Sapo kishte marr\u00eb detyr\u00ebn si shef i Zyr\u00ebs Civile Nd\u00ebrkomb\u00ebtare (ICO) dhe i d\u00ebrguar i posa\u00e7\u00ebm i Bashkimit Evropian p\u00ebr Kosov\u00eb. Sipas disa burimeve n\u00eb Bruksel, t\u00eb ardhurat e tij mujore silleshin rreth 20 mij\u00eb euro. I ulur n\u00eb restorantin e nj\u00eb hoteli n\u00eb Prishtin\u00eb, diplomati holandez gjat\u00eb bised\u00ebs vazhdimisht i ikte p\u00ebrgjigjes se kur ICO-ja dhe misioni i BE-s\u00eb p\u00ebr sundimin e ligjit EULEX do ta marrin p\u00ebrgjegj\u00ebsin\u00eb p\u00ebr drejtimin e pun\u00ebve n\u00eb Kosov\u00eb.<\/p>\n<p>N\u00eb Planin e Ahtisaarit thuhej se pas shpalljes s\u00eb pavar\u00ebsis\u00eb s\u00eb Kosov\u00ebs misioni i OKB-s\u00eb (UNMIK) do t\u2019ua dor\u00ebzonte kompetencat pushtetit lokal dhe misioneve t\u00eb reja nd\u00ebrkomb\u00ebtare brenda 120 dit\u00ebsh. Por kur fillonte kjo faz\u00eb e num\u00ebrimit \u2013 dit\u00ebn e proklamimit t\u00eb m\u00ebvet\u00ebsis\u00eb kosovare apo m\u00eb von\u00eb? Feith at\u00ebbot\u00eb me ironi tha: \u201cUn\u00eb num\u00ebroj p\u00ebrher\u00eb. Por un\u00eb m\u00eb s\u00eb shumti i num\u00ebroj parat\u00eb dhe zaret e mia\u201d. Megjithat\u00eb, shefi i ICO-s dikur b\u00ebri nj\u00eb premtim t\u00eb fuqish\u00ebm: \u201cJemi duke e nd\u00ebrtuar misionin ton\u00eb. Por nj\u00eb gj\u00eb \u00ebsht\u00eb e qart\u00eb: ne do t\u00eb veprojm\u00eb n\u00eb mbar\u00eb territorin e Kosov\u00ebs\u201d.<\/p>\n<p>\u00c7far\u00eb i mbetet tani p\u00ebr t\u00eb num\u00ebruar n\u00eb Kosov\u00eb Pieter Feithit? Sukseset? T\u00eb arriturat n\u00eb fush\u00ebn e sundimit t\u00eb ligjit? Prania e nj\u00eb administrate efikase n\u00eb mbar\u00eb territorin e Kosov\u00ebs? Luftimi i korrupsionit? Angazhimi p\u00ebr nj\u00eb televizion publik q\u00eb e meriton k\u00ebt\u00eb em\u00ebr? Pas kat\u00ebr vjet e gjysm\u00eb n\u00eb Kosov\u00eb, Feith mund t\u2019i num\u00ebroj\u00eb vet\u00ebm parat\u00eb q\u00eb i ka fituar. Zyra Civile Nd\u00ebrkomb\u00ebtare po mbyllet, sepse pothuaj askush s\u2019e v\u00ebrejti pranin\u00eb e saj. S\u2019do t\u00eb v\u00ebrehet as mungesa e saj. ICO-ja e kishte p\u00ebr detyr\u00eb t\u00eb mbik\u00ebqyrte zbatimin e Planit t\u00eb Ahtisaarit. Kjo zyr\u00eb k\u00ebt\u00eb e ka b\u00ebr\u00eb vet\u00ebm n\u00eb ato pjes\u00eb t\u00eb Kosov\u00ebs, ku plani do t\u00eb ishte zbatuar edhe pa mbik\u00ebqyrjen e saj. N\u00eb veri, nd\u00ebrkaq, atje ku prej vitesh \u00ebsht\u00eb etabluar eldoradoja e krimit, loj\u00ebs me zjarr dhe mesazheve nacionaliste, ICO-ja thjesht nuk qe e pranishme.