Reformat q\u00eb duhen ta p\u00ebrfshijn\u00eb nj\u00eb parti duhet t\u00eb shoq\u00ebrohen me nj\u00eb ndryshim t\u00eb thell\u00eb si n\u00eb aspektin organizativ po aq edhe n\u00eb konceptin e qasjeve t\u00eb problemeve politike, ekonomike, shoq\u00ebrore , sociale etj. Me nj\u00eb fjal\u00eb koncepti i partis\u00eb duhet t\u00eb p\u00ebrfshihet n\u00eb ndryshimet e gjith\u00ebmbarshme, p\u00ebrkat\u00ebsisht n\u00eb raport me nevojat e zhvillimeve t\u00eb shtetit dhe trend\u00ebve gjeopolitike q\u00eb po i p\u00ebson Kosova.<\/p>\n

Reformat q\u00eb duhet t\u2019i b\u00ebn\u00eb LDK-ja duhet t\u00eb shoq\u00ebrohen me nj\u00eb riorganizim tjet\u00ebr i cili do t\u2019u shmangej t\u00eb gjitha praktikave d\u00ebshtuese t\u00eb deritanishme q\u00eb e kan\u00eb sjell k\u00ebt\u00eb parti n\u00eb gjendjen n\u00eb t\u00eb cil\u00ebn \u00ebsht\u00eb. Do t\u00eb ishte mir\u00eb q\u00eb njer\u00ebzit p\u00ebrgjegj\u00ebs t\u00eb kuptonin p\u00ebr rolin e tyre negativ me pasoja jo vet\u00ebm p\u00ebr LDK-n\u00eb, por me pasoja t\u00eb pa shmangshme p\u00ebr proceset q\u00eb po kalon Kosova.<\/p>\n

Por si duket kasta n\u00eb fuqi nuk \u00ebsht\u00eb e denj\u00eb t\u00eb reformoj\u00eb partin\u00eb, sikurse q\u00eb nuk \u00ebsht\u00eb as n\u00eb gjendje t\u00eb l\u00ebshoj pozitat t\u00eb cilat sado q\u00eb nuk flitet i kan\u00eb dhjamosur klanet dhe grupet e interesit q\u00eb jan\u00eb instaluar pik\u00ebrisht n\u00eb kryesin\u00eb qendrore t\u00eb LDK-s\u00eb, dhe nga aty komandohen dhe dirigjohen, madje edhe kontrollohen t\u00eb gjitha strukturat shtet\u00ebrore t\u00eb pushtetit qendror e lokal q\u00eb mund t\u2019i cenoj interesat e tyre.<\/p>\n

Por njoh\u00ebsit e mir\u00eb t\u00eb gjendjes n\u00eb LDK, kan\u00eb arsye t\u00eb jen skeptik p\u00ebr reforma t\u00eb mir\u00ebfillta, pasi oportunizmi partiak i kreut t\u00eb LDK-s\u00eb q\u00eb prej sa vitesh po mohon nevoj\u00ebn e reformave t\u00eb p\u00ebrgjithshme, t\u00eb thella dhe t\u00eb domosdoshme p\u00ebr t\u00eb ekzistuar dhe p\u00ebr t\u00eb qen e gatshme edhe LDK-ja t\u00eb konkurron si parti politike n\u00eb m\u00ebnyr\u00eb t\u00eb denj\u00eb, p\u00ebr t\u00eb rimarr\u00eb pushtetin n\u00eb zgjedhjet e mundshme. Por me k\u00ebt\u00eb gjendja \u00e7far\u00eb \u00ebsht\u00eb LDK-ja, do t\u00eb ishte fatale p\u00ebr partin\u00eb dhe p\u00ebr Kosov\u00ebn n\u00ebse rikthehen n\u00eb pushtet pa u ndryshuar, pa u reformuar qoft\u00eb n\u00eb konceptet e mendimit, t\u00eb veprimit a t\u00eb strukturimit t\u00eb partis\u00eb.<\/p>\n

