TIRANE<\/em> – Sipas disa opinionist\u00ebve shqiptar\u00eb, nj\u00eb opozit\u00eb dhe nj\u00eb shoq\u00ebri civile reale nuk duhet t\u00eb sulmojn\u00eb njer\u00ebzit, q\u00eb jan\u00eb n\u00eb pushtet,por sistemin politiko-ekonomik q\u00eb ka hedhur rr\u00ebnj\u00eb n\u00eb Shqip\u00ebri. Sepse, edhe kur udh\u00ebheq\u00ebsit nd\u00ebrrohen, argumentojn\u00eb ata, simbioza e oligark\u00ebve t\u00eb biznesit me politikan\u00ebt e fuqish\u00ebm mund t\u00eb ndryshoj\u00eb pak n\u00eb form\u00eb, por mbetet e nj\u00ebjt\u00eb n\u00eb thelb. Dhe,n\u00eb fakt, p\u00ebrvoja e 20 vjet\u00ebve t\u00eb fundit i sjell uj\u00eb t\u00eb bollsh\u00ebm k\u00ebtij mulliri arsyetimi.<\/p>\n

Por historia e zhvillimit t\u00eb nj\u00eb vendi ofron gjithnj\u00eb nj\u00eb \u2018por\u2019 pas argumenteve t\u00eb tilla. Dhe \u201cpor-i\u201d ka t\u00eb b\u00ebj\u00eb me faktin se 20 vjet\u00ebt e fundit na japin edhe shembuj,q\u00eb tregojn\u00eb se nd\u00ebrrimi i udh\u00ebheq\u00ebsve sjell nj\u00eb hap sasior e cil\u00ebsor n\u00eb zhvillim, pavar\u00ebsisht se sistemi nuk \u00ebsht\u00eb ndryshuar rr\u00ebnj\u00ebsisht. K\u00ebshtu,v\u00ebrtet q\u00eb korrupsioni, klientelizmi dhe lidhjet e err\u00ebta t\u00eb biznesit me politik\u00ebn nuk u zhduk\u00ebn me ngjitjen e Ilir Met\u00ebs n\u00eb karrigen e kryeministrit, por Shqip\u00ebria njohu nj\u00eb rritje ekonomike t\u00eb admirueshme at\u00ebher\u00eb, nd\u00ebrkoh\u00eb q\u00eb rrug\u00ebt moderne filluan t\u00eb shtriheshin shum\u00eb p\u00ebrtej ur\u00ebs s\u00eb Limuthit, vendit ku kishin ngecur deri n\u00eb vitin 2000.<\/p>\n

Gjithashtu, ardhja e Ram\u00ebs n\u00eb krye t\u00eb Bashkis\u00eb s\u00eb Tiran\u00ebs nuk e b\u00ebri at\u00eb qytetin m\u00eb t\u00eb pakorruptuar n\u00eb Europ\u00eb, por i hapi rrug\u00ebn p\u00ebr nj\u00eb bum t\u00eb fort\u00eb ekonomik. Dhe s\u00eb fundi, ndryshe nga \u00e7\u2019mendojn\u00eb disa opinionist\u00eb, ikja e Nanos dhe ardhja e Berish\u00ebs n\u00eb fuqi nuk ishte thjesht nj\u00eb vazhdim i status kous\u00eb.<\/p>\n

Meq\u00eb ardhja e Berish\u00ebs n\u00eb pushtet \u00ebsht\u00eb m\u00eb aktuale, le t\u00eb merremi pak m\u00eb gjat\u00eb me t\u00eb. Pavar\u00ebsisht nga simbioza politik\u00eb-biznes q\u00eb vazhdon t\u00eb mbijetoj\u00eb n\u00ebn hijen e Berish\u00ebs, gj\u00ebrat nuk jan\u00eb nj\u00eblloj si n\u00eb koh\u00ebn kur qeveriste Nano.<\/p>\n

K\u00ebshtu, gjat\u00eb qeverisjes s\u00eb Berish\u00ebs, rritja e t\u00eb ardhurave nga doganat dhe tatimet, dy burimet kryesore p\u00ebr mbushjen e ark\u00ebs s\u00eb shtetit, \u00ebsht\u00eb m\u00eb e madhe n\u00eb p\u00ebrqindje se rritja e Produktit t\u00eb P\u00ebrgjithsh\u00ebm Bruto. Kjo arritje tregon se biznesmen\u00ebt nuk e kan\u00eb m\u00eb aq t\u00eb leht\u00eb t\u2019i fshehin mallrat apo fitimet e tyre. N\u00eb fakt, n\u00eb pes\u00eb vjet\u00ebt e fundit, zhdoganimi i mallrave t\u00eb akciz\u00ebs (karburant, cigare, kafe etj.) pothuajse \u00ebsht\u00eb dyfishuar si tonazh n\u00eb krahasim me pes\u00eb vjet\u00ebt paraardh\u00ebs. Kjo, jo sepse konsumi i tyre \u00ebsht\u00eb dyfishuar, por sepse sistemi doganor po funksionon m\u00eb mir\u00eb.<\/p>\n

