N\u00ebse me njohjen e Prishtin\u00ebs nga Beogradi, supozojm se mbyllet kaptina “problem p\u00ebr \u00e7\u00ebshtje t\u00eb hapura me Serbin\u00eb”, gabojm\u00eb r\u00ebnd\u00eb se n\u00eb kuad\u00ebr t\u00eb Republik\u00ebs \u00ebsht\u00eb mbetur edhe Vojvodina, si ish-nj\u00ebsi e barabart\u00eb e Jugosllavis\u00eb. Me k\u00ebt\u00eb vet\u00ebm n\u00ebkuptohet t\u00eb fillohet nj\u00eb periudh\u00eb e ridefinimit, rregullimit t\u00eb brendsh\u00ebm t\u00eb shtetit t\u00eb Serbis\u00eb.<\/p>\n

Raporti Serbi dhe shqiptar\u00ebt e tri Komunave ku m\u00eb 1 e 2 mars t\u00eb vitit 1992, u mbajt referendumi p\u00ebr nj\u00eb auitonimi territoriale dhe me t\u00eb drejt\u00eb, bashkangjitje me Kosov\u00ebn<\/strong> am\u00eb<\/strong>. Vojvodina si ish-nj\u00ebsi e barabart\u00eb n\u00eb k\u00ebt\u00eb, duhet t’i p\u00ebrcaktoj\u00eb lidhjet me Serbin\u00eb dhe \u00e7far\u00eb statusi k\u00ebrkojn\u00eb t\u00eb ken\u00eb n\u00eb k\u00ebt\u00eb Hungarez\u00ebt. Rajoni i Sanxhakut, i banuar me popullat\u00eb d\u00ebrmuese Boshnjake. Vet\u00ebm pasi t\u00eb gjinden zgjidhje p\u00ebr k\u00ebto tri rajone apo krahina, at\u00ebher\u00eb duhet konsideruar mbyllja e \u00e7\u00ebshtjeve t\u00eb hapura t\u00eb Republik\u00ebs s\u00eb Serbis\u00eb.<\/p>\n

Akademik\u00ebt, intelektual\u00ebt dhe qeveritar\u00eb serb\u00eb duhet debatur dhe shtruar drejt\u00eb,\u00a0q\u00eb t\u00eb pregaditet opinioni q\u00eb Serbia mund dhe duhet t\u00eb fedaralizohet ! Vojvodina t\u00eb hyn\u00eb n\u00eb federat\u00eb apo konfederat\u00eb me Serbin\u00eb n\u00eb mes veti, por mos t\u00eb harxhoj\u00eb koh\u00eb dhe energji me Kosov\u00ebn n\u00eb asnj\u00eb variant apo kombinim, vet\u00ebm si dy shtete fqinje, s\u00eb bashku t\u00eb integruara n\u00eb NATO, BE por edhe me p\u00ebrgjegj\u00ebsi e obligime t\u00eb barabarta n\u00eb K\u00ebshillin e Sigurimit t\u00eb OKB-s\u00eb.<\/p>\n

Populli serb dhe shteti i tyre nuk kan nevoj\u00eb q\u00eb ne kosovar\u00ebve fare t\u00eb na afrojn\u00eb ndonj\u00eb autonomi substanciale, \u00e7fardo lloji qoft\u00eb e zgjeruar, themelore etj. K\u00ebto t’i ruaj\u00eb p\u00ebr tri rajone apo krahina, q\u00eb p\u00ebrve\u00e7 me popullat\u00eb homogjene shumic\u00eb jo serbe, jan\u00eb t\u00eb kufizuara edhe me territore t\u00eb shteteve am\u00eb. Tri rajone nuk mund t’i mbaj\u00eb gjat\u00eb n\u00ebn trysni, k\u00ebt\u00eb gatishm\u00ebri t\u2019ju afroj\u00eb dhe duhet t\u00eb vlej\u00eb s\u00eb pari p\u00ebr shqiptar\u00ebt n\u00eb Komun\u00ebn e Medvegj\u00ebs, Bujanocit dhe Preshev\u00ebs.<\/p>\n

