Brezat e ardhsh\u00ebm do t\u00eb duhet t\u00eb paguajn\u00eb p\u00ebr t\u00eb shlyer nj\u00eb borxh prej 801.2 miliard\u00eb lek\u00eb gjat\u00eb viteve t\u00eb ardhshme. Ministria e Financave ka publikuar s\u00ebfundmi treguesit e Borxhit Publik p\u00ebr gjasht\u00ebmujorin e k\u00ebtij viti, n\u00eb t\u00eb cilat pasqyrohet nj\u00eb rritje nominale krahasuar me fundin e vitit t\u00eb shkuar.<\/p>\n

N\u00eb fund t\u00eb vitit t\u00eb shkuar, Borxhi Publik i Shqip\u00ebris\u00eb ishte rreth 772.8 miliard\u00eb lek\u00eb ose rreth 28.4 miliard\u00eb lek\u00eb m\u00eb i vog\u00ebl krahasuar me treguesit e fundit t\u00eb qershorit 2012. Kjo \u00ebsht\u00eb edhe diferenca e shkaktuar nga rritja nominale e Borxhit Publik gjat\u00eb periudh\u00ebs janar-qershor p\u00ebr shkak t\u00eb huamarrjes s\u00eb jashtme dhe t\u00eb brendshme t\u00eb qeveris\u00eb p\u00ebr t\u00eb financuar projekte t\u00eb ndryshme por edhe p\u00ebr t\u00eb financuar deficitin buxhetor.<\/p>\n

Rritja<\/strong><\/p>\n

N\u00ebse do t\u00eb p\u00ebrpiqemi q\u00eb k\u00ebt\u00eb borxh ta shp\u00ebrndajm\u00eb p\u00ebr \u00e7do shqiptar, p\u00ebrllogaritet q\u00eb secili t\u00eb ket\u00eb detyrimin p\u00ebr t\u00eb shlyer nj\u00eb shum\u00eb prej rreth 2 700 dollar\u00eb. T\u00eb dh\u00ebnat nga Censusi i fundit tregojn\u00eb se numri i shqiptar\u00ebve q\u00eb ndodhen brenda vendit \u00ebsht\u00eb diku tek 2 milion\u00eb e 830 mij\u00eb. Secili prej tyre do t\u00eb duhet t\u00eb shlyej\u00eb tani nj\u00eb borxh m\u00eb t\u00eb lart\u00eb krahasuar me t\u00eb nj\u00ebjt\u00ebn periudh\u00eb t\u00eb nj\u00eb viti m\u00eb par\u00eb por edhe krahasuar me fundin e vitit t\u00eb shkuar.<\/p>\n

Por si ka vijuar ecuria e borxhit p\u00ebr individ\u00eb krahasuar me fundin e vitit t\u00eb shkuar? P\u00ebr gjasht\u00eb muaj me radh\u00eb, p\u00ebr shkak t\u00eb huave t\u00eb marra nga qeveria, Borxhi Publik u rrit n\u00eb vler\u00eb nominale me rreth 28.4 miliard\u00eb lek\u00eb ose rreth 260 milion\u00eb dollar\u00eb. E p\u00ebrpjes\u00ebtuar me numrin total t\u00eb popullsis\u00eb, p\u00ebrllogaritet q\u00eb vet\u00ebm gjat\u00eb gjasht\u00eb muajve t\u00eb par\u00eb t\u00eb k\u00ebtij viti, stoku i borxhit p\u00ebr secilin shqiptar t\u00eb jet\u00eb rritur me 10 mij\u00eb lek\u00eb krahasuar me at\u00eb t\u00eb trash\u00ebguar nga vitet e m\u00ebparshme.<\/p>\n

Pavar\u00ebsisht rritjes nominale n\u00eb gjasht\u00eb muaj, Ministria e Financave deklaron se Borxhi Publik mbetet n\u00ebn limitin 60 p\u00ebr qind t\u00eb Prodhimit t\u00eb Brendsh\u00ebm Bruto duke q\u00ebndruar n\u00eb 58.8 p\u00ebr qind. Borxhi Publik ka pasur nj\u00eb rritje t\u00eb vazhdueshme nga viti n\u00eb vit por me ritme t\u00eb ndryshme. Gjat\u00eb vitit t\u00eb fundit, qeveria ka hequr dor\u00eb nga shpenzimet e m\u00ebdha n\u00eb infrastruktur\u00eb duke marr\u00eb p\u00ebrsip\u00ebr mbajtjen e treguesve t\u00eb borxhit n\u00ebn 60 % t\u00eb PBB-s\u00eb, nd\u00ebrkoh\u00eb q\u00eb jan\u00eb rritur detyrimet p\u00ebr t\u00eb shlyer interesat. N\u00eb vitin 2009, Borxhi Publik ishte 682.5 miliard\u00eb lek\u00eb, n\u00eb vitin 2010 ai shkoi n\u00eb 715.5 miliard\u00eb lek\u00eb, p\u00ebr t\u00eb arritur n\u00eb 772.5 miliard\u00eb lek\u00eb n\u00eb fund t\u00eb vitit 2011. Nga totali i stoku t\u00eb Borxhit Publik, rreth 348 miliard\u00eb lek\u00eb jan\u00eb marr\u00eb n\u00eb tregun e jasht\u00ebm, kurse rreth 453 miliard\u00eb lek\u00eb jan\u00eb marr\u00eb nga bankat apo individ\u00ebt n\u00eb vend.<\/p>\n

