Edhe pas shum\u00eb rasteve t\u00eb denoncuara p\u00ebr skandalin e tregtis\u00eb s\u00eb arm\u00ebve, konflikti i interesit vazhdon pa asnj\u00eb problem n\u00eb strukturat e Ministris\u00eb s\u00eb Mbrojtjes. Bashk\u00ebshortja e kreut t\u00eb Sh\u00ebrbimit Informativ Ushtarak Shqiptar Ylli Zyla, \u00ebsht\u00eb bashk\u00ebaksionere me disa tregtar\u00eb t\u00eb licensuar p\u00ebr eksport armatimi n\u00eb Shqip\u00ebri, duke shkelur n\u00eb m\u00ebnyr\u00eb t\u00eb hapur ligjin “P\u00ebr konfliktin e Interesit”.<\/p>\n

Liljana Zyla q\u00eb prej vitit 2008 \u00ebsht\u00eb bashk\u00ebaksionare n\u00eb kompanin\u00eb “Wind Sun Water Initiative” (WSWI) s\u00ebbashku me shtetasit Lorenc Go\u00e7a dhe Andrzej Izdebeski (shtetas polak) t\u00eb cil\u00ebt n\u00eb t\u00eb nj\u00ebjt\u00ebn dit\u00eb q\u00eb kan\u00eb themeluar kompanin\u00eb me gruan e shefit t\u00eb SHIU-t kan\u00eb krijuar edhe dy kompani t\u00eb tjera n\u00eb Tiran\u00eb me objekt aktiviteti tregtin\u00eb e materialeve ushtarake dhe armatimit. Deri k\u00ebtu, me dokumente ndoshta nuk ka asgj\u00eb, por vendndodhja e zyrave t\u00eb kompanis\u00eb energjetike dhe kompanis\u00eb s\u00eb arm\u00ebve n\u00eb t\u00eb nj\u00ebjtin vend, nuk \u00ebsht\u00eb nj\u00eb koicidenc\u00eb e rast\u00ebsishme.<\/p>\n

Kompania “WSWI “ku \u00ebsht\u00eb bashk\u00ebaksionare dhe shtetasja Liljana Zyla \u00ebsht\u00eb krijuar m\u00eb dat\u00ebn 28 janar t\u00eb vitit 2011. Ajo ka si objekt t\u00eb aktivitetit t\u00eb saj operimin n\u00eb sektorin energjitik. Por duket se n\u00eb t\u00eb nj\u00ebjt\u00ebn dat\u00eb dhe dit\u00eb dy ortak\u00ebt e Zyl\u00ebs Go\u00e7a dhe Izdebeski kan\u00eb shkuar n\u00eb QKR p\u00ebr t\u00eb regjistruar dhe dy kompani t\u00eb tjera, t\u00eb quajtura UNIMESKO dhe NITRO-CHEM t\u00eb cilat jan\u00eb kompani q\u00eb kan\u00eb si objekt t\u00eb aktivitetit t\u00eb tyre, tregtin\u00eb n\u00eb sektorin e materialeve ushtarake dhe eksportin e armatimeve. T\u00eb dyja k\u00ebto kompani rezultojn\u00eb t\u00eb licensuara n\u00eb Ministrin\u00eb e Mbrojtjes, ato kan\u00eb marr\u00eb lejen p\u00ebr t\u00eb eksportuar armatime.<\/p>\n

Lidhjet e kompanive<\/strong>
\nN\u00eb t\u00eb nj\u00ebjt\u00ebn dit\u00eb q\u00eb kan\u00eb \u00e7elur kompanin\u00eb energjitike n\u00eb bashk\u00ebpron\u00ebsi me bashk\u00ebshorten e kreut t\u00eb SHIU-t dy sip\u00ebrrmar\u00ebsit Go\u00e7a dhe Izdebeski kan\u00eb themeluar shoq\u00ebrit\u00eb UNIMESKO dhe NITRO-CHEM. K\u00ebto shoq\u00ebri jan\u00eb regjistruar me adres\u00ebn: “Bulevardi Zhan D’Ark, Kompleksi “MATRIKS”, Kati i IV”, e cila \u00ebsht\u00eb ekzakt\u00ebsisht e nj\u00ebjta adres\u00eb zyrtare dhe e kompanis\u00eb tjet\u00ebr “WSWI” n\u00eb t\u00eb cil\u00ebn \u00ebsht\u00eb aksionere Liljana Zyla, \u00e7ka tregon se kompanit\u00eb operonin edhe n\u00eb t\u00eb nj\u00ebjt\u00ebn zyr\u00eb. T\u00eb treja kompanit\u00eb kan\u00eb patur edhe t\u00eb nj\u00ebjtin num\u00ebr kontakti telefonik dhe ky num\u00ebr ekspozohet qart\u00eb n\u00eb t\u00eb dh\u00ebnat publike t\u00eb QKR-s\u00eb.<\/p>\n

