Sa p\u00ebr ilustrim, ylli, ai simbol i fuqish\u00ebm, i padiskutuesh\u00ebm i identitetit ideologjik, brenda nat\u00ebs u shnd\u00ebrrua n\u00eb faktor t\u00eb p\u00ebr\u00e7arjes dhe t\u00eb urrejtjes. Shembuj t\u00eb k\u00ebsaj natyre ka shum\u00eb.<\/p>\n<p>Ky proces i humbjes s\u00eb dometh\u00ebnies s\u00eb fjal\u00ebve \u00ebsht\u00eb pasoj\u00eb e d\u00ebshtimit t\u00eb projekteve themelore p\u00ebr shtetin dhe p\u00ebr t\u00eb v\u00ebrtetat e tjera, mbi t\u00eb cilat jo vet\u00ebm q\u00eb ngrit\u00ebn shtetet, por edhe formohen bot\u00ebkuptimet e njer\u00ebzve.<\/p>\n<p>Bot\u00ebkuptimi mesjetar e humbi besueshm\u00ebrin\u00eb kur disa pohime themelore n\u00eb librat e shenjt\u00eb dol\u00ebn t\u00eb pav\u00ebrteta.<\/p>\n<p>Ky rr\u00ebnim i bot\u00ebkuptimit mori hov kur shkenca d\u00ebshmoi se toka nuk \u00ebsht\u00eb e rrafsh\u00ebt dhe se nuk \u00ebsht\u00eb qendra rreth t\u00eb cil\u00ebs sillen planet\u00ebt dhe vet\u00eb dielli. K\u00ebto njohuri t\u00eb reja krijuan panik ngaq\u00eb njer\u00ebzit humb\u00ebn mb\u00ebshtetjen, strumbullarin rreth t\u00eb cilit zhvillohej jeta e tyre. Si\u00e7 dihet, lajm\u00ebtar\u00ebt e t\u00eb v\u00ebrtetave t\u00eb reja digjeshin gjall\u00eb p\u00ebr shkak t\u00eb vler\u00ebsimit se pohimet e tyre e rr\u00ebnuakan rendin shoq\u00ebror.<\/p>\n<p>Ky proces filloi me d\u00ebnimin e Sokratit dhe sot e k\u00ebsaj dite vazhdon n\u00eb trajt\u00ebn e fetave (anatemave) ndaj krijuesve t\u00eb ndrysh\u00ebm, Sallman Ruzhdiut bie fjala. K\u00ebto kanosje, mallkime apo ekzekutime brutale ishin n\u00eb funksion t\u00eb mbrojtjes s\u00eb ligj\u00ebrimit t\u00eb vjet\u00ebr dhe t\u00eb interesave t\u00eb grupacioneve t\u00eb ndryshme. N\u00eb hap\u00ebsirat shqiptare kemi shembullin e eliminimit monstruoz t\u00eb konkurrent\u00ebve t\u00eb brendsh\u00ebm, apo t\u00eb kontestuesve t\u00eb jasht\u00ebm t\u00eb formacionit shoq\u00ebror komunist.<\/p>\n<p>Sa m\u00eb shum\u00eb q\u00eb sistemi komunist dilte i d\u00ebshtuar aq m\u00eb tep\u00ebr rritej niveli i represionit. P\u00ebrmes d\u00ebnimeve drakonike rritej frika dhe eliminohej debati. Kritika lejohej vet\u00ebm kund\u00ebr &#8220;armiqve&#8221; t\u00eb brendsh\u00ebm dhe t\u00eb jasht\u00ebm. P\u00ebrmes d\u00ebnimeve t\u00eb llahtarshme mbrohej ligj\u00ebrimi (diskuri) q\u00eb pengonte zhvillimin shoq\u00ebror.<\/p>\n<p>Pra, \u00e7do shtet, \u00e7do perandori, kultur\u00eb apo qytet\u00ebrim e ka ligj\u00ebrimin e vet, argumentet dhe metodat mbi t\u00eb cilat nd\u00ebrtohet formacioni shoq\u00ebror dhe sigurohet luajaliteti i qytetarit ndaj sistemit. Shumica e ligj\u00ebrimeve shoq\u00ebrore jan\u00eb n\u00eb thelb paragjykime q\u00eb m\u00eb shum\u00eb prodhojn\u00eb kriz\u00eb sesa stabilitet. Por, ka edhe dallime.