Vendimet e qeveris\u00eb p\u00ebr importim plehrash, p\u00ebr ngritje tecesh me qymyr pran\u00eb qendrave t\u00eb banuara, p\u00ebr dh\u00ebnien e Shqip\u00ebris\u00eb me &#8216;1 euro&#8217;, p\u00ebr ngritje qendrash demontimi q\u00eb hedhin n\u00eb er\u00eb banor\u00ebt p\u00ebrreth, p\u00ebr shembje piramidash, hasin n\u00eb rezistenc\u00eb t\u00eb pak\u00ebt qytetare. Disa p\u00ebrjashtimeve pozitive, si\u00e7 ishte rasti i aleanc\u00ebs qytetare p\u00ebr mbrojtjen e gjirit t\u00eb Vlor\u00ebs, tashm\u00eb duken mjaft t\u00eb larg\u00ebta.<\/p>\n<p>P\u00ebr k\u00ebt\u00eb arsye, Dukati \u00ebsht\u00eb sot nj\u00eb shembull rezistence, q\u00eb ngjall shpres\u00eb. Q\u00ebndresa e dukatasve t\u00eb b\u00ebn t\u00eb besosh se p\u00ebrdorimit t\u00eb pushtetit p\u00ebr interesa t\u00eb ngushta mund t&#8217;i vendosen kufij. Se qeveria nuk mund ta p\u00ebrdor\u00eb Shqip\u00ebrin\u00eb si pla\u00e7k\u00eb private, p\u00ebr t\u00eb k\u00ebnaqur klientelat e saj t\u00eb brendshme apo t\u00eb huaja. N\u00eb thelb, l\u00ebvizja e Dukatit \u00ebsht\u00eb nj\u00eb q\u00ebndres\u00eb ku komuniteti lokal i k\u00ebrkon pushtetit njohjen e t\u00eb drejt\u00ebs s\u00eb pron\u00ebsis\u00eb shekullore dhe konsultimin me t\u00eb p\u00ebr investimet q\u00eb do kryhen n\u00eb nj\u00eb zon\u00eb, me t\u00eb cil\u00ebn ata jan\u00eb t\u00eb lidhur prej shekujsh. <\/p>\n<p>Si rrall\u00ebher\u00eb n\u00eb Shqip\u00ebrin\u00eb e sotme, ku mungon organizmi komunitar, dukatasit jan\u00eb mbledhur bashk\u00eb n\u00eb kuvend lokal. T\u00eb rinjt\u00eb dhe t\u00eb vjet\u00ebrit jan\u00eb mbledhur dhe kan\u00eb kuvenduar bashk\u00eb n\u00eb m\u00ebnyr\u00eb t\u00eb hapur dhe demokratike. Jan\u00eb organizuar n\u00eb komitete t\u00eb rinjsh dhe t\u00eb vjet\u00ebrish, kan\u00eb d\u00ebrguar peticione dhe k\u00ebrkesa n\u00eb pushtetin vendor dhe at\u00eb qendror dhe vet\u00ebm pas injorimit t\u00eb vazhduesh\u00ebm t\u00eb tyre jan\u00eb hedhur n\u00eb protesta, t\u00eb cilat jan\u00eb p\u00ebrshkall\u00ebzuar gradualisht p\u00ebrball\u00eb shurdh\u00ebris\u00eb s\u00eb pushtetit qendror. Kemi t\u00eb b\u00ebjm\u00eb me nj\u00eb q\u00ebndres\u00eb, sa t\u00eb organizuar, aq edhe demokratike.<\/p>\n<p>Fatkeq\u00ebsisht, ky dimension i q\u00ebndres\u00ebs s\u00eb Dukatit shpesh n\u00eb kronikat mediatike portretizohet si dhun\u00eb, anarki, rebelim, dhe p\u00ebr pasoj\u00eb de-legjitimohet. Nd\u00ebrkoh\u00eb, k\u00ebrkesat e dukatasve dhe injorimi i tyre nga pushteti qendror pothuajse nuk trajtohen fare mediatikisht. Shikuesi i thjesht nuk arrin t\u00eb kuptoj\u00eb arsyet se p\u00ebrse protestojn\u00eb dukatasit, k\u00ebrkesat