Shtetasi Lorenc Go\u00e7a kompanin\u00eb NITRO-CHEM e ka themeluar s\u00ebbashku me nj\u00eb tjet\u00ebr shtetas polak, i cili quhet Tomas Ptazinski dhe q\u00eb kontrollon t\u00eb gjith\u00eb paket\u00ebn e aksioneve t\u00eb k\u00ebsaj kompanie nd\u00ebrsa Go\u00e7a rezulton administrator i saj.<\/p>\n

Kompania energjitike<\/strong>
\nNd\u00ebrsa Liljana Zyla rezulton aksionere n\u00eb nj\u00eb kompani energjitike, ortak\u00ebt e saj n\u00eb t\u00eb nj\u00ebjt\u00ebn dit\u00eb kan\u00eb hapur dhe dy kompani t\u00eb tjera p\u00ebr tregtimin e armatimeve. Por kompania energjitike “Wind Sun Water Initiative” n\u00eb ndryshim nga kompanit\u00eb e tjera energjitike t\u00eb regjistruara n\u00eb QKR, nuk ka t\u00eb deklaruar asnj\u00eb aktivitet konkret t\u00eb ushtrimit t\u00eb aktivitetit n\u00eb sektorin energjitik. Kompanit\u00eb energjitike r\u00ebndom raportojn\u00eb n\u00eb QKR dhe publikojn\u00eb m\u00eb pas vendet e ushtrimit t\u00eb aktivitetit ose detaje t\u00eb tjera n\u00eb lidhje me aktivitetin energjitik. N\u00eb tabel\u00ebn e t\u00eb dh\u00ebnave t\u00eb k\u00ebsaj kompanie p\u00ebrve\u00e7 adres\u00ebs s\u00eb zyrave qendrore nuk ka t\u00eb sh\u00ebnuar asnj\u00eb filial, apo kantier, apo dhe projekt energjitik n\u00eb t\u00eb cilin \u00ebsht\u00eb fokusuar kjo kompani.<\/p>\n

“Kompania ka p\u00ebr objekt nd\u00ebrtimin dhe shfryt\u00ebzimin e hidrocentraleve, t\u00eb t\u00eb gjitha llojeve dhe fuqive, duke shfryt\u00ebzuar energjin\u00eb ujore, djellore, termale, sipas dispozitave ligjore t\u00eb legjislacionit aktual shqiptar. Projektime te te gjiitha llojeve dhe p\u00ebrmasave, nd\u00ebrtimeve dhe konstruksioneve. Nd\u00ebrtime civile dhe ekonomike. Nd\u00ebrtime hidroteknike, hidrocentrale, turbina dhe tregtimi i tyre”, shkruhet n\u00eb p\u00ebrshkrimin e objektit t\u00eb aktivitetit t\u00eb k\u00ebsaj kompanie.<\/p>\n

Unimesko, skeda e pronar\u00ebve t\u00eb arm\u00ebve<\/strong><\/p>\n

Dy prej ortak\u00ebve t\u00eb Liljana Zyl\u00ebs kan\u00eb themeluar t\u00eb tjera kompani n\u00eb Shqip\u00ebri por edhe jasht\u00eb vendit. Andrzej Izdebzki \u00ebsht\u00eb nj\u00eb biznesmen polak i fokusuar prej vitesh n\u00eb tregtin\u00eb e armatimit. N\u00eb nj\u00eb k\u00ebrkim t\u00eb thjesht\u00eb n\u00eb internet mund t\u00eb zbulosh se kompanit\u00eb e krijuara prej tij jan\u00eb t\u00eb listuara si kontraktore t\u00eb hershme t\u00eb Ministris\u00eb s\u00eb Mbrojtjes s\u00eb Polonis\u00eb. N\u00eb Poloni ai rezulton pronar i t\u00eb pakt\u00ebn dy kompanive. Kompania e par\u00eb e themeluar prej tij \u00ebsht\u00eb “E%K Spolka” e krijuar q\u00eb prej fillimit t\u00eb viteve 90-t\u00eb dhe e listuar n\u00eb shum\u00eb buletine t\u00eb Ministris\u00eb s\u00eb Mbrojtjes polake si kontraktore.<\/p>\n

