N\u00eb shumic\u00ebn d\u00ebrmuese t\u00eb rasteve k\u00ebrkesat e saj gjat\u00eb dy dekadave t\u00eb fundit jan\u00eb miratuar nga Kuvendi.<\/p>\n<p>N\u00eb k\u00ebt\u00eb pik\u00eb pushteti ligjvwn\u00ebs dhe pushteti i drejt\u00ebsis\u00eb n\u00eb Shqip\u00ebri kan\u00eb shkuar grur\u00eb n\u00eb krahasim me pushtetet analoge n\u00eb Itali, apo n\u00eb vende t\u00eb tjera t\u00eb Europ\u00ebs ku shpeshher\u00eb Parlamentet kan\u00eb hedhur posht\u00eb k\u00ebrkesat e Prokurorive p\u00ebr zhveshjen e deputet\u00ebve nga imuniteti. N\u00ebse ka nj\u00eb gj\u00eb q\u00eb mund edhe ta nderoj\u00eb Kuvendin e Shqip\u00ebris\u00eb k\u00ebto nj\u00ebzet vjet\u00ebr e fundit \u00ebsht\u00eb mospengimi i Prokuroris\u00eb p\u00ebr t\u00eb hetuar persona me imunitet kur kjo e fundit ka nd\u00ebrmarr\u00eb veprime zyrtare n\u00eb k\u00ebt\u00eb drejtim.<\/p>\n<p>E megjithat\u00eb, n\u00eb analiz\u00eb t\u00eb fundit kjo nuk ka vlejtur p\u00ebr gj\u00eb. Kemi qen\u00eb dhe mbetemi nj\u00eb vend kampion i korrupsionit dhe pand\u00ebshkueshm\u00ebris\u00eb n\u00eb sferat e larta. Q\u00eb do t\u00eb thot\u00eb se nuk \u00e7alon gomari nga vesh\u00ebt, se tjet\u00ebrkund duhet k\u00ebrkuar zgjidhja, se Brukseli dhe Uashingtoni jan\u00eb n\u00eb iluzion n\u00eb lidhje me efektet q\u00eb ka heqja e imuniteteve n\u00eb luft\u00ebn kund\u00ebr korrupsionit. N\u00eb thelb, lufta apo gjoja luft\u00eb p\u00ebr heqjen e imunitetit n\u00eb Shqip\u00ebri \u00ebsht\u00eb si t\u00eb thyesh nj\u00eb der\u00eb t\u00eb hapur. Kjo tashm\u00eb ka marr\u00eb rrug\u00eb dhe nuk ia vlen ta diskutosh m\u00eb shum\u00eb.<\/p>\n<p>Konteksti i \u00e7wshtjes tregon qart\u00eb se duke shpikur nj\u00eb luft\u00eb boshe me kund\u00ebrshtar\u00eb imagjinar\u00eb, tani q\u00eb iu mbush mendja p\u00ebr heqjen n\u00eb rrug\u00eb ligjore t\u00eb imunitetit, kryeministri \u00ebsht\u00eb duke ia futur kot me ato q\u00eb thot\u00eb p\u00ebrdit\u00eb p\u00ebr ket\u00eb tem\u00eb. Ai nuk ka hallin e bllokimit. Nga p\u00ebrvoja e tij e pasur politike e di se nj\u00eb opozit\u00eb serioze nuk mund t\u00eb funksionoj\u00eb k\u00ebshtu, \u201camin o hoxh\u00eb\u201d, edhe p\u00ebr gj\u00ebra kaq t\u00eb r\u00ebnd\u00ebsishme.<\/p>\n<p>Ai e ka t\u00eb qart\u00eb gjithashtu se do t\u00eb k\u00ebt\u00eb nj\u00eb zgjidhje, sa koh\u00eb q\u00eb heqjen apo kufizimin e imuniteteve e k\u00ebrkojn\u00eb edhe nd\u00ebrkomb\u00ebtar\u00ebt. N\u00eb k\u00ebto kushte atij me sa duket i shijon loja e vjet\u00ebr e marrjes zvarr\u00eb t\u00eb opozit\u00ebs, sikur kjo nuk po i afrohet zgjidhjes me opsionin e saj, por po e t\u00ebrheq me forc\u00eb kryeministri. K\u00ebshtu mendon t\u00eb nxjerr\u00eb kapital politik p\u00ebr vete. N\u00ebse p\u00ebr dreq nuk do ta t\u00ebrheq\u00eb dot n\u00eb afatin e parashikuar, do t\u00eb mundohet t\u2019ja faturoj\u00eb asaj refuzimin p\u00ebr her\u00eb t\u00eb tret\u00eb t\u00eb statusit t\u00eb vendit kandidat n\u00eb BE.<\/p>\n<p>Sido q\u00eb t\u00eb shkojn\u00eb pun\u00ebt, n\u00eb respekt t\u00eb popujve dhe vendeve q\u00eb kan\u00eb sakrifikuar p\u00ebr demokracin\u00eb dhe n\u00eb respekt t\u00eb inteligjenc\u00ebs s\u00eb publikut shqiptar gjithashtu, \u00ebsht\u00eb rasti t\u00eb sqarohen disa gjera t\u00eb thjeshta.