Deficiti<\/strong><\/p>\n

Arka e shtetit \u00ebsht\u00eb p\u00ebrballur me nj\u00eb rritje t\u00eb ngadalt\u00eb t\u00eb t\u00eb ardhurave gjat\u00eb gjysm\u00ebs s\u00eb par\u00eb t\u00eb k\u00ebtij viti. P\u00ebrball\u00eb k\u00ebsaj situate, qeveria \u00ebsht\u00eb detyruar q\u00eb t\u00eb marr\u00eb borxh kryesisht n\u00eb tregun e brendsh\u00ebm duke tejkaluar madje planin p\u00ebr financimin e deficitit buxhetor n\u00eb k\u00ebt\u00eb drejtim. Referuar treguesve fiskal t\u00eb publikuar nga Ministria e Financave, deri n\u00eb fund t\u00eb qershorit 2012, qeveria kishte parashikuar t\u00eb merrte vet\u00ebm 9.4 miliard\u00eb lek\u00eb borxh p\u00ebr t\u00eb financuar deficitin e shkaktuar n\u00eb buxhet nga t\u00eb ardhurat e ulta, nd\u00ebrkoh\u00eb q\u00eb ka marr\u00eb plot 16.8 miliard\u00eb lek\u00eb. <\/p>\n

T\u00eb dh\u00ebnat tregojn\u00eb se deri n\u00eb fund t\u00eb k\u00ebsaj periudhe, qeveria ka ezauruar 78 p\u00ebr qind t\u00eb totalit t\u00eb borxhit q\u00eb do t\u00eb merrte p\u00ebr t\u00eb financiar deficitin buxhetor. Krahas marrjes s\u00eb borxhit, ekzekutivi \u00ebsht\u00eb detyruar q\u00eb t\u00eb shkurtoj\u00eb edhe shpenzimet gjat\u00eb gjasht\u00ebmujorit t\u00eb par\u00eb t\u00eb vitit p\u00ebr t\u00eb mbajtur n\u00ebn kontroll treguesit fiskal t\u00eb vendit. Ministria e Financave b\u00ebn me dije se shpenzimet gjat\u00eb periudh\u00ebs janar-qershor 2012 u shkurtuan me rreth 1.7 miliard\u00eb lek\u00eb ose nj\u00eb p\u00ebr qind, n\u00eb nj\u00eb koh\u00eb kur mosrealizimi i t\u00eb ardhurave paraqitej me minus 5.4 p\u00ebr qind.<\/p>\n

Ecuria e Borxhi Publik<\/strong><\/p>\n

Borxhi Publik \u00ebsht\u00eb rritur n\u00eb m\u00ebnyr\u00eb progresive nga viti n\u00eb vit. Rritja m\u00eb e madhe v\u00ebrehet gjat\u00eb viteve 2007-2008, kur punimet p\u00ebr nd\u00ebrtimin e rrug\u00ebs Rr\u00ebsh\u00ebn-Kalimash ishin n\u00eb kulmin e tyre. I nj\u00ebjti trend vijoi edhe gjat\u00eb vitit 2009, n\u00eb t\u00eb cilin u zhvilluan zgjedhjet elektorale periudh\u00eb q\u00eb u parapri s\u00ebrish nga shpenzime t\u00eb m\u00ebdha n\u00eb infrastruktur\u00eb. Qeveria \u00ebsht\u00eb angazhuar t\u00eb mbaj\u00eb n\u00ebn kontroll treguesit e borxhit gjat\u00eb dy viteve t\u00eb fundit, por tani \u00ebsht\u00eb periudha kur ka filluar apo duhet t\u00eb filloj\u00eb t\u00eb shlyej\u00eb huat e marra vite m\u00eb par\u00eb duke b\u00ebr\u00eb q\u00eb t\u00eb rritet ndjesh\u00ebm kostoja e sh\u00ebrbimit t\u00eb tij.<\/p>\n

