03.07.2010<\/em><\/p>\nIncidenti i r\u00ebnd\u00eb ndodhur n\u00eb Mitrovic\u00eb, \u00ebsht\u00eb d\u00ebshmia m\u00eb e fundit e asaj se prej nga vijn\u00eb rreziqet m\u00eb t\u00eb m\u00ebdha p\u00ebr sigurin\u00eb komb\u00ebtare t\u00eb shtetit t\u00eb ri. Nj\u00eb p\u00ebrfundim i till\u00eb u p\u00ebrforcua madje dhe nga Ambasadori Amerikan n\u00eb Kosov\u00eb, Dell, q\u00eb vuri gishtin tek veriu! Por ky incident nuk ndodhi n\u00eb nj\u00eb terren politik shterp\u00eb. Rreth veriut, pritet t\u00eb verifikohen zhvillime n\u00eb dit\u00ebt e ardhshme. Jo thjesht n\u00eb pik\u00ebpamje kohore, ato do t\u00eb ndodhin pas vendimit t\u00eb pritsh\u00ebm t\u00eb Gjykat\u00ebs Nd\u00ebrkomb\u00ebtare t\u00eb Hag\u00ebs dhe mund ta ken\u00eb p\u00ebrqendrimin e tyre pik\u00ebrisht n\u00eb veri.<\/p>\n
Ato u paraprin\u00eb nga nj\u00eb klim\u00eb deklaratash, pozicionesh, vizitash, q\u00eb mesa duket jan\u00eb t\u00eb lidhura me nj\u00ebra-tjetr\u00ebn. N\u00eb k\u00ebt\u00eb klim\u00eb jan\u00eb tri pal\u00ebt kryesore q\u00eb luajn\u00eb kartat, por s’i tregojn\u00eb ato. Pala serbe ka qen\u00eb mjaft aktive deri n\u00eb ekstrem n\u00eb lidhje me veriun e Kosov\u00ebs. Oliver Ivanovi\u00e7, sekretar shteti p\u00ebr Kosov\u00ebn, ka folur p\u00ebr nj\u00eb status t\u00eb ardhsh\u00ebm t\u00eb Kosov\u00ebs, t\u00eb ngjash\u00ebm me statusin e Qipros, por pa shpjeguar se cila i binte t\u00eb ishte “Qiproja turke” e Kosov\u00ebs.<\/p>\n
Pavar\u00ebsisht p\u00ebrg\u00ebnjeshtrimeve t\u00eb m\u00ebvonshme, jan\u00eb me origjin\u00eb serbe tezat q\u00eb po qarkullojn\u00eb n\u00eb publik p\u00ebr shk\u00ebmbime territoresh. Mund t\u00eb konsiderohet si frym\u00ebzim i Serbis\u00eb dhe pjes\u00ebmarrja e madhe e serb\u00ebve n\u00eb zgjedhjet e Parteshit. Parteshi v\u00ebrtet \u00ebsht\u00eb komun\u00eb e vog\u00ebl, e krijuar rishtaz, por pjes\u00ebmarrja n\u00eb ato zgjedhje, d\u00ebften se dhe vet\u00eb Serbia zyrtare ka pasur interes. N\u00ebse do t\u00eb donte Serbia, pjes\u00ebmarrja nuk do t\u00eb ishte 65%. Edhe reagimet, gjoja konfuze t\u00eb autoriteteve serbe n\u00eb lidhje me k\u00ebt\u00eb pjes\u00ebmarrje, dukej sikur e n\u00ebnkuptonin k\u00ebt\u00eb.<\/p>\n
