Nga ana e vet, p\u00ebrfaq\u00ebsuesit socialist\u00eb q\u00eb qeverisin Tiran\u00ebn s\u2019kan\u00eb marr\u00eb kurr\u00eb ndonj\u00eb p\u00ebrgjegj\u00ebsi p\u00ebr k\u00ebto p\u00ebrmbytje, por ia kan\u00eb l\u00ebn\u00eb gjithher\u00eb, me heshtje apo me prononcime, fatkeq\u00ebsis\u00eb natyrore. <\/p>\n<p>Tani q\u00eb po p\u00ebrmbytet Shkodra d\u00ebgjojm\u00eb se kjo maxhoranca e p\u00ebrgjegj\u00ebsive njer\u00ebzore n\u00eb Tiran\u00eb, po na thot\u00eb se p\u00ebrmbytja e Shkodr\u00ebs \u00ebsht\u00eb fatkeq\u00ebsi natyrore dhe nga ana tjet\u00ebr, d\u00ebgjojm\u00eb opozit\u00ebn e fatkeq\u00ebsive natyrore n\u00eb Tiran\u00eb, t\u00eb akuzoj\u00eb se kjo e Shkodr\u00ebs \u00ebsht\u00eb pap\u00ebrgjegjshm\u00ebria e qeveris\u00eb s\u00eb njer\u00ebzve t\u00eb korruptuar.<\/p>\n<p>Po \u00e7\u2019thon\u00eb njer\u00ebzit p\u00ebr k\u00ebt\u00eb p\u00ebrmbytjen e fundit si vazhd\u00eb p\u00ebrmbytjesh?<br \/>\nQ\u00eb kjo e Shkodr\u00ebs nuk \u00ebsht\u00eb fatkeq\u00ebsi thjesht natyrore, e provon fakti se p\u00ebrmbytje n\u00eb Shkod\u00ebr po kemi p\u00ebrvit tashm\u00eb. Fatkeq\u00ebsia, kur b\u00ebhet e p\u00ebrvitshme, nuk quhet natyrore, por e paralajm\u00ebruar, e p\u00ebr k\u00ebsi fatkeq\u00ebsish merren masa. Njer\u00ebzit q\u00eb kan\u00eb pak kujtes\u00eb thon\u00eb, edhe se nd\u00ebrkoh\u00eb q\u00eb hidrocentralet jan\u00eb nd\u00ebrtuar q\u00eb n\u00eb koh\u00ebn e regjimit, nuk kemi par\u00eb apo d\u00ebgjuar asokohe p\u00ebr p\u00ebrmbytje t\u00eb tilla. <\/p>\n<p>Pra, di\u00e7ka \u201cnjer\u00ebzore\u201d b\u00ebnte asokohe regjimi, q\u00eb s\u2019kishte t\u00eb tilla \u201cfatkeq\u00ebsi natyrore\u201d. E k\u00ebto \u201cdi\u00e7kara njer\u00ebzore\u201d duhen b\u00ebr\u00eb p\u00ebrs\u00ebri, madje shum\u00eb m\u00eb mir\u00eb dhe jo t\u00eb mos b\u00ebhen fare. E dyta q\u00eb thon\u00eb njer\u00ebzit e thjesht\u00eb \u00ebsht\u00eb se, n\u00ebse ka njer\u00ebz q\u00eb kan\u00eb nd\u00ebrtuar n\u00eb vende q\u00eb parashikoheshin si zona rreziku, shteti duhet t\u00eb kishte gjetur me koh\u00eb m\u00ebnyrat p\u00ebr t\u2019i zhvendosur k\u00ebta, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb mos d\u00ebgjonim m\u00eb p\u00ebr gra q\u00eb mbeten t\u00eb izoluara dhe u vdes f\u00ebmija n\u00eb bark, p\u00ebr barka t\u00eb improvizuara shp\u00ebtimi apo evakuime urgjente me mobilizim t\u00eb ushtris\u00eb n\u00eb zona t\u00eb tilla. Taksapaguesi shqiptar ka t\u00eb drejt\u00eb t\u00eb thot\u00eb, se nuk jep asnj\u00eb lek ndihm\u00eb m\u00eb p\u00ebr raste t\u00eb tilla.