Hungarez\u00ebt n\u00eb Vojvodin\u00eb dhe Boshnjak\u00ebt n\u00eb Sanxhak. P\u00ebr asnj\u00eb moment mos t\u00eb harrojm\u00eb edhe pse nuk jan\u00eb me shumic\u00eb n\u00eb nj\u00eb territor t\u00eb caktuar me num\u00ebr t\u00eb madh t\u00eb banor\u00ebve, p\u00ebrve\u00e7 q\u00eb jan\u00eb shumic\u00eb n\u00eb Komun\u00ebn e Pirotit, komunitetin jo t\u00eb vog\u00ebl q\u00eb shum\u00eb pak zihet n\u00eb goj\u00eb e k\u00ebto jan\u00eb Bullgar\u00ebt n\u00eb Serbi, Rumun\u00ebt n\u00eb Vojvodin\u00eb dhe Rom\u00ebt, q\u00eb jan\u00eb t\u00eb shp\u00ebrndar\u00eb n\u00ebp\u00ebr t\u00ebr\u00eb Serbin\u00eb dhe Vojvodin\u00ebn. Secili prej k\u00ebtyre tri komuniteteve si p\u00ebr nga numri i banor\u00ebve ashtu edhe nga shtrirja gjeografike jan\u00eb m\u00eb shum\u00eb se pakica serbe n\u00eb Kosov\u00ebs p\u00ebr disa her\u00eb!<\/p>\n

Ndoshta faktori nd\u00ebrkomb\u00ebtar duhet ta ndihmoj\u00eb, se shteti serb mos t\u00eb p\u00ebrqendrohet n\u00eb Kosov\u00eb, duke i patur edhe tri rajone tjera me popullat\u00eb dhe territor t\u00eb ve\u00e7ant\u00eb. Shteti serb p\u00ebr t’i mshef\u00eb k\u00ebto tri gj\u00ebra t\u00eb m\u00ebdha q\u00eb i cek\u00ebm m\u00eb lart, d\u00ebshiron q\u00eb luft\u00ebn diplomatike ta bart\u00eb prej vet\u00eb Serbis\u00eb e Vojvodin\u00ebs, n\u00eb Kosov\u00eb. P\u00ebrqendrimi me gjith\u00eb arsenalin e mundsh\u00ebm politik e diplomatik n\u00eb Kosov\u00eb dhe rreth Kosov\u00ebs me konsekuenca t\u00eb dukshme kund\u00ebr pavar\u00ebsis\u00eb s\u00eb Kosov\u00ebs.<\/p>\n

P\u00ebrve\u00e7 dhun\u00ebs qind-vje\u00e7are, q\u00eb ka ushtruar kund\u00ebr shqiptar\u00ebve t\u00eb Kosov\u00ebs e sidomos me paraqitjen n\u00eb sken\u00eb t\u00eb U\u00c7K-s\u00eb dhe intervenimin e forcave t\u00eb NATO-s, nj\u00eb intervenim i pari i k\u00ebtij lloji n\u00eb bot\u00eb. Serbia p\u00ebrfundimisht nuk ka t\u00eb drejt\u00eb as edhe t\u00eb kthej\u00eb kok\u00ebn kah Kosova, n\u00ebse mundet t\u00eb plasoj\u00eb ndonj\u00eb produkt t\u00eb vetin n\u00eb tregun e Kosov\u00ebs, boll e ka, se sa p\u00ebr p\u00ebr ta patur n\u00ebn sundim t\u00eb vetin, jo kurr\u00eb. Duke i mshefur tri probleme n\u00eb tri rajone, k\u00ebto krahina me popullat\u00eb dhe territor kompakt, Serbia don q\u00eb v\u00ebmendjen ta t\u00ebrheq\u00eb vet\u00ebm rreth Kosov\u00ebs.<\/p>\n