N\u00eb reagimet serbe sigurisht duhen futur dhe prononcimet pajtuese t\u00eb Jeremi\u00e7it, p\u00ebr nj\u00eb zgjidhje q\u00eb do t’i linte t\u00eb k\u00ebnaqur t\u00eb gjith\u00eb. At\u00eb e pasoi n\u00eb t\u00eb nj\u00ebjt\u00ebn linj\u00eb dhe patriarku Irinej. Serb\u00ebt madje jan\u00eb p\u00ebrpjekur p\u00ebr t\u00eb krijuar “klim\u00eb pajtimi”. U bllokuan g\u00ebrmimet p\u00ebr varret masive me urdh\u00ebr t\u00eb Tadi\u00e7it dhe u improvizua nj\u00eb vizit\u00eb private, por e mediatizuar e Tadi\u00e7it n\u00eb familjen Fehmiu. N\u00eb kuad\u00ebr t\u00eb bisedimeve, s’do t\u00eb ishte normale prodhimi i lajmeve me viktima t\u00eb hershme t\u00eb konfliktit shqiptaro-serb. N\u00eb k\u00ebt\u00eb kuad\u00ebr dhe ceremonia relativisht agresive e serb\u00ebve n\u00eb Gazimestan duhet konsideruar si pjes\u00eb e krijimit t\u00eb klim\u00ebs triumfaliste-trim\u00ebrim i opinionit publik serb n\u00eb perspektiv\u00ebn e bisedimeve eventuale.<\/p>\n
Jan\u00eb disa l\u00ebvizje nd\u00ebrkomb\u00ebtare, q\u00eb lidhen me statusin e Mitrovic\u00ebs apo Kosov\u00ebs s\u00eb veriut. Kemi pasur brenda pak koh\u00ebsh disa vizita nd\u00ebrkomb\u00ebtare t\u00eb nivelit t\u00eb lart\u00eb, atje q\u00eb m\u00eb par\u00eb s’kishin ndodhur: Komisioneri Fyle dhe ministri britanik p\u00ebr Europ\u00ebn. M\u00eb n\u00eb fund ishte Ambasadori Amerikan. N\u00eb lidhje me hipotezat p\u00ebr ndarje q\u00eb vijn\u00eb nga Serbia, Piter Feith, shefi i pranis\u00eb nd\u00ebrkomb\u00ebtare, Ministri britanik Lidingston, zyrtar\u00eb t\u00eb departamentit amerikan t\u00eb shtetit jan\u00eb shprehur kund\u00ebr, por ama insistojn\u00eb p\u00ebr bisedime, menj\u00ebher\u00eb mbas vendimit t\u00eb GJND.<\/p>\n
Me probabilitet t\u00eb lart\u00eb, edhe arrestimet apo hetimet e zyrtar\u00ebve t\u00eb Qeveris\u00eb s\u00eb Kosov\u00ebs koicidojn\u00eb pak si shum\u00eb me bisedimet eventuale p\u00ebr statusin e Kosov\u00ebs s\u00eb veriut. Europian\u00ebt duken m\u00eb t\u00eb vendosur ndoshta p\u00ebr l\u00ebshime ndaj pal\u00ebs serbe, ndaj p\u00ebr “t\u00eb ulur rezistenc\u00ebn e Qeveris\u00eb”, po k\u00ebrkojn\u00eb me sulm mediatik vazhdimin e hetimeve. Prononcimi i fundit i prokurorit holandez Wresvijk p\u00ebr list\u00eb t\u00eb gjat\u00eb t\u00eb akuzuarish dhe p\u00ebr korrikun si muaj sulmi ishte jo rast\u00ebsor: deklarimet e tij politike ngjajn\u00eb si t\u00eb frym\u00ebzuara nga Lart.<\/p>\n