<\/p>\n<p>S\u00eb pari, imuniteti nuk ka lindur p\u00ebr t\u00eb diferencuar qytetar\u00ebt para ligjit, por p\u00ebr t\u2019i dh\u00ebn\u00eb frym\u00ebzim, mb\u00ebshtetje dhe garanci me t\u00eb madhe liris\u00eb s\u00eb t\u00eb zgjedhurve me vot\u00eb t\u00eb lir\u00eb nga populli n\u00eb organin ligjven\u00ebs. Imuniteti \u00ebsht\u00eb nj\u00eb arritje e demokracis\u00eb. Imuniteti ka fituar vler\u00eb n\u00eb histori si mburoj\u00eb e opozit\u00ebs kund\u00ebr arbitraritetit dhe tundimeve hakmarr\u00ebse t\u00eb pushtetit. \u00cbsht\u00eb pasuria e opozit\u00ebs, p\u00ebr rrjedhim e demokracis\u00eb. Po t\u00eb ishte p\u00ebr kultur\u00ebn dhe tradit\u00ebn politike shqiptare imuniteti nuk dot vendosej kurr\u00eb.<\/p>\n<p>E kemi marr\u00eb nga kushtetutat e bot\u00ebs. Duke e huazuar si nj\u00eb gj\u00eb t\u00eb huaj, nuk e ndjejm\u00eb as kur e kemi, as kur duam ta heqim. Diktaturat q\u00eb reklamojn\u00eb barazin\u00eb nuk e kan\u00eb njohur e nuk e njohim imunitetin. Kjo nuk do t\u00eb thot\u00eb q\u00eb n\u00eb vart\u00ebsi t\u00eb pjekuris\u00eb s\u00eb demokracis\u00eb dhe problematik\u00ebs s\u00eb koh\u00ebs t\u00eb mos rishikohet heqja apo kufizimi. Por nj\u00eb gj\u00eb q\u00eb \u00ebsht\u00eb vendosur me p\u00ebrpjekje si arritje e shekujve nuk mund t\u00eb hiqet duke par\u00eb or\u00ebn se mos po mbyllet kazinoja.<\/p>\n<p>S\u00eb dyti, si\u00e7 e cek\u00ebm edhe ma lart, heqja e imunitetit le t\u00eb b\u00ebhet, meqen\u00ebse jan\u00eb l\u00ebshuar edhe nd\u00ebrkomb\u00ebtar\u00ebt me \u201ceureka\u201d, duke provokuar kukurizma dhe t\u00eb qeshura n\u00eb pallatet politike t\u00eb Tiran\u00ebs, por nuk na bind njeri se kjo do t\u00eb ket\u00eb ndonj\u00eb ndikim dometh\u00ebn\u00ebs n\u00eb vetvete n\u00eb luft\u00ebn kund\u00ebr korrupsionit. Mendoj se do t\u00eb j\u00ebt\u00eb kozmetik\u00eb dhe asgj\u00eb me shum\u00eb. Shqiptar\u00ebt e din\u00eb dhe nd\u00ebrkomb\u00ebtar\u00ebt nuk kan\u00eb p\u00ebrse t\u00eb mos e din\u00eb: ka vet\u00ebm nj\u00eb \u201cimunitet\u201d q\u00eb pengon drejt\u00ebsin\u00eb dhe nd\u00ebshkueshm\u00ebrin\u00eb n\u00eb Shqip\u00ebri.<\/p>\n<p>\u00cbsht\u00eb mbrojtja politike q\u00eb kryeministrit i vendit dhe nj\u00eb sistem i twr\u00eb politik, ekonomik dhe mediatik u b\u00ebjn\u00eb t\u00eb gjith\u00eb atyre zyrtar\u00ebve q\u00eb nuk duhet t\u00eb preken, nuk duhet t\u00eb hetohen, nuk duhet t\u00eb gjykohen dhe ca m\u00eb pak t\u00eb d\u00ebnohen ngaq\u00eb pand\u00ebshkuesh\u00ebria e tyre \u00ebsht\u00eb dega ku mbahet qeveria. Duhet hequr ky \u201cimuniteti\u201d tjet\u00ebr piks\u00ebpari. Ky politiku, ky q\u00eb mban ligjin larg ministrit t\u00eb korruptuar, ky q\u00eb tremb prokurorin dhe gjykat\u00ebsin, duke i b\u00ebr\u00eb dora-dor\u00ebs ortak\u00eb n\u00eb t\u00eb keqe. Sepse drejt\u00ebsia q\u00eb nuk godet shkeljet korruptohet.<\/p>\n<p>Sqarimi i tret\u00eb, \u00ebsht\u00eb m\u00eb i thjesht\u00eb: heqja e imunitetit nuk krijon vende t\u00eb reja pune, si\u00e7 u tha nj\u00eb dit\u00eb n\u00eb nj\u00eb mbledhje qeverie. Ky \u00ebsht\u00eb nj\u00eb spekullim populist. \u00cbsht\u00eb nj\u00eb lajthitje n\u00eb fakt. Kush mund ta besoj\u00eb k\u00ebt\u00eb? Askush, p\u00ebrve\u00e7 ndonj\u00eb trushplari q\u00eb ka mbetur i till\u00eb q\u00eb nga koha e komunizmit.<br \/>\nSqarimi i kat\u00ebrt \u00ebsht\u00eb midis sqarimit dhe pyetjes: sa do t\u00eb ndikoj\u00eb heqja e imunitetit n\u00eb fatin e ftes\u00ebs s\u00eb Shqip\u00ebris\u00eb p\u00ebr t\u00eb marr\u00eb statusin e vendit kadidat n\u00eb BE? Kam p\u00ebrshtypjen se pikat e pazbatuara t\u00eb list\u00ebs s\u00eb kritereve peshojn\u00eb me shum\u00eb se ato t\u00eb zbatuarat. Opozita duhet t\u00eb ket\u00eb nj\u00eb ide t\u00eb sakt\u00eb p\u00ebr ket\u00eb.
