Qytetar\u00ebt shqiptar\u00eb kan\u00eb paguar para tri vjet\u00ebsh 5 milion\u00eb euro nga taksat e tyre p\u00ebr t\u00eb nd\u00ebrtuar nj\u00eb teat\u00ebr dhe nj\u00eb galeri arti tek ish- Qendra Nd\u00ebrkomb\u00ebtare e Kultur\u00ebs (Piramida). Projekti duhej t\u00eb mbaronte p\u00ebr 16 muaj. Pas 32 muajsh, jo vet\u00ebm q\u00eb projekti nuk ka mbaruar, por Topalli shum\u00ebzon gjith\u00e7ka me zero dhe shpall nd\u00ebrtimin e nj\u00eb Kuvendit t\u00eb ri n\u00eb t\u00eb nj\u00ebjtin vend<\/p>\n

Parlamenti i Shqip\u00ebris\u00eb ka miratuar dhe gati n\u00eb fsheht\u00ebsi nj\u00eb vendim, i cili i hap rrug\u00eb prishjes s\u00eb projektit t\u00eb Ministris\u00eb s\u00eb Kultur\u00ebs, Rinis\u00eb, Sportit dhe Turizmit, p\u00ebr nd\u00ebrtimin e nj\u00eb teatri modern n\u00eb vendin ku m\u00eb par\u00eb ka qen\u00eb Qendra Nd\u00ebrkomb\u00ebtare e Kultur\u00ebs.<\/p>\n

Vendimi i papritur krijon nj\u00eb s\u00ebr\u00eb problemesh ligjore dhe shp\u00ebrdorime financiare me vet\u00ebdije, t\u00eb cilat duhet t\u00eb b\u00ebhen objekt i prokuroris\u00eb.<\/p>\n

Dyshimet jan\u00eb se nxitimi p\u00ebr t\u00eb vazhduar me nj\u00eb projekt t\u00eb ri, b\u00ebhet p\u00ebr t\u00eb mbuluar d\u00ebshtimin e projektit fillestar dhe abuzimin e tmerrsh\u00ebm q\u00eb \u00ebsht\u00eb b\u00ebr\u00eb me 5 milion\u00eb eurot, t\u00eb cilat, jo vet\u00ebm nuk kan\u00eb arritur t\u00eb kthejn\u00eb QNK n\u00eb Teat\u00ebr, por kan\u00eb krijuar nj\u00eb s\u00ebr\u00eb problemesh ligjore me sekser\u00ebt e qeveris\u00eb q\u00eb kan\u00eb hyr\u00eb n\u00eb mes.<\/p>\n

Historia e 5 milion\u00eb eurove p\u00ebr teatrin<\/strong>
\nKat\u00ebr vite m\u00eb par\u00eb, n\u00eb p\u00ebrpjekje p\u00ebr t\u00eb shantazhuar Top Channel, i cili kishte n\u00eb nd\u00ebrtes\u00ebn e ish- QNK, zyrat e tij kryesore, qeveria mori nj\u00eb vendim p\u00ebr nd\u00ebrtimin e nj\u00eb teatri. P\u00ebr t\u00eb rritur edhe m\u00eb shum\u00eb presionin ndaj medias q\u00eb transmetonte prej aty, ajo b\u00ebri nj\u00eb tender publik n\u00eb vitin 2007 dhe prokuroi rikonstruksionin e godin\u00ebs n\u00eb nj\u00eb vler\u00eb prej rreth 7 miliard lek\u00eb t\u00eb vjetra, ose af\u00ebrsisht 5 milion\u00eb euro.<\/p>\n

Pas shpenzimeve p\u00ebr projektin, t\u00eb cilin e fitoi nj\u00eb firm\u00eb belge \u201cLouis Berger\u201d, u shpall edhe kompania q\u00eb do nd\u00ebrtonte teatrin, e cila n\u00eb t\u00eb v\u00ebrtet\u00eb ishte nj\u00eb sajes\u00eb e nj\u00eb kompanie greke, por q\u00eb zbatuesit real ishin dy njer\u00ebz t\u00eb af\u00ebrt me ministrin Pango dhe ish- Sekretaren e P\u00ebrgjithshme t\u00eb Ministris\u00eb, Blegina Agolli. Formalisht ky projekt \u00ebsht\u00eb shpallur fitues n\u00eb korrik t\u00eb vitit 2007, nd\u00ebrsa n\u00eb muajin n\u00ebntor u shpall tenderi p\u00ebr zbatimin e tij, q\u00eb u fitua nga firma \u201cORION SA & AK & ART\u201d\/<\/p>\n

