Kryeministri Berisha pranoi dje munges\u00ebn e vizionit n\u00eb buxhetin e vitit 2011 dhe provoi se n\u00eb fillim t\u00eb vitit t\u00eb kaluar ishte tallur me qytetar\u00ebt e Shkodr\u00ebs. Nj\u00eb dit\u00eb m\u00eb par\u00eb ai foli me eg\u00ebrsi kund\u00ebr opozit\u00ebs p\u00ebr munges\u00ebn e fest\u00ebs n\u00eb Tiran\u00eb, nd\u00ebrsa dje foli me eg\u00ebrsi p\u00ebr p\u00ebrkujtimin e vdekjeve prej saj.<\/p>\n

Me psikologjin\u00eb e njeriut q\u00eb t\u00ebrhiqet vet\u00ebm nga dasmat dhe vdekjet, si ato grat\u00eb e ngeshme t\u00eb fshatrave t\u00eb thella q\u00eb b\u00ebjn\u00eb dhe vajtojc\u00ebn dhe krushk\u00ebn n\u00eb dasma, Berisha ishte dje n\u00eb dit\u00ebn e makthit nga vdekjet. Ai drejtoi nj\u00eb lutje p\u00ebr Ministrin\u00eb e Financave, p\u00ebr t\u00eb ndryshuar prioritetet e buxhetit dhe p\u00ebr t\u00eb planifikuar thellimin e Lumit Bun\u00eb.<\/p>\n

Nj\u00eb vit m\u00eb par\u00eb Berisha u premtoi shkodran\u00ebve se viti 2010 do t\u00eb ishte viti i thellimit dhe pastrimit t\u00eb Bun\u00ebs dhe bile theksoi se do ta kthente at\u00eb n\u00eb qendr\u00ebn turistike m\u00eb t\u00eb fort\u00eb t\u00eb rajonit. Mir\u00eb q\u00eb nuk hodhi asnj\u00eb lopat\u00eb zhavorr gjith\u00eb vitin, por as para 15 dit\u00ebve, kur \u00e7oi buxhetin n\u00eb Kuvend, nuk u kujtua p\u00ebr mashtrimin publik q\u00eb u kishte b\u00ebr\u00eb atyre qytetar\u00ebve.<\/p>\n

U desh t\u00eb ri-p\u00ebrmbytej Shkodra, q\u00eb Berisha t\u00eb kujtohej dhe p\u00ebr munges\u00ebn e p\u00ebrgjegj\u00ebsis\u00eb p\u00ebr Shkodr\u00ebn, dhe p\u00ebr munges\u00ebn e vizionit p\u00ebr t\u00eb.<\/p>\n

Nj\u00eb projekt kushton shum\u00eb m\u00eb pak se sa nj\u00eb g\u00ebnjesht\u00ebr nga ato q\u00eb l\u00ebshon p\u00ebrdit\u00eb Berisha.<\/p>\n

Dhe p\u00ebr k\u00ebt\u00eb kam nj\u00eb sugjerim konkret. Berisha t\u00eb anuloj\u00eb vendimin e qeveris\u00eb p\u00ebr blerjen e nj\u00eb Benzi t\u00eb blinduar p\u00ebr sh\u00ebrbimet qeveritare, i cili kap shifr\u00ebn rreth 700 milion\u00eb. Me aq pare b\u00ebhet nj\u00eb projekt serioz p\u00ebr Liqenin, Bun\u00ebn dhe Drinin dhe ne kemi n\u00eb dor\u00eb pastaj nj\u00eb dokument profesional q\u00eb duhet financuar p\u00ebr t\u00eb shp\u00ebtuar Shkodr\u00ebn.<\/p>\n

Ky gjest do t\u00eb ishte m\u00eb bind\u00ebs p\u00ebr qytetar\u00ebt e Shkodr\u00ebs se hak\u00ebrrimat e tij kund\u00ebr opozit\u00ebs q\u00eb i kujton pap\u00ebrgjegjshm\u00ebrin\u00eb n\u00eb qeverisjen e vendit.
\nS\u00eb dyti, Berisha duhet t\u00eb jet\u00eb transparent me Shkodr\u00ebn p\u00ebr at\u00eb \u00e7far\u00eb duhet t\u00eb ndryshoj\u00eb n\u00eb buxhet.<\/p>\n

S\u00eb treti, Berisha mendon se viktimat e tij jan\u00eb pron\u00eb e tij dhe ato s’mund t’i prek\u00eb askush. Kjo logjik\u00eb nekrofile q\u00eb shoq\u00ebron gjith\u00eb karrier\u00ebn e tij, tani po kthehet n\u00eb identitet. Ul\u00ebrinte dhe ishte gati q\u00eb dhe at\u00eb foshnj\u00ebn e mjer\u00eb tre- muajshe t\u00eb vdekur, ta quante t\u00eb gjall\u00eb, ose t\u00eb vrar\u00eb nga opozita. Problemi q\u00eb ka Shkodra \u00ebsht\u00eb m\u00eb shum\u00eb se sa nj\u00eb viktim\u00eb njer\u00ebzore.<\/p>\n

Problemi q\u00eb ai qytet po p\u00ebrjeton, tashm\u00eb nga g\u00ebnjeshtrat e Sali Berish\u00ebs, \u00ebsht\u00eb se nuk po vdes nj\u00eb, 4, apo 26 vet\u00eb, por nj\u00eb qytet i t\u00ebr\u00eb po b\u00ebhet i pabanuesh\u00ebm p\u00ebr shkak t\u00eb tij. Dhe me logjik\u00ebn e Berish\u00ebs ne tani nuk duhet t\u00eb p\u00ebrmendim Shkodr\u00ebn, se ajo s’ka vdekur akoma.<\/p>\n

Ky degradim mendor i k\u00ebtij njeriu q\u00eb \u00ebsht\u00eb n\u00eb krye t\u00eb shtetit, po i ngjan nga ora n\u00eb or\u00eb nj\u00eb grumbulli makthesh q\u00eb p\u00ebrkthehet n\u00eb qeverisje spontane, pa plan, pa vizion dhe pa transparenc\u00eb. \u00cbsht\u00eb inercia e njeriut q\u00eb nuk ka nj\u00eb plan t\u00eb vetin, por ndjek planin q\u00eb i v\u00ebn\u00eb p\u00ebrpara klient\u00ebt e Familjes dhe imponimin q\u00eb i b\u00ebjn\u00eb fatkeq\u00ebsit\u00eb natyrore. \u00cbsht\u00eb nj\u00eb kryeminist\u00ebr q\u00eb i harxhon lek\u00ebt p\u00ebr dasma ose p\u00ebr vdekje.
