Dhe v\u00ebrtet po rezultojn\u00eb &#8220;t\u00eb par\u00ebt&#8221;, por vet\u00ebm n\u00eb let\u00ebr. Sepse n\u00eb praktik\u00eb nuk \u00ebsht\u00eb vullneti qytetar ai q\u00eb po triumfon, por vullneti i korruptuar qeveritar. Prova m\u00eb elokuente e hipokrizis\u00eb antiqytetare t\u00eb qeveris\u00eb \u201cBerisha\u201d jan\u00eb edhe rezistenca dhe bllokimi q\u00eb po i b\u00ebn ajo dy l\u00ebvizjeve m\u00eb t\u00eb fundit qytetare, asaj kund\u00ebr importimit t\u00eb plehrave dhe tjetr\u00ebs kund\u00ebr prerjes s\u00eb pem\u00ebve n\u00eb nj\u00eb prej hap\u00ebsirave t\u00eb pyllit t\u00eb Liqenit Artificial t\u00eb Tiran\u00ebs.<\/p>\n<p>E n\u00eb t\u00eb dy rastet qeveria \u00ebsht\u00eb v\u00ebn\u00eb p\u00ebrball\u00eb l\u00ebvizjeve qytetare aspak p\u00ebr interesa qytetare, por interesa pushteti dhe t\u00eb bizneseve q\u00eb financojn\u00eb nj\u00eb pushtet qartazi t\u00eb korruptuar. \u00cbsht\u00eb nj\u00eb p\u00ebrballje ku qeveria po tregon vendosm\u00ebri p\u00ebr t\u00eb prer\u00eb me s\u00ebpat\u00ebn e saj l\u00ebvizjet qytetare ashtu sikund\u00ebr s\u00ebpata e Lulit po pret pem\u00ebt te &#8220;Liqeni&#8221;.<\/p>\n<p>* * *<\/p>\n<p>Nja dhjet\u00eb vite m\u00eb par\u00eb, Berisha tregohej shum\u00eb i zellsh\u00ebm p\u00ebr t\u00eb d\u00ebgjuar z\u00ebrin qytetar. At\u00ebher\u00eb ishte n\u00eb opozit\u00eb dhe duhej luajtur pjesa p\u00ebr t\u2019u treguar edhe para nd\u00ebrkomb\u00ebtar\u00ebve (sidomos amerikan\u00ebve) si nj\u00eb lider q\u00eb, ndryshe nga arroganti Fatos Nano, ishte shum\u00eb m\u00eb i p\u00ebrkushtuar ndaj vullnetit qytetar. Berisha arriti deri aty sa p\u00ebrvet\u00ebsoi thirrjen &#8220;Nano ik!&#8221; t\u00eb l\u00ebshuar s\u00eb pari nga l\u00ebvizja qytetare &#8220;Mjaft&#8221;. Nuk \u00ebsht\u00eb e para her\u00eb q\u00eb Berisha p\u00ebrvet\u00ebson dhe b\u00ebn t\u00eb tijat gj\u00ebra q\u00eb i shkojn\u00eb p\u00ebrshtat gjakimit t\u00eb tij p\u00ebr t\u00eb ardhur n\u00eb pushtet dhe p\u00ebr t\u00eb q\u00ebndruar pafund\u00ebsisht n\u00eb pushtet si paraardh\u00ebsi i tij, Enver Hoxha.<\/p>\n<p>Dhe arriti t\u00eb gaboj\u00eb shqiptar\u00eb e nd\u00ebrkomb\u00ebtar\u00eb, arriti t\u2019i keqp\u00ebrdor\u00eb l\u00ebvizjet qytetare t\u00eb atyre koh\u00ebve p\u00ebr rikthimin e tij n\u00eb pushtet. Por sot, pas rreth 7 vjet qeverisjeje plot korrupsion e kriminalitet, gj\u00ebrat kan\u00eb ndryshuar. L\u00ebvizjet qytetare nuk p\u00ebrfaq\u00ebsojn\u00eb m\u00eb p\u00ebr Berish\u00ebn dhe pushtetin e tij nj\u00eb mund\u00ebsi, por nj\u00eb problem. Por nd\u00ebrkaq, ato edhe nuk mund t\u00eb sulmohen hapur, sepse nj\u00eb gj\u00eb e till\u00eb nuk do t\u2019u p\u00eblqente shum\u00eb nd\u00ebrkomb\u00ebtar\u00ebve dhe amerikan\u00ebve. At\u00ebher\u00eb si i b\u00ebhet? Berisha mendon se e ka gjetur edhe k\u00ebt\u00eb her\u00eb aliazhin e mashtrimit. Dhe p\u00ebrb\u00ebr\u00ebsit themelor\u00eb t\u00eb k\u00ebtij aliazhi jan\u00eb dy: 1 \u2013 Procedurat \u201ckushtetuese dhe ligjore\u201d dhe 2 \u2013 Arroganca.