N\u00eb k\u00ebt\u00eb gjeratore diskutimi, opozita shfaqet m\u00eb e avancuar, duke rip\u00ebrs\u00ebritur sipas saj objektivin e ri p\u00ebr rr\u00ebzim t\u00eb qeveris\u00eb dhe hyrjen n\u00eb zgjedhje t\u00eb parakohshme. Natyrisht ky shfaqet si objektiv i pamundur opozitar, ndon\u00ebse rastet e deputet\u00ebve Tavo dhe Sterkaj dhe dyshimet pezull t\u00eb shtyjn\u00eb t\u00eb mendosh se trafiku i mandateve brenda Parlamentit \u00ebsht\u00eb nj\u00eb opsion i hapur p\u00ebr ndryshim t\u00eb shumic\u00ebs. Gjithsesi, kjo \u00ebsht\u00eb skema q\u00eb favorizon vet\u00ebm p\u00ebrkoh\u00ebsin\u00eb e rezultatit dhe p\u00ebrfitimit politik. Kjo skem\u00eb ndot n\u00eb nj\u00eb pik\u00ebpamje \u00e7do p\u00ebrdorues, por sidomos \u00e7do p\u00ebrfitues prej saj.<\/p>\n<p>Nga ana e vet, shumica po e mbulon \u201czierjen\u201d e brendshme q\u00eb ka lidhje me pak\u00ebnaq\u00ebsit\u00eb e menduara dhe t\u00eb shprehura n\u00eb konfidencialitete, si brenda grupit parlamentar p\u00ebr t\u00eb z\u00ebvend\u00ebsuar ministra dhe p\u00ebr t\u00eb b\u00ebr\u00eb t\u00eb tjer\u00eb, ashtu edhe n\u00eb mjediset partiake. Kjo shumic\u00eb po hyn n\u00eb vitin e dyt\u00eb t\u00eb mandatit qeveris\u00ebs dhe delikatesa e numrave i shtyn psikologjikisht deputet\u00ebt e saj p\u00ebr t\u00eb menduar dhe ideuar skema t\u00eb hipjes s\u00eb tyre n\u00eb karriget ministrore. Presioni p\u00ebr k\u00ebt\u00eb ide t\u00eb shum\u00ebgjendur deputet\u00ebsh b\u00ebhet edhe m\u00eb i lart\u00eb sa her\u00eb shfaqet kriza dhe nevoja e numrave n\u00eb aktet votuese. Par\u00eb n\u00eb nj\u00eb k\u00ebndv\u00ebshtrim, marr\u00ebdh\u00ebnia aktuale e koalicionit Berisha-Meta t\u00eb l\u00eb shijen e reminishenc\u00ebs me qeverisjen e dikurshme t\u00eb trazuar dhe antagoniste Nano-Meta. Raporti i administrimit aktual t\u00eb portofolave dhe sidomos hises\u00eb s\u00eb administrat\u00ebs mes Kryeministrit Berisha dhe z\u00ebvend\u00ebskryeministrit Meta, ndon\u00ebse duket sikur \u00ebsht\u00eb \u201c\u00e7\u00ebshtje inekzistente si debat\u201d, thell\u00ebsisht \u00ebsht\u00eb nj\u00eb skem\u00eb vepruese, potencialisht e ndryshueshme.<\/p>\n<p>Nd\u00ebrkaq, axhenda e shprishur e Parlamentit, shtyrja e her\u00ebpashershme e saj dhe sidomos mosrespektimi i rregullores p\u00ebr ta njohur dit\u00eb m\u00eb par\u00eb k\u00ebt\u00eb axhend\u00eb, s\u00eb paku byroja parlamentare, po e bjerrin n\u00eb m\u00ebnyr\u00eb t\u00eb drejtp\u00ebrdrejt\u00eb funksionimin real t\u00eb Kuvendit. Shumica vijon qeverisjen me breng\u00ebn dhe sikletet e shtuara e t\u00eb zgjatura prej k\u00ebtij anormaliteti parlamentar. Legjislativi n\u00eb k\u00ebto kushte \u00ebsht\u00eb vet\u00ebm imazh i nj\u00eb realiteti politik q\u00eb mund t\u00eb zgjatet dhe pak, por q\u00eb nuk mund t\u00eb vijoj\u00eb dhe n\u00eb muajt e tjer\u00eb t\u00eb mandatit n\u00eb k\u00ebt\u00eb gjendje. Dueli i ftoht\u00eb politik mes kreut t\u00eb opozit\u00ebs Rama dhe kund\u00ebrshtar\u00ebve t\u00eb tij Berisha-Meta, n\u00ebse vijon t\u00eb zgjatet n\u00eb k\u00ebt\u00eb gjendje, m\u00eb