UPDATE <\/em>– Parregullsi n\u00eb zgjedhje, probleme n\u00eb num\u00ebrimin e votave dhe plot\u00ebsim i disa standardeve, por jo arritje e gjith\u00eb standardeve demokratike. K\u00ebt\u00eb konstaton raporti i fundit i Freedom House p\u00ebr vendet n\u00eb tranzit, ku b\u00ebn pjes\u00eb edhe Shqip\u00ebria.<\/p>\n

N\u00eb nj\u00eb kapitull m\u00eb vete, raporti merr n\u00eb analiz\u00eb zgjedhjet, lirin\u00eb e medias, korrupsionin, pushtetin lokal, pavar\u00ebsin\u00eb e gjyq\u00ebsorit etj.<\/p>\n

“Procesi i num\u00ebrimit \u00ebsht\u00eb kontestuar dhe u shoq\u00ebrua me disa ankesa ligjore. Sipas raportit t\u00eb OSBE-s\u00eb zgjedhjet e vitit 2009 nuk realizuan plot\u00ebsisht standardet m\u00eb t\u00eb larta demokratike”- thuhet n\u00eb raport, ku shtohet se gjithsesi ato u konsideruan nga organizatat nd\u00ebrkomb\u00ebwtare dhe qeveria si m\u00eb t\u00eb mirat t\u00eb mbajtura ndonj\u00ebher\u00eb n\u00eb vend.<\/p>\n

M\u00eb posht\u00eb ju sjellim n\u00eb m\u00ebnyr\u00eb m\u00eb t\u00eb detajuar at\u00eb cfar\u00eb thot\u00eb raporti I publikuar sot nga organizata Freedom House<\/p>\n

PROCESI ZGJEDHOR<\/strong>
\nZgjedhjet parlamentare u zhvilluan n\u00eb Shqip\u00ebri m\u00eb 28 qershor,
\n2009. Zgjedhjet u zhvilluan n\u00ebn nj\u00eb kod t\u00eb ri zgjedhor t\u00eb miratuar n\u00eb m\u00ebnyr\u00eb konsensuale nga Partia Demokratike dhe Partia Socialiste gjasht\u00eb muaj
\npara dit\u00ebs s\u00eb zgjedhjeve. P\u00ebr her\u00eb t\u00eb pare ishte kompjuterizuar Regjistri Komb\u00ebtar i Gjendjes Civile. Zgjedhjet u zhvilluan n\u00eb nj\u00eb mjedis t\u00eb ndezur politik. Nuk jan\u00eb v\u00ebn\u00eb re incidente t\u00eb m\u00ebdha, por gjat\u00eb num\u00ebrimit t\u00eb votave \u00ebsht\u00eb kontestuar procesi dhe ka patur mjaft ankesa ligjore. Zgjedhjet nuk arrit\u00ebn plot\u00ebsisht tu p\u00ebrmbahen standarteve, edhe pse ato u konsideruan si zgjedhjet m\u00eb t\u00eb mira t\u00eb mbajtura ndonj\u00ebher\u00eb n\u00eb vend. Vler\u00ebsimi i procesit zgjedhor n\u00eb Shqip\u00ebri mbetet I nj\u00ebjt\u00eb si nj\u00eb vit m\u00eb par\u00eb.<\/p>\n

SHOQ\u00cbRIA CIVILE<\/strong>
\nShoqeria civile shqiptare \u00ebsht\u00eb n\u00eb nj\u00eb udh\u00ebkryq dhe po mbetet prapa organizatave si motra n\u00eb rajon. Arsyet jan\u00eb burimet e pakta financiare, var\u00ebsia e lart\u00eb nga donator\u00ebt, mungesa e ant\u00ebtar\u00ebsimeve, si dhe \u00ebsht\u00eb v\u00ebrejtur r\u00ebnie e aktivitetit t\u00eb tyre. Segmente t\u00eb ndryshme t\u00eb sektorit civil u p\u00ebrshin\u00eb n\u00eb zgjedhjet e qershorit, dhe udh\u00ebheq\u00ebsit e disa OJQ-ve konkuruan n\u00eb zgjedhjet parlamentare. Kjo ka hedhur dyshime t\u00eb shumta mbi paanshm\u00ebrin\u00eb e shoq\u00ebris\u00eb civile n\u00eb Shqip\u00ebri<\/p>\n

