00eb degradon situata.<\/p>\n<p>Ndryshimet e fundit n\u00eb Policin\u00eb e Shtetit jan\u00eb pozitive. Dhjet\u00ebra t\u00eb rinjve, q\u00eb u \u00ebsht\u00eb hapur rruga e karrier\u00ebs n\u00eb polici, duken se jan\u00eb nj\u00eb e ardhme premtuese m\u00eb e mir\u00eb se nj\u00eb kast\u00eb e korruptuar polic\u00ebsh me t\u00eb cil\u00ebt jemi m\u00ebsuar prej vitesh. Po ashtu vullneti i ministrit t\u00eb ri p\u00ebr t\u00eb udh\u00ebhequr aksione masive policore, tregon pasionin me t\u00eb cil\u00ebn e ka marr\u00eb k\u00ebt\u00eb detyr\u00eb. Por ne do t\u00eb jemi krenar\u00eb p\u00ebr policin\u00eb ton\u00eb kur ajo t\u00eb funksionoj\u00eb p\u00ebr shkak t\u00eb nj\u00eb sistemi efikas, kur polici dhe qytetari t\u00eb din\u00eb mir\u00eb ku fillon dhe mbaron e drejta e tyre, kur biznesi ta dij\u00eb kur duhet t\u2019i trokas\u00eb polici n\u00eb der\u00eb dhe pse duhet t\u00eb trokas\u00eb, dhe kur forca e zbatimit t\u00eb godas\u00eb secilin nj\u00ebsoj. Vet\u00ebm k\u00ebshtu mund t\u00eb kemi nj\u00eb polici shteti, pa pasur frik\u00eb se mund t\u00eb rr\u00ebshqasim n\u00eb nj\u00eb shtet policor.
