Sigurisht n\u00eb t\u00eb ardhmen, sepse k\u00ebto vepra t\u00eb kushtueshme nuk ishin parapar\u00eb p\u00ebr t&#8217;u financuar nga buxheti i shtetit n\u00eb vitin 2010.<\/p>\n<p>Sipas t\u00eb dh\u00ebnave t\u00eb buxhetit t\u00eb prezantuar n\u00eb Kuvend, Ministria e Pun\u00ebve Publike Transporteve dhe telekomunikacioneve do t\u00eb investonte 32 miliard\u00eb lek\u00eb n\u00eb vitin 2010, nga t\u00eb cilat 12.7 miliard\u00eb do t\u00eb p\u00ebrdoreshin p\u00ebr nd\u00ebrtim rrug\u00ebsh t\u00eb reja, nd\u00ebrsa pjesa e luanit do t&#8217;i shkonte s\u00ebrish rrug\u00ebs s\u00eb &#8220;kombit&#8221; asaj Rr\u00ebshen-Kalimash, q\u00eb ka ngr\u00ebn\u00eb prej vitit 2006, 60 p\u00ebr qind t\u00eb investimeve n\u00eb infrastruktur\u00eb.<\/p>\n<p>Por n\u00eb muajin e shtat\u00eb t\u00eb vitit 2010, qeveria e mbetur pa lek\u00eb u detyrua t\u00eb rishikonte buxhetin e shtetit dhe viktima e par\u00eb ran\u00eb investimet publike n\u00eb shum\u00eb sektor\u00eb jetik\u00eb t\u00eb ekonomis\u00eb s\u00eb vendit, sidomos infrastruktura.<\/p>\n<p>Nd\u00ebrsa ishte premtuar q\u00eb t\u00eb mbaronte n\u00eb vjesht\u00eb Shkurtimet e investimeve publike n\u00eb gjysm\u00ebn e dyt\u00eb t\u00eb vitit do t\u00eb l\u00ebn\u00eb pa p\u00ebrfunduar rrug\u00ebn Durr\u00ebs-Kuk\u00ebs, q\u00eb sipas premtimeve t\u00eb qeveris\u00eb duhet t\u00eb dor\u00ebzohej totalisht e mbaruar n\u00eb vjesht\u00eb.<\/p>\n<p>Mbledhja e komisionit parlamentar t\u00eb Ekonomis\u00eb dhe Financ\u00ebs n\u00eb 21 korrik 2010 tregoi se qeveria, n\u00eb mung\u00ebse t\u00eb masave antikriz\u00eb, q\u00eb duhet t&#8217;i kishte marr\u00eb dy vite m\u00eb par\u00eb, tani kur kriza \u00ebsht\u00eb ulur k\u00ebmb\u00ebnkryq n\u00eb ekonomi, me r\u00ebnie t\u00eb fort\u00eb t\u00eb t\u00eb ardhurave n\u00eb buxhet, do t\u00eb ul\u00eb ndjesh\u00ebm investimet n\u00eb infrastruktur\u00eb, duke l\u00ebn\u00eb shum\u00eb projekte pa u mbyllur.<\/p>\n<p>Sipas t\u00eb dh\u00ebnave t\u00eb Drejtoris\u00eb s\u00eb P\u00ebrgjithshme t\u00eb Rrug\u00ebve t\u00eb publikuara n\u00eb komisionin parlamentar, jan\u00eb 37 projekte n\u00eb rrug\u00eb t\u00eb shtrira n\u00eb gjith\u00eb territorin e vendit, q\u00eb jan\u00eb pezulluar si pasoj\u00eb e shkurtimeve buxhetore q\u00eb ka b\u00ebr\u00eb qeveria.<\/p>\n<p>Rruga Durr\u00ebs-Kuk\u00ebs, e parashikuar t\u00eb mbaronte n\u00eb 2009 nuk do t\u00eb p\u00ebrfundoj\u00eb as k\u00ebt\u00eb vit, sepse rreth 10 miliard\u00eb lek\u00eb t\u00eb dh\u00ebn\u00eb jan\u00eb harxhuar n\u00eb gjysm\u00ebn e par\u00eb t\u00eb vitit.