Sipas njoftimit zyrtar t\u00eb Ministris\u00eb s\u00eb Kultu\u00ebs, \u201cme nj\u00eb investim prej 700 milion\u00eb lek\u00ebsh t\u00eb reja, synohet q\u00eb n\u00eb 16 muaj t\u2019i jepet Tiran\u00ebs dhe gjith\u00eb Shqip\u00ebris\u00eb teatri i madh dhe Qendra e Arteve Pamore brenda Piramid\u00ebs.\u201d<\/p>\n

Vendimi i ri p\u00ebr t\u00eb mbuluar abuzimin e vjet\u00ebr<\/p>\n

Bendimi i ri mund t\u00eb merret n\u00eb dukje dhe si nj\u00eb tek\u00eb e zonj\u00ebs Topalli, por po t\u00eb g\u00ebrmosh pak m\u00eb tej shikon qart\u00eb se motivi kryesor \u00ebsht\u00eb fshehja e abuzimeve q\u00eb jan\u00eb b\u00ebr\u00eb me projektin e par\u00eb.<\/p>\n

Tashm\u00eb kompania nd\u00ebrtuese \u00ebsht\u00eb paguar p\u00ebr pun\u00ebn e b\u00ebr\u00eb p\u00ebrgjys\u00ebm dhe kur 5 milion\u00eb euro jan\u00eb shp\u00ebrdoruar, kryetarja e parlamentit, Jozefina Topalli, \u00ebsht\u00eb shfaqur me nj\u00eb iniciativ\u00eb t\u00eb re, duke hedhur n\u00eb kosh 5 milion\u00eb eurot e shpenzuara dhe duke rihapur nj\u00eb tender t\u00eb ri p\u00ebr Kuvendin e Shqip\u00ebris\u00eb.<\/p>\n

Nuk dim\u00eb sa fuqi ka nj\u00eb vendim parlamenti t\u00eb shp\u00ebrdoroj\u00eb n\u00eb m\u00ebnyr\u00eb t\u00eb vet\u00ebdijshme 5 milionb\u00eb euro t\u00eb prokuruar zyrtarisht, por e sigurt \u00ebsht\u00eb q\u00eb dikush, ose Sali Berisha, ose Jozefina Topalli, ose Ylli pango, duhet t\u2019u paguajn\u00eb shqiptar\u00ebve 5 milion\u00eb euro.<\/p>\n

Kompania greke, e cila sh\u00ebrbeu si mbules\u00eb p\u00ebr nd\u00ebrtimin e teatrit, n\u00eb t\u00eb v\u00ebrtet\u00eb pati shum\u00eb probleme ligjore me QKR, pasi d\u00ebshtoi n\u00eb p\u00ebrpjekjet e saj p\u00ebr t\u00eb formuar nj\u00eb filial n\u00eb Shqip\u00ebri. Kjo firm\u00eb po fuste realisht n\u00eb loj\u00eb njer\u00ebzit e af\u00ebrt t\u00eb qeveris\u00eb. QKR ka dh\u00ebn\u00eb nj\u00eb vendim pezullimi p\u00ebr k\u00ebt\u00eb firm\u00eb, p\u00ebr shkak t\u00eb munges\u00ebs s\u00eb dokumentacionit, nd\u00ebrsa ata kan\u00eb vazhduar realisht pun\u00ebn pa nj\u00eb leje t\u00eb rregullt ligjore. K\u00ebto parregullsi ligjore kan\u00eb shoq\u00ebruar t\u00eb gjith\u00eb procesin, nd\u00ebrsa dyshimet serioze jan\u00eb se e gjith\u00eb kjo l\u00ebvizje e re b\u00ebhet q\u00eb t\u00eb mbulohen abuzimet me projektin e m\u00ebparsh\u00ebm, i cili, jo vet\u00ebm ka d\u00ebshtuar, por nuk ka l\u00ebn\u00eb asnj\u00eb gjurm\u00eb serioze p\u00ebr t\u00eb justifikuar haxhimin e 5 milion\u00eb eurove.<\/p>\n

Nj\u00eb tjet\u00ebr problem \u00ebsht\u00eb edhe tenderi i b\u00ebr\u00eb p\u00ebr nd\u00ebrtimin e nj\u00eb kompleksi parlamentar pas zyrave t\u00eb ish- Komitetit Q\u00ebndror, p\u00ebr t\u00eb cilin u b\u00eb nj\u00eb tender nd\u00ebrkomb\u00ebtar. Edhe pse n\u00eb at\u00eb rast shpenzimet ishin m\u00eb t\u00eb vogla, s\u00ebrish serioziteti i shtetit shqiptar vihet n\u00eb dyshim, duke u sjell\u00eb me parat\u00eb e qytetar\u00ebve si t\u00eb ishin t\u00eb gjetura n\u00eb rrug\u00eb.
