Ky p\u00ebrshkrim, sa i sakt\u00eb, aq edhe i dhembsh\u00ebm, ting\u00ebllon sikur t\u00eb ishte thurur enkas p\u00ebr t\u00eb p\u00ebrshkruar gjendjen ekonomike t\u00eb rinis\u00eb s\u00eb Kosov\u00ebs.<\/p>\n<p>P\u00ebr vite me radh\u00eb tashm\u00eb kjo rini p\u00ebrballet me shkall\u00ebn m\u00eb t\u00eb lart\u00eb t\u00eb papun\u00ebsis\u00eb s\u00eb rinis\u00eb n\u00eb Evrop\u00eb, e cila mendohet t\u00eb jet\u00eb diku rreth 75 p\u00ebr qind. Ajo \u00ebsht\u00eb e papun\u00eb, rrjedhimisht pa t\u00eb ardhura e pa pasuri, pra \u00ebsht\u00eb gjenerata jon\u00eb NINJA. Zgjidhjet p\u00ebr k\u00ebt\u00eb problematik\u00eb nuk ofrohen tash e dhjet\u00eb vjet me radh\u00eb as n\u00eb form\u00eb tentative. Nj\u00eb \u201czgjidhje\u201d e rekomanduar nga dy ministra kosovar\u00eb n\u00eb shkuarje, p\u00ebrmes s\u00eb cil\u00ebs papun\u00ebsia e t\u00eb rinjve do t\u00eb ulej n\u00ebse atyre do t\u2019u hapeshin dyert e tregut t\u00eb pun\u00ebs n\u00eb Evrop\u00ebn Per\u00ebndimore, \u00ebsht\u00eb jo vet\u00ebm e pap\u00ebrgjegjshme, por ajo prek kufijt\u00eb e skajsh\u00ebm t\u00eb asaj q\u00eb quhet \u201crefuzim p\u00ebr t\u00eb p\u00ebrmbushur obligimin zyrtar shtet\u00ebror\u201d. E n\u00eb k\u00ebt\u00eb rast obligim zyrtar shtet\u00ebror do t\u00eb ishte krijimi i parakushteve t\u00eb sh\u00ebndosha, duke u nisur nga p\u00ebrmir\u00ebsimi i ambientit t\u00eb biznesit e deri te hartimi i politikave t\u00eb mir\u00ebfillta industriale, p\u00ebr nj\u00eb zhvillim t\u00eb q\u00ebndruesh\u00ebm ekonomik dhe nj\u00eb krijim t\u00eb vazhduesh\u00ebm t\u00eb vendeve t\u00eb reja t\u00eb pun\u00ebs.<\/p>\n<p>Realiteti, megjithat\u00eb, \u00ebsht\u00eb larg p\u00ebrmbushjes s\u00eb k\u00ebtyre obligimeve. Goditjet q\u00eb Kosova ka marr\u00eb s\u00eb fundmi nga raportet e institucioneve t\u00eb renomuara nd\u00ebrkomb\u00ebtare, qoft\u00eb p\u00ebr shkak t\u00eb liris\u00eb s\u00eb medieve apo p\u00ebr nivelin e korrupsionit jan\u00eb t\u00eb r\u00ebnda. Ato n\u00eb realitet nuk jan\u00eb goditje, por nj\u00eb p\u00ebrshkrim i sakt\u00eb i asaj se \u00e7far\u00eb n\u00eb realitet po ndodh n\u00eb terren p\u00ebr vite me radh\u00eb.<\/p>\n<p>Raporti m\u00eb i ri i Bank\u00ebs Bot\u00ebrore \u201cT\u00eb b\u00ebsh biznes\u201d, i publikuar dje, ka radhitur Kosov\u00ebn n\u00eb vendin e 119-t\u00eb nga 183 ekonomit\u00eb bot\u00ebrore, pra nj\u00eb vend m\u00eb posht\u00eb se \u00e7\u2019ishte vitin e kaluar. Kjo r\u00ebnie e radh\u00ebs \u00ebsht\u00eb alarmi m\u00eb serioz se klima p\u00ebr afariz\u00ebm dhe biznes ka marr\u00eb tat\u00ebpjet\u00ebn, se investimet e huaja direkte si rrjedhoj\u00eb do vazhdojn\u00eb t\u00eb sh\u00ebnojn\u00eb r\u00ebnie, s\u00eb po hyjm\u00eb ngadal\u00eb e sigurt n\u00eb rrethin ekonomik vicioz, ku ekonomia e vendit do t\u00eb preket nga recesioni, sepse aktiviteti ekonomik do t\u00eb bjer\u00eb dhe me k\u00ebt\u00eb edhe konsumi dhe likuiditeti i sektorit privat.