Zgjedhja e presidentit, thot\u00eb zyrtari i lart\u00eb amerikan, ishte nj\u00eb rast i humbur q\u00eb pal\u00ebt t\u00eb tregonin aft\u00ebsin\u00eb p\u00ebr konsensus.<\/em><\/strong><\/p>\n<p>Bisedoi: <strong>Arben Xhixho<\/strong>, <em>Z\u00ebri i Amerik\u00ebs<\/em>, <em>29 Qershor 2012<\/em><\/p>\n<p>Zoti Reeker, n\u00eb Shqip\u00ebri gjat\u00eb zgjedhjes s\u00eb presidentit t\u00eb ri pati shum\u00eb manovra politike. Pritshm\u00ebria ishte q\u00eb presidenti t\u00eb siguronte me shum\u00eb se sa votat e koalicionit qeveris\u00ebs. Kjo nuk ndodhi. Cili \u00ebsht\u00eb mendimi juaj p\u00ebr m\u00ebnyr\u00ebn se si u zgjodh presidenti i ri?<\/p>\n<p>S\u00eb pari m\u00eb lejoni t\u00eb uroj presidentin e ardhsh\u00ebm Bujar Nishani p\u00ebr zgjedhjen n\u00eb k\u00ebt\u00eb post. Ai \u00ebsht\u00eb nj\u00eb mik i Shteteve t\u00eb Bashkuara. Ne, p\u00ebrmes ambasad\u00ebs son\u00eb, kemi punuar nga af\u00ebr me t\u00eb, kemi pasur marr\u00ebdh\u00ebnie t\u00eb ngushta bashk\u00ebpunimi kur ishte minist\u00ebr i Drejt\u00ebsis\u00eb dhe m\u00eb par\u00eb i Brendsh\u00ebm. Ky bashk\u00ebpunim shpresojm\u00eb do t\u00eb vazhdoj\u00eb edhe n\u00eb t\u00eb ardhmen n\u00eb postin e tij t\u00eb ri, t\u00eb r\u00ebnd\u00ebsish\u00ebm. Presidenca ka p\u00ebrgjegj\u00ebsi t\u00eb r\u00ebnd\u00ebsishme, si\u00e7 \u00ebsht\u00eb mbrojtja e pavar\u00ebsis\u00eb s\u00eb institucioneve n\u00eb demokracin\u00eb e Shqip\u00ebris\u00eb, si sh\u00ebrbimi i zbulimit, apo prokuroria e p\u00ebrgjithshme, institucione q\u00eb bashk\u00ebpunojn\u00eb ngusht\u00eb me partner\u00ebt nd\u00ebrkomb\u00ebtar\u00eb, p\u00ebrfshir\u00eb Shtetet e Bashkuara. Kryerja e k\u00ebsaj detyre \u00ebsht\u00eb e r\u00ebnd\u00ebsishme p\u00ebr presidentin dhe ne mendojm\u00eb se \u00ebsht\u00eb e r\u00ebnd\u00ebsishme q\u00eb ai t\u00eb punoj\u00eb nga af\u00ebr me komunitetin nd\u00ebrkomb\u00ebtar, n\u00eb nj\u00eb koh\u00eb q\u00eb ne mb\u00ebshtesim Shqip\u00ebrin\u00eb p\u00ebr t\u00eb ardhmen e saj Euro-Atlantike dhe synimet e saj t\u00eb integrimit t\u00eb plot\u00eb n\u00eb familjen Euro-atlantike.<\/p>\n<p>Po e riformuloj pyetjen. Pati shum\u00eb p\u00ebrpjekje para zgjedhjes z\u00eb zotit Nishani q\u00eb presidenti t\u00eb merrte m\u00eb shum\u00eb se 71 vota. Kjo nuk ndodhi. \u00c7far\u00eb n\u00ebnkupton kjo p\u00ebr Shqip\u00ebrin\u00eb dhe p\u00ebr Shtetet e Bashkuara?