Mandati i tij skadon pas 18 muaj dhe n\u00eb nj\u00eb vjetorin e postit t\u00eb ri, ai nisi turin ballkanik n\u00eb at\u00eb zon\u00eb q\u00eb p\u00ebr t\u00eb \u00ebsht\u00eb shum\u00eb pran\u00eb dyerve t\u00eb Evrop\u00ebs s\u00eb Bashkuar.<\/p>\n<p>Pak para se t\u00eb niste turin n\u00eb Ballkan, Presidenti i K\u00ebshillit t\u00eb BE-s\u00eb, Herman Van Rompuy, iu dha nj\u00eb mesazh t\u00eb qart\u00eb vendeve t\u00eb Ballkanit Per\u00ebndimor, se parat\u00eb e harxhuara dhe l\u00ebshimet e b\u00ebra n\u00eb drejtim t\u00eb l\u00ebvizjes s\u00eb lir\u00eb, duhet t\u00eb shp\u00ebrblehen me kryerjen e reformave t\u00eb ngutshme t\u00eb shtetit ligjor n\u00eb k\u00ebto vendeve ende problematike, sepse krimi i organizuar dhe korrupsioni vijojn\u00eb t\u00eb jen\u00eb pengesa p\u00ebr Shqip\u00ebrin\u00eb, Malin e Zi, Maqedonin\u00eb dhe Bosnj\u00eb-Hercegovin\u00ebn, q\u00eb t\u00eb b\u00ebjn\u00eb p\u00ebrpara n\u00eb integrimin evropian.<\/p>\n<p>N\u00eb qershor, ai e la jasht\u00eb hart\u00ebs Shqip\u00ebrin\u00eb, kur vizitoi Kroacin\u00eb, Serbin\u00eb, Kosov\u00ebn e Sllovenin\u00eb. Ndaj, nuk duhet t\u00eb habis\u00eb ask\u00ebnd, as edhe ekspertin e buxhetit Herman Van Rompuy, ngaz\u00ebllimi i qeveris\u00eb shqiptare me pritjen luksoze dhe madh\u00ebshtore q\u00eb iu rezervua, jo pse ishte vizita e par\u00eb e nj\u00eb Presidenti t\u00eb KE-s\u00eb n\u00eb Tiran\u00eb, por sepse evenimente t\u00eb tilla menj\u00ebher\u00eb pron\u00ebsohen si p\u00ebrkrahje politike p\u00ebr qeverin\u00eb e kryeministrit Sali Berisha, t\u00eb cil\u00ebs d\u00ebshp\u00ebrimisht i nevojiten asete politike nga nd\u00ebrkomb\u00ebtar\u00ebt, p\u00ebr t\u00eb treguar se \u00ebsht\u00eb e p\u00ebrkrahur t\u00eb pakt\u00ebn jasht\u00eb vendit.<\/p>\n<p>Modest dhe i drejtp\u00ebrdrejt\u00eb, presidenti i K\u00ebshillit t\u00eb BE-s\u00eb, \u00ebsht\u00eb bir i nj\u00eb profesori ekonomie. N\u00eb vitet 1993-1999, Van Rompuy ishte z\u00ebvend\u00ebskryeminist\u00ebr dhe minist\u00ebr i Buxhetit n\u00eb dy qeverit\u00eb e drejtuara nga ish-kryeministri Jean-Luc Dehaene.<\/p>\n<p>Fal\u00eb qenies s\u00eb tij &#8220;gardian&#8221; i buxhetit, Belgjika e pak\u00ebsoi borxhin shtet\u00ebror nga kulmi i 135 p\u00ebr qind t\u00eb Prodhimit t\u00eb Brendsh\u00ebm Bruto n\u00eb posht\u00eb 100 p\u00ebrqind\u00ebshit pas nj\u00eb dekade.<br \/>\nNdaj, dhe ai flet me shifra dhe k\u00ebrkon t\u00eb marr\u00eb mbrapsht me pun\u00eb dhe reforma ato fonde q\u00eb harxhohen.<\/p>\n<p>N\u00eb konferenc\u00ebn e shtypit dje, pas takimit me Berish\u00ebn, Van Rompuy p\u00ebrs\u00ebriti t\u00eb nj\u00ebjtat fjali q\u00eb kishte postuar me an\u00eb t\u00eb nj\u00eb videomesazhi, nj\u00eb pak or\u00eb m\u00eb par\u00eb. Konkretisht se: &#8220;Bashkimit Evropian ose Evropa b\u00ebn shum\u00eb p\u00ebrpjekje p\u00ebr t\u00eb mb\u00ebshtetur vendet e Ballkanit Per\u00ebndimor.