K\u00ebshtu shteti ballkanik b\u00ebn pjes\u00eb n\u00eb ato pak vende, t\u00eb cilat gjat\u00eb vitit 2009 me gjith\u00eb kriz\u00ebn financiare sh\u00ebnuan rritje ekonomike, e madje n\u00eb rastin e Shqip\u00ebris\u00eb n\u00eb nivelin 3,3%.<\/p>\n<p>Por nj\u00eb v\u00ebshtrim i dyt\u00eb b\u00ebn t\u00eb qart\u00eb se ky kontribut i ve\u00e7ant\u00eb ka nevoj\u00eb p\u00ebr nj\u00eb relativizim. S\u00eb pari, ekonomia komb\u00ebtare edhe dy dekada pas kolapsit t\u00eb rendit t\u00eb vjet\u00ebr komunist vazhdon t\u00eb jet\u00eb shum\u00eb e izoluar, dhe kush nuk eksporton thuajse asgj\u00eb.<\/p>\n<p>Pra, nuk ka tregje eksportesh p\u00ebr t\u00eb humbur. S\u00eb dyti, rritja ekonomike e vitit t\u00eb kaluar i dedikohet krahas t\u00eb ardhurave (q\u00eb nuk do p\u00ebrs\u00ebriten m\u00eb) nga privatizimet, edhe programeve bujare t\u00eb shpenzimeve publike, me t\u00eb cilat kryeministri S. Berisha u p\u00ebrpoq t\u00eb ngrinte moralin e zgjedh\u00ebsve para zgjedhjeve parlamentare, ver\u00ebn e kaluar.<\/p>\n<p>Shok vuajtjesh me Greqin\u00eb<\/p>\n<p>Me gjith\u00eb nd\u00ebrthurjen e dob\u00ebt me tregjet bot\u00ebrore, kriza ekonomike nuk kaloi pa l\u00ebn\u00eb gjurm\u00eb edhe n\u00eb Shqip\u00ebri.<\/p>\n<p>Me vrag\u00ebn nga p\u00ebrvojat traumatike t\u00eb vitit 1997 t\u00eb shembjes s\u00eb piramidave t\u00eb fajdeve, &#8211; (t\u00eb cilat zhduk\u00ebn brenda nat\u00ebs kursimet e nj\u00eb pjese t\u00eb madhe t\u00eb popullsis\u00eb pa p\u00ebrvoj\u00eb n\u00eb \u00e7\u00ebshtjet e parave dhe q\u00eb pat\u00ebn si pasoj\u00eb zhytjen e Shqip\u00ebris\u00eb brenda nj\u00eb kohe t\u00eb shkurt\u00ebr n\u00eb anarki) &#8211; njer\u00ebzit reaguan fillimisht me mjaft nervozitet ndaj d\u00ebshtimeve financiare bot\u00ebrore. N\u00eb fund t\u00eb 2008-\u00ebs sistemi bankar vendas u konfrontua madje me nj\u00eb bank-run t\u00eb vog\u00ebl (t\u00ebrheqje n\u00eb mas\u00eb t\u00eb depozitave t\u00eb klient\u00ebve).<\/p>\n<p>Por situata u p\u00ebrmir\u00ebsua shpejt. M\u00eb shum\u00eb shqet\u00ebsim u krijon ekonomist\u00ebve ulja e fluksit t\u00eb parave nga jasht\u00eb. K\u00ebto t\u00eb ashtuquajtura remitanca gjat\u00eb vitit 2009 sh\u00ebnuan nivelin m\u00eb t\u00eb ul\u00ebt q\u00eb prej pes\u00eb vjet\u00ebsh. Me zyrtarisht 781 milion\u00eb euro ato p\u00ebrb\u00ebjn\u00eb ende 9% t\u00eb produktit t\u00eb brendsh\u00ebm bruto.<\/p>\n<p>Por n\u00eb vitin 200,7 transfertat nga emigrant\u00ebt ishin n\u00eb nivelin 951 milion\u00eb euro. Nj\u00eb p\u00ebrmir\u00ebsim i shpejt\u00eb nuk ka t\u00eb ngjar\u00eb t\u00eb ndodh\u00eb. Kjo edhe sepse shum\u00eb emigrant\u00eb n\u00eb Greqin\u00eb fqinje t\u00eb tronditur nga kriza, luftojn\u00eb tani p\u00ebr mbijetes\u00ebn e tyre ekonomike.<\/p>\n<p>Emigrant\u00ebt shqiptar\u00eb n\u00eb Greqi vler\u00ebsohen n\u00eb 800.000 vet\u00eb dhe p\u00ebrb\u00ebjn\u00eb atje grupin m\u00eb t\u00eb madh t\u00eb pun\u00ebmarr\u00ebsve t\u00eb huaj. Jo pak prej tyre druhen p\u00ebr humbjen e pun\u00ebs ose kan\u00eb mbetur tashm\u00eb t\u00eb papun\u00eb.