<\/p>\n<p>Mir\u00ebpo, teksa b\u00ebjm\u00eb k\u00ebto diskutime duke par\u00eb p\u00ebrmbytjen e radh\u00ebs, nuk mund t\u00eb mos na vijn\u00eb nd\u00ebrmend skenat e maskarad\u00ebs q\u00eb pam\u00eb n\u00eb Parlamentin shqiptar para disa dit\u00ebsh, ku t\u00eb mbledhur p\u00ebr t\u00eb diskutuar buxhetin, deputet\u00ebt tan\u00eb s\u2019b\u00ebn\u00eb gj\u00eb tjet\u00ebr, deri afro n\u00eb agim, por ve\u00e7se u shan\u00eb nd\u00ebrsjelltasi p\u00ebr vjedhje e korrupsion, e vet\u00ebm p\u00ebr analiz\u00eb buxheti nuk fol\u00ebn. <\/p>\n<p>E nd\u00ebr tjera, nuk mund t\u00eb mos sjell\u00ebsh nd\u00ebrmend se nuk pam\u00eb e d\u00ebgjuam q\u00eb n\u00eb at\u00eb buxhet t\u00eb kishte ndonj\u00eb z\u00eb t\u00eb r\u00ebnd\u00ebsish\u00ebm p\u00ebr investime p\u00ebr pengimin e p\u00ebrmbytjeve n\u00eb Shkod\u00ebr dhe po ashtu, nuk pam\u00eb e d\u00ebgjuam ndonj\u00eb deputet t\u00eb opozit\u00ebs t\u00eb zon\u00ebs s\u00eb Shkodr\u00ebs, q\u00eb t\u00eb ngrihej e t\u00eb protestonte p\u00ebr k\u00ebto mungesa n\u00eb buxhet.<\/p>\n<p>Tani vjen p\u00ebrmbytja, e nj\u00ebra pal\u00eb fillon a akuzon, kurse pala tjet\u00ebr thot\u00eb \u201cfatkeq\u00ebsi natyrore\u201d.<\/p>\n<p>Q\u00eb fatkeq\u00ebsia nuk \u00ebsht\u00eb natyrore, por politike, njer\u00ebzore dmth. q\u00eb ka t\u00eb b\u00ebj\u00eb me at\u00eb q\u00eb njer\u00ebzit e thjesht\u00eb i d\u00ebgjon shpesh t\u00eb thon\u00eb: \u201c\u00c7\u2019\u00ebsht\u00eb kjo fatkeq\u00ebsi q\u00eb na ka gjetur ne, q\u00eb na kan\u00eb r\u00ebn\u00eb k\u00ebta politikan\u00eb p\u00ebr hise\u201d. K\u00ebt\u00eb e din\u00eb edhe kafsh\u00ebt e p\u00ebrmbytura t\u00eb asaj zone, e jo m\u00eb njer\u00ebzit. Debati mund t\u00eb zhvillohet n\u00eb nivel filozofik, mbi at\u00eb sesa kjo fatkeq\u00ebsi \u00ebsht\u00eb nj\u00eb rast\u00ebsi dhe sa \u00ebsht\u00eb e determinuar nga vet\u00eb niveli kulturor e moral i popullit ton\u00eb heroik e liridash\u00ebs. <\/p>\n<p>E n\u00eb k\u00ebt\u00eb aspekt, do t\u00eb thosha se me siguri duhet th\u00ebn\u00eb se ashtu si fatkeq\u00ebsia e p\u00ebrmbytjes q\u00eb nuk \u00ebsht\u00eb vet\u00ebm natyrore