<\/p>\n<p>Kancelaria e Feithit e kishte p\u00ebr detyr\u00eb t\u00eb ndihmonte q\u00eb Kosova t\u00eb b\u00ebhej shtet funksional. Si \u201cautoritet i fundit\u201d p\u00ebr mbik\u00ebqyrjen e Planit t\u00eb Ahtisaarit, ICO-ja mund t\u00eb merrte \u201cmasa korrigjuese\u201d n\u00eb pothuaj \u00e7do \u00e7\u00ebshtje q\u00eb do t\u00eb vler\u00ebsohej e r\u00ebnd\u00ebsishme p\u00ebr nd\u00ebrtimin e demokracis\u00eb n\u00eb Kosov\u00eb, p\u00ebrfshir\u00eb anulimin e ligjeve, largimin e politikan\u00ebve t\u00eb korruptuar, em\u00ebrimin e zyrtar\u00ebve n\u00eb poste t\u00eb r\u00ebnd\u00ebsishme etj. A ka dh\u00ebn\u00eb ndonj\u00eb kontribut Feith n\u00eb k\u00ebt\u00eb drejtim? P\u00ebr aq sa shihet \u2013 jo. Por nuk duhet t\u2019i ngarkohet krejt faji veteranit diplomatik nga Holanda. ICO-s i mungonte edhe mb\u00ebshtetja politike nga Brukseli. N\u00eb vend q\u00eb publikisht ta thoshte k\u00ebt\u00eb dhe t\u2019ia b\u00ebnte t\u00eb qart\u00eb bashk\u00ebsis\u00eb nd\u00ebrkomb\u00ebtare se misioni i ICO-s thjesht nuk po realizohet n\u00eb Kosov\u00eb, Feith zgjodhi heshtjen.<\/p>\n<p>P\u00ebr k\u00ebt\u00eb heshtje njer\u00ebzit e Kosov\u00ebs nuk i jan\u00eb mir\u00ebnjoh\u00ebs atij. \u201cNdoshta ky post (shef i ICO, v.j.) \u00ebsht\u00eb dizajnuar tamam p\u00ebr dik\u00eb q\u00eb gjendet para fundit t\u00eb karrier\u00ebs. K\u00ebshtu un\u00eb s\u2019duhet t\u00eb b\u00ebhem merak p\u00ebr t\u00eb ardhmen time\u201d. K\u00ebshtu kishte deklaruar Feith, at\u00ebbot\u00eb 63-vje\u00e7ar, n\u00eb bised\u00ebn e lartp\u00ebrmendur me nj\u00eb grup gazetar\u00ebsh t\u00eb mediumeve gjermane dhe zvicerane. M\u00eb 11 shtator 2012, lirisht mund t\u00eb thuhet se Feith v\u00ebrtet nuk duhet t\u00eb b\u00ebhet merak p\u00ebr t\u00eb ardhmen e tij, por gati dy milion\u00eb qytetar\u00eb t\u00eb Kosov\u00ebs kan\u00eb shum\u00eb arsye t\u00eb jen\u00eb t\u00eb shqet\u00ebsuar p\u00ebr t\u00eb tashmen dhe t\u00eb ardhmen e tyre dhe t\u00eb f\u00ebmij\u00ebve t\u00eb tyre.<\/p>\n<p>Feith do t\u00eb shfaj\u00ebsohet si n\u00eb fillim t\u00eb mandatit t\u00eb tij n\u00eb Prishtin\u00eb, duke th\u00ebn\u00eb se protektor\u00ebt nd\u00ebrkomb\u00ebtar\u00eb n\u00eb Kosov\u00eb nuk d\u00ebshironin t\u2019i p\u00ebrs\u00ebrisnin gabimet e Bosnj\u00ebs, ku vendimet e v\u00ebshtira i merrte bashk\u00ebsia nd\u00ebrkomb\u00ebtare, nd\u00ebrsa vendor\u00ebt merreshin me loj\u00ebra politike dhe korrupsion. Por dallimi mes Bosnj\u00ebs dhe Kosov\u00ebs \u00ebsht\u00eb esencial: n\u00eb Bosnj\u00eb p\u00ebrfaq\u00ebsuesit e tri etnive nuk mund t\u00eb pajtohen p\u00ebr pothuaj asgj\u00eb, n\u00eb fakt serb\u00ebt e kroat\u00ebt m\u00eb me qejf do t\u2019i bashkoheshin Serbis\u00eb, p\u00ebrkat\u00ebsisht Kroacis\u00eb.