<\/p>\n<p>Nuk do t\u00eb ket\u00eb fonde edhe p\u00ebr rrug\u00ebn e shnd\u00ebrruar n\u00eb kantier, at\u00eb Milot-Fush\u00eb Kruj\u00eb, t\u00eb quajtur &#8220;autostrada e vdekjes&#8221; p\u00ebr numrin e madh t\u00eb aksidenteve, do t\u00eb pezullohet nd\u00ebrtimi i &#8216;by pass&#8217;-it Plepa Kavaj\u00eb-Rrogozhin\u00eb n\u00eb dy lote, p\u00ebr rrug\u00ebn Tepelen\u00eb-Vlor\u00eb n\u00eb lotin e par\u00eb, e cila n\u00eb buxhetin e fillim-vitit ishte parashikuar p\u00ebr tu sistemuar dhe asfaltuar k\u00ebt\u00eb vit.<\/p>\n<p>N\u00eb mbledhjen e komisionit jan\u00eb ftuar disa zyrtar\u00eb q\u00eb p\u00ebrfaq\u00ebsonin ministrit\u00eb dhe drejtorit\u00eb si Milbana Tole, Franc Brahimi dhe Dorian Teliti nga Ministria e Financave dhe Andi Toma, drejtor i Drejtoris\u00eb s\u00eb P\u00ebrgjithshme t\u00eb Rrug\u00ebve, MPPTT dhe si\u00e7 shihet nga p\u00ebrgjigjet e tyre, justifikimi p\u00ebr ngecjen e pun\u00ebve n\u00eb rrug\u00ebt e hapura t\u00eb vendit \u00ebsht\u00eb mungesa e fondeve.<\/p>\n<p>Debatet n\u00eb mbledhjen e komisionit t\u00eb Ekonomis\u00eb dhe Financ\u00ebs, n\u00eb 21 korrik p\u00ebr ndryshimet n\u00eb buxhetin e vitit 2010<\/p>\n<p><em>21 korrik 2010<\/em><\/p>\n<p>Drejton mbledhjen:<br \/>\nEdmond Spaho &#8211; kryetar komisioni<\/p>\n<p>2. Un\u00eb dua t\u00eb di sa ka shkuar vlera e financimit p\u00ebr k\u00ebt\u00eb vit, deri tani, p\u00ebr k\u00ebto 6 muaj?<\/p>\n<p>Sa ka shkuar vlera e paguar n\u00eb total e financimit t\u00eb nd\u00ebrtimit t\u00eb k\u00ebsaj rruge nga fillimi i saj deri tani n\u00eb fund t\u00eb 6-mujorit? Nuk ka asnj\u00eb lloj tagri as t\u00eb nd\u00ebrhyj\u00eb, as t\u00eb b\u00ebj\u00eb arbitrin dhe as gjykat\u00ebsin.<\/p>\n<p>Drejtoria e P\u00ebrgjithshme e Rrug\u00ebve ka marr\u00ebdh\u00ebnie kontraktore me kontraktor\u00ebt. N\u00eb baz\u00eb t\u00eb propozimit t\u00eb kontraktonit, ajo njeh n\u00ebnkontraktor\u00ebt p\u00ebrkat\u00ebs kundrejt p\u00ebrqindjes s\u00eb p\u00ebrcaktuar nga dokumentet e donator\u00ebve, q\u00eb konkretisht \u00ebsht\u00eb m\u00eb pak se 30%.<\/p>\n<p>P\u00ebr rrjedhoj\u00eb nuk mund t\u00eb marr asnj\u00eb p\u00ebrgjegj\u00ebsi p\u00ebr ndonj\u00eb situat\u00eb q\u00eb mund t\u00eb jet\u00eb krijuar n\u00eb lidhje me pretenduesit p\u00ebr pages\u00eb ose p\u00ebr mospages\u00eb.