Presidentja e Kosov\u00ebs Atifete Jahjaga i kishte k\u00ebrkuar parlamentit t\u00eb Kosov\u00ebs heqjen e neneve shqetsuese dhe problematike p\u00ebr shum\u00eb veta, mbrenda dhe jasht\u00eb vendit, e t\u00eb cilat kan\u00eb t\u00eb b\u00ebjn\u00eb me p\u00ebrgjegj\u00ebsit\u00eb penale t\u00eb gazetar\u00ebve.<\/p>\n<p>Mos-miratimi i k\u00ebtyre neneve nga kuvendi i Kosov\u00ebs, q\u00eb i ishin paraqitur parlamentit p\u00ebr aprovim nga presidentja e Kosov\u00ebs, me t\u00eb drejt\u00eb shkaktoi reagime t\u00eb ashp\u00ebra nga organizata gazetar\u00ebsh mbrenda Kosov\u00ebs si edhe nga p\u00ebrfaqsuesit nd\u00ebrkomb\u00ebtar\u00eb, p\u00ebrfshir\u00eb edhe mas\u00ebn drastike t\u00eb dor\u00ebheqjes s\u00eb z\u00ebv\u00ebnd\u00ebs-kryeministrit Harjedin Ku\u00e7i. Pa dashur t\u00eb futem n\u00eb akuza e kund\u00ebr akuza se kush e ka fajin p\u00ebr mos-miratimin e k\u00ebtyre neneve dhe p\u00ebr zhvillimet e fundit n\u00eb lidhje me situat\u00ebn e krijuar e q\u00eb \u00ebsht\u00eb shum\u00eb v\u00ebshtir\u00eb t\u00eb mbrohet, deshta t\u00eb shpreh mendimin tim se sa i doesmosdosh\u00ebm \u00ebsht\u00eb miratimi i k\u00ebtyre neneve p\u00ebr t\u00eb mbrojtur lirin\u00eb dhe integritetin e gazetar\u00ebve si edhe p\u00ebr t\u00eb siguruar q\u00eb burimet e informacionit t\u00eb jen\u00eb n\u00eb dispozicion t\u00eb gazetar\u00ebve, pa frik\u00eb dhe pa nd\u00ebrhyrhje nga qeveritar\u00ebt.<\/p>\n<p>\u00cbsht\u00eb v\u00ebshtir\u00eb t\u00eb merret me mend se si nj\u00eb popull i cili n\u00eb t\u00eb kaluar\u00ebn ka vuajtur aq shum\u00eb munges\u00ebn dhe mohimin e t\u00eb gjitha lirive nga regjime pushtuese, tani q\u00eb \u00ebsht\u00eb i aft\u00eb e ka mund\u00ebsi t\u00eb vendos\u00eb vet\u00eb fatin e vet, p\u00ebrfaqsuesit e tij votojn\u00eb p\u00ebr t\u00eb kufizuar lirin\u00eb, n\u00eb k\u00ebt\u00eb rast lirin\u00eb e shtypit. Por si\u00e7 ka th\u00ebn\u00eb edhe Tomas Xheffersoni, autori i shpalljes s\u00eb pavar\u00ebsis\u00eb s\u00eb Amerik\u00ebs dhe presidenti i tret\u00eb i Shteteve t\u00eb Bashkuara, liria e shtypit nuk mund t\u00eb kufizohet pa humbur plot\u00ebsisht edhe lirit\u00eb e tjera.<\/p>\n<p>Kosova ka ambicje t\u00eb b\u00ebhet an\u00ebtare e Bashkimit Evropian dhe e organizmave t\u00eb tjera euro-atlantike, por vendimi i parlamentit t\u00eb Kosov\u00ebs hedh\u00eb n\u00eb er\u00eb k\u00ebto ambicje pasi \u00ebsht\u00eb n\u00eb kund\u00ebrshtim t\u00eb plot\u00eb me konventat e Bashkimit Evropian p\u00ebr mbrojtjen e liris\u00eb s\u00eb shtypit dhe t\u00eb medias n\u00eb p\u00ebrgjith\u00ebsi. P\u00ebrfaqsuesi i Bashkimit Evropian n\u00eb Kosov\u00eb, Samuel Zhbogar n\u00eb nj\u00eb deklarat\u00eb p\u00ebr median tha se, \u201cNenet p\u00ebr