<\/p>\n<p>* * *<\/p>\n<p>Sa qe n\u00eb opozit\u00eb Berisha mb\u00ebshteti l\u00ebvizjet qytetare q\u00eb kund\u00ebrshtonin importimin e plehrave nga Italia dhe procedimin e tyre n\u00eb Shqip\u00ebri nga &#8220;Albanian Bag&#8221;. Por me t\u00eb ardhur n\u00eb pushtet nisi flirtet me mafien e plehrave. N\u00eb kund\u00ebrv\u00ebnie t\u00eb hapur me vullnetin qytetar qeveria nisi nj\u00eb propagand\u00eb vulgare p\u00ebr t\u00eb treguar se plehrat q\u00eb do importonte ajo nuk do ishin si ato t\u00eb qeverive socialiste t\u00eb Nanos apo Met\u00ebs, por \u201cmbetje\u201d pra, nj\u00eb shkall\u00eb m\u00eb lart se plehrat! P\u00ebr rreth 2 vjet iu kund\u00ebrvun\u00eb me arroganc\u00eb l\u00ebvizjes qytetare kund\u00ebr importit t\u00eb plehrave.<\/p>\n<p>Por tani s\u00eb fundi, rrethanat e detyruan Berish\u00ebn t\u00eb ndryshoj\u00eb taktik\u00eb. Sepse ambientalist\u00ebt dhe qytetar\u00ebt vendos\u00ebn t\u00eb p\u00ebrdorin kund\u00ebr tij demokracin\u00eb. Ata mblodh\u00ebn mbi 60 mij\u00eb firma qytetar\u00ebsh p\u00ebr organizmin e nj\u00eb referendumi popullor lidhur me importin e plehrave. Jo vet\u00ebm kaq, por ata mund\u00ebn t\u00eb marrin edhe mb\u00ebshtetjen e hapur t\u00eb ambasadorit amerikan, Arvizu, q\u00eb u b\u00ebri thirrje shqiptar\u00ebve p\u00ebr m\u00eb shum\u00eb aktivizim qytetar.<\/p>\n<p>Si i b\u00ebhej q\u00eb t\u00eb mos dilte kund\u00ebr Arvizut, as kund\u00ebr k\u00ebrkes\u00ebs demokratike p\u00ebr referendum, por edhe nj\u00ebherazi t\u00eb mos e lejonte referendumin q\u00eb p\u00ebrve\u00e7 t\u00eb tjerave, politikisht do t\u00eb qe nj\u00eb disfat\u00eb para zgjedhjeve parlamentare t\u00eb 2013. Si p\u00ebrher\u00eb n\u00eb k\u00ebto koh\u00ebt e fundit; ishte KQZ q\u00eb i erdhi n\u00eb ndihm\u00eb n\u00eb zgjidhjen e k\u00ebtij ekuacioni t\u00eb v\u00ebshtir\u00eb. Ky institucion \u201ci pavarur\u201d q\u00eb e ka ndihmuar t\u00eb maskoj\u00eb me ligj vjedhjen e zgjedhjeve n\u00eb 2009, q\u00eb e ndihmoi t\u00eb kamufloj\u00eb vjedhjen e hapur t\u00eb zgjedhjeve lokale n\u00eb Tiran\u00eb, i erdhi n\u00eb ndihm\u00eb Berish\u00ebs duke e shpallur t\u00eb drejt\u00eb k\u00ebrkes\u00ebn p\u00ebr referendum, por nj\u00ebherazi edhe t\u00eb pamundur p\u00ebr t\u2019u zbatuar deri nga viti 2014.