Kostoja e lart\u00eb e borxhit detyron buxhetin q\u00eb t\u00eb heq\u00eb dor\u00eb nga investimet n\u00eb infrastruktur\u00eb apo sh\u00ebrbime<\/em><\/strong>
\nPesha e rend\u00eb e kostos s\u00eb sh\u00ebrbimit t\u00eb borxhit, e b\u00ebn qeverin\u00eb q\u00eb t\u00eb heq\u00eb dor\u00eb nga ofrimi i disa sh\u00ebrbimeve apo kryerja e disa investimeve m\u00eb shum\u00eb duke p\u00ebrmir\u00ebsuar jet\u00ebn e qytetar\u00ebve. Kjo p\u00ebr faktin se \u00e7do vit, ekzekutivi<\/p>\n

miraton edhe nj\u00eb shum\u00eb t\u00eb caktuar parash, e cila do t\u00eb p\u00ebrdoret p\u00ebr shlyerjen e interesave gjat\u00eb periudh\u00ebs dymb\u00ebdhjet\u00ebmujore ndaj atyre q\u00eb iu ka marr\u00eb hua. Z\u00ebri quhet \u201cshpenzime p\u00ebr interesa\u201d. T\u00eb dh\u00ebnat zyrtare nga Ministria e Financave, tregojn\u00eb se shuma q\u00eb do t\u00eb paguaj\u00eb buxheti i shtetit vet\u00ebm p\u00ebr t\u00eb shlyer interesat, \u00ebsht\u00eb m\u00eb e madhja gjat\u00eb k\u00ebtyre kat\u00ebr viteve t\u00eb fundit. Qeveria ka parashikuar q\u00eb deri n\u00eb fund t\u00eb k\u00ebtij viti, t\u2019i paguaj\u00eb bankave apo individ\u00ebve q\u00eb mbajn\u00eb borxhin e shtetit shqiptar nj\u00eb shum\u00eb prej 49.6 miliard\u00eb lek\u00ebsh ose rreth 470 milion\u00eb dollar\u00eb vet\u00ebm p\u00ebr t\u00eb shlyer interesat q\u00eb shkakton stoku i borxhit. Sipas shifrave zyrtare t\u00eb qeveris\u00eb, p\u00ebrllogaritet q\u00eb sh\u00ebrbimi i kostos s\u00eb borxhit, t\u2019i kushtoj\u00eb \u00e7do shqiptari nga 17 526 lek\u00eb, nd\u00ebrsa nj\u00eb familjeje i kushton mesatarisht 66 600 lek\u00eb.<\/p>\n

Por si paraqitet kjo shum\u00eb n\u00eb raport me z\u00ebrat e tjera t\u00eb investimeve apo krahasuar me buxhetet e ministrive?<\/em><\/strong><\/p>\n

Shuma q\u00eb paguan k\u00ebt\u00eb vit Shqip\u00ebria p\u00ebr t\u00eb shlyer interesat \u00ebsht\u00eb rreth 1.6 her\u00eb m\u00eb e madhe se sa fondi q\u00eb shpenzohet p\u00ebr pensionet e m\u00eb shum\u00eb se 550 pensionist\u00ebve n\u00eb t\u00eb gjith\u00eb vendin apo rreth sa 80 p\u00ebr qind e fondit vjetor t\u00eb pagave p\u00ebr ata q\u00eb jan\u00eb t\u00eb pun\u00ebsuar n\u00eb sektorin publik. Fondi q\u00eb shpenzohet p\u00ebr t\u00eb shlyer interesat e borxhit gjithashtu \u00ebsht\u00eb rreth dy her\u00eb m\u00eb i madh se sa shuma totale q\u00eb ka parashikuar qeveria shqiptare p\u00ebr t\u00eb shpenzuar k\u00ebt\u00eb vit n\u00eb rregullimin e rrjetit t\u00eb rrug\u00ebve nacionale.<\/p>\n

Borxhi brenda kufirit, por me cilat shifra?<\/strong><\/p>\n

Rritja e stokut t\u00eb borxhit edhe me 270 milion\u00eb dollar gjat\u00eb gjysm\u00ebs s\u00eb par\u00eb t\u00eb k\u00ebtij viti, vijon t\u00eb mos cil\u00ebsohet problematik nga qeveria p\u00ebr faktin se treguesit jan\u00eb n\u00ebn kufijt\u00eb e lejuar. Ekzekutivi ka marr\u00eb p\u00ebrip\u00ebr ta mbaj\u00eb at\u00eb n\u00ebn 60 p\u00ebr qind t\u00eb Prodhimit t\u00eb Brendsh\u00ebm Bruto dhe gjendja fillon t\u00eb b\u00ebhet serioze pik\u00ebrisht n\u00eb momentin kur borxhi arrin n\u00eb k\u00ebt\u00eb pik\u00eb. Megjithat\u00eb, konsiderimi shqet\u00ebsim ose jo varet nga fakti se n\u00eb \u00e7far\u00eb t\u00eb dh\u00ebnash bazohesh kur b\u00ebn krahasimin. N\u00eb treguesit e saj zyrtar, qeveria deklaron se niveli i Borxhit Publik \u00ebsht\u00eb 58.8 p\u00ebr qind t\u00eb PBB-s\u00eb. Por kujdes! <\/p>\n