<\/p>\n<p>N\u00eb Kosov\u00eb mbi 90 p\u00ebr qind e popullsis\u00eb i p\u00ebrket nj\u00eb etnie (shqiptare) dhe pjesa tjet\u00ebr jan\u00eb pakica. Shumica e tyre e kan\u00eb pranuar realitetin e Kosov\u00ebs s\u00eb pavarur, por jan\u00eb nja 50 mij\u00eb (ndoshta edhe m\u00eb pak) serb\u00eb n\u00eb veri q\u00eb manipulohen dhe ushqehen me \u00ebndrra e p\u00ebrralla nga nj\u00eb grusht politikan\u00ebsh nacionalist\u00eb dhe kontrabandist\u00eb. A duhet Bashkimi Evropian, i cili ka ambicie t\u00eb luaj\u00eb rol t\u00eb madh n\u00eb politik\u00ebn bot\u00ebrore, t\u2019u n\u00ebnshtrohet huqeve t\u00eb tyre dhe shantazheve t\u00eb Beogradit? BE-ja mund ta b\u00ebj\u00eb k\u00ebt\u00eb, si\u00e7 e ka b\u00ebr\u00eb deri m\u00eb tash \u2013 dhe k\u00ebshtu t\u00eb tregoj\u00eb se nuk mund t\u00eb merret askund seriozisht si lojtar serioz p\u00ebr zgjidhjen e konflikteve.<\/p>\n<p>Mbyllja e Zyr\u00ebs Civile Nd\u00ebrkomb\u00ebtare nuk \u00ebsht\u00eb kurrfar\u00eb zhvillimi q\u00eb do t\u00eb arsyetonte organizimin e spektakleve. Qeveria e kryeministrit Hashim Tha\u00e7i n\u00eb munges\u00eb t\u00eb rezultateve n\u00eb ekonomi, sundim t\u00eb ligjit, mbrojtje t\u00eb ambientit, investimeve dhe privatizimeve serioze dhe fitimprur\u00ebse p\u00ebr vendin, po p\u00ebrpiqet me koncerte dhe ceremoni t\u00eb kota t\u2019i detyroj\u00eb njer\u00ebzit t\u00eb g\u00ebzohen me zor, sepse, ja, tash \u201cjemi plot\u00ebsisht t\u00eb pavarur\u201d! T\u00eb pavarur p\u00ebr pun\u00eb t\u00eb hairit kemi qen\u00eb q\u00eb nga 17 shkurti 2008, ndoshta edhe m\u00eb par\u00eb. Problemi \u00ebsht\u00eb se pjesa m\u00eb e madhe e elit\u00ebs sunduese t\u00eb Kosov\u00ebs ka prioritete t\u00eb tjera \u2013 prioritete q\u00eb n\u00eb \u00e7do raport t\u00eb organizatave nd\u00ebrkomb\u00ebtare ilustrohen me epitete t\u00eb err\u00ebta.<\/p>\n<p>Fakt \u00ebsht\u00eb se n\u00eb Kosov\u00eb po mbesin edhe disa misione nd\u00ebrkomb\u00ebtare, n\u00eb radh\u00eb t\u00eb par\u00eb EULEX-i, UNMIK-u, OSBE-ja. N\u00eb munges\u00eb t\u00eb efikasitetit qeveris\u00ebs do t\u00eb sillen v\u00ebrdall\u00eb n\u00ebp\u00ebr Prishtin\u00eb edhe ortak\u00eb t\u00eb dyshimt\u00eb privatizimi nga vende t\u00eb ndryshme. N\u00eb disa raste Kosova duket si nj\u00eb pul\u00eb, t\u00eb cil\u00ebn bashk\u00eb me \u201c\u00e7lirimtar\u00ebt\u201d vendor\u00eb e rrjepin \u201ckonsulent\u00eb\u201d e \u201cdashamir\u00ebs\u201d, aventurier\u00eb e misionar\u00eb t\u00eb ekonomis\u00eb gllab\u00ebruese, e cila nuk merr parasysh asnj\u00eb komponent\u00eb sociale. Por problemi qen\u00ebsor mbetet skena kaotike politike e Kosov\u00ebs: pothuaj \u00e7do e keqe burimin e ka te mend\u00ebsia halabake vendore.