<\/p>\n<p>&#8220;Parat\u00eb nga Greqia kan\u00eb r\u00ebnd\u00ebsi jetike p\u00ebr ekonomin\u00eb e Shqip\u00ebris\u00eb&#8221;, thot\u00eb A. Civici, profesor ekonomie. N\u00ebse nj\u00eb num\u00ebr i madh i k\u00ebtyre emigrant\u00ebve do ta ndiejn\u00eb veten t\u00eb shtr\u00ebnguar t\u00eb kthehen n\u00eb mas\u00eb n\u00eb atdhe, mund t\u00eb lindin probleme sociale.<\/p>\n<p>N\u00eb Shqip\u00ebrin\u00eb me 3,2 milion\u00eb banor\u00eb vendet e pun\u00ebs jan\u00eb t\u00eb pakta. V\u00ebrtet kuota e papun\u00ebsis\u00eb zyrtarisht \u00ebsht\u00eb n\u00eb nivelin 14%, dhe pra jo shum\u00eb e lart\u00eb n\u00eb krahasim me mesataren e rajonit. Por, kjo kuot\u00eb nuk ka forc\u00eb dometh\u00ebn\u00ebse, pasi popullsia rurale nuk p\u00ebrfshihet n\u00eb statistikat e papun\u00ebsis\u00eb.<\/p>\n<p>Problemi i pazgjidhur i tok\u00ebs<\/p>\n<p>Bujq\u00ebsia pasqyron nj\u00eb t\u00eb keqe thelb\u00ebsore t\u00eb ekonomis\u00eb vendase: munges\u00ebn e aft\u00ebsis\u00eb konkurruese. Megjith\u00ebse sektori agrar p\u00ebrb\u00ebn baz\u00ebn ekonomike p\u00ebr rreth 50% t\u00eb popullsis\u00eb, m\u00eb shum\u00eb se 40% e produkteve agrare importohen.<\/p>\n<p>Sektori agrar kufizohet n\u00eb pjes\u00ebn m\u00eb t\u00eb madhe n\u00eb ekonomi t\u00eb ashtuquajtura &#8220;subsistence&#8221;, pra ku fshatar\u00ebt prodhojn\u00eb sa p\u00ebr t\u00eb furnizuar me ushqime familjet e tyre. P\u00ebr shitje ose eksport nuk mungojn\u00eb vet\u00ebm mund\u00ebsit\u00eb e marketingut.<\/p>\n<p>N\u00eb krahasim me fqinj\u00ebt e huaj si p.sh. Greqin\u00eb apo Italin\u00eb t\u00eb cilat p\u00ebrfitojn\u00eb subvencione bujare nga BE-ja, prodhuesit vendas n\u00eb Shqip\u00ebri, t\u00eb cil\u00ebt nuk marrin asnj\u00eb mb\u00ebshtetje shtet\u00ebrore, nuk jan\u00eb n\u00eb gjendje t\u00eb konkurrojn\u00eb edhe sa i takon produktivitetit.<\/p>\n<p>Nj\u00eb arsye e r\u00ebnd\u00ebsishme p\u00ebr mjerimin e bujq\u00ebsis\u00eb \u00ebsht\u00eb parcelizimi i ekstrem i sip\u00ebrfaqeve t\u00eb gjelbra.<\/p>\n<p>\u00c7do fermeri i takojn\u00eb mesatarisht vet\u00ebm 2,1 hektar\u00eb tok\u00eb e shfryt\u00ebzueshme; n\u00eb shum\u00eb raste bujqit madje kan\u00eb vet\u00ebm 0,2 deri 0,4 hektar\u00eb. Nj\u00eb nga shkaqet p\u00ebr k\u00ebt\u00eb duhet k\u00ebrkuar n\u00eb fillimet e viteve 1990, kur n\u00eb kuad\u00ebr t\u00eb reform\u00ebs agrare u shp\u00ebrb\u00ebn\u00eb kooperativat bujq\u00ebsore dhe toka bujq\u00ebsore iu shp\u00ebrnda falas ish an\u00ebtar\u00ebve t\u00eb kooperativave.<\/p>\n<p>Pasoj\u00eb e k\u00ebsaj politike \u00ebsht\u00eb nj\u00eb cop\u00ebzim i fort\u00eb i truallit, q\u00eb b\u00ebn thuajse t\u00eb pamundur nj\u00eb administrim agrar eficient. Nj\u00eb tjet\u00ebr e met\u00eb \u00ebsht\u00eb q\u00eb p\u00ebr shum\u00eb cop\u00ebza trualli, kryesisht n\u00eb af\u00ebrsi t\u00eb qyteteve dhe n\u00eb rajonet me potencial turistik, ekziston ende nj\u00eb pasiguri e madhe ligjore mbi raportet e pron\u00ebsis\u00eb.