s\u00eb shumti do t\u00eb k\u00ebrc\u00ebnoj\u00eb kryeopozitarin. Mesa duket ai e ka kuptuar k\u00ebt\u00eb dhe p\u00ebr ta ndryshuar skem\u00ebn ka zgjedhur s\u00eb fundmi t\u00eb p\u00ebrballet me zotin Berisha, madje i pajisur me logjik\u00eb t\u00eb re makiaveliste. Intuitivisht Kryeministri Berisha, dhe jo vet\u00ebm ai, por sipas gjasave dhe bashkortak\u00ebt e shfaqur rishtazi n\u00eb skemat p\u00ebrball\u00ebse me Ram\u00ebn, ku mendohen natyrsh\u00ebm zot\u00ebrinjt\u00eb Meta, Nano dhe individ\u00eb me potenc\u00eb e ndikim n\u00eb politik\u00ebb\u00ebrje, po reagojn\u00eb duke pretenduar rikthimin e debatit t\u00eb brendsh\u00ebm n\u00eb PS.<\/p>\n<p>Pavar\u00ebsisht k\u00ebsaj tabloje, skemave dhe kontakteve t\u00eb shpeshtuara, diskutimeve dhe intrigave t\u00eb pritshme parlamentare, situata politike e vendit vijon t\u00eb mbetet e ndenjur dhe buz\u00eb paq\u00ebndrueshm\u00ebris\u00eb. Nd\u00ebshkimet vler\u00ebsuese prej institucioneve nd\u00ebrkomb\u00ebtare dhe sidomos ato europiane, ka gjasa t\u00eb shum\u00ebshtohen dhe t\u00eb sjellin penalizim, pse jo politik, p\u00ebr vendin. Kjo situat\u00eb e investuar si q\u00ebndrim dhe sjellje prej pal\u00ebve, realisht po jet\u00ebzgjat statusquo-n\u00eb dhe vanitetin politik e qeveris\u00ebs. Askush nuk duhet t\u00eb besoj\u00eb se kapitulli mbulues i efekteve dhe ndikimeve t\u00eb gjendjes mund t\u00eb mjegulloj\u00eb leximin real t\u00eb asaj q\u00eb derivon prej saj.<\/p>\n<p>Shoq\u00ebria ndihet e lodhur, por kjo lodhje e shum\u00ebshfaqur pason edhe me shtimin e shp\u00ebrfilljes p\u00ebrbuz\u00ebse ndaj p\u00ebrfaq\u00ebsimit jo vet\u00ebm politik, por dhe qeveris\u00ebs. Mekanizmat e kontrollit real t\u00eb nivelit t\u00eb korrupsionit, t\u00eb abuzimit t\u00eb administrat\u00ebs publike dhe n\u00ebpun\u00ebsis\u00eb, n\u00eb gjith\u00eb nivelet e qeverisjes, por n\u00eb ve\u00e7anti t\u00eb sektor\u00ebve t\u00eb sh\u00ebrbimit, jan\u00eb amortizuar dhe kapur. Ato fatkeq\u00ebsisht jan\u00eb shnd\u00ebrruar n\u00eb vjet\u00ebrsira t\u00eb lodhura prej shembjes s\u00eb principeve dhe referencave publike morale. Ky cenim i r\u00ebnd\u00eb i funksionimit t\u00eb demokracis\u00eb institucionale dhe i modelit t\u00eb pretenduar t\u00eb shtetit t\u00eb s\u00eb drejt\u00ebs parathot\u00eb prej disa vjet\u00ebsh se vendi ka humbur ndjenj\u00ebn aspiruese t\u00eb cil\u00ebsis\u00eb dhe standardit.<\/p>\n<p>Peizazhi trishtues politik b\u00ebhet edhe m\u00eb i zymt\u00eb kur konstaton se modeli aktual qeveris\u00ebs nuk po kontraston me modelin konkurrues q\u00eb duhet t\u00eb sjell\u00eb opozita. Ideja pezull e besimit se kjo opozit\u00eb mund t\u00eb futet n\u00eb zgjedhjet e dekretuara vendore, apo dilemat q\u00eb ajo po shfaq p\u00ebrmes kushtit p\u00ebr transparenc\u00ebn e zgjedhjeve 2009, si dhe marr\u00ebdh\u00ebnia e kusht\u00ebzuar me Parlamentin, jan\u00eb \u201c\u00e7el\u00ebsa\u201d p\u00ebr t\u00eb hyr\u00eb n\u00eb korridorin e gjat\u00eb t\u00eb dyerve q\u00eb fshihen n\u00ebn em\u00ebrtimin diplomatik t\u00eb \u201cng\u00ebr\u00e7it\u201d politik.