Por a duhet t\u00eb k\u00ebnaqemi me sukseset e pjesshme t\u00eb Met\u00ebs, Ram\u00ebs e Berish\u00ebs, nd\u00ebrkoh\u00eb q\u00eb oktapodi politik\u00eb-biznes vazhdon t\u00eb majmet n\u00ebn hijen e tyre? Po t\u00eb g\u00ebrmosh n\u00eb arkivat e gazetave amerikane t\u00eb shekullit XIX, mund t\u00eb gjesh skandale shum\u00eb t\u00eb shpeshta korrupsioni t\u00eb elit\u00ebs politiko-ekonomike t\u00eb at\u00ebhershme. Vet\u00eb fuqizimi marramend\u00ebs i Rokfelerit, Morganit, Stanfordit, Karnegit, Hopkinsit e t\u00eb tjer\u00eb miliarder\u00ebve t\u00eb atij shekulli (t\u00eb cil\u00ebve iu vu nofka \u201cbaron\u00eb pla\u00e7kit\u00ebs\u201d) i pati rr\u00ebnj\u00ebt n\u00eb favorizime t\u00eb pamerituara nga politika.<\/p>\n

Nd\u00ebrsa, po ta hedh\u00ebsh v\u00ebshtrimin m\u00eb af\u00ebr n\u00eb koh\u00eb dhe n\u00eb hap\u00ebsir\u00eb, n\u00eb Italin\u00eb fqinje, 60 vjet\u00ebt e fundit sjellin shembuj t\u00eb panum\u00ebrt t\u00eb nj\u00eb oktapodi politik\u00eb-biznes q\u00eb mbajn\u00eb n\u00eb kurriz t\u00eb publikut, nd\u00ebrkoh\u00eb q\u00eb vendi vazhdon rrug\u00ebn graduale t\u00eb zhvillimit (Italia ka koh\u00eb q\u00eb \u00ebsht\u00eb pjes\u00eb e G7-\u00ebs, grupit t\u00eb vendeve m\u00eb t\u00eb zhvilluara t\u00eb bot\u00ebs).<\/p>\n

Duke u kthyer n\u00eb Shqip\u00ebri, shtrohet pyetja n\u00ebse simbioza politik\u00eb-biznes apo mungesa e nd\u00ebrrimit m\u00eb t\u00eb shpesht\u00eb t\u00eb udh\u00ebheq\u00ebsve \u00ebsht\u00eb e keqja m\u00eb e madhe p\u00ebr ne. Bazuar n\u00eb shembujt e m\u00ebsip\u00ebrm dhe t\u00eb atyre q\u00eb vijojn\u00eb m\u00eb posht\u00eb, duket se e keqja m\u00eb e madhe p\u00ebr Shqip\u00ebrin\u00eb, n\u00eb fakt, \u00ebsht\u00eb kjo e dyta.<\/p>\n

N\u00eb historin\u00eb e demokracis\u00eb moderne, Xhorxh Uashingtoni krijoi precedentin e kufizimit kohor t\u00eb karrier\u00ebs politike t\u00eb nj\u00eb udh\u00ebheq\u00ebsi, kur deklaroi se nuk kishte luftuar kund\u00ebr nj\u00eb mbreti p\u00ebr t\u2019u b\u00ebr\u00eb vet\u00eb mbret. Kur i tha k\u00ebto fjal\u00eb, ai kishte qeverisur me sukses p\u00ebr tet\u00eb vjet rresht SHBA-n\u00eb dhe, n\u00eb qoft\u00eb se do t\u00eb kishte rikandiduar, do ta kishte fituar fare leht\u00eb nj\u00eb mandat tjet\u00ebr kat\u00ebrvje\u00e7ar. Por ai zgjodhi t\u00ebrheqjen n\u00eb jet\u00ebn private…<\/p>\n

Precedenti q\u00eb krijoi Uashingtoni u ndoq n\u00eb m\u00ebnyr\u00eb vullnetare p\u00ebr nj\u00eb shekull e gjysm\u00eb n\u00eb SHBA, deri kur Ruzvelti u rizgjodh president p\u00ebr nj\u00eb mandat t\u00eb tret\u00eb, n\u00eb vitin 1941. Dhe disa vite pas prishjes s\u00eb atij precedenti, n\u00eb kushtetut\u00ebn amerikane u sanksionua q\u00eb nj\u00eb president nuk mund t\u00eb qeveris\u00eb p\u00ebr m\u00eb shum\u00eb se dy mandate kat\u00ebrvje\u00e7are.<\/p>\n

N\u00eb m\u00ebnyr\u00eb t\u00eb shkruar ose t\u00eb pashkruar, precedenti i krijuar nga Uashingtoni \u00ebsht\u00eb ndjekur nga shumica d\u00ebrrmuese e udh\u00ebheq\u00ebsve politik\u00eb n\u00eb bot\u00ebn demokratike. Koha e udh\u00ebheq\u00ebsve t\u00eb paz\u00ebvend\u00ebsuesh\u00ebm ka mbaruar tashm\u00eb n\u00eb pjes\u00ebn demokratike t\u00eb globit. T\u00eb panum\u00ebrta jan\u00eb rastet kur udh\u00ebheq\u00ebs partish t\u00eb r\u00ebnd\u00ebsishme kan\u00eb dh\u00ebn\u00eb dor\u00ebheqjen pasi partit\u00eb e tyre kan\u00eb d\u00ebshtuar n\u00eb zgjedhje, ose thjesht kan\u00eb arritur nj\u00eb rezultat m\u00eb t\u00eb dob\u00ebt se n\u00eb zgjedhjet paraardh\u00ebse.