<\/p>\n<p>Si\u00e7 e that\u00eb ju, zgjedhja u krye me vota partiake n\u00eb raundin e kat\u00ebrt. N\u00eb k\u00ebt\u00eb kuptim ishte nj\u00eb rast i humbur p\u00ebr t\u00eb treguar nj\u00eb konsensus komb\u00ebtar dhe aft\u00ebsin\u00eb p\u00ebr t\u00eb b\u00ebr\u00eb kompromis. Thelbi i demokracis\u00eb q\u00ebndron tek aft\u00ebsia p\u00ebr t\u00eb b\u00ebr\u00eb kompromis. Kjo, mendoj, \u00ebsht\u00eb ajo q\u00eb pret Bashkimi Evropian, q\u00eb pret populli n\u00eb Shqip\u00ebri. Ne mendojm\u00eb se \u00ebsht\u00eb e r\u00ebnd\u00ebsishme q\u00eb udh\u00ebheq\u00ebsit politik\u00eb, nga i gjith\u00eb spektri i politik\u00ebs n\u00eb Shqip\u00ebri, t\u00eb ri-fokusohen n\u00eb pun\u00ebn e tyre. Tani duhet t\u00eb punojn\u00eb p\u00ebr 12 rekomandimet e r\u00ebnd\u00ebsishme, q\u00eb Bashkimi Evropian ka b\u00ebr\u00eb para m\u00eb shum\u00eb se nj\u00eb viti.<\/p>\n<p>Dritarja e mund\u00ebsis\u00eb po mbyllet me shpejt\u00ebsi. Komisioni Evropian s\u00eb shpejti do t\u00eb punoj\u00eb p\u00ebr raportin vjetor, p\u00ebr \u00e7\u00ebshtjen e statusit dhe tani \u00ebsht\u00eb mund\u00ebsia p\u00ebr t\u00eb b\u00ebr\u00eb p\u00ebrparim t\u00eb v\u00ebrtet\u00eb, p\u00ebr tre sektor\u00ebt jetik\u00eb: reform\u00ebn parlamentare, reform\u00ebn zgjedhore dhe heqjen e imuniteteve, q\u00eb t\u00eb plot\u00ebsohen kriteret e Bashkimit Evropian. Tani q\u00eb zgjedhja e presidentit p\u00ebrfundoi, k\u00ebto \u00e7\u00ebshtje duhen mbyllur, idealja do t\u00eb ishte para pushimeve t\u00eb gushtit.<\/p>\n<p>Komenti juaj p\u00ebr m\u00ebnyr\u00ebn e zgjedhjes s\u00eb presidentit, \u201c\u2026nj\u00eb mund\u00ebsi e humbur\u2026\u201d \u00ebsht\u00eb th\u00ebn\u00eb edhe nga zyrtar\u00eb evropian\u00eb. Para kat\u00ebr vjet\u00ebsh, dy politikan\u00ebt q\u00eb po p\u00ebrballen tani, zoti Berisha dhe zoti Rama, i ndryshuan s\u00eb bashku ligjet. Sot, pas kat\u00ebr vjet\u00ebsh, zoti Berisha \u00ebsht\u00eb n\u00eb pushtet dhe i ka votat. K\u00ebtu n\u00eb Amerik\u00eb, presidenti b\u00ebn p\u00ebrpjekje maksimale p\u00ebr t\u2019i fituar t\u00eb dyja dhomat e Kongresit. P\u00ebrse i k\u00ebrkohet Shqip\u00ebris\u00eb t\u00eb b\u00ebj\u00eb kompromis?