<\/p>\n<p>Zaten e gjith\u00eb rritja ekonomike e viteve t\u00eb fundit i atribuohet ngritjes s\u00eb shpenzimeve publike, por kur t\u00eb hyrat buxhetore bien si rrjedhoj\u00eb e r\u00ebnies s\u00eb aktivitetit ekonomik, e n\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb shpenzimet publike mbahen t\u00eb larta, shteti ec\u00ebn me hapa t\u00eb sigurt drejt kolapsit financiar. Kjo m\u00eb s\u00eb miri u pa me rastin e Greqis\u00eb, porse a do ta kishte Kosova fatin e nj\u00ebjt\u00eb p\u00ebr t\u00eb gjetur shp\u00ebtimin n\u00eb Bruksel, k\u00ebt\u00eb \u00ebsht\u00eb e v\u00ebshtir\u00eb p\u00ebr ta parashikuar.<\/p>\n<p>P\u00ebr t\u2019iu kund\u00ebrv\u00ebn\u00eb k\u00ebsaj situate t\u00eb r\u00ebnd\u00eb dhe skenar\u00ebve t\u00eb tjer\u00eb edhe m\u00eb t\u00eb rreziksh\u00ebm, k\u00ebrkohet guxim politik dhe qasje serioze e profesionale ndaj sfidave. N\u00eb radh\u00eb t\u00eb par\u00eb duhet ndryshuar prioritetet, duke v\u00ebn\u00eb aksentin kryesor mbi strategjit\u00eb p\u00ebr t\u00eb bazuar rritjen ekonomike m\u00eb shum\u00eb n\u00eb sektorin privat e m\u00eb pak n\u00eb investime publike. Parakusht p\u00ebr nj\u00eb zhvillim t\u00eb sektorit privat, \u00ebsht\u00eb n\u00eb radh\u00eb t\u00eb par\u00eb forcimi i Nd\u00ebrmarrjeve t\u00eb Vogla dhe t\u00eb Mesme (NVM), t\u00eb cilat si t\u00eb vetmet kan\u00eb potencialin, fleksibilitetin dhe aft\u00ebsin\u00eb p\u00ebr t\u00eb krijuar vende t\u00eb reja pune dhe p\u00ebr t\u2019u b\u00ebr\u00eb shtyll\u00eb e zhvillimit t\u00eb q\u00ebndruesh\u00ebm ekonomik. NVM-t\u00eb n\u00eb Kosov\u00eb, megjithat\u00eb, vazhdojn\u00eb t\u00eb p\u00ebrballen me v\u00ebshtir\u00ebsi shum\u00eb serioze.<\/p>\n<p>Qasja n\u00eb financa \u00ebsht\u00eb problem kryesor me t\u00eb cilin ato duhet t\u00eb luftojn\u00eb n\u00eb vazhdim\u00ebsi. Sipas t\u00eb dh\u00ebnave m\u00eb aktuale t\u00eb Bank\u00ebs Bot\u00ebrore, vet\u00ebm \u00e7ereku i NVM-ve t\u00eb Kosov\u00ebs arrin t\u2019i financoj\u00eb projektet nga bankat (n\u00eb Mal t\u00eb Zi 75%), p\u00ebrderisa pjesa tjet\u00ebr duhet t\u2019i financoj\u00eb investimet nga mjetet vetjake. Sistemi bankar, sado q\u00eb \u00ebsht\u00eb stabil, p\u00ebr shum\u00eb ekspert\u00eb ka filluar t\u00eb marr\u00eb trajt\u00ebn e nj\u00eb karteli, q\u00eb ka t\u00ebrhequr para t\u00eb m\u00ebdha nga tregu p\u00ebrmes depozitave e tani heziton t\u2019i kthej\u00eb ato n\u00eb treg p\u00ebrmes kredive p\u00ebr NVM-t\u00eb, nd\u00ebr t\u00eb tjera me arsyetimin e munges\u00ebs s\u00eb projekteve t\u00eb mira. Sado q\u00eb kjo mund t\u00eb jet\u00eb deri diku e sakt\u00eb, konservativizmi i skajsh\u00ebm n\u00eb financimin e sektorit