Nj\u00eb tjet\u00ebr kompani e themeluar prej tij \u00ebsht\u00eb “UNIMESKO Pl” nj\u00eb tjet\u00ebr kompani e fokusuar n\u00eb import-eksportin e armatimit, kompani e themeluar n\u00eb vitet 2000 dhe prej s\u00eb cil\u00ebs duket se ka marr\u00eb emrin dhe filiali I saj n\u00eb Tiran\u00eb, “Unimesko shpk”. Por Izdebski rezulton dhe me nj\u00eb aktivitet t\u00eb ngjeshur tregtar n\u00eb Kroaci dhe Slloveni.<\/p>\n

Izdebzki<\/strong>
\nKompanit\u00eb e tij rezultojn\u00eb aktive n\u00eb buletinet informative t\u00eb biznesit t\u00eb k\u00ebtyre dy shteteve, nd\u00ebrsa Izdebzki rezulton me dy kompani t\u00eb tjera t\u00eb themeluara n\u00eb shtetin Slloven. “Morse sro” \u00ebsht\u00eb kompania e par\u00eb e krijuar n\u00eb Slloveni prej tij q\u00eb n\u00eb vitin 1994, nd\u00ebrsa kompania tjet\u00ebr \u00ebsht\u00eb “Seagle Trade sro” e themeluar n\u00eb vitin 2001. Pik\u00ebrisht n\u00eb k\u00ebt\u00eb kompani t\u00eb dyt\u00eb rezulton se Izdebzki \u00ebsht\u00eb ortak me nj\u00eb shtetas slloven t\u00eb quajtur Lubomir Hlavac i cili \u00ebsht\u00eb nj\u00eb nd\u00ebr sip\u00ebrrmar\u00ebsit m\u00eb t\u00eb fuqish\u00ebm slloven n\u00eb fush\u00ebn e armatimeve. Hlavac \u00ebsht\u00eb pronar ose bashk\u00ebpronar i nj\u00eb rrjeti kompanish dhe fabrikash t\u00eb fokusuara n\u00eb prodhimin e armatimeve por dhe import-eksportin e tyre.<\/p>\n

Go\u00e7a<\/strong>
\nLorenc Go\u00e7a \u00ebsht\u00eb nj\u00eb tjet\u00ebr ortak i bashk\u00ebshortes s\u00eb kreut t\u00eb Sh\u00ebrbimit Informativ ushtarak. Aktiviteti i tij tregtar fillon dit\u00ebn kur n\u00eb Shqip\u00ebri shtetasit polak\u00eb nis\u00ebn regjistrimin e tre kompanive t\u00eb tyre n\u00eb t\u00eb nj\u00ebjt\u00ebn dat\u00eb. Lorenc Go\u00e7a \u00ebsht\u00eb aksionar n\u00eb kompanine energjitike “UIND SUN UATER INITIATIVE”, nd\u00ebrsa n\u00eb kompanit\u00eb e tjera UNIMESKO dhe NITRO-CHEM t\u00eb cilat kan\u00eb p\u00ebr objekt tregtin\u00eb e armatimeve ai ka vet\u00ebm pozicionin e administratorit, pasi paketa e aksioneve t\u00eb k\u00ebtyre kompanive kontrollohet prej t\u00eb njohurve t\u00eb tij polak\u00eb.<\/p>\n

Duket se Go\u00e7a n\u00eb vitin 2011 dhe n\u00eb vitin 2012 ka nisur t\u00eb operoj\u00eb dhe me t\u00eb tjer\u00eb ortak\u00eb dhe bashk\u00ebpuntor\u00eb. Ai rezulton p\u00ebrfaq\u00ebsues ligjor i kompanis\u00eb energjitike “REA” e themeluar n\u00eb Mars t\u00eb vitit 2011, e cila \u00ebsht\u00eb n\u00eb pron\u00ebsi t\u00eb dy shtetasve slloven\u00eb. Nd\u00ebrsa n\u00eb Qershor t\u00eb vitit 2012 ai hyri 20 p\u00ebrqind aksionar n\u00eb kompanin\u00eb e sapothemeluar “DEMIING shpk”, duke patur bashk\u00ebortak\u00eb t\u00eb tij nj\u00eb shtetas serb t\u00eb Bosnjes dhe dy shtetas t\u00eb Kosov\u00ebs. Edhe kjo kompani ka shpallur si objekt t\u00eb sajin tregtin\u00eb n\u00eb sektorin energjitik.<\/p>\n
