Kushton nj\u00eb pjes\u00eb t\u00eb madhe t\u00eb p\u00ebrmbytjeve q\u00eb po p\u00ebrjeton Shkodra dhe fshatrat e N\u00ebnshkodr\u00ebs. Kushton nj\u00eb pjes\u00eb t\u00eb madhe t\u00eb d\u00ebmeve materiale q\u00eb kan\u00eb p\u00ebsuar familjet e p\u00ebrmbytura. Kushton nj\u00eb pjes\u00eb t\u00eb madhe t\u00eb vuajtjeve dhe akthit q\u00eb po p\u00ebrjetojn\u00eb mij\u00ebra njer\u00ebz t\u00eb goditur nga v\u00ebrshimi i uj\u00ebrave. <\/p>\n

Po t\u00eb kishim pasur nj\u00eb Bun\u00eb t\u00eb thelluar; po t\u00eb kishim pasur nj\u00eb sistem t\u00eb p\u00ebrshtatsh\u00ebm hidrovoresh, digash, argjinaturash, kanalesh dhe pritash; po t\u00eb kishim qen\u00eb m\u00eb t\u00eb kujdessh\u00ebm, m\u00eb sistematik\u00eb dhe m\u00eb metodik\u00eb me shkarkimet e uj\u00ebrave nga liqenet e hidrocentraleve, pra po t’i kishim b\u00ebr\u00eb qoft\u00eb edhe pjes\u00ebrisht t\u00eb gjitha k\u00ebto, p\u00ebrmbytjet do t\u00eb ishin m\u00eb t\u00eb vogla dhe m\u00eb pak t\u00eb d\u00ebmshme se sa jan\u00eb. Nuk ka dyshim se katastrofa \u00ebsht\u00eb edhe natyrore. Por, t\u00ebrbimi i natyr\u00ebs “ka gjetur shesh, pa po b\u00ebn p\u00ebrshesh”. <\/p>\n

Nga nj\u00eb an\u00eb t\u00eb duket se natyra po e tepron m\u00eb reshjet dhe v\u00ebrshimet e pazakonshme, pik\u00ebrisht p\u00ebr t\u00eb nd\u00ebshkuar e shkundur nj\u00eb klas\u00eb politike amatoreske, mendjemadhe, fjal\u00ebmadhe, pa vizion, pa largpam\u00ebsi, q\u00eb nuk di t’i rendis\u00eb gj\u00ebrat sipas r\u00ebnd\u00ebsis\u00eb q\u00eb kan\u00eb, q\u00eb e kujton politik\u00ebn propagand\u00eb, q\u00eb e pandeh drejtimin lop\u00eb p\u00ebr t\u00eb mjel\u00eb, q\u00eb k\u00ebnaqet dhe t\u00ebrhiqet pas spektakleve, pompozitetit, dukjes, fasad\u00ebs, duke injoruar brendin\u00eb e gj\u00ebrave. Reshjet dhe p\u00ebrmbytjet nga shkarkimet e hidrocentraleve godit\u00ebn fort para nj\u00eb viti n\u00eb Shkod\u00ebr. <\/p>\n

Qeveria u kap n\u00eb befasi. N\u00eb nj\u00eb mas\u00eb t\u00eb caktuar, me gjith\u00eb dyshimet e m\u00ebdha q\u00eb u ngrit\u00ebn n\u00eb lidhje me shkarkimet, qeveria edhe mund t\u00eb justifikohej at\u00ebher\u00eb. <\/p>\n

Ka ndodhur edhe gjetk\u00eb q\u00eb nj\u00eb situat\u00eb emergjente t\u00eb kap\u00eb t\u00eb pap\u00ebrgatitur nj\u00eb qeveri, apo t\u00eb nxjerr\u00eb n\u00eb shesh dob\u00ebsit\u00eb e krijuara p\u00ebrgjat\u00eb viteve nga mungesa e investimeve. <\/p>\n