d.m.th. rast\u00ebsore, por edhe njer\u00ebzore, ashtu edhe kjo fatkeq\u00ebsi politike nuk \u00ebsht\u00eb vet\u00ebm rast\u00ebsore, por ka t\u00eb b\u00ebj\u00eb edhe me nivelin e njeriut ton\u00eb demokratik. Dhe kur themi \u201cnjeriu\u201d, kam parasysh faktin se ai ka n\u00eb dor\u00eb t\u00eb b\u00ebj\u00eb t\u00eb mundur\u00ebn p\u00ebr t\u00eb evituar fatkeq\u00ebsit\u00eb, apo p\u00ebr t\u2019i parandaluara ato, apo p\u00ebr t\u2019i pak\u00ebsuar ato. Dhe nuk ka pik\u00eb dyshimi se ashtu sikurse p\u00ebr evitimin e p\u00ebrmbytjeve n\u00eb Shkod\u00ebr ka pasur shum\u00eb gj\u00ebra p\u00ebr t\u2019u b\u00ebr\u00eb, ashtu edhe ndaj k\u00ebsaj fatkeq\u00ebsis\u00eb tjet\u00ebr njer\u00ebzore ka shum\u00eb gj\u00ebra p\u00ebr t\u2019u b\u00ebr\u00eb.<\/p>\n<p>E nd\u00ebrsa shkruaj k\u00ebto radh\u00eb, m\u00eb vjen nd\u00ebrmend se n\u00eb buxhet parashikohen miliarda p\u00ebr t\u00eb hapur nj\u00eb tunel t\u00eb gjat\u00eb e t\u00eb gjer\u00eb n\u00eb Krrab\u00eb q\u00eb (thon\u00eb k\u00ebta t\u00eb pushtetit) elbasanasit t\u00eb vijn\u00eb p\u00ebr 30 minuta (jo p\u00ebr nj\u00eb or\u00eb) n\u00eb Tiran\u00eb. Dhe pyes me vete: e \u00e7\u2019kuptim ka q\u00eb elbasanasit t\u00eb vijn\u00eb nj\u00eb gjysm\u00eb ore m\u00eb her\u00ebt n\u00eb Tiran\u00eb, kur ti ke njer\u00ebzit q\u00eb po t\u00eb p\u00ebrmbyten vit p\u00ebr vit n\u00eb Shkod\u00ebr? Apo se mos ka pun\u00eb n\u00eb Tiran\u00eb? Mir\u00ebpo, arsyeja e mosarsyes s\u00eb fatkeq\u00ebsis\u00eb s\u00eb politikan\u00ebve tan\u00eb, nuk thot\u00eb k\u00ebshtu. <\/p>\n<p>Dhe k\u00ebtu, tek e fundit, kthehemi p\u00ebrs\u00ebri tek pyetja: \u00e7far\u00eb mund t\u00eb b\u00ebjm\u00eb q\u00eb ta evitojm\u00eb k\u00ebt\u00eb fatkeq\u00ebsi njer\u00ebzore ose q\u00eb t\u00eb pak\u00ebsojm\u00eb d\u00ebmin e saj? Me fjal\u00eb t\u00eb tjera: ka nj\u00ebzet vjet q\u00eb na p\u00ebrmbytet Parlamenti e qeveria me t\u00eb paaft\u00eb, t\u00eb korruptuar e t\u00eb bab\u00ebzitur, \u00e7far\u00eb mund t\u00eb b\u00ebjm\u00eb p\u00ebr ta parandaluar k\u00ebt\u00eb? Personalisht mendoj se ka shum\u00eb m\u00eb tep\u00ebr shans t\u00eb b\u00ebhet ndonj\u00eb gj\u00eb p\u00ebr t\u00eb evituar p\u00ebrmbytjet n\u00eb Shkod\u00ebr, sesa p\u00ebr t\u00eb evituar k\u00ebto p\u00ebrmbytjet n\u00eb Parlament.