<\/p>\n<p>Shqip\u00ebria ka disa \u00e7\u00ebshtje ky\u00e7e q\u00eb duhet t\u00eb realizoj\u00eb, n\u00eb se d\u00ebshiron t\u00eb vazhdoj\u00eb n\u00eb rrug\u00ebn drejt an\u00ebtar\u00ebsis\u00eb n\u00eb BE. Duhet t\u00eb b\u00ebhen kompromise t\u00eb r\u00ebnd\u00ebsishme, q\u00eb p\u00ebrfshijn\u00eb dialogun politik, q\u00eb p\u00ebrfshijn\u00eb nj\u00eb nivel t\u00eb caktuar debati t\u00eb qytet\u00ebruar, q\u00eb p\u00ebrfshijn\u00eb rolin e r\u00ebnd\u00ebsish\u00ebm t\u00eb shoq\u00ebris\u00eb civile. N\u00eb nj\u00eb far\u00eb m\u00ebnyr\u00eb, Shqip\u00ebria \u00ebsht\u00eb me fat, q\u00eb Bashkimi Evropian i ka caktuar 12 rekomandime jetike, mbi t\u00eb cilat duhet t\u00eb p\u00ebrqendrohen politikan\u00ebt dhe institucionet qeveris\u00ebse. Bashkimi Evropian pret t\u00eb shikoj\u00eb aft\u00ebsin\u00eb e demokracis\u00eb s\u00eb Shqip\u00ebris\u00eb p\u00ebr t\u00eb ecur p\u00ebrpara. Jo t\u00eb shikoj\u00eb pas, por t\u00eb shikoj\u00eb drejt s\u00eb ardhmes q\u00eb institucionet dhe forca e demokracis\u00eb t\u00eb p\u00ebrdoren p\u00ebr t\u00eb plot\u00ebsuar kriteret e nevojshme drejt rrug\u00ebs evropiane. Kjo \u00ebsht\u00eb ajo q\u00eb duan Shtetet e Bashkuara p\u00ebr Shqip\u00ebrin\u00eb. Ambasadori Arvizu ia ka b\u00ebr\u00eb k\u00ebt\u00eb m\u00eb se t\u00eb qart\u00eb, si publikisht edhe privatisht, udh\u00ebheqjes shqiptare.<\/p>\n<p>Le t\u00eb p\u00ebrqendrohemi p\u00ebr pak \u00e7aste tek roli dhe ndihma e Shteteve t\u00eb Bashkuara p\u00ebr Shqip\u00ebrin\u00eb. Ambasadori Arvizu \u00ebsht\u00eb shum\u00eb i p\u00ebrfshir\u00eb n\u00eb zhvillimet politike n\u00eb Shqip\u00ebri. A mendoni se nj\u00eb p\u00ebrfshirje e till\u00eb \u00ebsht\u00eb \u201ce sh\u00ebndetshme\u201d p\u00ebr Shqip\u00ebrin\u00eb? A \u00ebsht\u00eb ajo e nevojshme, dhe \u00e7far\u00eb do t\u00eb thot\u00eb kjo p\u00ebr stadin n\u00eb t\u00eb cilin ndodhen zhvillimet demokratike n\u00eb Shqip\u00ebri?<\/p>\n<p>Ambasadori Arvizu, ashtu si ambasador\u00ebt para tij dhe ne k\u00ebtu n\u00eb Uashington, jemi p\u00ebrpjekur t\u00eb jemi miq t\u00eb mir\u00eb t\u00eb Shqip\u00ebris\u00eb. Ne kemi marr\u00ebdh\u00ebnie t\u00eb forta, i vler\u00ebsojm\u00eb k\u00ebto marr\u00ebdh\u00ebnie dhe shpresojm\u00eb t\u2019i vazhdojm\u00eb marr\u00ebdh\u00ebniet e forta n\u00eb t\u00eb ardhmen. P\u00ebrpar\u00ebsia jon\u00eb politike, q\u00eb \u00ebsht\u00eb n\u00eb p\u00ebrputhje me synimet e deklaruara t\u00eb Shqip\u00ebris\u00eb, \u00ebsht\u00eb t\u00eb ndihmojm\u00eb Shqip\u00ebrin\u00eb t\u00eb arrij\u00eb an\u00ebtar\u00ebsin\u00eb n\u00eb Bashkimin Evropian. P\u00ebr ta arritur k\u00ebt\u00eb, s\u00eb bashku me partner\u00ebt tan\u00eb evropian\u00eb, ne japim k\u00ebshilla bazuar n\u00eb p\u00ebrvoj\u00ebn ton\u00eb, se si t\u2019i arrijn\u00eb dhe plot\u00ebsojn\u00eb kriteret p\u00ebr an\u00ebtar\u00ebsi.