p\u00ebrgjegj\u00ebsin\u00eb penale dhe burimin e informacionit do t\u00eb ken\u00eb nj\u00eb ndikim negativ n\u00eb lirin\u00eb e shprehjes dhe lirin\u00eb e medias n\u00eb Kosov\u00eb. Bashkimi Evropian mbetet thell\u00ebsisht i p\u00ebrkushtuar n\u00eb nxitjen dhe ruajtjen e liris\u00eb s\u00eb shprehjes dhe medias, si vlera t\u00eb nj\u00eb r\u00ebnd\u00ebsie t\u00eb ve\u00e7ant\u00eb p\u00ebr forcimin e demokracis\u00eb s\u00eb Kosov\u00ebs&#8221;. P\u00ebr m\u00eb tep\u00ebr, p\u00ebrfaqsuesi evropian n\u00eb Prishtin\u00eb, duke krahasuar Kosov\u00ebn me vendet e tjera t\u00eb Ballkanit, tha se &#8221;ky hap e l\u00eb Kosov\u00ebn mbrapa n\u00eb kontekstin rajonal, duke qen\u00eb se pothuajse t\u00eb gjitha vendet fqinje kan\u00eb hequr tashm\u00eb nenet q\u00eb penalizojn\u00eb mediat p\u00ebr kryerjen e detyrave t\u00eb tyre&#8221;.<\/p>\n<p>Edhe gazetar\u00ebt e Kosov\u00ebs nep\u00ebrmjet organizatave p\u00ebrfaqsuese shpreh\u00ebn shqet\u00ebsimin e tyre ndaj mas\u00ebs s\u00eb deputet\u00ebve t\u00eb Kosov\u00ebs t\u00eb cil\u00ebt votuan kund\u00ebr heqjes s\u00eb neneve 37 dhe 38 nga Kodi Penal. Asociacioni i Gazetar\u00ebve profesionist\u00eb t\u00eb Kosov\u00ebs u shpreh i &#8221;tmerruar&#8221; me votimin e deputet\u00ebve dhe Unioni i Gazetar\u00ebve t\u00eb Kosov\u00ebs, tha se rezultati i votimit n\u00eb parlament, &#8221;ishte i papranuesh\u00ebm dhe n\u00eb kund\u00ebrshtim me kushtetut\u00ebn e Kosov\u00ebs&#8221;.<\/p>\n<p>Nenet 37 dhe 38 t\u00eb Kodit Penal, sipas organizat\u00ebs nd\u00ebrkomb\u00ebtare \u201cKorrespondent\u00ebt pa Kufij\u2019\u2019, u japin gjykatave kompetenc\u00ebn p\u00ebr t\u00eb detyruar gazetar\u00ebt q\u00eb t\u00eb zbulojn\u00eb burimet e tyre, dhe p\u00ebr nj\u00eb \u201cshpifje\u2019\u2019 t\u00eb till\u00eb, gazetar\u00ebt mund t\u00eb d\u00ebnohet deri me tre vjet\u00eb burg. Organizata p\u00ebr mbrojtjen e gazetar\u00ebve, \u201cKorrespondent\u00ebt pa Kufij\u2019\u2019, thot\u00eb se \u201ck\u00ebto nene jan\u00eb t\u00eb papranueshme\u2026dhe se \u00ebsht\u00eb e qart\u00eb se kan\u00eb p\u00ebr q\u00ebllim t\u2019i mbyllin goj\u00ebn llojit t\u00eb gazetaris\u00eb dhe raportimit hetimor q\u00eb si\u00e7 duket shqet\u00ebson shum\u00eb qeverin\u00eb\u2019\u2019.<\/p>\n<p>K\u00ebt\u00eb muaj, k\u00ebtu n\u00eb Shtetet e Bashkuara u sh\u00ebnua 40-vjetori i skandalit Uatergejt dhe po kujtohet natyrisht si nj\u00eb fitore e demokracis\u00eb, por edhe si nj\u00eb shembull i r\u00ebnd\u00ebsis\u00eb dhe i rolit q\u00eb luan shtypi i liri\u00eb. Gazetari Uodourd tha me rastin e k\u00ebtij p\u00ebrvjetori se \u2018\u2019ne em\u00ebruam indidvid\u00eb t\u00eb posa\u00e7\u00ebm t\u00eb cil\u00ebt kishin marr\u00eb pjes\u00eb