<\/p>\n<p>Asistenca teknike dhe financiare p\u00ebr rajonin p\u00ebr vitet 2010- 2012 \u00ebsht\u00eb mbi 2 miliard\u00eb euro dhe shum\u00eb pun\u00eb b\u00ebhet edhe nga vendet an\u00ebtare t\u00eb Bashkimit Evropian. E ardhmja evropiane \u00ebsht\u00eb thelb\u00ebsore p\u00ebr t\u00eb ardhmen e rajonit n\u00eb t\u00ebr\u00ebsin\u00eb e vet\u00eb&#8221;. Me fjal\u00eb t\u00eb tjera, mesazhi i presidentit Rompuy, ishte se BE nuk do t\u00eb pranonte q\u00eb milion\u00ebt e saj t\u00eb mos jepnin fryte reformash n\u00eb k\u00ebto vende, si Shqip\u00ebria.<\/p>\n<p>Kur Van Rompey u zgjodh si burokrati i lart\u00eb i K\u00ebshillit t\u00eb BE-s\u00eb, n\u00eb Shqip\u00ebri kishte kulmuar kriza politike, pas maskarad\u00ebs zgjedhore t\u00eb 28 qershorit 2009. N\u00eb maj 2010, kur protesta e opozit\u00ebs kulmoi me grev\u00ebn e uris\u00eb, me kriz\u00ebn politike t\u00eb Shqip\u00ebris\u00eb, e cila ka mbajtur peng t\u00eb gjitha zhvillimet e tjera dhe kursin e reformave, \u00ebsht\u00eb marr\u00eb Komisioneri i BE-s\u00eb p\u00ebr Zgjerimin, Stefan Fule.<\/p>\n<p>Ndaj ishte dje hera e para q\u00eb Van Rompuy ia thoshte n\u00eb sy kryeministrit t\u00eb Shqip\u00ebris\u00eb, opinionin personal dhe at\u00eb t\u00eb Brukselit p\u00ebr kriz\u00ebn politike n\u00eb Shqip\u00ebri, e cila mban peng shtetin e s\u00eb drejt\u00ebs, reformat n\u00eb gjyq\u00ebsor, luft\u00ebn kund\u00ebr korrupsionit dhe krimit t\u00eb organizuar dhe, sipas deklarimeve t\u00eb Van Rompuy, BE do ta mb\u00ebshtes\u00eb qeverin\u00eb, por p\u00ebrgjegj\u00ebsia kryesore p\u00ebr progres i mbetet Shqip\u00ebris\u00eb dhe udh\u00ebheqjes s\u00eb shqiptar\u00ebve.<\/p>\n<p>Pak dit\u00eb m\u00eb par\u00eb, Komisioneri i BE-s\u00eb p\u00ebr Zgjerimin, Stefan Fule, deklaroi se ishte i shqet\u00ebsuar p\u00ebr vijimin e ng\u00ebr\u00e7it politik n\u00eb Shqip\u00ebri dhe se mungesa e zgjidhjes s\u00eb kriz\u00ebs politike n\u00eb Shqip\u00ebri do t\u00eb ndikoj\u00eb n\u00eb nj\u00eb p\u00ebrgjigje negative p\u00ebr opinionin e Komisionit n\u00eb lidhje me statusin e vendit kandidat.<\/p>\n<p>Prej majit 2010, kur vet\u00eb z. Fule u angazhua p\u00ebr t\u00eb nd\u00ebrmjet\u00ebsuar afrimin e pal\u00ebve politike, kan\u00eb kaluar pes\u00eb muaj dhe qeveria Berisha \u00ebsht\u00eb n\u00eb po ato pozita, duke mos pranuar transparenc\u00ebn p\u00ebr procesin elektoral t\u00eb 28 qershorit 2009, madje duke k\u00ebrkuar nisjen e reform\u00ebs elektorale p\u00ebr zgjedhjet vendore t\u00eb 8 majit 2011, pa i hyr\u00eb atij procesi korruptiv q\u00eb njollosi zgjedhjet parlamentare.<\/p>\n<p>Fakti se opozita do t\u00eb rinis\u00eb protestat pas vendimit t\u00eb ministrave t\u00eb Brendsh\u00ebm evropian\u00eb p\u00ebr heqjen e regjimit t\u00eb vizave p\u00ebr Shqip\u00ebrin\u00eb dhe Bosnje-Hercegovin\u00ebn, me moton p\u00ebr transparenc\u00ebn e procesit elektoral t\u00eb 28 qershorit 2009, tregon se kriza politike vet\u00ebm sa \u00ebsht\u00eb trashur dhe pa zgjidhur at\u00eb, asnj\u00eb reform\u00eb nuk do t\u00eb kryhet duke zhg\u00ebnjyer thell\u00eb partner\u00ebt evropian\u00eb q\u00eb nuk mund t\u00eb pranojn\u00eb nj\u00eb kolaps tjet\u00ebr n\u00eb Shqip\u00ebri, si n\u00eb vitet 1996-1997.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Arben Rrozhani, 21.10.2010 Herman van Rompuy prej vitesh ka spikatur si nj\u00eb politikan q\u00eb i thot\u00eb gj\u00ebrat tro\u00e7 dhe p\u00ebrdor shpesh ironin\u00eb.