<br \/>\nSa projekte preken nga shkurtimi i fondeve? Shifra q\u00eb thoshte zoti Bra\u00e7e ndoshta konfondohej me 3 miliardin e pjes\u00ebs s\u00eb ngrir\u00eb. Ishte ngrirje. Tashm\u00eb, me buxhetin e ri Ministria e Transportit, te rrug\u00ebt nacionale, planin fillestar e ka 27 miliard\u00eb lek\u00eb. Rrjeti i rrug\u00ebve nacionale, miratuar n\u00eb buxhet n\u00eb muajin janar, ka pasur nj\u00eb financim t\u00eb brendsh\u00ebm prej 27 miliard\u00eb lek\u00eb.<\/p>\n<p>Pas ngrirjeve prej 20 miliard\u00eb lek\u00ebsh n\u00eb total, ky program ka kaluar n\u00eb 18.5 miliard\u00eb lek\u00eb. Meqen\u00ebse kan\u00eb prioritet rrug\u00ebt nacionale, do t\u00eb b\u00ebhet nj\u00eb shkrirje e fondit t\u00eb ngrir\u00eb. Rrjetit t\u00eb rrug\u00ebve nacionale do t&#8217;i shkrihen 3.4 miliard\u00eb lek\u00eb. Ne do t\u00eb kalojm\u00eb nga 18.5 miliard\u00eb n\u00eb 21.89 miliard\u00eb lek\u00eb. Zyrtarisht alibia ishte mbarimi i punimeve n\u00eb rrug\u00ebn Rr\u00ebshen-Kalimash, dhe n\u00eb disa segmenteve t\u00eb tjera t\u00eb rrug\u00ebs Durr\u00ebs-Kuk\u00ebs-Morin\u00eb.<\/p>\n<p>Ministria e Pun\u00ebve Publike parashikonte t\u00eb merrte rreth 45.3 miliard\u00eb lek\u00eb, ku investimet publike nga buxheti i shtetit do t\u00eb ishin 25.8 miliard\u00eb lek\u00eb, kurse me financim t\u00eb huaj rreth 14.3 miliard\u00eb lek\u00eb.<\/p>\n<p>Prej vitit 2006 buxheti kishte dh\u00ebn\u00eb p\u00ebr \u00e7do vit nga 25 miliard\u00eb vet\u00ebm p\u00ebr rrug\u00ebn Durr\u00ebs-Kuk\u00ebs-Morin, kurse n\u00eb 2010 n\u00eb total buxheti p\u00ebr rrug\u00ebt nacionale do t\u00eb ishte<br \/>\nrreth 30 miliard\u00eb lek\u00eb, ku ishte parashikuar rehabilitimi dhe nd\u00ebrtimi i 82 km rrug\u00eb t\u00eb rrjetit kryesor, 67 km t\u00eb rrjetit komb\u00ebtar dhe asfaltimi i 288 km t\u00eb tjera.<\/p>\n<p>Sipas tij, disa qindra kantiere n\u00eb 6 muajt e par\u00eb t\u00eb k\u00ebtij viti elektoral, ishin t\u00eb pambuluar me financim dhe po hapeshin thjesht dhe vet\u00ebm p\u00ebr t\u00eb ndikuar n\u00eb m\u00ebnyr\u00eb t\u00eb rreme sjelljen politike t\u00eb votuesve, tashm\u00eb jan\u00eb realitet.<\/p>\n<p>Por sipas nj\u00eb denoncimi t\u00eb deputetit Erion Bra\u00e7e, an\u00ebtar i Komisionit parlamentar t\u00eb Ekonomis\u00eb dhe Financ\u00ebs, prej zgjedhjeve t\u00eb kaluara, qeveris\u00eb i jan\u00eb mbaruar lek\u00ebt dhe n\u00eb t\u00eb gjith\u00eb vendin kantieret jan\u00eb pa fonde.