<\/p>\n<p>P\u00ebr investuesit potencial\u00eb \u00e7\u00ebshtjet e pazgjidhura t\u00eb pron\u00ebsis\u00eb e b\u00ebjn\u00eb natyrisht pak t\u00ebrheq\u00ebs vendin. P\u00ebr ish- k\u00ebshilltarin ekonomik t\u00eb kryeministrit S. Berisha, N. Sejamini, konflikti i vazhduesh\u00ebm p\u00ebr t\u00eb drejtat mbi truallin \u00ebsht\u00eb nj\u00eb arsye qendrore p\u00ebrse gjat\u00eb transformimit post-komunist nuk \u00ebsht\u00eb ngritur thuajse asnj\u00eb industri e re.<\/p>\n<p>Askush nuk rrezikon duke b\u00ebr\u00eb investime t\u00eb shtrenjta n\u00eb nj\u00eb truall, n\u00ebse vazhdimisht druan se papritur njer\u00ebz t\u00eb panjohur mund t\u00eb ngren\u00eb pretendime p\u00ebr at\u00eb truall.<\/p>\n<p>Nj\u00eb k\u00ebng\u00eb p\u00ebr k\u00ebt\u00eb problem mund t\u00eb k\u00ebndonte operatori francez i fshatrave turistik\u00eb &#8220;Club Med&#8221;: vite me radh\u00eb luftoi ai p\u00ebr nj\u00eb projekt rreth 75 milion\u00eb euro, p\u00ebr nd\u00ebrtimin e nj\u00eb fshati turistik n\u00eb bregdetin jugor t\u00eb Shqip\u00ebris\u00eb. I p\u00ebrballur me padit\u00eb e jo m\u00eb pak se 129 familjeve, t\u00eb cilat t\u00eb gjitha pretendonin t\u00eb drejta mbi tok\u00ebn, investuesi hoqi dor\u00eb i lodhur.<\/p>\n<p>N\u00eb pritje t\u00eb k\u00ebrkuesve t\u00eb arit<br \/>\nN\u00eb Shqip\u00ebri sundimi i ligjit q\u00ebndron mbi k\u00ebmb\u00eb t\u00eb dob\u00ebta. Lidhjet personale dhe privilegjimi i klanit p\u00ebrkat\u00ebs kan\u00eb shpesh m\u00eb shum\u00eb r\u00ebnd\u00ebsi sesa detyrimi kundrejt ligjeve dhe rregullave.<\/p>\n<p>Nj\u00eb diplomat per\u00ebndimor na flet p\u00ebr drejtim t\u00eb shtetit me persona dhe jo institucional. Kur vjen n\u00eb pushtet nj\u00eb drejtues i ri, thot\u00eb, fillimisht ai nd\u00ebrron krejt personelin, dhe k\u00ebt\u00eb e b\u00ebn deri n\u00eb rangjet m\u00eb t\u00eb ul\u00ebta. N\u00eb kushte t\u00eb tilla nuk mund t\u00eb b\u00ebhet fjal\u00eb p\u00ebr vazhdim\u00ebsi n\u00eb udh\u00ebheqjen e shtetit.<\/p>\n<p>Por p\u00ebr k\u00ebt\u00eb arsye investuesit dhe organizatat e zhvillimit, nuk mund asnj\u00ebher\u00eb t\u00eb jen\u00eb t\u00eb sigurta q\u00eb marr\u00ebveshja e arritur me drejtuesin e m\u00ebparsh\u00ebm, t\u00eb ket\u00eb vler\u00eb edhe kundrejt mbajt\u00ebsit t\u00eb ri t\u00eb postit.<\/p>\n<p>Pa dyshim: Ekonomia e dyt\u00eb m\u00eb e varf\u00ebr n\u00eb Europ\u00eb (pas Moldavis\u00eb) pengohet shpesh nga vetvetja gjat\u00eb zhvillimit.<\/p>\n<p>Ndonj\u00ebher\u00eb reformat jan\u00eb m\u00eb shum\u00eb fasad\u00eb sesa t\u00eb v\u00ebrteta. Shqip\u00ebria v\u00ebrtet ka futur shum\u00eb ligje t\u00eb mira duke pasur parasysh edhe an\u00ebtar\u00ebsimin e synuar n\u00eb BE; por p\u00ebrdorimi i tyre l\u00eb shpesh p\u00ebr t\u00eb d\u00ebshiruar. Me sukses t\u00eb pak\u00ebt ishin edhe nisma t\u00eb shumta eksporti, me an\u00eb t\u00eb t\u00eb cilave synohej t\u00eb ndreqej bilanci tregtar tejet deficitar (eksportet jan\u00eb vet\u00ebm sa nj\u00eb e pesta e importeve).<\/p>\n<p>Vendi i pasur me lumenj ka n\u00eb fakt kushte t\u00eb favorshme n\u00eb sektorin e energjis\u00eb hidrike. Edhe n\u00eb industrin\u00eb minerare (krom, bak\u00ebr, nikel) ose n\u00eb turiz\u00ebm ka potenciale.
