N\u00eb Kosov\u00eb, n\u00eb fillim t\u00eb vitit 1990 isha pjes\u00eb e udh\u00ebheqjes t\u00eb asaj q\u00eb quhej Alternativa kosovare. Milloshevi\u00e7i kishte p\u00ebrshkall\u00ebzuar represionin ndaj Kosov\u00ebs dhe shqiptar\u00ebve n\u00eb t\u00eb, nd\u00ebrsa n\u00eb dit\u00ebt dramatike t\u00eb atij dimri po vdiste sistemi komunist, e nj\u00ebkoh\u00ebsisht po vriteshin njer\u00ebzit q\u00eb dilnin t\u00eb protestonin kund\u00ebr k\u00ebtij represioni.<\/p>\n<p>Ne, si Alternativ\u00eb, duhej t\u00eb jepnim p\u00ebrgjigjen prej udh\u00ebheqjeje t\u00eb re t\u00eb k\u00ebtij populli, dhe n\u00eb debatet tona Shqip\u00ebria ndihmoi p\u00ebrnj\u00ebher\u00eb q\u00eb t\u00eb qart\u00ebsohen dy pika strategjike t\u00eb veprimit t\u00eb Kosov\u00ebs p\u00ebr nj\u00eb koh\u00eb t\u00eb gjat\u00eb. Ndihma e Shqip\u00ebris\u00eb qe me nj\u00eb t\u00eb kuptuar t\u00eb thjesht\u00eb se ky vend ishte aq i dob\u00ebt sa nuk mund t\u2019i ndihmonte vetes, e l\u00ebre m\u00eb Kosov\u00ebs. Dhe ky kuptim solli, n\u00eb form\u00eb t\u00eb natyrshme, fitoren e opsionit t\u00eb rezistenc\u00ebs paq\u00ebsore, nga nj\u00ebra an\u00eb dhe zhvillimin e nocionit t\u00eb policentrizmit shqiptar, nga ana tjet\u00ebr. Kosova dhe \u00e7\u00ebshtja shqiptare n\u00eb ish-Jugosllavi nuk do ta k\u00ebrkonin \u201cqendr\u00ebn etnike\u201d, si\u00e7 ishte rasti me serb\u00ebt dhe Beogradin e kroat\u00ebt dhe Zagrebin. N\u00eb vend t\u00eb nj\u00eb qendre unifikuese shqiptare, e pamundur me dob\u00ebsin\u00eb e Shqip\u00ebris\u00eb, u nd\u00ebrtua politika e tri qendrave, p\u00ebrkat\u00ebsisht kat\u00ebr, n\u00ebse merret parasysh edhe Mali i Zi.<\/p>\n<p>2. \u2028M\u00eb 1990 ekzistonte nj\u00eb diskrepanc\u00eb ideologjike. Kosova tashm\u00eb ishte identifikuar si vend q\u00eb, ndon\u00ebse n\u00eb kushte t\u00eb okupimit, avanconte n\u00eb adoptimin e nocioneve bazike t\u00eb demokracis\u00eb, nd\u00ebrsa Shqip\u00ebria ende mbetej e mbyllur brenda diktatur\u00ebs nj\u00ebpartiake. P\u00ebr projektin ton\u00eb t\u00eb demokracis\u00eb e liris\u00eb n\u00eb Kosov\u00eb ishte fondamentale q\u00eb t\u00eb krijohet p\u00ebrkrahja per\u00ebndimore, e p\u00ebr ta gjetur k\u00ebt\u00eb, ishte e nevojshme q\u00eb identiteti shqiptar n\u00eb Ballkan t\u00eb ishte i qart\u00eb dhe eksplicit demokratik e proper\u00ebndimor. P\u00ebr ne n\u00eb Kosov\u00eb, po ashtu, ishte me r\u00ebnd\u00ebsi fondamentale q\u00eb tranzicioni, nj\u00eb her\u00eb i filluar n\u00eb Shqip\u00ebri, t\u00eb ishte i padhunsh\u00ebm.