Kjo u shoq\u00ebrua edhe me nj\u00eb fushat\u00eb t\u00eb menduar mir\u00eb nga Serbia, p\u00ebr bllokimin e njohjes s\u00eb Kosov\u00ebs nga shtetet e painkuadruara (q\u00eb zakonisht jan\u00eb skeptike n\u00eb lidhje me gjith\u00e7ka t\u00eb pazakonshme n\u00eb OKB), si dhe nga pes\u00eb shtetet e BE-s\u00eb, q\u00eb nuk donin ta pranonin pavar\u00ebsin\u00eb, ndon\u00ebse ajo ishte produkt i nj\u00eb procesi t\u00eb nd\u00ebrmjet\u00ebsuar nga BE-ja n\u00ebn Martti Ahtisaari-n.<\/p>\n<p>Ideologia kryesore e k\u00ebtyre pes\u00eb shteteve t\u00eb BE-s\u00eb kund\u00ebr njohjes, Spanja, pohonte se pavar\u00ebsia ishte shpallur n\u00eb kund\u00ebrshtim me ligjin nd\u00ebrkomb\u00ebtar dhe se p\u00ebr k\u00ebt\u00eb arsye ajo do t\u00eb duhej ta priste mendimin e GJND-s\u00eb. \u2028Dy vjet m\u00eb von\u00eb, GJND-ja kumtoi opinionin shum\u00eb t\u00eb qart\u00eb se shpallja e pavar\u00ebsis\u00eb s\u00eb Kosov\u00ebs nuk shkelte ligjin nd\u00ebrkomb\u00ebtar. K\u00ebshtu, pasoja e par\u00eb faktike n\u00eb terren e k\u00ebtij verdikti ishte se u kuptua q\u00eb \u00e7\u00ebshtja e Kosov\u00ebs kurr\u00eb nuk ishte bartur n\u00eb sfer\u00ebn ligjore, mir\u00ebpo gjithnj\u00eb kishte mbetur n\u00eb at\u00eb politike.<\/p>\n<p>Serbia, e cila e kishte parashtruar k\u00ebt\u00eb pyetje, menj\u00ebher\u00eb refuzoi q\u00eb ta pranonte p\u00ebrgjigjen, duke th\u00ebn\u00eb se pyetja e saj kishte mbetur pa p\u00ebrgjigje dhe pastaj paraqiti nj\u00eb projektrezolut\u00eb tjet\u00ebr n\u00eb Asamblen\u00eb e P\u00ebrgjithshme. Shtetet dyshuese t\u00eb l\u00ebvizjes s\u00eb t\u00eb painkuadruarve kishin nj\u00eb arsye tjet\u00ebr p\u00ebr ta pritur vendimin e radh\u00ebs. Ngjash\u00ebm, asnj\u00eb nga pes\u00eb shtetet e BE-s\u00eb nuk nd\u00ebrroi mendje, me gjith\u00eb mendimin e qart\u00eb t\u00eb GJND-s\u00eb. \u2028Pasoja e dyt\u00eb e mendimit t\u00eb GJND-s\u00eb ka qen\u00eb nj\u00eb betej\u00eb e vog\u00ebl \u2013 e luftuar nga Serbia n\u00eb nj\u00eb an\u00eb dhe BE-ja e SHBA-ja n\u00eb tjetr\u00ebn \u2013 rreth asaj se si duhet interpretuar m\u00eb tej opinioni n\u00eb bashk\u00ebsin\u00eb nd\u00ebrkomb\u00ebtare; me fjal\u00eb t\u00eb tjera, si t\u00eb gjendet nj\u00eb kontekst i p\u00ebrshtatsh\u00ebm p\u00ebr t\u00eb ardhmen e kontestit Serbi-Kosov\u00eb.<\/p>\n<p>Serbia zgjodhi q\u00eb ta paraqes\u00eb nj\u00eb projektrezolut\u00eb para Asambles\u00eb s\u00eb P\u00ebrgjithshme t\u00eb OKB-s\u00eb me k\u00ebrkes\u00ebn p\u00ebr negociata t\u00eb reja rreth statusit t\u00eb Kosov\u00ebs (duke e hedhur posht\u00eb aspektin e ligjshm\u00ebris\u00eb s\u00eb opinionit). BE-ja, q\u00eb tani po b\u00ebnte politik\u00eb t\u00eb jashtme n\u00eb kontekstin e pas-Lisbon\u00ebs, u mundua ta bllokoj\u00eb k\u00ebt\u00eb p\u00ebrpjekje. Rezultati p\u00ebrfundimtar ishte nj\u00eb rezolut\u00eb e p\u00ebrbashk\u00ebt BE-Serbi, e pranuar nga Asambleja e P\u00ebrgjithshme e OKB-s\u00eb me em\u00ebruesin m\u00eb t\u00eb ul\u00ebt t\u00eb p\u00ebrbashk\u00ebt (thirrjen p\u00ebr nj\u00eb dialog i cili \u201cn\u00eb vete do t\u00eb ishte faktor i paqes, siguris\u00eb dhe stabilitetit n\u00eb rajon\u201d).