<\/p>\n<p>Bie fjala, SHBA-t\u00eb si vler\u00eb kryesore t\u00eb ligj\u00ebrimit t\u00eb tyre e kan\u00eb lirin\u00eb. \u00c7do vler\u00eb tjet\u00ebr \u00ebsht\u00eb dyt\u00ebsore. N\u00eb k\u00ebt\u00eb sistem t\u00eb vlerave madje tolerohet edhe krimi n\u00ebse nuk mund t\u00eb gjenden faktet q\u00eb e d\u00ebshmojn\u00eb at\u00eb. N\u00ebse do t\u00eb shkelej ky parim, at\u00ebher\u00eb do t\u00eb filloj\u00eb natyrsh\u00ebm humbja e kredibilitetit t\u00eb ligj\u00ebrimit q\u00eb e prodhon kohezionin n\u00eb shoq\u00ebri.<\/p>\n<p>N\u00eb SHBA-t\u00eb dhe shtete e tjera per\u00ebndimore ekziston fenomeni paradoksal i diktatur\u00ebs s\u00eb liris\u00eb. T\u00eb krijosh rend stabil shoq\u00ebror mbi parimin e liris\u00eb \u00ebsht\u00eb mrekulli kulmore e njeriut. Zbatimi rigoroz i k\u00ebtij parimi \u00ebsht\u00eb po aq mahnit\u00ebs sa edhe vet\u00eb liria. T\u00eb gjitha p\u00ebrpjekjet p\u00ebr ta rr\u00ebnuar ligj\u00ebrimin amerikan zhvillohen rreth argumentimit t\u00eb kund\u00ebrt\u00ebs: se liria amerikane pask\u00ebsh qen\u00eb fars\u00eb.<\/p>\n<p>D\u00ebshtimi i ligj\u00ebrimit p\u00ebrfundon me humbjen e arsyes s\u00eb ekzistimit t\u00eb atij shteti q\u00eb humb luft\u00ebn me vetveten.<\/p>\n<p>Ky zvet\u00ebnim i ligj\u00ebrimit kryesisht ndodh\u00eb me shtetet federale t\u00eb nd\u00ebrtuara mbi shoq\u00ebrit\u00eb heterogjene, multietnike, por ndodh\u00eb edhe me shtetet nj\u00ebkombshe q\u00eb s&#8217;arrijn\u00eb t&#8217;i zgjidhin kund\u00ebrth\u00ebniet politike.<\/p>\n<p>K\u00ebt\u00eb shqet\u00ebsim e zbuloi edhe kancelarja, nj\u00ebra nga drejtuesit m\u00eb t\u00eb p\u00ebrgjegjsh\u00ebm politik t\u00eb Evrop\u00ebs, znj. Merkel. Ajo, n\u00eb m\u00ebnyre tep\u00ebr serioze konstatoi se nocioni, vlera e multietnizmit ka d\u00ebshtuar.<\/p>\n<p>Ky \u00ebsht\u00eb nj\u00eb konstatim dhe paralajm\u00ebrim shum\u00eb serioz p\u00ebr t\u00eb gjitha ata q\u00eb k\u00ebto procese i kundrojn\u00eb si mod\u00eb t\u00eb re, dhe jo si degjenerim i projekteve kryesore: liria e fjal\u00ebs \u00ebsht\u00eb shnd\u00ebrruar n\u00eb gjuh\u00eb t\u00eb urrejtjes , t\u00eb drejtat e njeriut n\u00eb terroriz\u00ebm apo administrimi i institucioneve n\u00eb korrupsion etj.<\/p>\n<p>Si n\u00eb Evrop\u00eb, ashtu dhe n\u00eb SHBA, zhvillohet procesi i abuzimit me lirin\u00eb, me demokracin\u00eb. Bart\u00ebs t\u00eb k\u00ebtij procesi jan\u00eb emigrant\u00ebt politik\u00eb apo ekonomik\u00eb q\u00eb kan\u00eb sistem tjet\u00ebr t\u00eb vlerave t\u00eb nd\u00ebrtuara mbi premisa t\u00eb tjera, kryesisht religjioze.<\/p>\n<p>T\u00eb par\u00ebt q\u00eb e v\u00ebrejn\u00eb k\u00ebt\u00eb dukuri, zakonisht jan\u00eb intelektual\u00ebt. Mir\u00ebpo, edhe ata si vdekatar\u00ebt e tjer\u00eb nuk jan\u00eb imun ndaj korrupsionit dhe egocentrizmit narcisoid. N\u00eb k\u00ebto koh\u00eb pa koh\u00eb, ata sillen si oportunist\u00eb t\u00eb cil\u00ebt vet\u00ebm i stilizojn\u00eb idet\u00eb nebuloze t\u00eb politik\u00ebve, nd\u00ebrkaq m\u00eb t\u00eb suksesshmit hyn\u00eb pun\u00ebve edhe m\u00eb ambicioze, t&#8217;i fitojn\u00eb betejat e humbura, ose ta realizojn\u00eb mitin.