<\/p>\n<p>Kaq. Nuk po jap ndonj\u00eb zgjidhje nga ato q\u00eb lexuesi pastaj t\u00eb m\u00eb thon\u00eb: analiz\u00ebn e ke b\u00ebr\u00eb mir\u00eb, por zgjidhjen e ke dh\u00ebn\u00eb t\u00eb dob\u00ebt.<\/p>\n<p>Mir\u00ebpo, nd\u00ebrsa shkruaj, m\u00eb b\u00ebhet sikur i d\u00ebgjoj ata lexues q\u00eb do t\u00eb thon\u00eb: prap\u00eb po nj\u00eb fyelli pesimizmi po i bie ky Lubonja. N\u00ebse ke ndonj\u00eb zgjidhje thuaje, p\u00ebrndryshe mos na shkruaj gj\u00ebra q\u00eb i dim\u00eb sa p\u00ebr t\u00eb na deprimuar edhe m\u00eb. I shtr\u00ebnguar nga ky z\u00eb, duke e lodhur mendjen p\u00ebr ndonj\u00eb zgjidhje optimiste, pasi e lexova edhe nj\u00eb her\u00eb q\u00eb nga fillimi e n\u00eb fund shkrimin deri k\u00ebtu dhe v\u00ebrtet pash\u00eb se shum\u00eb gj\u00ebra jan\u00eb th\u00ebn\u00eb e st\u00ebrth\u00ebn\u00eb jo vet\u00ebm nga un\u00eb, m\u00eb n\u00eb fund m\u00eb erdhi ideja e zgjidhjes: Pse t\u00eb mos b\u00ebjm\u00eb dy parlamente? <\/p>\n<p>Nj\u00eb Parlament q\u00eb \u00ebsht\u00eb ky q\u00eb \u00ebsht\u00eb, i cili sheh interesat private t\u00eb politikan\u00ebve dhe oligark\u00ebve q\u00eb jan\u00eb k\u00ebta q\u00eb jan\u00eb, t\u00eb cil\u00ebt b\u00ebjn\u00eb buxhetet e p\u00ebrcaktojn\u00eb prioritetet sipas interesave t\u00eb tyre. Dhe nj\u00eb Parlament tjet\u00ebr, q\u00eb t\u00eb shoh\u00eb interesat e njer\u00ebzve si puna e atyre q\u00eb p\u00ebrmbyten n\u00eb Shkod\u00ebr, e jo vet\u00ebm. Un\u00eb jam i sigurt se po t\u00eb hidhet n\u00eb referendum kjo ide, do t\u00eb miratohet nga shumica e njer\u00ebzve. Gjith\u00eb duke e zhvilluar k\u00ebt\u00eb ide, m\u00eb del se i bie q\u00eb t\u00eb kemi edhe dy polici, edhe dy gjyq\u00ebsor\u00eb edhe dy lloje mediash, deri edhe dy kryeqytete. <\/p>\n<p>D.m.th, gati si t\u00eb krijojm\u00eb nj\u00eb shtet t\u00eb ri. E meq\u00eb si\u00e7 dihet, shpesh shtetet fillojn\u00eb nga p\u00ebrcaktimi i kryeqyteteve, un\u00eb propozoj q\u00eb kryeqytet i k\u00ebtij shtetit t\u00eb dyt\u00eb shqiptar t\u00eb b\u00ebhet\u2026 le ta mendom\u00eb pak\u2026 P\u00ebrfundimisht m\u00eb del se duhet t\u00eb themelojm\u00eb nj\u00eb kryeqytet t\u00eb ri dhe ta quajm\u00eb \u201cFillimngazero\u201d. Parlamenti n\u00eb \u201cFillimngazero\u201d rr\u00ebzoi qeverin\u00eb me mocion mosbesimi p\u00ebr shkak t\u00eb p\u00ebrmbytjeve n\u00eb Shkod\u00ebr. \u00c7far\u00eb lajmi i bukur!