<\/p>\n<p>Mbase rezultati m\u00eb i r\u00ebnd\u00ebsish\u00ebm i t\u00ebr\u00eb k\u00ebsaj \u00ebsht\u00eb fakti se Serbia u pajtua q\u00eb \u00e7\u00ebshtjen e Kosov\u00ebs ta zhvendos\u00eb nga sfera e OKB-s\u00eb n\u00eb sfer\u00ebn e BE-s\u00eb. N\u00eb at\u00eb q\u00eb ka mundur t\u00eb jet\u00eb hap strategjik, Serbia e zgjodhi Brukselin n\u00eb vend t\u00eb Managuas si vend ku do t\u00eb negociohet p\u00ebr t\u00eb ardhmen e Kosov\u00ebs. Duke vendosur q\u00eb dialogu i ardhsh\u00ebm rreth Kosov\u00ebs t\u00eb mbahet n\u00eb Bruksel me nd\u00ebrmjet\u00ebsimin e BE-s\u00eb, Beogradi mund ta ket\u00eb pranuar kontekstin europian t\u00eb \u00e7\u00ebshtjes s\u00eb Kosov\u00ebs dhe mekanizmat politik\u00eb e ekonomik\u00eb brenda fush\u00ebveprimit t\u00eb BE-s\u00eb.<\/p>\n<p>Mir\u00ebpo, gj\u00ebrat mbase ende nuk e kan\u00eb arritur at\u00eb stad. S\u00eb pari, BE-ja e ka t\u00eb pamundur q\u00eb ta luaj\u00eb rolin e nd\u00ebrmjet\u00ebsueses pa e zgjidhur problemin brenda vetes. Pes\u00eb nga 27 shtetet an\u00ebtare kan\u00eb mendim ndryshe rreth \u00e7\u00ebshtjes s\u00eb pavar\u00ebsis\u00eb s\u00eb Kosov\u00ebs (me nj\u00ebr\u00ebn prej tyre, Spanj\u00ebn, si kund\u00ebrshtare aktive). Em\u00ebruesi m\u00eb i ul\u00ebt i p\u00ebrbashk\u00ebt (dialogu \u00ebsht\u00eb i mir\u00eb) i rezolut\u00ebs s\u00eb p\u00ebrbashk\u00ebt BE-Serbi q\u00eb u votua n\u00eb Asamblen\u00eb e P\u00ebrgjithshme, nuk pasqyron vet\u00ebm v\u00ebshtir\u00ebsin\u00eb e arritjes s\u00eb nj\u00eb gjuhe t\u00eb p\u00ebrbashk\u00ebt me Serbin\u00eb, mir\u00ebpo mbase edhe arritjen e gjuh\u00ebs s\u00eb p\u00ebrbashk\u00ebt p\u00ebrbrenda BE-s\u00eb.<\/p>\n<p>Me k\u00ebt\u00eb problem t\u00eb brendsh\u00ebm do t\u00eb jet\u00eb shum\u00eb v\u00ebshtir\u00eb q\u00eb BE-ja t\u00eb luaj\u00eb rol n\u00eb m\u00eb shum\u00eb se faz\u00ebn e par\u00eb t\u00eb dialogut midis Kosov\u00ebs dhe Serbis\u00eb dhe fjala \u00ebsht\u00eb p\u00ebr bisedimet rreth bisedimeve. \u00cbsht\u00eb e v\u00ebrtet\u00eb se Rezoluta e Asambles\u00eb s\u00eb P\u00ebrgjithshme parasheh se duhet t\u00eb ket\u00eb dialog \u2013 BE-ja e ka ftuar Beogradin dhe Prishtin\u00ebn q\u00eb ta zhvilloj\u00eb n\u00eb Bruksel \u2013 mir\u00ebpo deri tani askush nuk \u00ebsht\u00eb informuar se p\u00ebr \u00e7far\u00eb duhet t\u00eb flasin pal\u00ebt.<\/p>\n<p>Beogradi, n\u00eb an\u00ebn tjet\u00ebr, ende \u00ebsht\u00eb duke u mb\u00ebshtetur te dy faktor\u00eb \u201cjo-BE\u201d q\u00eb ta diktojn\u00eb m\u00eb tej rrjedh\u00ebn e ngjarjeve. Nj\u00eb \u00ebsht\u00eb prania e paligjshme e autoriteteve t\u00eb veta brenda Kosov\u00ebs, n\u00eb komunat me p\u00ebrqindje t\u00eb lart\u00eb t\u00eb banor\u00ebve serb\u00eb (prej administrator\u00ebve t\u00eb tatimeve e deri te polic\u00ebt). Nj\u00eb ndarje \u201cde facto\u201d apo gjendje e \u201ckonfliktit t\u00eb ngrir\u00eb\u201d, e kontrolluar prej Beogradit, bie ndesh me dialogun e bazuar mbi stimujt ekonomik\u00eb dhe politik\u00eb t\u00eb BE-s\u00eb.