<\/p>\n<p>Kjo duhej t\u00eb ishte nj\u00eb fitore e madhe p\u00ebr nj\u00eb shtet t\u00eb vrazhd\u00ebsis\u00eb s\u00eb diktatur\u00ebs \u00e7far\u00eb e kishte pasur vendi.\u2028Disa jav\u00eb pas ngjarjeve t\u00eb dhjetorit 1990, tashm\u00eb n\u00eb fillim t\u00eb vitit 1991, n\u00eb nj\u00eb takim sekret t\u00eb partive shqiptare t\u00eb ish-Jugosllavis\u00eb t\u00eb mbajtur n\u00eb Kroaci, u ngarkova me detyr\u00ebn q\u00eb t\u00eb shkoja n\u00eb Shqip\u00ebri dhe t\u00eb p\u00ebrcillja breng\u00ebn e partive politike shqiptare t\u00eb ish-Jugosllavis\u00eb lidhur me zhvillimet n\u00eb Shqip\u00ebri, inkurajimin e proceseve demokratike dhe n\u00eb ve\u00e7anti nevoj\u00ebn e tranzicionit t\u00eb padhunsh\u00ebm. \u2028<\/p>\n<p>N\u00eb shkurt t\u00eb atij viti, do t\u00eb bisedoja me Presidentin Alia dhe k\u00ebshilltarin e tij, Sofo Lazri, nga nj\u00ebra an\u00eb, dhe me lider\u00ebt e opozit\u00ebs: Berisha, Mustafaj, Pashko e Hajdari p\u00ebr brengat e shqiptar\u00ebve t\u00eb ish-Jugosllavis\u00eb, n\u00eb fakt p\u00ebr nevoj\u00ebn jetike t\u00eb shqiptar\u00ebve t\u00eb ish-Jugosllavis\u00eb q\u00eb n\u00eb situat\u00ebn e pasiguris\u00eb s\u00eb plot\u00eb p\u00ebr ardhm\u00ebrin\u00eb ton\u00eb, t\u00eb vendoset nj\u00eb proces i stabilizuar i forcimit demokratik t\u00eb Shqip\u00ebris\u00eb. Mesazhi bazik ishte se nuk b\u00ebhet fjal\u00eb vet\u00ebm p\u00ebr nd\u00ebrtimin e Shqip\u00ebris\u00eb si shtet demokratik, por p\u00ebr nd\u00ebrtimin e mb\u00ebshtetjes p\u00ebr aspiratat e shqiptar\u00ebve n\u00eb trojet e veta.<\/p>\n<p>3. \u2028Asokohe, Shqip\u00ebrin\u00eb e shihnim si investim afatmes\u00ebm e afatgjat\u00eb; sa m\u00eb e forcuar dhe e integruar n\u00eb struktura euroatlantike, mendonim, aq m\u00eb e fort\u00eb do t\u00eb b\u00ebhej kauza shqiptare, posa\u00e7\u00ebrisht e kund\u00ebrv\u00ebn\u00eb imazhit negativ, antiper\u00ebndimor t\u00eb Serbis\u00eb s\u00eb Milloshevi\u00e7it.\u2028Pas vitit 1992, politika e Kosov\u00ebs duhej t\u00eb ndiqte dy postulate. I pari \u00ebsht\u00eb t\u00eb tregonim se nuk ishim t\u00eb dirigjuar nga Tirana, se nuk ekzistonte nj\u00eb projekt sekret i \u201cShqip\u00ebris\u00eb s\u00eb Madhe\u201d, porse me Shqip\u00ebrin\u00eb po bisedonim si mes dy shtetesh, natyrisht, dy shtetesh q\u00eb nuk jan\u00eb fqinj t\u00eb r\u00ebndomt\u00eb.<\/p>\n<p>P\u00ebr k\u00ebt\u00eb sh\u00ebrbenin vizitat e p\u00ebrhershme t\u00eb Presidentit Rugova dhe shfaqjet e tij n\u00eb televizion s\u00eb bashku me Presidentin Berisha.