<\/p>\n<p>Intelektual\u00ebt q\u00eb fitojn\u00eb shansin q\u00eb t\u00eb merren me politik\u00eb, t\u00eb ken\u00eb pushtetin n\u00eb faz\u00ebn e tranzicionit, \u00e7udit\u00ebrisht, n\u00eb vend q\u00eb ta racionalizojn\u00eb procesin, e b\u00ebjn\u00eb t\u00eb kund\u00ebrt\u00ebn: e paraqesin t\u00eb sotmen t\u00eb degjeneruar dhe ofrojn\u00eb platform\u00ebn p\u00ebr ringjallje t\u00eb atavizmave t\u00eb ndryshme, idilin e dikursh\u00ebm inekzistent.<\/p>\n<p>T\u00eb gjitha k\u00ebto konstatime mund t\u00eb shihen shum\u00eb leht\u00eb n\u00ebse me korrekt\u00ebsi analizohen proceset q\u00eb zhvillohen n\u00eb shoq\u00ebrit\u00eb dhe shtetet q\u00eb dol\u00ebn nga struktura e shembur jugosllave, ve\u00e7mas n\u00eb Serbi dhe Maqedoni.<\/p>\n<p>Ndoshta opinioni shqiptar \u00ebsht\u00eb i ngopur me lajmet dhe komentet q\u00eb p\u00ebr tem\u00eb e kan\u00eb mend\u00ebsin\u00eb serbe, apo maqedonase, aq m\u00eb tep\u00ebr n\u00ebse merret parasysh se politik\u00ebt, intelektual\u00ebt, mediumet, kleri serb si dhe ai maqedonas vazhdimisht dhe jo pa p\u00ebrbuzje merren me shqiptar\u00ebt, me historin\u00eb, identitetin, kultur\u00ebn, tradit\u00ebn e tyre.<\/p>\n<p>Desh\u00ebm apo s&#8217;desh\u00ebm, ata do t\u00eb vazhdojn\u00eb t\u00eb merren me ne, me t\u00eb gjitha shtresat e popullsis\u00eb. Ky fiksim i tyre me Kosov\u00ebn, n\u00eb fakt zbulon frik\u00ebn nga pasojat e ndryshimit t\u00eb ligj\u00ebrimit, t\u00eb pavet\u00ebdijsh\u00ebm se pik\u00ebrisht ndryshimi i nxjerr nga kriza q\u00eb vet\u00eb ata e riciklojn\u00eb.<\/p>\n<p>Pas vendimit t\u00eb GJND-s\u00eb si dhe pas t\u00ebrheqjes s\u00eb rezolut\u00ebs serbe, ose p\u00ebrshtatjes s\u00eb saj me p\u00ebrcaktimet e UE-s\u00eb, ata fituan nj\u00eb hap\u00ebsir\u00eb t\u00eb re p\u00ebr opstrukcion. Sikur t\u00eb mos k\u00ebrkohej arbitrimi i GJND-s\u00eb nuk do t\u00eb ekzistonte motivi p\u00ebr rihapje t\u00eb negociatave.<\/p>\n<p>P\u00ebr serb\u00ebt humb\u00ebs nuk kishte asnj\u00eb mund\u00ebsi q\u00eb t\u00eb rihapet \u00e7far\u00ebdo negociate me shqiptar\u00ebt. P\u00ebr ta madje edhe vendimi negativ i GJND-s\u00eb ishte opsion m\u00eb i vlefsh\u00ebm sesa mbyllja p\u00ebrfundimtare e \u00e7\u00ebshtjes s\u00eb Kosov\u00ebs.<\/p>\n<p>Kur s&#8217;ka shi b\u00ebn edhe bresh\u00ebri, thot\u00eb populli. K\u00ebrkesat e tyre &#8220;teknike&#8221; do t\u00eb jen\u00eb po aq destruktive sa edhe negociatat p\u00ebr statusin e Kosov\u00ebs. Q\u00eb tani ata p\u00ebrgatiten p\u00ebr fuqizim t\u00eb k\u00ebrkesave territoriale p\u00ebr objektet e tyre sakrale, t\u00eb cil\u00ebve ata u japin r\u00ebnd\u00ebsi t\u00eb tepruar religjioze. P\u00ebr k\u00ebto k\u00ebrkesa dhe m\u00ebnyr\u00ebn se si i qasen k\u00ebsaj \u00e7\u00ebshtjeje, ata do t\u00eb gjejn\u00eb p\u00ebrkrah\u00ebs edhe brenda shteteve q\u00eb tashm\u00eb e kan\u00eb njohur pavar\u00ebsin\u00eb e Kosov\u00ebs.