privat dhe mbajtja e normave t\u00eb interesit kaq t\u00eb larta, n\u00eb koh\u00ebn kur Banka Qendrore Evropiane ka ulur norm\u00ebn baz\u00eb n\u00eb nivel historik dhe kur Kosova politikisht \u00ebsht\u00eb shum\u00eb m\u00eb stabile, s\u2019ka se si t\u00eb mos ushqehet dyshimi se sistemi bankar po dirigjohet nga nj\u00eb kartel i heshtur dhe me k\u00ebt\u00eb po b\u00ebhet penges\u00eb e zhvillimit t\u00eb sektorit privat.<\/p>\n<p>Parakusht tjet\u00ebr p\u00ebr nj\u00eb nd\u00ebrmarr\u00ebsi t\u00eb suksesshme \u00ebsht\u00eb zhvillimi i inovacionit. Parakusht p\u00ebr inovacionin \u00ebsht\u00eb reformimi dhe modernizimi i vazhduesh\u00ebm i sistemit arsimor. Por, Kosova edhe k\u00ebtu vazhdon t\u00eb \u00e7aloj\u00eb. Ne kemi shpenzimet aktuale publike p\u00ebr arsim nd\u00ebr m\u00eb t\u00eb ul\u00ebtat n\u00eb Evrop\u00eb. Me vet\u00ebm rreth 1.3 p\u00ebr qind t\u00eb GDP-s\u00eb sa Kosova investon \u00e7do vit n\u00eb arsim, ne mbetemi ende shum\u00eb larg mesatares s\u00eb vendeve prej OECD-s\u00eb prej 5 p\u00ebr qind. N\u00eb vazhdim\u00ebsi \u00ebsht\u00eb th\u00ebn\u00eb q\u00eb pasuria kryesore e Kosov\u00ebs \u00ebsht\u00eb rinia e saj, porse sa n\u00eb realitet vlen kjo th\u00ebnie, shihet m\u00eb s\u00eb miri nga fakti se sa ne investojm\u00eb n\u00eb t\u00eb. Si rrjedhoj\u00eb indeksi m\u00eb aktual i reformave investive i OECD-s\u00eb radhit Kosov\u00ebn n\u00eb vendin e parafundit n\u00eb regjion p\u00ebr kah zhvillimi i burimeve njer\u00ebzore.<\/p>\n<p>Fare n\u00eb fund, jo vet\u00ebm p\u00ebr t\u00eb servisuar deficitin buxhetor e at\u00eb tregtar, jo vet\u00ebm p\u00ebr t\u00eb ndihmuar m\u00eb shum\u00eb zhvillimin e NVM-ve dhe t\u00eb sektorit privat, Kosov\u00ebs i duhen m\u00eb shum\u00eb Investime t\u00eb Huaja Direkte (IHD). \u00c7\u00ebshtja e IHD-ve nuk ka qen\u00eb lart n\u00eb agjendat politike deri m\u00eb sot edhe pse ky mbetet mjeti m\u00eb i sigurt dhe m\u00eb i sofistikuar p\u00ebr t\u2019u p\u00ebrballur me sfidat aktuale. IHD-t\u00eb mbeten nj\u00ebkoh\u00ebsisht mjeti m\u00eb i sigurt p\u00ebr t\u00eb krijuar vende t\u00eb reja t\u00eb pun\u00ebs, aq t\u00eb nevojshme p\u00ebr t\u00eb rinjt\u00eb e Kosov\u00ebs. N\u00ebse qeveria e re nuk i jep r\u00ebnd\u00ebsi k\u00ebsaj \u00e7\u00ebshtjeje, ajo shum\u00eb shpejt ose duhet t\u00eb b\u00ebj\u00eb \u00e7mos ta arrij\u00eb \u201czgjidhjen\u201d e zbrazjes s\u00eb Kosov\u00ebs p\u00ebrmes \u201chapjes s\u00eb tregut t\u00eb pun\u00ebs n\u00eb Evrop\u00ebn Per\u00ebndimore\u201d, q\u00eb m\u00eb shum\u00eb i p\u00ebrngjan nj\u00eb misioni t\u00eb pamundur nga k\u00ebndv\u00ebshtrimi evropian, ose t\u00eb krijoj\u00eb kushte, n\u00eb radh\u00eb t\u00eb par\u00eb sundim t\u00eb ligjit, p\u00ebr t\u00eb t\u00ebrhequr fuqish\u00ebm Investime t\u00eb Huaja Direkte.
