13.09.2010<\/em><\/p>\n\u201cPyete pak zotin Ru\u00e7i, a do t\u2019i nd\u00ebrrojn\u00eb kryetar\u00ebt e komunave sivjet, apo do t\u2019i kandidojn\u00eb edhe p\u00ebr mandatin e 5-t\u00eb\u201d \u2013 k\u00ebt\u00eb pyetje m\u00eb d\u00ebrgonte me sms nj\u00eb person, nd\u00ebrsa ndodhesha me nj\u00eb grup koleg\u00ebsh n\u00eb emisionin \u201cOra e Debatit\u201d, ku ishte i ftuar zoti Gramoz Ru\u00e7i.<\/p>\n
E telefonova m\u00eb pas k\u00ebt\u00eb person dhe m\u00eb tha se banonte n\u00eb nj\u00eb komun\u00eb ku kryetari kishte 4 mandate q\u00eb drejtonte dhe kishte nisur fushat\u00ebn p\u00ebr mandatin e pest\u00eb. Gjat\u00eb dy viteve t\u00eb fundit, nd\u00ebrsa me koleg\u00ebt e Korpusit t\u00eb Vullnetar\u00ebve jemi endur fshatrave t\u00eb bregdetit shqiptar p\u00ebr t\u00eb ndikuar sadopak n\u00eb pastrimin e zonave turistike, jemi ndeshur me shum\u00eb kryetar\u00eb komunash e bashkish. Shumica prej tyre kan\u00eb mbyllur mandatin e tret\u00eb ose k\u00ebrkojn\u00eb t\u00eb tretin.<\/p>\n
N\u00eb fakt, ligji e lejon q\u00eb nj\u00eb kryetar komune apo bashkie mund t\u00eb kandidoj\u00eb sa her\u00eb t\u00eb doj\u00eb dhe mund ta drejtoj\u00eb fshatin apo qytetin p\u00ebr aq koh\u00eb sa komuniteti ta votoj\u00eb. N\u00eb t\u00eb v\u00ebrtet\u00eb, ne nuk \u00ebsht\u00eb se kemi nj\u00eb tradit\u00eb t\u00eb mir\u00eb demokratike dhe nuk kemi dh\u00ebn\u00eb prova se gjithmon\u00eb kemi zgjedhur m\u00eb t\u00eb mirin. Por \u00e7\u00ebshtja nuk \u00ebsht\u00eb te fakti se sa t\u00eb mbar\u00eb e kemi dor\u00ebn kur shkojm\u00eb te kutia e votimit, por te nj\u00eb problem shum\u00eb her\u00eb m\u00eb i madh se ky. Ne si popull dashurohemi me udh\u00ebheq\u00ebsit, t\u00eb \u00e7far\u00ebdo niveli dhe \u00e7far\u00ebdo soji politik qofshin ata. Ne si popull nuk dim\u00eb t\u00eb rr\u00ebzojm\u00eb udh\u00ebheq\u00ebsit n\u00eb m\u00ebnyr\u00eb demokratike, por e b\u00ebjm\u00eb k\u00ebt\u00eb n\u00eb m\u00ebnyr\u00eb dramatike kur na shkon thika n\u00eb kock\u00eb. Me pak fjal\u00eb, ne nuk dim\u00eb dhe nuk mundemi t\u00eb b\u00ebjm\u00eb rrotacion pushtetesh dhe drejtuesish, nuk b\u00ebjm\u00eb dot qarkullim udh\u00ebheq\u00ebsish dhe elitash. Ne jemi t\u00eb destinuar t\u00eb prodhojm\u00eb diktator\u00eb dhe udh\u00ebheq\u00ebs t\u00eb korruptuar, sepse ne nuk dim\u00eb t\u2019i zbresim ata nga froni.<\/p>\n
Pas Luft\u00ebs s\u00eb Dyt\u00eb Bot\u00ebrore, Shqip\u00ebria ra n\u00ebn perandorin\u00eb e komunizmit si e gjith\u00eb Europa Lindore. Por, asnj\u00eb vend nuk e vuajti m\u00eb r\u00ebnd\u00eb se ne shqiptar\u00ebt diktatur\u00ebn dhe p\u00ebr k\u00ebt\u00eb historia jon\u00eb faj\u00ebson Enver Hoxh\u00ebn. N\u00eb fakt, p\u00ebrse e p\u00ebsuam ne dhe jo polak\u00ebt nj\u00eb dram\u00eb kaq t\u00eb madhe, p\u00ebrse ne dhe jo hungarez\u00ebt apo \u00e7ek\u00ebt? Edhe ato vende ishin n\u00ebn diktatur\u00eb, edhe ata p\u00ebrjetuan periudha dramatike n\u00eb k\u00ebt\u00eb marr\u00ebdh\u00ebnie me diktatur\u00ebn, por ata dit\u00ebn t\u00eb tronditin themelet e saj dhe shpesh ishin ata q\u00eb ndez\u00ebn edhe zjarrin e ndryshimit t\u00eb madh. N\u00eb fund t\u00eb fundit, brenda t\u00eb nj\u00ebjt\u00ebs ideologji, ne ishim ata q\u00eb e p\u00ebrjetuan komunizmin n\u00eb m\u00ebnyr\u00ebn m\u00eb tragjike n\u00eb Europ\u00eb. <\/p>\n