Beogradi duke e vonuar pafund njohjen e Kosov\u00ebs, d\u00ebshiron q\u00eb edhe m\u00eb tej t\u00eb mundohet t’i mbuloj\u00eb edhe tri probleme jo t\u00eb vogla, q\u00eb her\u00eb kur do, duhet t\u00eb ballafaqohet p\u00ebr ta gjetur nj\u00eb zgjidhje. Serbia at\u00eb q\u00eb k\u00ebrkon p\u00ebr serb\u00ebt e Bosnj\u00eb Hercegovin\u00ebs nuk mund t’ua mohoj\u00eb edhe shqiptar\u00ebve, hungarez\u00ebve dhe boshnjak\u00ebve. Nj\u00eb krahasim, Vojvodina ishte nj\u00ebsi n\u00eb federat\u00ebn e RSFJ-s\u00eb, kurse republika S\u00ebrpska vet\u00ebm n\u00eb baz\u00eb t\u00eb rezultateve t\u00eb luft\u00ebs, m\u00eb mir\u00eb t\u00eb themi pastrimit etnik \u00ebsht\u00eb pranuar si e till\u00eb, at\u00ebher\u00eb edhe faktori nd\u00ebrkomb\u00ebtar duhet t\u00eb ket\u00eb p\u00ebrgj\u00ebgj\u00ebsi n\u00eb k\u00ebt\u00eb.<\/p>\n

N\u00ebse Beogradi alarmon opinionin duke bartur kart\u00ebn e vet n\u00ebp\u00ebr zyrat europiane e bot\u00ebrore, ku b\u00ebhet politika dhe diplomacia. Kosova t\u00eb njifet si shtet nga Serbia, at\u00ebher\u00eb bashk\u00ebsia nd\u00ebrkomb\u00ebtare e ka shum\u00eb leht\u00eb ! ? N\u00ebse serb\u00ebve t\u00eb Bosnj\u00ebs ju kan\u00eb pranuar rezultatet e luft\u00ebs dhe k\u00ebto sot g\u00ebzojn\u00eb dhe jan\u00eb element gati konstituiv i Federat\u00ebs t\u00eb Bosnj\u00ebs dhe Hercegovin\u00ebs, at\u00ebher\u00eb pse nuk ju pranohet statusi i nj\u00eb autonomie edhe shqiptar\u00ebve, hungarez\u00ebve dhe boshnjak\u00ebve, n\u00eb kuad\u00ebr t\u00eb Republik\u00ebs s\u00eb Serbis\u00eb.<\/p>\n

Shqiptar\u00ebt n\u00eb Serbi kan\u00eb mbajtur edhe referendumin t\u00eb dat\u00ebs 1 e 2 marsit 1992, kan\u00eb organizuar kryengritje t\u00eb armatosur, q\u00eb p\u00ebrmes U\u00c7PMB-s\u00eb jan\u00eb ngritur n\u00eb nj\u00eb luft\u00eb t\u00eb armatosur kund\u00ebr pushtetit aparteid t\u00eb Serbis\u00eb dhe \u00ebsht\u00eb arritur Marr\u00ebveshja e Kon\u00e7ulit, n\u00ebn prezenc\u00ebn dhe monitorimin e faktorit politik dhe ushtarak t\u00eb bot\u00ebs. Kjo Krahin\u00eb shqiptare e mbetur n\u00ebn administrimin e Serbis\u00eb, ka tri elemente t\u00eb njohura edhe me konventa nd\u00ebrkomb\u00ebtare, q\u00eb t\u00eb jet\u00eb e ve\u00e7uar dhe t’i g\u00ebzoj\u00eb t\u00eb drejtat e saj kolektive. Hungarez\u00ebve n\u00eb krahin\u00ebn e Vojvodin\u00ebs do t\u00eb ishte m\u00eb mir\u00eb t’ju njifet sovraniteti dhe integriteti i tyre si nj\u00ebsi e barabart me serb\u00ebt.<\/p>\n

Vet\u00ebm pasi t\u00eb zgjidhet statuti i k\u00ebtyre tri rajoneve at\u00ebher\u00eb mund\u00eb t\u00eb flasim p\u00ebr komunitete t\u00eb tjera, si p\u00ebr t\u00eb drejtat e njeriut, shkollim, ruajtje t\u00eb kultur\u00ebs dhe identitetit nacional, se b\u00ebhet fjala p\u00ebr pakica t\u00eb vogla komb\u00ebtare. Tri rajonet e cekura edhe n\u00eb ball\u00eb t\u00eb titulluar nuk jan\u00eb t\u00eb drejta t\u00eb pakicave, por si mungesa p\u00ebr t\u00eb drejta kolektive. Duhet t\u00eb kuptojm\u00eb se pranimi i Kosov\u00ebs si shtet nga Serbia, n\u00ebnkupohet se do t\u00eb hapet t\u00ebr\u00ebsisht kutia e pandor\u00ebs e quajtur Serbi dhe Vojvodin\u00eb !?<\/p>\n