Reformat e pjesshme q\u00eb si\u00e7 duket do t\u00eb ndodhin brenda kuadrit ekzistues do t\u00eb b\u00ebjn\u00eb LDK-n\u00eb parti edhe m\u00eb qesharake dhe jo konkurruese n\u00eb proceset e ardhshme zgjedhore, sepse si\u00e7 shihet nuk do t\u00eb pranojn\u00eb reformimin e partis\u00eb duke i cenuar interesat e tyre. Reformat q\u00eb do t\u00eb ndodhin n\u00eb LDK, sipas t\u00eb gjitha gjasave do t\u00eb b\u00ebhen vet\u00ebm ato reforma q\u00eb nuk do ta prekin interesin e k\u00ebsaj kaste e cila \u00ebsht\u00eb fajtore m\u00eb shum\u00eb se kushdo tjet\u00ebr.<\/p>\n

Por kryesia qendrore duhet ta din\u00eb se partia e tyre ka nevoj\u00eb t\u00eb kthehet n\u00eb nj\u00eb parti reformiste e cila \u00e7do her\u00eb karshi rrethanave dhe proceseve q\u00eb do t\u00eb ndodhin, edhe ajo do t\u00eb transformohet e p\u00ebrshtatet nga viti n\u00eb vit dhe do t\u00eb b\u00ebhet nj\u00eb parti moderne q\u00eb ka n\u00eb konceptin e saj reform\u00ebn politike dhe reform\u00ebn e organizimit t\u00eb partis\u00eb n\u00eb varshm\u00ebri me nevojat shtet\u00ebrore q\u00eb ka vendi n\u00eb secil\u00ebn etap\u00eb kohore.<\/p>\n

LDK nj\u00eb reform\u00eb t\u00eb thell\u00eb duhet ta b\u00ebn\u00eb edhe n\u00eb dy sektor\u00ebt e partis\u00eb t\u00eb cil\u00ebt funksionojn\u00eb si parti m\u00eb vete, kurse n\u00eb Evrop\u00ebn demokratike strukturimi dhe organizimi i partive demokratike nuk ka fare t\u00eb b\u00ebj\u00eb me konceptet e partive demokratike n\u00eb Kosov\u00eb t\u00eb cilat p\u00ebr kah organizimi dhe strukturimi i tyre ngjasojn\u00eb m\u00eb shum\u00eb me sistemin komunist por jo me sistemet demokratike.<\/p>\n

Praktika e LKJ k\u00ebrkonte t\u00eb kishte struktura ndar\u00ebse si n\u00eb Lidhja e Rinis\u00eb Komuniste, Rinis\u00eb Socialiste, etj. dhe Forumet e Grave t\u00eb cilat kat\u00ebr\u00e7ip\u00ebrisht shprehin nj\u00eb mentalitet t\u00eb demoduar me p\u00ebrmasa patriarkale, sepse n\u00eb bot\u00ebn e civilizuar dhe demokratike gruaja e sotme i realizon ambiciet e vete n\u00eb kuad\u00ebr t\u00eb partis\u00eb por jo me ndarje t\u00eb tipit qe kemi n\u00eb Kosov\u00eb, ngase p\u00ebr kaq e kaq vite sa jam n\u00eb per\u00ebndim nuk m\u00eb ka r\u00ebn\u00eb t\u00eb d\u00ebgjoj p\u00ebr mbledhje e kongrese t\u00eb grave e t\u00eb rinjve t\u00eb nj\u00eb partie k\u00ebshtu si te ne ve\u00e7 e ve\u00e7.<\/p>\n