Kjo shif\u00ebr \u00ebsht\u00eb e till\u00eb mbi baz\u00ebn e nj\u00eb rritje ekonomike prej 4.5 p\u00ebr qind p\u00ebr 2012-\u00ebn t\u00eb parashikuar nga ekzekutivi. Sa gjasa ka q\u00eb t\u00eb arrihet kjo rritje? Jemi n\u00eb gjysm\u00eb t\u00eb vitit dhe INSTAT na ka konfirmuar se ekonomia jo vet\u00ebm q\u00eb nuk u rrit gjat\u00eb tremujorit t\u00eb par\u00eb por madje u tkurr. Nuk ka ende t\u00eb dh\u00ebna zyrtare n\u00eb lidhje me tremujorin e dyt\u00eb por parashikimet e Bank\u00ebs s\u00eb Shqip\u00ebris\u00eb p\u00ebr ecurin\u00eb n\u00eb p\u00ebrgjith\u00ebsi nuk jan\u00eb shum\u00eb pozitive. <\/p>\n

N\u00eb k\u00ebto kushte, ose duhet q\u00eb ekonomia t\u00eb marr\u00eb nj\u00eb hov t\u00eb ri gjat\u00eb pjes\u00ebs s\u00eb mbetur t\u00eb vitit n\u00eb m\u00ebnyr\u00eb q\u00eb rritja e p\u00ebrfituar t\u00eb mund\u00ebsoj\u00eb mbajtjen e borxhit brenda 60 %-shit t\u00eb famsh\u00ebm, ose qeveria do t\u00eb duhet t\u00eb shtr\u00ebngoj\u00eb shum\u00eb rripin n\u00eb vjesht\u00eb duke ndryshuar buxhetin, t\u00eb shpresoj\u00eb n\u00eb gjetjen e disa milion\u00eb eurove nga shitja e HEC-eve dhe \u201cAlbpetrolit\u201d ose t\u00eb miratoj\u00eb nj\u00eb rritje t\u00eb kufirit t\u00eb borxhit.<\/p>\n

Qeveria ka marr\u00eb borxh p\u00ebr t\u00eb financuar deficitin buxhetor nga nj\u00ebra an\u00eb, por edhe p\u00ebr t\u00eb financuar shtes\u00eb shpenzimesh n\u00eb projekte rrug\u00ebsh. I till\u00eb \u00ebsht\u00eb borxhi i marr\u00eb s\u00ebfundmi nga BERZH dhe BEI me vler\u00eb 18 milion\u00eb euro. Ky ishte nj\u00eb fond shtes\u00eb, me t\u00eb cilin buxheti i shtetit do t\u00eb paguante kompanin\u00eb q\u00eb ka kryer punimet. Krahas k\u00ebsaj, qeveria mori nj\u00eb tjet\u00ebr borxh me vler\u00eb 35 milion\u00eb euro p\u00ebr nd\u00ebrtimin e bajpasit t\u00eb Fierit n\u00eb qershor.<\/p>\n

Kostoja e lart\u00eb e sh\u00ebrbimit t\u00eb borxhit, kusht\u00ebzon ekzekutivin q\u00eb nj\u00eb shum\u00eb t\u00eb konsiderueshme parash t\u00eb mos ta p\u00ebrfshij\u00eb n\u00eb investime q\u00eb do t\u00eb p\u00ebrmir\u00ebsonin jetes\u00ebn e qytetar\u00ebve duke i ofruar m\u00eb shum\u00eb sh\u00ebrbime apo investime. Deri n\u00eb fund t\u00eb k\u00ebtij viti, parashikohet q\u00eb Shqip\u00ebria t\u00eb paguaj\u00eb 49.6 miliard\u00eb lek\u00eb interesa. Shuma \u00ebsht\u00eb sa 80 % e fondit t\u00eb pagave t\u00eb administrat\u00ebs<\/p>\n

Qeveria i ka ende nj\u00eb sasi t\u00eb konsiderueshme parash p\u00ebr t\u2019i shlyer kompanive t\u00eb nd\u00ebrtimit p\u00ebr pun\u00ebt e kryera n\u00eb em\u00ebr t\u00eb saj gjat\u00eb periudhave t\u00eb fundit. Shuma q\u00eb pretendojn\u00eb nd\u00ebrtuesit \u00ebsht\u00eb rreth 100 milion\u00eb euro. Pas marrjes s\u00eb tenderit ato jan\u00eb detyruar t\u00eb kryejn\u00eb punimet me fondet e tyre me premtimin se parat\u00eb do t\u2019i merrnin m\u00eb pas<\/p>\n