<\/p>\n<p>Krahas materializimit, kompensimit t\u00eb humbjes s\u00eb &#8220;djepit&#8221;, pala serbe do t\u00eb parashtroj\u00eb k\u00ebrkesa irracionale p\u00ebr kompensim t\u00eb investimeve &#8220;serbe&#8221;. Sipas elaborateve t\u00eb para, t\u00eb hartuara tashm\u00eb n\u00eb institucione p\u00ebr hulumtime strategjike, k\u00ebto k\u00ebrkesa arrijn\u00eb p\u00ebrmasa marramend\u00ebse, p\u00ebraf\u00ebrsisht 240 miliarda euro. Shenjt\u00ebrimi serb i Kosov\u00ebs do t\u00eb ket\u00eb epilog financiar.<\/p>\n<p>Presidenti serb, Boris Tadiq, pas nj\u00eb varg deklaratash konform ligj\u00ebrimit jo koherent, tradicional serb p\u00ebr Kosov\u00ebn, pas realitetit t\u00eb ri, pas GJND-s\u00eb pra, dha nj\u00eb deklarat\u00eb befasuese utilitare &#8220;&#8230; nuk \u00ebsht\u00eb n\u00eb rregull q\u00eb nj\u00ebra pal\u00eb t\u00eb fitoj\u00eb \u00e7do gj\u00eb, nd\u00ebrkaq tjetra asgj\u00eb&#8230;&#8221;<\/p>\n<p>Kjo deklarat\u00eb pragmatike zbulon se serb\u00ebt, pas nj\u00eb varg d\u00ebshtimesh n\u00eb planin politik, ushtarak, fetar, kan\u00eb filluar ta ndryshojn\u00eb ligj\u00ebrimin e tyre, m\u00ebnyr\u00ebn se si ata e kundrojn\u00eb bot\u00ebn dhe veten n\u00eb t\u00eb.<br \/>\nMe ardhjen e Tadiqit n\u00eb krye t\u00eb shtetit, v\u00ebrehen t\u00eb \u00e7arat nd\u00ebrmjet ligj\u00ebrimit t\u00eb serb\u00ebve t\u00eb Serbis\u00eb dhe atyre jasht\u00eb Serbis\u00eb.<\/p>\n<p>Ekziston nj\u00eb dallim semantik nd\u00ebrmjet fjal\u00ebs &#8220;serb&#8221; dhe &#8220;serbian&#8221;. Me nocionin &#8220;serb&#8221;(serbin) n\u00ebnkuptohen t\u00eb gjith\u00eb serb\u00ebt, nd\u00ebrkaq me fjal\u00ebn &#8220;serbianac&#8221; n\u00ebnkuptohen, p\u00ebrfshihen vet\u00ebm serb\u00ebt e Serbis\u00eb. N\u00eb sken\u00ebn politike serbe, kan\u00eb filluar t\u00eb ndodhin ndryshime t\u00eb pritshme: serbian\u00ebt, &#8220;t\u00eb moderuarit&#8221; kan\u00eb filluar t&#8217;i fitojn\u00eb betejat me serb\u00ebt &#8220;radikal\u00eb&#8221;.<\/p>\n<p>Gjithmon\u00eb kur serb\u00ebt e humbin luft\u00ebn, p\u00ebrgatisin formacionin rezerv\u00eb q\u00eb njihet me emrin &#8220;Druga Serbia&#8221; (Serbia tjet\u00ebr) q\u00eb paralajm\u00ebrohet si opsion m\u00eb i moderuar. Ky opsion n\u00eb thelb nuk \u00ebsht\u00eb antagonist me at\u00eb t\u00eb parin, por ka nj\u00eb nuanc\u00eb pak m\u00eb t\u00eb but\u00eb. Me fjalor pak m\u00eb t\u00eb moderuar k\u00ebrkohet e nj\u00ebjta: Kosova dhe interesat e tjera gjeostrategjike serbe.<\/p>\n<p>N\u00eb koh\u00ebn e Millosheviqit serbian\u00ebt ishin radikal\u00eb, ata i nxit\u00ebn, i zgjuan nga gjumi serb\u00ebt anek\u00ebnd bot\u00ebs. Tani jan\u00eb ndryshuar rolet: serbian\u00ebt u zbut\u00ebn, nd\u00ebrkaq serb\u00ebt u b\u00ebn\u00eb m\u00eb radikal\u00eb.