e tyre p\u00ebr njohjen e pron\u00ebsis\u00eb mbi kullotat e Karaburunit, q\u00eb ato i kan\u00eb pasur n\u00eb zot\u00ebrim prej shekujsh, injorimin q\u00eb qeveria aktuale demokrate dhe ato t\u00eb m\u00ebparshme socialiste i kan\u00eb b\u00ebr\u00eb k\u00ebrkesave t\u00eb dukatave, q\u00eb m\u00eb s\u00eb fundi i kan\u00eb \u00e7uar ata drejt protestave. N\u00eb vend t\u00eb tyre shikojm\u00eb p\u00ebrplasje me policin\u00eb, kronika arrestimesh, apo seancash gjygj\u00ebsore.<\/p>\n<p>N\u00eb k\u00ebto kushte \u00ebsht\u00eb e leht\u00eb t\u00eb mos kuptosh r\u00ebnd\u00ebsin\u00eb e asaj q\u00eb po ndodh sot n\u00eb Dukat.<br \/>\nSot n\u00eb Dukat po p\u00ebrplasen ballazi interesat e nj\u00eb komuniteti lokal q\u00eb jeton aty prej shekujsh, me planet e nj\u00eb pushteti qendror, i cili zonat strategjike t\u00eb Shqip\u00ebris\u00eb i trajton si pla\u00e7k\u00eb p\u00ebr t\u00eb k\u00ebnaqur klientela t\u00eb brendshme apo t\u00eb jashtme, pa p\u00ebrfillur komunitetin lokal. K\u00ebshtu, qeveria jon\u00eb i v\u00eb n\u00eb dispozicion nj\u00eb pjes\u00eb t\u00eb Karaburunit investitor\u00ebve italian\u00eb, pa marr\u00eb mundimin t\u00eb konsultohet me komunitetin e Dukatit q\u00eb \u00ebsht\u00eb i lidhur me t\u00eb prej shekujsh, pa marr\u00eb parasysh pretendimet e tyre p\u00ebr kullotat q\u00eb prej shekujsh ata i kan\u00eb aty. Kuptohet, n\u00eb shk\u00ebmbim qeveria merr mb\u00ebshtetjen e shum\u00ebd\u00ebshiruar nga jasht\u00eb, p\u00ebr t\u00eb na th\u00ebn\u00eb se &#8216;ne na do Europa&#8217;. <\/p>\n<p>Sipas s\u00eb nj\u00ebjt\u00ebs logjik\u00eb, edhe klientela e brendshme do p\u00ebrfitoj\u00eb nga shpallja zon\u00eb strategjike e perlave t\u00eb bregut si Karaburuni. Dikush do ngrej\u00eb nj\u00eb hotel, dikush nj\u00eb fshat turistik dhe t\u00eb gjith\u00eb s\u00eb bashku do financojn\u00eb fushat\u00ebn elektorale t\u00eb forc\u00ebs n\u00eb pushtet ose lider\u00ebt e saj. Banor\u00ebt e zon\u00ebs, q\u00eb brez pas brezi kan\u00eb qen\u00eb t\u00eb lidhur me tok\u00ebn, mbetet t\u00eb pun\u00ebsohen tek klientela e brendshme apo e jashtme e pushtetit.<\/p>\n<p>Ky \u00ebsht\u00eb pra thelbi i q\u00ebndres\u00ebs q\u00eb po ndodh sot n\u00eb Dukat. Jo dhuna, jo seancat gjygj\u00ebsore dhe aq m\u00eb pak p\u00ebrplasja me policin\u00eb. Q\u00ebndresa n\u00eb Dukat \u00ebsht\u00eb sa demokratike, aq edhe parimore. Ky \u00ebsht\u00eb leksioni i demokracis\u00eb q\u00eb na ofron Dukati sot. Natyrisht, \u00ebsht\u00eb nj\u00eb leksion q\u00eb elitat mediatike, politike dhe t\u00eb biznesit, pran\u00eb pushtetit n\u00eb Tiran\u00eb nuk duan ta kuptojn\u00eb dhe nuk duan ta shohin.