Amerikan\u00ebt nga ana tjet\u00ebr, m\u00eb luajal\u00eb me shqiptar\u00ebt e Kosov\u00ebs dhe Qeverin\u00eb e tyre, e kund\u00ebrshtojn\u00eb k\u00ebt\u00eb koincidenc\u00eb t\u00eb hetimeve me bisedimet. Ata e konsiderojn\u00eb Kosov\u00ebn e pavarur si investim t\u00eb tyre, q\u00eb s’mund t\u00eb paraqitet si shtet i d\u00ebshtuar apo q\u00eb s’duhet t\u00eb dob\u00ebsohet n\u00eb nj\u00eb moment si ky i vendimit t\u00eb Gjykat\u00ebs s\u00eb Hag\u00ebs. Nj\u00eblloj p\u00ebrplasje euro-amerikane vihet re qart\u00eb dhe n\u00eb publik.<\/p>\n
Edhe Qeveria e Kosov\u00ebs nuk ka mbetur pas. Ajo madje ka folur, por jo shum\u00eb qart\u00eb, p\u00ebr nj\u00eblloj riorganizimi t\u00eb Kosov\u00ebs s\u00eb Veriut, me goj\u00ebn e Kryeministrit Tha\u00e7i, nd\u00ebrsa ka refuzuar me forc\u00eb shk\u00ebmbimet e territoreve. Por kjo s’do t\u00eb thot\u00eb se p\u00ebr veriun nuk do t\u00eb diskutohet n\u00eb t\u00eb ardhmen, apo se rreth tij s’do t\u00eb ket\u00eb vendime t\u00eb r\u00ebnd\u00ebsishme.<\/p>\n
N\u00eb k\u00ebt\u00eb kuad\u00ebr duhet par\u00eb dhe ardhja e Tha\u00e7it n\u00eb Durr\u00ebs p\u00ebr takim me Berish\u00ebn. Si zakonisht faktor\u00ebt politik\u00eb n\u00eb Kosov\u00eb, vendas dhe t\u00eb huaj, vijn\u00eb n\u00eb Shqip\u00ebri p\u00ebr t\u00eb prodhuar konsensus n\u00eb Kosov\u00eb. E ka b\u00ebr\u00eb Feithi, menj\u00ebher\u00eb pas bastisjes s\u00eb Ministris\u00eb s\u00eb Transporteve, e b\u00ebn Haradinaj, ja ku e b\u00ebri dhe Tha\u00e7i. Tema e bised\u00ebs ishte paprekshm\u00ebria e kufijve t\u00eb Kosov\u00ebs!<\/p>\n
Vendimi i Hag\u00ebs dhe reagimet q\u00eb duhen<\/strong><\/p>\nK\u00ebto zhvillime kan\u00eb ndodhur para vendimit t\u00eb Hag\u00ebs. Me shum\u00eb gjasa vendimi i pritsh\u00ebm i GJND do t\u00eb ket\u00eb dy pamje: Nga nj\u00ebra an\u00eb, ai pritet t\u00eb legjitimoj\u00eb zhvillimet n\u00eb terren, pra shpalljen e pavar\u00ebsis\u00eb pas aparteidit t\u00eb vendosur n\u00eb Kosov\u00eb, n\u00eb vitet ’80, elementet kushtetues t\u00eb 74, shpalljen e pavar\u00ebsis\u00eb nga Kosova n\u00eb vitin 1990 prej institucioneve t\u00eb ligjshme, luft\u00ebn p\u00ebr liri, operacionet zyrtare p\u00ebr pastrimin etnik, etj, dhe do ta konsideroj\u00eb pavar\u00ebsimin si zhvillim q\u00eb s’mund t\u00eb kthehet mbrapsh.<\/p>\n
Nga ana tjet\u00ebr, prej frik\u00ebs s\u00eb vendosjes s\u00eb nj\u00eb precedenti q\u00eb mund t\u00eb vlej\u00eb p\u00ebr zona t\u00eb tjera ku ka probleme minoritetesh, GJND do t\u00eb p\u00ebrmend\u00eb dhe faktor\u00eb legal\u00eb q\u00eb jan\u00eb kund\u00ebr shpalljes s\u00eb pavar\u00ebsis\u00eb. Tek k\u00ebto element\u00eb do t\u00eb kapet pala serbe. Me siguri dhe europian\u00ebt, pasi q\u00eb Kosova ndodhet n\u00eb oborrin e tyre, do t’i p\u00ebrdor\u00eb ato argumente p\u00ebr t\u00eb shtuar presionin mbi pal\u00ebn kosovare.<\/p>\n