Ndoshta do t\u00eb ishte di\u00e7ka tjet\u00ebr sikurse nj\u00eb seksion partie merrej m\u00eb shum\u00eb me \u00e7\u00ebshtjet e grave dhe t\u00eb t\u00eb rinjve, e jo si\u00e7 e kemi kudo n\u00eb Kosov\u00eb. Prandaj LDK-ja duhet ta shikon mund\u00ebsin\u00eb e nj\u00eb reformimi pak m\u00eb ndryshe se praktikat e gjertanishme. Rasti i braktisjes s\u00eb partis\u00eb nga kryetarja e Forumit t\u00eb Gruas si\u00e7 b\u00ebri Melihate Tr\u00ebmkolli, dhe pas aderimit t\u00eb saj n\u00eb nj\u00eb subjekt tjet\u00ebr, menj\u00ebher\u00eb ka sjell\u00eb n\u00eb kriz\u00eb FG t\u00eb LDK-s\u00eb, ku tani duhet t\u00eb p\u00ebrballet me v\u00ebshtir\u00ebsit\u00eb e brendshme t\u00eb cilat ia ka inskenuar Melihate Tr\u00ebmkolli para se t\u00eb ikte.<\/p>\n

Nj\u00eb gjendje po aq sharlatane ekziston edhe n\u00eb FR t\u00eb LDK-s\u00eb, forum ky q\u00eb zgjodhi p\u00ebr kryetar Xhafer Tahirin i cili p\u00ebrve\u00e7 p\u00ebrditshm\u00ebris\u00eb s\u00eb loj\u00ebs n\u00eb Facebook, p\u00ebr t\u00eb mbledh \u201cfansa\u201d p\u00ebr partin\u00eb, p\u00ebr kryetarin e partis\u00eb q\u00eb \u00ebsht\u00eb edhe kryetar i vendit, nuk e kam t\u00eb njohur rolin e tij n\u00eb k\u00ebt\u00eb organizim parapolitik. Sikur shum\u00eb t\u00eb tjer\u00eb kryetari i partis\u00eb e ka pun\u00ebsuar n\u00eb presidenc\u00eb edhe Xhafer Tahirin dhe ai duhet ta vazhdon vrapin e tij p\u00ebr t\u00eb siguruar titull \u201cdr.\u201d, praktik\u00eb kjo tashm\u00eb e njohur edhe n\u00eb k\u00ebt\u00eb dikaster shtet\u00ebror.<\/p>\n

Ardhja e tij n\u00eb krye t\u00eb FR t\u00eb LDK-s\u00eb pa asnj\u00eb p\u00ebrvoj\u00eb ka d\u00ebshmuar se LDK-ja ende nuk \u00ebsht\u00eb e gatshme t\u2019i zgjedh kuadrat q\u00eb kan\u00eb eksperienc\u00eb veprimi, sepse vet\u00ebm ata mund t\u00eb b\u00ebjn\u00eb reforma dhe t\u00eb sjellin njer\u00ebz q\u00eb e shp\u00ebtojn\u00eb partin\u00eb, e jo si rasti n\u00eb fjal\u00eb kur p\u00ebrmes FB do t\u2019i lut veprimtar\u00ebt e LDK-s\u00eb t\u00eb b\u00ebhen \u201cfansa\u201d t\u00eb partis\u00eb s\u00eb tij, pa e vrar\u00eb mendjen n\u00ebse ata persona mund t\u00eb ken\u00eb nj\u00eb p\u00ebrvoj\u00eb politike n\u00eb LDK q\u00eb kur ai luante me guralec\u00eb n\u00eb fshatin e tij t\u00eb lindjes.<\/p>\n

N\u00ebse LDK-ja do t\u2019u n\u00ebnshtrohet reformave dhe do t\u00eb strukturohej si nj\u00eb parti q\u00eb e kontrollon edhe veprimin e brendsh\u00ebm t\u00eb saj, sepse po t\u00eb b\u00ebhen reformat si\u00e7 po imagjinojm\u00eb, as Xhafer Tahiri dhe askush tjet\u00ebr nuk do t\u00eb kishte mund\u00ebsin\u00eb t\u00eb vinte e b\u00ebhen drejtues t\u00eb sektor\u00ebve partiak pa e d\u00ebshmuar aft\u00ebsin\u00eb dhe cil\u00ebsin\u00eb si nj\u00eb kuad\u00ebr i sjellsh\u00ebm, e ruana zot n\u00ebse ai \u00ebsht\u00eb ngjitur deri atje pa qen\u00eb as an\u00ebtar i LDK-s\u00eb. Absurdi i gjith\u00eb k\u00ebsaj \u00ebsht\u00eb kur n\u00eb funksionet ky\u00e7e t\u00eb partis\u00eb jan\u00eb instaluar njer\u00ebzit q\u00eb kan\u00eb m\u00eb s\u00eb paku merita p\u00ebr t\u00eb kaluar\u00ebn e famshme t\u00eb LDK-s\u00eb.<\/p>\n