\u00cbsht\u00eb nj\u00eb histori e gjat\u00eb p\u00ebr t\u00eb p\u00ebrshkruar brutalitetin e diktatur\u00ebs, shtypjen e oponenc\u00ebs, por edhe p\u00ebrul\u00ebsin\u00eb e servilizmin e nj\u00eb populli t\u00eb t\u00ebr\u00eb ndaj nj\u00eb njeriu dhe adjutant\u00ebve q\u00eb e rrethonin. Bibliotekat dhe arkivi muzikor jan\u00eb t\u00eb mbushura plot me himne dhe k\u00ebng\u00eb q\u00eb shkrimtar\u00ebt dhe populli, me vullnetin e tyre t\u00eb lir\u00eb, i k\u00ebnduan Enver Hoxh\u00ebs. Vajtimi mbar\u00ebpopullor, n\u00eb dit\u00ebn e vdekjes s\u00eb diktatorit m\u00eb t\u00eb eg\u00ebr t\u00eb Europ\u00ebs s\u00eb pasluft\u00ebs, \u00ebsht\u00eb nj\u00eb shembull i paprecedent n\u00eb historin\u00eb e nj\u00eb populli. Shkurt, ne e mbajt\u00ebm Enver Hoxh\u00ebn n\u00eb pushtet derisa vdiq dhe u qeveris\u00ebm e iu p\u00ebrul\u00ebm me t\u00ebr\u00eb vullnetin ton\u00eb fantazm\u00ebs s\u00eb tij, derisa komunizmi u shemb globalisht.<\/p>\n
A thua ka qen\u00eb t\u00ebr\u00ebsisht faji i Enver Hoxh\u00ebs ky?<\/strong><\/p>\nEdhe 20 vjet pas r\u00ebnies s\u00eb komunizmit, ne kemi sot n\u00eb krye nj\u00eb njeri, i cili ishte heroi i protestave p\u00ebr rr\u00ebzimin e komunizmit. Sali Berisha, u b\u00eb Presidenti i par\u00eb demokrat dhe drejtoi shtetin p\u00ebr 5 vjet. Pastaj drejtoi opozit\u00ebn e vendit p\u00ebr 8 vjet, prej 5 vjet\u00ebsh drejton qeverin\u00eb dhe \u00ebsht\u00eb i bindur se mund dhe do ta drejtoj\u00eb s\u00ebrish Shqip\u00ebrin\u00eb edhe p\u00ebr 15 vjet t\u00eb tjera. Ende dhe pas 20 vjet\u00ebsh, Sali Berisha \u00ebsht\u00eb strumbullari i politik\u00ebs shqiptare, ai \u00ebsht\u00eb epiqendra e luft\u00ebs politike, e akuzave p\u00ebr korrupsion, \u00ebsht\u00eb idhulli i pjes\u00ebs s\u00eb popullit q\u00eb e mb\u00ebshtet dhe e voton. Madje, rapsod\u00ebt dhe grupet polifonike kan\u00eb thurur nd\u00ebrkoh\u00eb k\u00ebng\u00ebt e para, n\u00eb t\u00eb cilat populli, s\u00ebrish me vullnetin e tij t\u00eb lir\u00eb, i thur lavde prej udh\u00ebheq\u00ebsi t\u00eb madh. T\u00eb gjitha raportet nd\u00ebrkomb\u00ebtare tregojn\u00eb se Sali Berisha ka nd\u00ebrtuar qeverin\u00eb dhe administrat\u00ebn m\u00eb t\u00eb korruptuar.<\/p>\n
A thua e ka t\u00ebr\u00ebsisht fajin Sali Berisha p\u00ebr k\u00ebt\u00eb?<\/strong><\/p>\nPrej dhjet\u00eb vjet\u00ebsh Edi Rama drejton Bashkin\u00eb e Tiran\u00ebs dhe, t\u00eb pakt\u00ebn deri tani, nuk ka asnj\u00eb gjas\u00eb q\u00eb ai n\u00eb m\u00ebnyr\u00eb t\u00eb vullnetshme t\u00eb heq\u00eb dor\u00eb nga rikandidimi. Dhe me gjith\u00eb gjasat, banor\u00ebt e kryeqytetit do ta votojn\u00eb s\u00ebrish n\u00eb zgjedhjet e majit 2011. Rama \u00ebsht\u00eb v\u00ebn\u00eb n\u00eb ball\u00eb t\u00eb luft\u00ebs p\u00ebr t\u00eb marr\u00eb pushtetin dhe p\u00ebr t\u00eb qen\u00eb Kryeministri i ardhsh\u00ebm i Shqip\u00ebris\u00eb. Ai tha se ishte sigurt n\u00eb fitoren e tij n\u00eb zgjedhjet e p\u00ebrgjithshme t\u00eb vitit 2009, por s\u00ebrish nuk hoqi dor\u00eb nga bashkia e kryeqytetit, pasi ai nuk e mendon dot veten jasht\u00eb atij institucioni, jasht\u00eb atij pushteti dhe t\u00eb mirave q\u00eb sjell ai. Ai do ta braktis\u00eb bashkin\u00eb vet\u00ebm pasi t\u00eb ket\u00eb marr\u00eb n\u00eb dor\u00eb \u00e7el\u00ebsin e zyr\u00ebs s\u00eb Kryeministrit.<\/p>\n