Nuk dihet se \u00e7far\u00eb po luhet, por ka disa ide q\u00eb duhen konsideruar me k\u00ebmb\u00ebngulje p\u00ebr procesin q\u00eb do t\u00eb z\u00ebr\u00eb fill pas vendimit t\u00eb Gjykat\u00ebs Nd\u00ebrkomb\u00ebtare t\u00eb Hag\u00ebs.<\/p>\n
Faktori shqiptar duhet t\u00eb reagoj\u00eb i vendosur si komb ndaj k\u00ebrc\u00ebnimeve p\u00ebr ndarjen e Kosov\u00ebs. Klasa politike kosovare gjithashtu duhet t\u00eb prodhoj\u00eb konsensus sa m\u00eb t\u00eb gjer\u00eb rreth bisedimeve t\u00eb pritshme me Serbin\u00eb, sepse Qeveria n\u00ebn presionin e hetimeve ka autoritet t\u00eb cunguar. N\u00eb k\u00ebt\u00eb kuad\u00ebr, krijimi i nj\u00eb strukture t\u00eb ngjashme me Grupin e Unitetit, por me element\u00eb t\u00eb tjer\u00eb shtes\u00eb, do t\u00eb sh\u00ebrbente p\u00ebr t’i dh\u00ebn\u00eb m\u00eb legjitimitet \u00e7do vendimi t\u00eb ardhsh\u00ebm.<\/p>\n
Ai do t\u00eb duhej q\u00eb t\u00eb formulonte vijat e kuqe, p\u00ebr bisedimet eventuale teknike me Serbin\u00eb. P\u00ebr t’u sh\u00ebnuar q\u00eb iden\u00eb e nj\u00eb K\u00ebshilli t\u00eb till\u00eb, e ka mb\u00ebshtetur dhe kreu i nd\u00ebrkomb\u00ebtar\u00ebve n\u00eb Kosov\u00eb, Piter Feith. Edhe hartimi i nj\u00eb strategjie p\u00ebr njohjet \u00ebsht\u00eb jetik p\u00ebr Kosov\u00ebn, kur nj\u00eb Ministri e Jashtme e dob\u00ebt n\u00eb burime njer\u00ebzore dhe materiale, konsideron si rrezik elektoral p\u00ebrpjekjet e politikan\u00ebve si Pacolli, p\u00ebr t\u00eb lobuar p\u00ebr njohjet! Madje, ajo \u00ebsht\u00eb mjaft pasive n\u00eb aktivizimin e t\u00eb gjith\u00eb miqve t\u00eb Kosov\u00ebs, nd\u00ebrkomb\u00ebtar\u00eb apo shqiptar\u00eb qofshin n\u00eb procesin e njohjeve.<\/p>\n
K\u00ebto vendime duhen marr\u00eb sa m\u00eb par\u00eb. 20 dit\u00eb, aq sa na ndajn\u00eb nga vendimi i pritsh\u00ebm i Gjykat\u00ebs s\u00eb Hag\u00ebs, nuk jan\u00eb shum\u00eb, p\u00ebr t\u00eb p\u00ebrcaktuar hapat e rinj n\u00eb lidhje me at\u00eb \u00e7ka e pret Kosov\u00ebn. 20 dit\u00eb jan\u00eb pak p\u00ebr t\u00eb formuluar nj\u00eb strategji sa m\u00eb konsensuale p\u00ebr procesin q\u00eb do t\u00eb z\u00ebr\u00eb fill me vendimin historik t\u00eb Hag\u00ebs.<\/p>\n","protected":false},"excerpt":{"rendered":"