N\u00ebse bashk\u00ebsia nd\u00ebrkomb\u00ebtare nuk d\u00ebshiron ndryshim t\u00eb kufijve n\u00eb ballkan e ve\u00e7mas n\u00eb ish-hapsirat e federat\u00ebs Jugosllave at\u00ebher\u00eb mund t\u2019ia dal\u00eb edhe duke krijuar Republika t\u00eb tjera, sikur n\u00eb Bosnj\u00eb e Hercegovin\u00eb q\u00eb nga viti 1995 funksionon republika S\u00ebrpska, t\u00eb krijohen vet\u00ebm n\u00eb Serbi edhe tri republika t\u00eb ve\u00e7anta si e Vojvodin\u00ebs, Sanxhakut dhe e Lugin\u00ebs s\u00eb Preshev\u00ebs. Pra n\u00eb k\u00ebto tri rajone, Serbia ose duhet t\u00eb federalizohet edhe me tri Republika t\u00eb t jera, ose t\u00eb lejoj\u00eb t\u00eb bashkangjiten me shtetet e tyre am\u00eb, ku n\u00eb m\u00ebnyr\u00eb paq\u00ebsore me nj\u00eb marr\u00ebveshje paraprake, q\u00eb do t\u00eb ishte m\u00eb mir\u00eb p\u00ebr t\u00eb gjitha pal\u00ebt dhe do t\u00eb pranohet edhe nga faktori i huaj.<\/p>\n

P\u00ebrve\u00e7 k\u00ebtyre tri problemeve t\u00eb m\u00ebdha jan\u00eb edhe segmente q\u00eb nuk duhen n\u00ebn\u00e7muar dhe l\u00ebn\u00eb n\u00eb heshtje, e k\u00ebto jan\u00eb \u00e7\u00ebshtja e komuntitetit Rumun\u00eb, Bullgar\u00eb dhe Rom\u00eb. Edhe vet\u00eb Serbia e sotshme ka nj\u00eb territor m\u00eb nj\u00eb popullat\u00eb multietnike. Sa m\u00eb shum\u00eb q\u00eb zgjatet, q\u00eb Kosova t\u00eb njifet shtet nga Serbia, aq m\u00eb shum\u00eb zgjaten edhe problemet mbrenda vet\u00eb k\u00ebsaj Serbie. Nuk \u00ebsht\u00eb keq, q\u00eb lobi Serb q\u00eb vepron n\u00ebp\u00ebr bot\u00eb dhe elita intelektuale serbe, t\u00eb mirren shum\u00eb seriozisht p\u00ebr federalizmin e Serbis\u00eb dhe Vojvodin\u00ebs.<\/p>\n

Edhe Hungar\u00ebz\u00ebve n\u00eb Vojvodin\u00eb, Boshnjak\u00ebve n\u00eb Sanxhak, Shqiptar\u00ebve n\u00eb Lugin\u00eb t\u00eb Preshev\u00ebs ju takon t\u00eb g\u00ebzojn\u00eb Autonomi territoriale. Nuk \u00ebsht\u00eb e arsyeshme, q\u00eb vonesa q\u00eb Beogrdai ta njof\u00eb Prishtin\u00ebn si shtet t\u00eb st\u00ebrzgjatet, gati se u kalua gjysma e asaj periudhe ku RSFJ ishte duke funksionuar prej vitit 1945 deri n\u00eb vitin 1990. Kurse prej k\u00ebtij viti deri m\u00eb sot i kemi gati dy dekada kjo \u00ebsht\u00eb nj\u00eb st\u00ebrzgjatje dhe dikush duhet t\u00eb bart\u00eb p\u00ebrgj\u00ebsi p\u00ebr k\u00ebt\u00eb vones\u00eb tej mase, kjo \u00ebsht\u00eb e kushtueshme n\u00eb shum\u00eb aspekte edhe n\u00eb rrjedha t\u00eb tjera t\u00eb Ballkanit dhe t\u00eb Europ\u00ebs s\u00eb Bashkuar.<\/p>\n