Goditja e vjetshme, nd\u00ebrkaq, ishte e mjaftueshme p\u00ebr t\u00eb provokuar nj\u00eb analiz\u00eb t\u00eb detajuar, me ekipe shkenc\u00ebtar\u00ebsh e specialist\u00ebsh, t\u00eb shkaqeve t\u00eb vjetra e t\u00eb reja t\u00eb p\u00ebrmbytjeve n\u00eb zon\u00ebn e Shkodr\u00ebs. <\/p>\n

Ishte e mjaftueshme q\u00eb deputet\u00ebt e Shkodr\u00ebs t\u00eb mos i merrte gjumi pa marr\u00eb form\u00eb dhe pa u v\u00ebn\u00eb n\u00eb veprim plani i masave p\u00ebr zvog\u00eblimin dhe shmangien e katastrofave t\u00eb tilla p\u00ebr mij\u00ebra e mij\u00ebra familje. Ishte e mjaftueshme q\u00eb qeveria dhe kryeministri t\u00eb vinin gishtin mbi plag\u00eb p\u00ebr t\u00eb nisur projektet e para dometh\u00ebn\u00ebse antip\u00ebrmbytje, n\u00eb radh\u00eb t\u00eb par\u00eb thellimin e lumit Buna. Dy her\u00eb \u00ebsht\u00eb ndryshuar buxheti i shtetit n\u00eb vitin 2010, por asnj\u00ebher\u00eb nuk mendoi kush p\u00ebr Bun\u00ebn. <\/p>\n

Paradoksalisht, as n\u00eb buxhetin e porsamiratuar n\u00eb parim p\u00ebr vitin 2011, nuk mendoi kush p\u00ebr Bun\u00ebn. N\u00eb qoft\u00eb se p\u00ebrmbytjet e para nj\u00eb viti n\u00eb Shkod\u00ebr nxor\u00ebn n\u00eb drit\u00eb faktin se nuk ka parashikim dhe parashikues n\u00eb oborrin e pushtetit t\u00eb sot\u00ebm, p\u00ebrmbytjet e tanishme s’kishin nevoj\u00eb p\u00ebr parashikues gjenial\u00eb, djalli e mori.<\/p>\n

Ky \u00ebsht\u00eb nj\u00eb moment dramatik p\u00ebr qytetar\u00ebt dhe demokracin\u00eb n\u00eb vend. Imagjinoni sa e pavler\u00eb \u00ebsht\u00eb k\u00ebshilla apo kritika p\u00ebr nj\u00eb qeveri q\u00eb nuk motivohet p\u00ebr t’u korrigjuar as nga p\u00ebsimet.<\/p>\n

Duke par\u00eb me syt\u00eb e tij p\u00ebrmasat e katastrof\u00ebs, kryeministri deklaroi dje nga Shkodra se do t’i k\u00ebrkonte ministrit t\u00eb Financave nj\u00eb ndryshim n\u00eb buxhetin e vitit 2011, p\u00ebr t\u00eb p\u00ebrfshir\u00eb thellimin e Bun\u00ebs n\u00eb projektet e vitit. \u00cbsht\u00eb veprimi m\u00eb i pashmangsh\u00ebm, q\u00eb duhet t\u00eb vendoset n\u00eb top list\u00ebn e projekteve t\u00eb qeveris\u00eb. <\/p>\n

Dhe nuk duhet t\u00eb trajtohet si shum\u00eb projekte t\u00eb tjera, p\u00ebr t\u00eb cil\u00ebt jan\u00eb dh\u00ebn\u00eb nj\u00eb sasi minimale parash sa p\u00ebr t\u00eb th\u00ebn\u00eb se po fillojm\u00eb k\u00ebtu dhe atje. Projekti i thellimit t\u00eb Bun\u00ebs nuk duron shakara propagandistike apo elektorale. <\/p>\n