\u2028Postulati i dyt\u00eb do t\u00eb duhej t\u00eb ishte mosanimi n\u00eb luft\u00ebn e brendshme politike n\u00eb Shqip\u00ebri. Ky nuk u mbajt me aq disiplin\u00eb, dhe n\u00eb fakt gjat\u00eb nj\u00eb periudhe u krijuan paralele ndasish n\u00eb Shqip\u00ebri e Kosov\u00eb, ku LDK-ja lidhej me PD-n\u00eb, nd\u00ebrsa organizatat klandestine marksiste-leniniste t\u00eb Kosov\u00ebs (q\u00eb do t\u00eb themelonin U\u00c7K-n\u00eb) do t\u00eb lidheshin m\u00eb af\u00ebr me PS-n\u00eb.\u2028<\/p>\n<p>Ndon\u00ebse tashm\u00eb e tejkaluar, kjo ndasi krijoi nj\u00eb \u00e7rregullim n\u00eb marr\u00ebdh\u00ebniet Kosov\u00eb &#8211; Shqip\u00ebri pas vitit 1997.\u2028E, 1997 ishte viti kur p\u00ebrtej postulateve dhe pozicioneve politike, gj\u00ebja m\u00eb e r\u00ebnd\u00ebsishme p\u00ebr t\u00eb sh\u00ebnuar n\u00eb marr\u00ebdh\u00ebniet mes dy vendeve ishte shtrenjtimi i \u00e7mimit t\u00eb gomar\u00ebve dhe mushkave. Shteti i Shqip\u00ebris\u00eb u shkri, depot e arm\u00ebve u hap\u00ebn, \u00e7mimi i tyre ra n\u00eb m\u00ebnyr\u00eb drastike, Kosova kishte nevoj\u00eb p\u00ebr to dhe para p\u00ebr t\u2019i bler\u00eb &#8211; e vetmja gj\u00eb q\u00eb nuk u lirua, por p\u00ebrkundrazi ishte \u00e7mimi i mushkave dhe i gomar\u00ebve q\u00eb duhej t\u00eb sh\u00ebrbenin tregtin\u00eb e porsazbuluar.<\/p>\n<p>4. \u2028Viti 1999 ishte viti i pjekuris\u00eb p\u00ebr Shqip\u00ebrin\u00eb. E ballafaquar me luft\u00ebn e hapur n\u00eb Kosov\u00eb, arriti t\u00eb bindte \u00e7dok\u00ebnd se nuk \u00ebsht\u00eb e p\u00ebrfshir\u00eb n\u00eb nxitjen e saj. Nga ana tjet\u00ebr, ndon\u00ebse e varf\u00ebr, si n\u00eb ekonomi ashtu edhe n\u00eb qeverisje, hapi dyert p\u00ebr refugjat\u00ebt kosovar\u00eb, nj\u00eb num\u00ebr q\u00eb do ta fuste n\u00eb kolaps organizativ e ekonomik edhe ndonj\u00eb shtet m\u00eb t\u00eb madh, t\u00eb avancuar e m\u00eb t\u00eb pasur se Shqip\u00ebria. \u2028K\u00ebt\u00eb imazh t\u00eb ri, t\u00eb nj\u00eb aktori t\u00eb p\u00ebrgjegjsh\u00ebm t\u00eb regjionit, e ruajti edhe gjat\u00eb konfliktit n\u00eb Maqedoni, ku u p\u00ebrpoq me aq sa mundte, t\u00eb shtynte faktorin politik dhe ushtarak shqiptar n\u00eb Maqedoni drejt nj\u00eb procesi paq\u00ebsor ku do t\u00eb mund t\u00eb fitoheshin t\u00eb drejtat legjitime t\u00eb shqiptar\u00ebve.\u2028Nuk ishte andaj e befasueshme kjo ecje e Shqip\u00ebris\u00eb, me gjith\u00eb problemet e veta t\u00eb brendshme, drejt strukturave euroatlantike.