Udh\u00ebheq\u00ebsit jan\u00eb njer\u00ebz si gjith\u00eb t\u00eb tjer\u00ebt, por pushteti dhe kamja q\u00eb rrethon pushtetin i ndryshon ata. N\u00eb fillim ata jan\u00eb me parime morale, politike, patriotike e atdhetare. Por, me kalimin e koh\u00ebs ata ngjizen me pushtetin e tyre, me institucionin dhe karrigen e tyre dhe as q\u00eb mund ta mendojn\u00eb q\u00eb nes\u00ebr t\u00eb gjenden n\u00eb rrug\u00eb si qytetar\u00eb t\u00eb thjesht\u00eb dhe t\u00eb shkojn\u00eb n\u00eb ndonj\u00eb pub e t\u00eb pin\u00eb birr\u00eb, krejt shpenguar si burrat e tjer\u00eb. Me kalimin e koh\u00ebs ata korruptohen dhe pasurohen, krijojn\u00eb pronat dhe pushtetin e tyre ekonomik, pa t\u00eb cilin nuk mendojn\u00eb t\u00eb jetojn\u00eb qoft\u00eb edhe nj\u00eb dit\u00eb. Me kalimin e koh\u00ebs ata jan\u00eb t\u00eb bindur se, atyre dhe familjeve t\u00eb tyre, u p\u00ebrket nj\u00eb pjes\u00eb e fshatit, nj\u00eb pjes\u00eb e qytetit, apo edhe nj\u00eb pjes\u00eb e t\u00ebr\u00eb Shqip\u00ebris\u00eb. <\/p>\n
Dhe, pasi i kan\u00eb marr\u00eb k\u00ebto, ata k\u00ebrkojn\u00eb t\u2019i mbrojn\u00eb dhe t\u2019i shtojn\u00eb me t\u00eb gjitha m\u00ebnyrat, duke ngritur rrjetat e tyre t\u00eb merimang\u00ebs shtet\u00ebrore dhe joshtet\u00ebrore, duke afruar rreth vetes njer\u00ebz t\u00eb inkriminuar, sekser\u00eb t\u00eb zot\u00eb investimesh, mashtrues e matrapaz\u00eb gjith\u00ebfar\u00ebsoj\u00ebsh. Kryetari i komun\u00ebs \u00ebsht\u00eb gati t\u00eb djeg\u00eb fshatin p\u00ebr t\u00eb mbrojtur pasurin\u00eb q\u00eb ka v\u00ebn\u00eb dhe karrigen e tij. Kryetari i bashkis\u00eb kthen qytetin p\u00ebrmbys, nd\u00ebrsa nj\u00eb President apo Kryeminist\u00ebr i v\u00eb flak\u00ebn gjith\u00eb vendit p\u00ebr t\u00eb mos u dor\u00ebzuar. N\u00eb fakt, k\u00ebtu lind diktatori dhe ne jemi nj\u00eb popull perfekt p\u00ebr t\u00eb prodhuar diktator\u00eb. Udh\u00ebheq\u00ebsit q\u00eb dikur ishin t\u00eb thjesht\u00eb e me parime, tashm\u00eb jan\u00eb agresiv\u00eb, jan\u00eb brutal\u00eb, jan\u00eb kapadainj, nuk pranojn\u00eb t\u2019i kritikosh, t\u00eb hak\u00ebrrehen, t\u00eb k\u00ebrc\u00ebnojn\u00eb e t\u00eb rrahin.<\/p>\n
Ne jemi sot d\u00ebshmitar\u00eb t\u00eb nj\u00eb lufte t\u00eb eg\u00ebr politike, nga Tirana deri n\u00eb fshatin m\u00eb t\u00eb humbur. Por n\u00eb thelb ajo nuk \u00ebsht\u00eb nj\u00eb betej\u00eb mes partish, normale n\u00eb nj\u00eb shoq\u00ebri demokratike, por nj\u00eb lufte mes individ\u00ebsh, t\u00eb cil\u00ebt ashtu si per\u00ebndit\u00eb e legjendave, gjuajn\u00eb sho-shoqin me gur\u00eb nga majat e maleve ku ne i kemi hipur dhe i mbajm\u00eb ende, pa mundur dot t\u2019i z\u00ebvend\u00ebsojm\u00eb. Mund t\u00eb k\u00ebrkojm\u00eb n\u00eb t\u00eb gjitha vendet e lindjes ish-komuniste dhe askund nuk do t\u00eb gjejm\u00eb udh\u00ebheq\u00ebs kaq jet\u00ebgjat\u00eb n\u00eb epok\u00ebn postkomuniste.<\/p>\n