Ai duhet t\u00eb mbulohet me financim t\u00eb plot\u00eb dhe t\u00eb realizohet n\u00eb afatin m\u00eb t\u00eb shpejt\u00eb t\u00eb mundsh\u00ebm. Projekte t\u00eb tilla nuk kan\u00eb “duk” dhe nuk ushqejn\u00eb shum\u00eb mburrje t\u00eb jashtme kur b\u00ebhen, por prodhojn\u00eb shum\u00eb turp kur nuk b\u00ebhen. Si turpi q\u00eb ofron sot p\u00ebr t\u00eb zgjedhurit e Shkodr\u00ebs dhe p\u00ebr qeverin\u00eb Buna e shkret\u00eb.<\/p>\n

Duke k\u00ebrkuar nga Shkodra at\u00eb q\u00eb nuk mund t\u00eb mos k\u00ebrkohet tashm\u00eb – p\u00ebrfshirjen e thellimit t\u00eb Bun\u00ebs n\u00eb buxhetin e ri – kryeministri na tregoi se Buna ishte harruar p\u00ebrs\u00ebri, se u desh nj\u00eb katastrof\u00eb e re, m\u00eb e r\u00ebnd\u00eb se e para, q\u00eb dikush t\u00eb kujtohej. <\/p>\n

Mund ta themi nj\u00ebmij\u00eb her\u00eb dhe nuk \u00ebsht\u00eb e re t\u00eb themi se kryeministri ka harruar rrug\u00ebs premtimet e veta t\u00eb vjetshme p\u00ebr Bun\u00ebn. Por k\u00ebtu \u00ebsht\u00eb rasti t\u00eb flitet edhe p\u00ebr t\u00eb zgjedhurit q\u00eb votohen nga qytetar\u00ebt. \u00c7far\u00eb b\u00ebjn\u00eb ata? <\/p>\n

A mos edhe ne njer\u00ebzit e mediave e justifikojm\u00eb apatin\u00eb dhe indiferenc\u00ebn e tyre duke shkruar e folur vet\u00ebm p\u00ebr p\u00ebrgjegj\u00ebsit\u00eb e qeveris\u00eb? Kam nj\u00eb arsye ta ngre problemin edhe n\u00eb k\u00ebt\u00eb form\u00eb. Si ish-deputet i Lezh\u00ebs, s\u00eb bashku me koleg\u00eb dhe zyrtar\u00eb lokal\u00eb t\u00eb Qarkut, duke sensibilizuar vijuesh\u00ebm kryeministrin dhe ish-ministrin e Bujq\u00ebsis\u00eb, zotin Emin Gjana, ia kemi dal\u00eb q\u00eb bashk\u00ebrisht t\u00eb realizojm\u00eb thellimin e lumit Drin. <\/p>\n

Projekti ishte i Akademis\u00eb s\u00eb Shkencave. Financimi i buxhetit t\u00eb shtetit. Nuk \u00ebsht\u00eb zgjidhur gjith\u00eb problemi kompleks i p\u00ebrmbytjeve n\u00eb Lezh\u00eb, por, si\u00e7 thot\u00eb populli, “\u00ebsht\u00eb kapur demi nga brir\u00ebt”. <\/p>\n

T\u00eb jesh parashikues n\u00eb k\u00ebt\u00eb sfer\u00eb nuk do t\u00eb thot\u00eb t\u00eb jesh orakull, por thjesht t\u00eb kuptosh dhe t\u00eb rendit\u00ebsh drejt nevojat e njer\u00ebzve, rreziqet eventuale q\u00eb u kanosen atyre, burimet e zhvillimit t\u00eb zon\u00ebs dhe vendit. Investimet duhet t\u00eb ndjekin k\u00ebt\u00eb renditje. <\/p>\n

Kaq \u00ebsht\u00eb. Klanet e sotme politike dhe qeveritare nuk e njohin parashikueshm\u00ebrin\u00eb si vler\u00eb. Ato kultivojn\u00eb servilizmin dhe interesat e vogla.