<\/p>\n<p>Faktori tjet\u00ebr \u201cjo-BE\u201d \u00ebsht\u00eb var\u00ebsia te Rusia dhe\/apo shtetet e tjera me ndikim q\u00eb nuk e njohin Kosov\u00ebn. Me nj\u00eb gjendje t\u00eb tipit kaukazian t\u00eb \u201ckonfliktit t\u00eb ngrir\u00eb\u201d dhe var\u00ebsi te fuqit\u00eb jotransatlantike, Serbia do t\u00eb p\u00ebrdorte nj\u00eb gjuh\u00eb tjet\u00ebr n\u00eb k\u00ebto bisedime.\u2028Dhe pastaj \u00ebsht\u00eb Kosova, e cila vet\u00eb nuk \u00ebsht\u00eb e gatshme p\u00ebr k\u00ebt\u00eb dialog. Po qe se dialogu mbahet midis dy t\u00eb barabart\u00ebve, me BE-n\u00eb si nj\u00eb nd\u00ebrmjet\u00ebsuese t\u00eb v\u00ebrtet\u00eb, at\u00ebher\u00eb Prishtina nuk \u00ebsht\u00eb kompetente p\u00ebr nj\u00eb proces t\u00eb till\u00eb. Duke mos u njohur nga t\u00eb gjitha shtetet an\u00ebtare t\u00eb BE-s\u00eb, Kosova nuk \u00ebsht\u00eb pal\u00eb e barabart\u00eb n\u00eb k\u00ebt\u00eb dialog dhe nuk mund ta perceptoj\u00eb BE-n\u00eb si nj\u00eb nd\u00ebrmjet\u00ebsuese krejt\u00ebsisht e sinqert\u00eb.<\/p>\n<p>Serbia dhe Kosova kan\u00eb natyra t\u00eb ndryshme t\u00eb marr\u00ebdh\u00ebnieve me BE-n\u00eb: Serbia \u00ebsht\u00eb partnere kontraktuese e BE-s\u00eb, Kosova \u00ebsht\u00eb subjekti i protektoratit t\u00eb \u201cbut\u00eb\u201d t\u00eb BE-s\u00eb.\u2028Me gjith\u00eb fillimin e ngat\u00ebrruar, kjo mund t\u00eb b\u00ebhet nj\u00eb rrug\u00eb drejt normalizimit t\u00eb raporteve midis Kosov\u00ebs dhe Serbis\u00eb. N\u00eb t\u00eb v\u00ebrtet\u00eb, kjo mund t\u00eb jet\u00eb e vetmja rrug\u00eb, po qe se kuptohet se si Kosova ashtu edhe Serbia e kan\u00eb t\u00eb ardhmen si shtete an\u00ebtare t\u00eb Bashkimit Europian. Kjo mund t\u00eb zgjas\u00eb nj\u00eb koh\u00eb, mbase t\u00ebr\u00eb dhjet\u00ebvjet\u00ebshin e ardhsh\u00ebm.<\/p>\n<p>Apo, dialogu mund t\u00eb mos filloj\u00eb fare tani. Pengesa e par\u00eb p\u00ebr rrafshin e par\u00eb \u00ebsht\u00eb: p\u00ebr \u00e7far\u00eb t\u00eb flitet? E dyta: si t\u00eb flasim, po qe se nuk jemi t\u00eb barabart\u00eb? Apo madje e treta: si t\u00eb flasim para zgjedhjeve? Krahas k\u00ebtyre mund t\u00eb dalin edhe pengesa t\u00eb tjera. \u2028Pyetja megjithat\u00eb \u00ebsht\u00eb n\u00ebse Prishtina dhe Beogradi e shohin k\u00ebt\u00eb si t\u00eb ardhmen e tyre europiane. Dhe, n\u00ebse Brukseli e ka t\u00eb qart\u00eb p\u00ebr vete t\u00eb ardhmen europiane t\u00eb Kosov\u00ebs dhe Serbis\u00eb si shtete an\u00ebtare?<\/p>\n<p>Me koh\u00eb s\u00eb shpejti do t\u00eb dal\u00eb sprova e radh\u00ebs. Tani q\u00eb Presidenti i Kosov\u00ebs ka dh\u00ebn\u00eb dor\u00ebheqjen, pasi q\u00eb u vendos se shkeli Kushtetut\u00ebn (nj\u00eb tregues pozitiv n\u00eb aspektin e sundimit t\u00eb ligjit), Kosova po shkon n\u00ebp\u00ebr procesin e vendosjes se kur do t\u00eb mbaj\u00eb zgjedhje t\u00eb parakohshme. Edhe Serbia do t\u2019i mbaj\u00eb zgjedhjet e veta n\u00eb pranver\u00ebn e vitit 2012. P\u00ebr t\u00eb dyja pal\u00ebt duhet t\u00eb gjendet koha p\u00ebr mbajtjen e bisedimeve pa nd\u00ebrhyrjen e politikave t\u00eb brendshme.