<\/p>\n<p>Ambasada jon\u00eb \u00ebsht\u00eb shum\u00eb e angazhuar p\u00ebrmes programeve t\u00eb ndihmave, apo nism\u00ebs s\u00eb fundit t\u00eb ambasadorit Arvizu \u201cVepro Tani\u201d, q\u00eb p\u00ebrqendrohet n\u00eb r\u00ebnd\u00ebsin\u00eb e shoq\u00ebris\u00eb civile n\u00eb demokraci dhe q\u00eb \u00ebsht\u00eb pritur mjaft mir\u00eb. Shqip\u00ebria \u00ebsht\u00eb nj\u00eb demokraci e re. Shtetet e Bashkuara jan\u00eb nj\u00eb demokraci e vjet\u00ebr dhe ne ende m\u00ebsojm\u00eb, ne kemi p\u00ebrvoja q\u00eb mund t\u2019i ndajm\u00eb dhe mund t\u2019i ofrojm\u00eb dhe kjo \u00ebsht\u00eb ajo q\u00eb b\u00ebjm\u00eb p\u00ebrmes ambasad\u00ebs, p\u00ebrmes programeve t\u00eb ndihmave, n\u00eb partneritet me institucionet shqiptare dhe partner\u00ebt tan\u00eb evropian\u00eb.<\/p>\n<p>Dua t\u2019i rikthehem edhe nj\u00eb her\u00eb asaj q\u00eb p\u00ebrmend\u00ebt ju n\u00eb fillim lidhur me rolin e presidentit, p\u00ebr t\u00eb siguruar pavar\u00ebsin\u00eb e institucioneve t\u00eb tjera n\u00eb Shqip\u00ebri. Sa t\u00eb shqet\u00ebsuar jeni ju p\u00ebr pavar\u00ebsin\u00eb e institucioneve n\u00eb Shqip\u00ebri? Kjo \u00ebsht\u00eb p\u00ebrs\u00ebritur m\u00eb se nj\u00eb her\u00eb nga zyrtar\u00ebt amerikan\u00eb.<\/p>\n<p>\u00cbsht\u00eb di\u00e7ka q\u00eb duhet ndjekur. Shqip\u00ebria \u00ebsht\u00eb demokraci, ka Kushtetut\u00ebn dhe institucione, q\u00eb n\u00eb disa raste, jan\u00eb n\u00ebn mbik\u00ebqyrjen e presidentit. K\u00ebto jan\u00eb institucione t\u00eb r\u00ebnd\u00ebsishme, si sh\u00ebrbimet e zbulimit, prokuroria e p\u00ebrgjithshme, apo roli i r\u00ebnd\u00ebsish\u00ebm p\u00ebr vendosjen e shtetit ligjor. Kjo \u00ebsht\u00eb jetike, jo vet\u00ebm p\u00ebr afrimin e Shqip\u00ebris\u00eb drejt Bashkimit Evropian, por edhe p\u00ebr statusin e saj n\u00eb komunitetin nd\u00ebrkomb\u00ebtar, kjo \u00ebsht\u00eb ajo q\u00eb shpresojn\u00eb investitor\u00ebt e huaj dhe t\u00eb tjer\u00ebt nga Shqip\u00ebria. Dhe n\u00eb k\u00ebta sektor\u00eb ne kemi ofruar ndihm\u00ebn ton\u00eb, kemi ofruar mendimin ton\u00eb t\u00eb sinqert\u00eb.