<\/p>\n<p>P\u00ebrball\u00eb sundimtar\u00ebve t\u00eb tanish\u00ebm, megjithat\u00eb tani p\u00ebr tani p\u00ebr Kosov\u00ebn \u00ebsht\u00eb e domosdoshme nj\u00eb prani nd\u00ebrkomb\u00ebtare; shpesh dhe me t\u00eb drejt\u00eb mund t\u00eb kritikohet EULEX-i, por a mos po k\u00ebrkojm\u00eb shum\u00eb nga nj\u00eb prokuror i huaj, i cili n\u00eb Kosov\u00eb ballafaqohet me nj\u00eb kultur\u00eb krejt tjet\u00ebr t\u00eb perceptimit t\u00eb drejt\u00ebsis\u00eb? Kultur\u00eb e cila problemet i zgjidh jasht\u00eb sall\u00ebs s\u00eb gjykimit dhe ku frik\u00ebsimi i d\u00ebshmitar\u00ebve \u00ebsht\u00eb sport i tmerrsh\u00ebm popullor. Asnj\u00eb sistem i drejt\u00ebsis\u00eb nuk mund t\u00eb funksionoj\u00eb pa d\u00ebshmitar\u00eb. N\u00eb mbrojtjen e tyre kan\u00eb d\u00ebshtuar t\u00eb gjitha misionet e deritanishme nd\u00ebrkomb\u00ebtare n\u00eb Kosov\u00eb, nd\u00ebrsa prej \u201c\u00e7lirimtar\u00ebve\u201d as q\u00eb duhet pritur mbrojtjen e d\u00ebshmitar\u00ebve \u2013 ata kan\u00eb vet\u00ebm nj\u00eb interes: t\u2019i detyrojn\u00eb t\u00eb heshtin me metodat e njohura t\u00eb (pas)luft\u00ebs.<\/p>\n<p>Sot, kur po botohet ky tekst, pra m\u00eb 11 shtator 2012, asgj\u00eb e ve\u00e7ant\u00eb nuk do t\u00eb ndodh\u00eb sa i p\u00ebrket Kosov\u00ebs. Vendi do t\u00eb mbetet nd\u00ebr m\u00eb t\u00eb varfrit n\u00eb Evrop\u00eb; papun\u00ebsia do t\u00eb vazhdoj\u00eb t\u2019i sillet rreth 40-p\u00ebrqind\u00ebshit; rroga mesatare do t\u00eb jet\u00eb edhe m\u00eb tutje 350 euro dhe ndoshta m\u00eb e ul\u00ebta n\u00eb kontinentin ton\u00eb; papun\u00ebsia e t\u00eb rinjve do t\u00eb mbetet tmerr\u00ebsisht e lart\u00eb dhe do t\u00eb jet\u00eb problem me potencial shp\u00ebrthyes, kur t\u00eb merret parasysh se gati 50 p\u00ebr qind e 1,7 milion\u00eb kosovar\u00ebve jan\u00eb t\u00eb mosh\u00ebs s\u00eb re (n\u00ebn 25 vje\u00e7); regjimi i vizave nuk do t\u00eb hiqet n\u00eb periudh\u00ebn afatshkurt\u00ebr.<\/p>\n<p>Por do t\u00eb vazhdoj\u00eb infiltrimi i administrat\u00ebs publike me milic\u00eb t\u00eb sh\u00ebrbimeve sekrete partiake, do t\u00eb mungoj\u00eb kontrolli demokratik i institucioneve vitale dhe do t\u00eb p\u00ebrparoj\u00eb zgjerimi i rrjetit klientelist n\u00ebse ajo q\u00eb quhet shumic\u00eb e heshtur e popullsis\u00eb nuk zgjohet p\u00ebr t\u00eb hequr me vot\u00eb nga pushteti nj\u00eb Qeveri thell\u00ebsisht t\u00eb pap\u00ebrgjegjshme; por kjo nuk mjafton: n\u00eb fakt n\u00eb Kosov\u00eb duhet t\u00eb zhvillohet nj\u00eb mentalitet krejt tjet\u00ebr shtetnd\u00ebrtues, i cili e ka parasysh t\u00eb mir\u00ebn e p\u00ebrgjithshme dhe angazhimin p\u00ebr mir\u00ebqenie t\u00eb t\u00eb gjith\u00ebve. Muzik\u00eb p\u00ebr t\u00eb ardhmen?
