Sot pothuajse nj\u00eb num\u00ebr i ngjash\u00ebm i shqiptar\u00ebve jan\u00eb qytetar\u00eb t\u00eb Shqip\u00ebris\u00eb me numrin e atyre q\u00eb jan\u00eb qytetar\u00eb t\u00eb shteteve fqinje<\/p>\n<p><strong>1<\/strong>.<\/p>\n<p>Shqiptar\u00ebt n\u00eb Ballkan, nd\u00ebrsa kremtohet n\u00eb Republik\u00ebn e Shqip\u00ebris\u00eb 100- vjetori i shpalljes s\u00eb Pavar\u00ebsis\u00eb nga Perandoria Otomane, do t\u00eb ken\u00eb nj\u00eb fest\u00eb ca t\u00eb \u00e7uditshme evropiane sivjet.<\/p>\n<p>Prij\u00ebsit shqiptar\u00eb, para nj\u00ebqind vjet\u00ebsh, duke shpallur pavar\u00ebsin\u00eb e shqiptar\u00ebve n\u00eb Vlor\u00eb, donin t\u00eb p\u00ebrmbushnin di\u00e7ka q\u00eb do t\u00eb mund t\u00eb konsiderohej pothuajse nj\u00eb obligim evropian i 300 vjet\u00ebve t\u00eb kaluar, pra t\u00eb shpallnin nj\u00eb shtet komb\u00ebtar evropian. Duke e b\u00ebr\u00eb k\u00ebt\u00eb, prij\u00ebsit shqiptar\u00eb m\u00ebtonin t\u00eb zgjidhnin nj\u00eb rrug\u00ebtim dramatikisht tjet\u00ebr historik- larg nga Perandoria shum\u00ebkomb\u00ebshe Otomane e drejt familjes kakofonike per\u00ebndimore t\u00eb shteteve komb\u00ebtare evropiane. Nj\u00ebqind vjet m\u00eb von\u00eb, kjo e kremte evropianizmi mund t\u00eb karakterizohet, pothuajse n\u00eb t\u00ebr\u00ebsi, si nj\u00eb e kremte e mosp\u00ebrmbushjes.<\/p>\n<p>Shteti komb\u00ebtar i shpallur para nj\u00ebqind vjet\u00ebsh d\u00ebshtoi s\u00eb p\u00ebrfshiri n\u00eb t\u00eb shumic\u00ebn e shqiptar\u00ebve t\u00eb Ballkanit. Sot pothuajse nj\u00eb num\u00ebr i ngjash\u00ebm i shqiptar\u00ebve jan\u00eb qytetar\u00eb t\u00eb Shqip\u00ebris\u00eb me numrin e atyre q\u00eb jan\u00eb qytetar\u00eb t\u00eb shteteve fqinje.<\/p>\n<p>Shteti komb\u00ebtar i shpallur para nj\u00ebqind vjet\u00ebsh ka kaluar m\u00eb shum\u00eb koh\u00eb duke eksperimentuar me modele lindore t\u00eb shtet\u00ebsis\u00eb (despotizmi, komunizmi) se sa me ato per\u00ebndimore (demokraci liberale), madje n\u00eb nj\u00eb moment duke shkuar n\u00eb Kin\u00ebn e Maos p\u00ebr t\u2019u inspiruar n\u00eb hermetiz\u00ebm.<\/p>\n<p>Dhe shteti komb\u00ebtar i shpallur n\u00eb Vlor\u00eb do t\u00eb kremtoj\u00eb nj\u00ebqindvjetorin duke mos e arritur faz\u00ebn simbolike t\u00eb marr\u00ebdh\u00ebnies me BE, at\u00eb t\u00eb vendit kandidat p\u00ebr an\u00ebtar\u00ebsim n\u00eb Klubin Per\u00ebndimor, at\u00eb t\u00eb BE-s\u00eb, nj\u00eb p\u00ebrkat\u00ebsi, q\u00eb n\u00eb kushte tjera u \u00ebnd\u00ebrrua para nj\u00ebqind vjet\u00ebsh.<\/p>\n<p>Shqip\u00ebria, p\u00ebr t\u00eb rezumuar, nuk e ka t\u00ebr\u00ebsin\u00eb shqiptare, pra nuk e ka p\u00ebrmbushur shqiptarizmin, pastaj nuk \u00ebsht\u00eb e p\u00ebrmbushur si per\u00ebndimore dhe s\u00eb fundmi nuk \u00ebsht\u00eb e p\u00ebrmbushur si evropiane.<\/p>\n<p><strong>2<\/strong>.