Por 2014-a mund t\u00eb jet\u00eb nj\u00eb vit historik n\u00eb procesin e integrimit evropian: me kurajo dhe vullnetin e duhur politik, 2014-a do t\u00eb jet\u00eb nj\u00eb vit n\u00eb t\u00eb cilin mosmarr\u00ebveshje t\u00eb m\u00ebdha politike, do t\u00eb zgjidhen dhe i gjith\u00eb rajoni m\u00eb n\u00eb fund do t\u00eb p\u00ebrparoj\u00eb drejt Bashkimit Evropian.<\/p>\n<p>Disa jan\u00eb vet\u00ebm pak hapa p\u00ebrpara dhe m\u00eb pran\u00eb arritjes s\u00eb vij\u00ebs s\u00eb finishit: N\u00eb 1 korrik ne do t\u00eb pranojm\u00eb Kroacin\u00eb si an\u00ebtaren e 28-t\u00eb t\u00eb Bashkimit Evropian. Nd\u00ebrkoh\u00eb Mali i Zi ka filluar tashm\u00eb negociatat e an\u00ebtar\u00ebsimit me Bashkimin Evropian, disa t\u00eb tjer\u00eb kan\u00eb treguar vendosm\u00ebri t\u00eb madhe: n\u00eb prill t\u00eb k\u00ebtij viti pam\u00eb nj\u00eb marr\u00ebveshje historike nd\u00ebrmjet Beogradit dhe Prishtin\u00ebs n\u00eb lidhje me popullsin\u00eb serbe n\u00eb Kosov\u00eb.<\/p>\n<p>Implementimi nuk do t\u00eb arrihet brenda nat\u00ebs dhe shum\u00eb \u00e7\u00ebshtje mbeten p\u00ebr t\u2019u zgjidhur. Megjithat\u00eb, \u00e7dokush me pak njohuri mbi Ballkanin e di se kjo ka qen\u00eb nj\u00eb \u00e7\u00ebshtje e diskutueshme ndaj marr\u00ebveshja paraqet nj\u00eb hap t\u00eb r\u00ebnd\u00ebsish\u00ebm p\u00ebrpara. Kjo do t\u2019i hapte rrug\u00eb gjithashtu negociatave t\u00eb an\u00ebtar\u00ebsimit p\u00ebr Serbin\u00eb dhe do t\u00eb lejonte Kosov\u00ebn t\u00eb fillonte negociatat e marr\u00ebveshjes s\u00eb stabilizim asociimit.<\/p>\n<p>Presim nj\u00eb sinjal t\u00eb qart\u00eb politik nga K\u00ebshilli Evropian n\u00eb lidhje me k\u00ebt\u00eb. Por p\u00ebrtej k\u00ebsaj d\u00ebrgon nj\u00eb sinjal t\u00eb fort\u00eb p\u00ebr t\u00eb gjith\u00eb rajonin e Ballkanit. Nj\u00eb normalizim nd\u00ebrmjet Serbis\u00eb dhe Kosov\u00ebs do t\u2019i jap\u00eb fund ambicieve destabilizuese nacionaliste. \u00cbsht\u00eb kthim prapa p\u00ebr ata q\u00eb advokojn\u00eb p\u00ebr shtete etnike dhe vendosjen e armiq\u00ebsive t\u00eb vjetra.<\/p>\n<p>Lider\u00ebt n\u00eb Beograd dhe Prishtin\u00eb kan\u00eb treguar \u00e7far\u00eb mund t\u00eb arrihet me nj\u00eb element kritik vizioni dhe kurajoje politike. Gj\u00ebja m\u00eb e r\u00ebnd\u00ebsishme tani \u00ebsht\u00eb se koleg\u00ebt e tyre n\u00eb Shkup dhe Sarajev\u00eb \u2013 si edhe ata n\u00eb Tiran\u00eb \u2013 po i ndjekin ngjarjet me v\u00ebmendje.<\/p>\n<p>N\u00ebse ndonj\u00eb marr\u00ebveshje mund t\u00eb arrihet mbi \u00e7\u00ebshtjen delikate t\u00eb marr\u00ebveshjeve p\u00ebr popullsin\u00eb serbe n\u00eb Kosov\u00eb, duhet t\u00eb jet\u00eb e mundur t\u00eb tejkalohet gjendja pa rrug\u00ebdalje n\u00eb Bosnje dhe Hercegovin\u00eb dhe \u00e7\u00ebshtja shkat\u00ebrrimtare e emrit t\u00eb Maqedonis\u00eb, ose nd\u00ebrmarrja e reformave t\u00eb nevojshme apo proceset e p\u00ebrshtatshme t\u00eb formimit t\u00eb qeveris\u00eb n\u00eb Shqip\u00ebri.<\/p>\n<p>N\u00ebse arrihet p\u00ebrparim n\u00eb k\u00ebto \u00e7\u00ebshtje, BE-ja duhet t\u00eb jet\u00eb e p\u00ebrgatitur t\u00eb plot\u00ebsoj\u00eb angazhimet e saj. Kjo do t\u00eb thot\u00eb fillimi i bisedimeve me Maqedonin\u00eb, dh\u00ebnia e statusit t\u00eb vendit kandidat p\u00ebr Shqip\u00ebrin\u00eb dhe pranimi i nj\u00eb aplikimi t\u00eb besuesh\u00ebm t\u00eb BE-s\u00eb n\u00eb Bosnje dhe Hercegovin\u00eb.<\/p>\n<p>Por n\u00ebse asnj\u00eb p\u00ebrparim nuk arrihet, lider\u00ebt n\u00eb Shkup, Tiran\u00eb dhe Sarajev\u00eb \u2013 si edhe ata n\u00eb Banja Luka dhe Mostar \u2013 rrezikojn\u00eb t\u2019i shohin vendet e tyre t\u00eb l\u00ebn\u00eb pas me pasoja t\u00eb r\u00ebnda si politike ashtu edhe ekonomike n\u00eb t\u00eb ardhmen. Ndaj, marr\u00ebveshja nd\u00ebrmjet Serbis\u00eb dhe Kosov\u00ebs duhet t\u00eb shihet n\u00eb nj\u00eb kontekst m\u00eb t\u00eb gjer\u00eb rajonal.<\/p>\n<p>Mesazhi k\u00ebtu \u00ebsht\u00eb i qart\u00eb: pragmatizmi dhe kompromisi \u2013 jo bllokime t\u00eb papajtueshme \u2013 jan\u00eb m\u00ebnyrat p\u00ebr t\u00eb tejkaluar pengesat dhe p\u00ebr t\u00eb arritur marr\u00ebdh\u00ebnie t\u00eb mira fqinj\u00ebsie, p\u00ebr t\u00eb cilat ka nevoj\u00eb gjithkush dhe t\u2019i jepet njer\u00ebzve n\u00eb rajon nj\u00eb perspektiv\u00eb e prekshme p\u00ebr nj\u00eb t\u00eb ardhme m\u00eb t\u00eb mir\u00eb.<\/p>\n<p>Le t\u00eb shpresojm\u00eb pra se vendosm\u00ebria e lidershipit kroat si edhe kurajoja dhe vizioni i atyre n\u00eb Beograd dhe Prishtin\u00eb do t\u00eb vendosin shembujt q\u00eb do t\u00eb ndjekin t\u00eb tjer\u00ebt.