n\u00eb konspiracione kriminale p\u00ebr t\u00eb shkat\u00ebrruar sistemin elektoral q\u00eb kemi n\u00eb k\u00ebt\u00eb vend\u2019\u2019. Ishte gazetaria hetimore e gazetar\u00ebve t\u00eb Uashington Postit, Karl Bersntin dhe Bob Uodourd, q\u00eb m\u00eb n\u00eb fund dokumentoi pjes\u00ebmarrjen e vet Presidentit Nikson n\u00eb skandal, dhe q\u00eb \u00e7oi n\u00eb dor\u00ebheqjen e presidentit Ri\u00e7ard Nikson.<\/p>\n<p>Liria e shtypit luan nj\u00eb rol t\u00eb pa-z\u00ebv\u00ebndsuesh\u00ebm n\u00eb promovimin dhe n\u00eb ruajtjen e demokracis\u00eb. Liria e pa kufizuar e shtypit \u00ebsht\u00eb jet\u00ebsore p\u00ebr nj\u00eb shoq\u00ebri t\u00eb sh\u00ebndosh\u00eb demokratike. Censura, frik\u00ebsimi, d\u00ebnimi ose miratimi i ligjeve q\u00eb promulgojn\u00eb masa kund\u00ebr gazetar\u00ebve vet\u00ebm e vet\u00ebm se p\u00ebrpiqen t\u00eb kryejn\u00eb pun\u00ebn e tyre, jo vet\u00ebm q\u00eb jan\u00eb n\u00eb kund\u00ebrshtim me standardet evropiane dhe nd\u00ebrkomb\u00ebtare, por shkelin edhe lirin\u00eb personale t\u00eb gazetarit, dhe n\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb i mohon edhe shoq\u00ebris\u00eb t\u00eb drejt\u00ebn p\u00ebr t\u00eb qen\u00eb e informuar. Nj\u00eb shoq\u00ebri e pa informuar nuk mund t\u00eb zhvilloj\u00eb dhe t\u00eb avancoj\u00eb demokracin\u00eb dhe as t\u00eb respektoj\u00eb t\u00eb drejtat baz\u00eb t\u00eb njeriut, madje nj\u00eb shoq\u00ebri e painformuar mir\u00eb mund t\u00eb jet\u00eb e rrezikshme p\u00ebr vetveten dhe p\u00ebr t\u00eb tjer\u00ebt.<\/p>\n<p>K\u00ebjo \u00ebsht\u00eb nj\u00eb perudh\u00eb e v\u00ebshtir\u00eb p\u00ebr median n\u00eb Kosov\u00eb dhe n\u00ebqoftse nuk t\u00ebrhiqen nenet 37 dhe 38 gazetaria kosovare do t\u00eb p\u00ebrballet me probleme edhe m\u00eb t\u00eb m\u00ebdha. Kosova dhe e gjith\u00eb bota shqiptare ka nevoj\u00eb p\u00ebr nj\u00eb media t\u00eb fort\u00eb e t\u00eb pavarur, si dhe p\u00ebr nj\u00eb shk\u00ebmbim t\u00eb lir\u00eb, t\u00eb pa paragjykim dhe t\u00eb pa frenuar t\u00eb ideve dhe pikpamjeve t\u00eb ndryshme. E drejta p\u00ebr t\u00eb mbledhur informacionin dhe p\u00ebr t\u00eb mbrojtur burimet e informacionit \u00ebsht\u00eb pjes\u00eb jetike e zhvillimit t\u00eb medias dhe nj\u00eb shoq\u00ebrie t\u00eb lir\u00eb e demokratike. Qytetar\u00ebt kan\u00eb nevoj\u00eb p\u00ebr informcione t\u00eb lira, t\u00eb sakta e t\u00eb pavarura nga burime q\u00eb ata mund tu besojn\u00eb.<\/p>\n<p>Parlamenti i Kosov\u00ebs duhet t\u00eb marr\u00eb hapa t\u00eb menj\u00ebhersh\u00ebm q\u00eb t\u00eb krijoj\u00eb nj\u00eb hap\u00ebsir\u00eb ku gazetar\u00ebt e pavarur t\u00eb kryejn\u00eb detyr\u00ebn e tyre pa pasur frik\u00eb nga dhuna ose d\u00ebnimet dhe persekutimet.