<\/p>\n<p>Jan\u00eb dy kategori shqiptar\u00ebsh q\u00eb jan\u00eb m\u00eb af\u00ebr Bashkimit Evropian. Kategoria e par\u00eb jan\u00eb pothuajse nj\u00eb e kat\u00ebrta e kombit shqiptar, njer\u00ebzit q\u00eb sot jan\u00eb rezident\u00eb evropian\u00eb t\u00eb shtrir\u00eb nga Talini n\u00eb Lisbon\u00eb, nga Rodosi n\u00eb Dablin, pra emigrant\u00ebt.<\/p>\n<p>Kategoria e dyt\u00eb jan\u00eb shqiptar\u00ebt autokton\u00eb t\u00eb Malit t\u00eb Zi dhe t\u00eb Serbis\u00eb, shteteve q\u00eb kan\u00eb fituar statusin e kandidatit p\u00ebr an\u00ebtar\u00ebsim n\u00eb BE dhe t\u00eb cilat me gjas\u00eb gjat\u00eb k\u00ebtij dhjet\u00ebvjet\u00ebshi do t\u00eb negociojn\u00eb nj\u00eb pjes\u00eb t\u00eb r\u00ebnd\u00ebsishme t\u00eb obligimeve t\u00eb veta p\u00ebr t\u2019u b\u00ebr\u00eb vende an\u00ebtare t\u00eb BE-s\u00eb.<\/p>\n<p>Q\u00eb t\u00eb dy kategorit\u00eb jan\u00eb minoritete. Kategoria e par\u00eb jan\u00eb minoritetet e reja \u2013 njer\u00ebzit q\u00eb me emigracion, rrug\u00ebve ilegale dhe legale, dhiareve t\u00eb Jugut, gomoneve t\u00eb Adriatikut apo duke ikur nga p\u00ebrndjekja e luft\u00ebs, kan\u00eb vendosur q\u00eb t\u00eb q\u00ebndrojn\u00eb n\u00eb shtetet e reja, t\u00eb formojn\u00eb familjet dhe, duke u shnd\u00ebrruar n\u00eb num\u00ebr t\u00eb r\u00ebnd\u00ebsish\u00ebm t\u00eb gjenden n\u00eb situat\u00eb kur mund t\u00eb k\u00ebrkojn\u00eb t\u00eb drejta t\u00eb ve\u00e7anta kulturore aty ku tashm\u00eb jan\u00eb t\u00eb vendosur si rezident\u00eb apo madje edhe si shtetas. Kategoria e dyt\u00eb jan\u00eb minoritetet tradicionale, njer\u00ebzit q\u00eb u gjend\u00ebn n\u00eb at\u00eb situat\u00eb, nd\u00ebrsa ish-republikat jugosllave shnd\u00ebrroheshin n\u00eb vende t\u00eb pavarura.<\/p>\n<p>Shqiptar\u00ebt m\u00eb larg nga Bashkimi Evropian jan\u00eb ata shqiptar\u00eb q\u00eb p\u00ebrb\u00ebjn\u00eb shumic\u00ebn n\u00eb shtetet e tyre, pra Shqip\u00ebria, e edhe m\u00eb larg, Kosova. N\u00eb mes t\u00eb k\u00ebtyre dy grupeve, q\u00eb jan\u00eb m\u00eb af\u00ebr e m\u00eb larg, gjenden shqiptar\u00ebt e Maqedonis\u00eb, t\u00eb z\u00ebn\u00eb nga demografia vetjake: n\u00eb num\u00ebr t\u00eb mjaftuesh\u00ebm p\u00ebr t\u00eb mos qen\u00eb minoritet tradicional, n\u00eb num\u00ebr t\u00eb pamjaftuesh\u00ebm p\u00ebr t\u00eb arritur statusin e kombit t\u00eb barabart\u00eb me at\u00eb t\u00eb maqedonasve etnik\u00eb.<\/p>\n<p>Leksioni i v\u00ebshtir\u00eb p\u00ebr shqiptar\u00ebt n\u00eb shekullin XXI \u00ebsht\u00eb se ata jan\u00eb m\u00eb af\u00ebr Bashkimit Evropian sa m\u00eb e vog\u00ebl t\u00eb jet\u00eb fuqia vendimmarr\u00ebse e tyre n\u00eb shoq\u00ebri. Anasjelltas, sa m\u00eb shum\u00eb vendosin p\u00ebr veten, aq jan\u00eb m\u00eb larg Evrop\u00ebs.<\/p>\n<p><strong>3<\/strong>.