Struktura politike e partive n\u00eb Kosov\u00eb, ve\u00e7mas t\u00eb LDK-s\u00eb me t\u00eb cil\u00ebn jemi duke u marr\u00eb, duhet q\u00eb lidhjet dhe marr\u00ebdh\u00ebniet e saj me FR t\u00eb LDK-s\u00eb dhe at\u00eb t\u00eb FG t\u00eb LDK-s\u00eb t\u00eb mos shihen si struktura n\u00eb vetvete, t\u00eb p\u00ebrdorshme vet\u00ebm n\u00eb prag t\u00eb zgjedhjeve a n\u00eb koh\u00ebn e fushat\u00ebs zgjedhore, por duhet strukturuar n\u00eb at\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb jen\u00eb aktive gjat\u00eb gjith\u00eb koh\u00ebs, duke mos u ndier e p\u00ebrjetuar nj\u00eb ndarje \u00e7far\u00eb praktikisht ekziston q\u00eb nga themelimi e gjer m\u00eb sot.<\/p>\n

Praktika e gjertanishme ka d\u00ebshmuar se roli i k\u00ebtyre dy forumeve ka qen\u00eb jasht\u00eb proceseve t\u00eb partis\u00eb, kurse ato kan\u00eb qen\u00eb vet\u00ebm nj\u00eb dekor formal i partis\u00eb sa p\u00ebr t\u00eb krijuar nj\u00eb imazh t\u00eb veprimit unik t\u00eb partis\u00eb. Struktura organizative e LDK-s\u00eb duhet t\u00eb ndryshon rr\u00ebnj\u00ebsisht, ashtu si\u00e7 duhet t\u00eb ndryshoj edhe struktura komanduese bashk\u00eb me struktur\u00ebn e informimit duhet t\u00eb ndryshohen rr\u00ebnj\u00ebsisht p\u00ebr t\u00eb qen\u00eb k\u00ebto struktura n\u00eb var\u00ebsi t\u00eb K\u00ebshillit t\u00eb P\u00ebrgjithsh\u00ebm t\u00eb LDK-s\u00eb i cili duhet t\u2019i kontrollon dhe menaxhon zhvillimet politike n\u00eb parti, kurse Kuvendi i Partis\u00eb duhet t\u00eb jet\u00eb organi m\u00eb i lart\u00eb. Jo m\u00eb n\u00eb praktikat e gjertanishme ku kryesia qendrore vet ka prer\u00eb e vet ka qep duke i shkelur t\u00eb gjitha normat statusore t\u00eb nj\u00eb partie demokratike, madje duke shkelur normat statusore edhe t\u00eb vet LDK-s\u00eb, ku n\u00eb aspektin formal ka ekzistuar edhe n\u00eb k\u00ebt\u00eb parti.<\/p>\n

E kam theksuar edhe ne analizat e m\u00ebparshme se pjes\u00eb t\u00eb t\u00ebra t\u00eb k\u00ebtyre qasjeve, t\u00eb k\u00ebtyre kritikave dhe t\u00eb k\u00ebtyre sugjerimeve iu p\u00ebrshtaten edhe partive t\u00eb tjera, gjende kjo hi\u00e7 m\u00eb e mir\u00eb se sa n\u00eb LDK. Por LDK-ja \u00ebsht\u00eb n\u00eb proces e sip\u00ebr q\u00eb na shtyu dasht\u00eb e pa dasht\u00eb t\u00eb merremi m\u00eb drejtp\u00ebrdrejt dhe konkretisht vet\u00ebm me k\u00ebt\u00eb parti.<\/p>\n