<\/p>\n<p>Berisha e di fare mir\u00eb se p\u00ebr t\u00eb ka pak r\u00ebnd\u00ebsi n\u00ebse b\u00ebhet apo jo referendumi n\u00ebse i humb zgjedhjet n\u00eb 2013, por e di se n\u00ebse i fiton, kush do ket\u00eb kuraj\u00eb ta vazhdoj\u00eb k\u00ebt\u00eb &#8220;avaz&#8221; duke pasur p\u00ebrball\u00eb nj\u00eb qeveri q\u00eb duket e p\u00ebrjetshme? Berisha arriti at\u00eb q\u00eb deshi. I tha \u201cjo\u201d l\u00ebvizjes qytetare pa shqiptuar \u201cjo\u201d. I tha \u201cjo\u201d edhe ambasadorit amerikan pa shqiptuar \u201cjo\u201d. Po kush u tha jo qytetar\u00ebve dhe ambasadorit Arvizu? Berisha mbledh supet duke treguar Kushtetut\u00ebn dhe KQZ-n\u00eb dhe proceduralizmin e shenjt\u00eb. Tashm\u00eb po vjen koha q\u00eb edhe nd\u00ebrkomb\u00ebtar\u00ebt t\u00eb provojn\u00eb shijen e hidhur t\u00eb asaj se \u00e7\u2019kupton Berisha me funksionim t\u00eb shtetit ligjor n\u00eb Shqip\u00ebri.<\/p>\n<p>* * *<\/p>\n<p>P\u00ebr sa i takon bllokimit t\u00eb l\u00ebvizjes qytetare q\u00eb kund\u00ebrshton shfarosjen e nj\u00eb pjese t\u00eb pyllit te &#8220;Liqeni&#8221;, segmenti i qeveris\u00eb Berisha i udh\u00ebhequr nga Lulzim Basha ka zgjedhur nj\u00eb metod\u00eb m\u00eb pak t\u00eb sofistikuar, arroganc\u00ebn. Ankohej me t\u00eb drejt\u00eb Artan Lame, drejtuesi i k\u00ebsaj l\u00ebvizjeje proteste, sepse n\u00eb Bashkin\u00eb e Tiran\u00ebs nuk japin asnj\u00eb shpjegim, asnj\u00eb dokumentacion q\u00eb t\u00eb provoj\u00eb ligjshm\u00ebrin\u00eb e shfarosjes s\u00eb pyllit n\u00eb fjal\u00eb. P\u00ebrfaq\u00ebsuesit e l\u00ebvizjes u detyruan t\u00eb shkojn\u00eb deri n\u00eb zyrat e administrat\u00ebs s\u00eb bashkis\u00eb p\u00ebr t\u00eb k\u00ebrkuar realizmin e k\u00ebsaj transparence. Por Luli nuk do t\u2019ia dij\u00eb. Nd\u00ebrsa qytetar\u00ebt protestojn\u00eb, bashkia vazhdon shpyll\u00ebzimin.<\/p>\n<p>Pak koh\u00eb m\u00eb par\u00eb, ambasadori Arvizu u p\u00ebrpoq q\u00eb t\u00eb b\u00ebnte nj\u00eb yll\u00ebzim t\u00eb Lulzim Bash\u00ebs duke deklaruar publikisht se ai \u00ebsht\u00eb nj\u00eb &#8220;yll n\u00eb ngjitje&#8221;. Koh\u00ebt po tregojn\u00eb se sa e rrezikshme dhe e pamatur \u00ebsht\u00eb t\u00eb mburr\u00ebsh n\u00eb publik politikan\u00ebt shqiptar\u00eb, t\u00eb rinj apo t\u00eb vjet\u00ebr. Si p\u00ebr ironi t\u00eb fatit, procesi i &#8220;yll\u00ebzimit&#8221; \u00ebsht\u00eb shnd\u00ebrruar n\u00eb proces &#8220;shpyll\u00ebzimi&#8221;, sepse Luli nga yll q\u00eb ngjitet \u00ebsht\u00eb shnd\u00ebrruar n\u00eb nj\u00eb s\u00ebpat\u00eb q\u00eb zbret nga lart me forc\u00ebn e Zeusit n\u00eb pushtet p\u00ebr t\u00eb prer\u00eb jo thjesht ca drur\u00eb, por filizat e l\u00ebvizjes qytetare q\u00eb k\u00ebrc\u00ebnojn\u00eb interesat korruptive t\u00eb pushtetit. Sepse n\u00ebse do q\u00eb ta vdes\u00ebsh nj\u00eb l\u00ebvizje qytetare, b\u00ebje q\u00eb t\u00eb d\u00ebshtoj\u00eb q\u00eb n\u00eb nisje t\u00eb saj.