<\/p>\n<p>Sa her\u00eb q\u00eb serbianit me prejardhje malaziase, B. Tadiqit t\u00eb moderuar i dridhet toka, ai mb\u00ebshtetet n\u00eb krahun e serbit t\u00eb B\/H, Dodikut, i cili i jep kos\u00ebs sa t\u00eb doj\u00eb, ose sa t&#8217;i thon\u00eb. Kjo taktik\u00eb p\u00ebrdorej edhe m\u00eb par\u00eb prej dyshit Millosheviq &#8211; Karagjiq, ose Sheshelit serb dhe Nikoliqit serbijan.<\/p>\n<p>Tash p\u00ebr tash n\u00eb pozit\u00ebn e par\u00eb ka dal\u00eb ligj\u00ebrim serbian, kinse m\u00eb i moderuar. K\u00ebto pohime mund t\u00eb konstatohen po ashtu, n\u00ebse krahasohen fjalimet e fundit t\u00eb klerik\u00ebve ortodoks\u00eb serb\u00eb, patriarkut serbian, Irinei me at\u00eb peshkopit serb, Amfillohi Radoviqit, ose n\u00ebse analizohet fakti pse p\u00ebr patriark u zgjodh peshkopi i moderuar, serbiani Irinei dhe jo ai q\u00eb vazhdimisht favorizohej, ekstremisti malazias me identitet serb, Amfilohi Radoviqi etj.<\/p>\n<p>Dallimet rreth tyre u v\u00ebrejt\u00ebn edhe lidhur me parad\u00ebn e homoseksual\u00ebve n\u00eb Beograd. Peshkopi Amfillohi i krahasoi ato me Sodom\u00ebn dhe Gomor\u00ebn duke paralajm\u00ebruar nd\u00ebshkimin e Zotit.<\/p>\n<p>Ligj\u00ebrimi serb p\u00ebr veten dhe p\u00ebr t\u00eb tjer\u00ebt \u00ebsht\u00eb konfliktual dhe shum\u00eb larg prej standardit euro-per\u00ebndimor. Ky perceptim q\u00eb prodhon vazhdimisht konflikte me realitetet e ndryshme historike, etnike, politike, \u00ebsht\u00eb nj\u00eb p\u00ebrzierje e mitit, besimit, grandomanis\u00eb, narcizmit kolektiv, nacionalizmit her\u00eb provincial her\u00eb metafizik, urrejtjes, resantimanit kund\u00ebr- per\u00ebndimor etj.<\/p>\n<p>T\u00eb gjitha k\u00ebto veti jan\u00eb n\u00eb funksion t\u00eb hegjemonis\u00eb dhe t\u00eb bindjes serbe se jan\u00eb lider\u00eb, madje edhe t\u00eb Evrop\u00ebs. Ata q\u00eb nuk pranojn\u00eb k\u00ebto fiksacione serbe shpallen armiq.<\/p>\n<p>Ligj\u00ebrimi p\u00ebr Serbin\u00eb si kategori gjith\u00ebkohore, e pandryshueshme ndeshet me faktet e pam\u00ebshirshme. Kufijt\u00eb e saj asnj\u00ebher\u00eb nuk kan\u00eb qen\u00eb stab\u00ebl, t\u00eb pandryshuesh\u00ebm.<\/p>\n<p>N\u00eb fillim ishte &#8220;Pashalluku i Beogradit&#8221;, pastaj &#8220;Mbret\u00ebria Serbe, pas Luft\u00ebs s\u00eb Par\u00eb Bot\u00ebrore &#8220;Mbret\u00ebria Serbe, Kroate, Sllovene&#8221;, pas Luft\u00ebs s\u00eb Dyt\u00eb Bot\u00ebrore, &#8220;Republika Popullore Federative Jugosllave&#8221;, rrjedhimisht &#8220;Republika Socialiste Federative Jugosllave, &#8220;Republika Federative Jugosllave&#8221;, &#8220;Unioni Serbi dhe Mali i Zi&#8221; etj.<\/p>\n<p>Bashk\u00eb me ndryshimit t\u00eb emrit, ndryshoheshim edhe simbolet, emrat e qyteteve, rrug\u00ebve, p\u00ebrmbajtja e librave, emrat e rrug\u00ebve. Ky fenomen n\u00eb fakt e rr\u00ebnon strategjin\u00eb serbe q\u00eb \u00e7\u00ebshtja e Kosov\u00ebs t\u00eb zgjidhet sipas parimit p\u00ebr mosndryshim t\u00eb kufijve.<\/p>\n<p>N\u00eb Maqedoni po ashtu shfaqet fenomeni i kriz\u00ebs s\u00eb ligj\u00ebrimit.