<\/p>\n<p>Nj\u00eb shpjegim i thjesht\u00ebsuar i k\u00ebtij fenomeni do t\u00eb \u00e7onte ose drejt nj\u00eb racizmi t\u00eb pafshehur antishqiptar ose drejt vet\u00ebfshikullimit: pra, shqiptar\u00ebt jan\u00eb t\u00eb paaft\u00eb p\u00ebr t\u00eb krijuar nj\u00eb shtet, p\u00ebr ta administruar at\u00eb, apo n\u00eb k\u00ebt\u00eb rast, p\u00ebr ta b\u00ebr\u00eb vend evropian.<\/p>\n<p>Nj\u00eb interpretim i ngjash\u00ebm b\u00ebhej nga Slobodan Milosheviqi, president i Serbis\u00eb, e m\u00eb von\u00eb edhe i pasardh\u00ebsit t\u00eb tij, Vojisllav Koshtunica, kur shpjegonin se pse Kosova nuk duhet t\u00eb b\u00ebhej shtet i pavarur. Sipas tyre, shqiptar\u00ebt e kan\u00eb t\u00eb lindur paaft\u00ebsin\u00eb shtetnd\u00ebrtuese.<\/p>\n<p>N\u00eb fakt, por nga nj\u00eb perspektiv\u00eb tjet\u00ebr, nj\u00ebri prej problemeve bazike me t\u00eb cilin jan\u00eb ballafaquar shqiptar\u00ebt n\u00eb historin\u00eb e tyre \u00ebsht\u00eb mu procesi 100- vje\u00e7ar i ushtrimeve n\u00eb shtetnd\u00ebrtime paralele. Prej momentit kur u shfaq Shqip\u00ebria e pavarur, e njohur n\u00eb kufijt\u00eb e tanish\u00ebm, po ashtu u shfaq nj\u00eb problem fondamental. Gati gjysma e kombit shqiptar mbeti jasht\u00eb atij procesi t\u00eb shtetnd\u00ebrtimit dhe u d\u00ebrgua n\u00eb procese t\u00eb tjera q\u00eb p\u00ebr fat t\u00eb keq pat\u00ebn cil\u00ebsin\u00eb e nj\u00eb theqafjeje.<\/p>\n<p>P\u00ebr shqiptar\u00ebt e Kosov\u00ebs kjo do t\u00eb thoshte nj\u00eb proces t\u00eb dhimbsh\u00ebm t\u00eb shtetnd\u00ebrtimit t\u00eb filluar n\u00eb Jugosllavin\u00eb mbret\u00ebrore (1918-1941) n\u00eb cil\u00ebsin\u00eb e nj\u00eb minoriteti t\u00eb panjohur (n\u00eb regjistrimin e par\u00eb shqiptar\u00ebt u regjistruan si muhamedan\u00eb) q\u00eb do t\u00eb p\u00ebrfundoj\u00eb, pothuajse nj\u00eb shekull pas shpalljes s\u00eb Pavar\u00ebsis\u00eb s\u00eb Shqip\u00ebris\u00eb, me shpalljen e Pavar\u00ebsis\u00eb s\u00eb Kosov\u00ebs.<\/p>\n<p>Fati i shqiptar\u00ebve t\u00eb Malit t\u00eb Zi, t\u00eb Serbis\u00eb dhe t\u00eb Maqedonis\u00eb ishte i af\u00ebrt me p\u00ebrvoj\u00ebn e bashk\u00ebkomb\u00ebsve nga Kosova, por filloi t\u00eb ndahet n\u00eb form\u00eb substanciale pas vitit 1968. Dhe, pastaj, me zhb\u00ebrjen e Jugosllavis\u00eb, n\u00eb \u00e7donj\u00ebr\u00ebn prej republikave, tashm\u00eb shtete t\u00eb pavarura, u nd\u00ebrtua nj\u00eb identitet dhe paket\u00eb e ve\u00e7ant\u00eb t\u00eb drejtash p\u00ebr shqiptar\u00ebt.<\/p>\n<p>Rrjedhimisht, shqiptar\u00ebt kan\u00eb marr\u00eb pjes\u00eb, n\u00eb nj\u00ebqind vjet\u00ebt e fundit, si subjekt apo objekt, n\u00eb s\u00eb paku pes\u00eb procese shtetnd\u00ebrtimi (me dallimet e tyre administrative e politike, por dhe ideologjike). Ky proces ende nuk ka p\u00ebrfunduar, n\u00eb rastin e Kosov\u00ebs dhe n\u00eb nj\u00eb mas\u00eb n\u00eb Maqedoni.<\/p>\n<p>Asnj\u00eb zhvillim historik i k\u00ebsaj natyre, p\u00ebrpjes\u00ebtimisht, \u00ebsht\u00eb i krahasuesh\u00ebm n\u00eb Ballkan .