LIRIA E MEDIAS<\/strong>
\nRaporti thekson se mediat shqiptare kan\u00eb avancuar n\u00eb drejtim t\u00eb teknologjis\u00eb, por
\nkorniza ligjore q\u00eb mbron mediat e lira nuk \u00ebsht\u00eb p\u00ebrfunduar ende. Mediat favorizojn\u00eb interesat e pronar\u00ebve dhe politikan\u00ebve n\u00eb vend, se sa t\u00eb publikut. Kjo pengon cil\u00ebsin\u00eb editoriale. Mbulimi I zgjedhjeve t\u00eb 28 qershorit ishte I ndar\u00eb n\u00eb favor t\u00eb partis\u00eb n\u00eb pushtet dhe opozit\u00ebs kryesore, duke l\u00ebn\u00eb pa mbuluar, menjan\u00eb, partit\u00eb e vogla. Reforma e transmetuesit publik \u00ebsht\u00eb bllokuar. Rastet e dhun\u00ebs kund\u00ebr gazetar\u00ebve kan\u00eb qen\u00eb te vecuar, megjithat\u00eb gazetaria investigative ende mbetet e k\u00ebrc\u00ebnuar. PAVAR\u00cbSIA E PUSHTETIT LOKAL<\/strong>
\nPolarizimi e jet\u00ebs politike n\u00eb nivelin qendror dhe niveli i qeverisjes ka patur nj\u00eb ndikim negativ n\u00eb pun\u00ebn e pushtetit lokal.
\nProcesi i decentralizimit \u00ebsht\u00eb n\u00eb vazhdim, por pengohet nga shkurtimet n\u00eb buxhetet lokale. Parlamenti miratoi nj\u00eb ligj p\u00ebr t\u00eb ulur norm\u00ebn e tatimit p\u00ebr bizneset e vogla, e cila redukton t\u00eb ardhurat e pushtetit lokal, p\u00ebrgjegj\u00ebs p\u00ebr mbledhjen e taksave t\u00eb biznesit t\u00eb vog\u00ebl. Megjithat\u00eb qeveria q\u00ebndrore nuk ka marr\u00eb ndonj\u00eb mas\u00eb p\u00ebr t\u00eb kompensuar k\u00ebto humbje ne buxhetet vendore. Vler\u00ebsimi p\u00ebr pavar\u00ebsin\u00eb e pushtetit lokal p\u00ebrkeq\u00ebsohet p\u00ebr shkak t\u00eb shkurtimeve t\u00eb t\u00eb ardhurave , si dhe bojkotit t\u00eb opozit\u00ebs.<\/p>\n

PAVAR\u00cbSIA E GJYQ\u00cbSORIT<\/strong><\/p>\n

Sistemi gjyq\u00ebsor n\u00eb Shqip\u00ebri nuk \u00ebsht\u00eb krejt\u00ebsisht i pavarur, dhe Shqip\u00ebris\u00eb i mungon nj\u00eb strategji e p\u00ebrgjithshme p\u00ebr reform\u00ebn gjyq\u00ebsore. Qeveria vazhdon t\u00eb marr\u00eb veprime p\u00ebr t\u00eb trembur gjyqtar\u00ebt dhe prokuror\u00ebt, nd\u00ebrsa sjell raste politikisht t\u00eb ndjeshme n\u00eb gjyq. Dy ministra ishin t\u00eb akuzuar p\u00ebr shp\u00ebrdorim detyre, por rastet e tyre u hodh\u00ebn posht\u00eb nga Gjykata e Lart\u00eb mbi baza procedurale. Konferenca Gjyq\u00ebsore nuk mund t\u00eb th\u00ebrras\u00eb nj\u00eb takim p\u00ebr t\u00eb z\u00ebvend\u00ebsuar an\u00ebtar\u00ebt e K\u00ebshillit t\u00eb Lart\u00eb t\u00eb Drejt\u00ebsis\u00eb (KLD) mandatet e t\u00eb cili\u00ebve kan\u00eb skaduar p\u00ebr shkak se dy forcat e m\u00ebdha politike nuk mund te arrijne konsensus. Jan\u00eb v\u00ebrejtur vonesa dhe funksionim i dob\u00ebt i sistemit te drejt\u00ebsis\u00eb gjat\u00eb gjith\u00eb vitit. KLD \u00ebsht\u00eb n\u00eb procesin e rritjes s\u00eb numrit t\u00eb gjyqtar\u00ebve n\u00eb gjykatat e rretheve m\u00eb t\u00eb m\u00ebdha, p\u00ebr t\u00eb zgjidhur \u00e7\u00ebshtjet e shumta.<\/p>\n

Institucionet shtet\u00ebrore kan\u00eb dh\u00ebn\u00eb nj\u00eb shembull t\u00eb keq n\u00eb lidhje me ekzekutimin e vendimeve t\u00eb gjykat\u00ebs, dhe mungesa e besimit i ka detyruar shqiptar\u00ebt t\u00eb sjellin rastet e tyre para Gjykat\u00ebs Evropiane p\u00ebr t\u00eb Drejtat e Njeriut.<\/p>\n

KORRUPSIONI<\/strong>
\nKorrupsioni vazhdon t\u00eb jet\u00eb nj\u00eb fenomen shume i p\u00ebrhapur n\u00eb Shqip\u00ebri, dhe p\u00ebrceptimi i korrupsionit n\u00eb sh\u00ebrbimet e ndryshme publike mbetet i lart\u00eb. P\u00ebrpjekjet e qeveris\u00eb p\u00ebr t\u00eb ndaluar korrupsionin kan\u00eb ngecur n\u00eb faz\u00ebn e strategjis\u00eb, ose \u00ebsht\u00eb aplikuar n\u00eb m\u00ebnyr\u00eb selektive. Gjithsesi qeveris\u00eb shqiptare i mungon strategjia antikorrupsion. Imuniteti i zyrtar\u00ebve t\u00eb lart\u00eb vazhdon t\u00eb jet\u00eb nj\u00eb penges\u00eb n\u00eb luft\u00ebn kund\u00ebr korrupsionit. P\u00ebrmendet rasti i ministrit t\u00eb Mjedisit Fatmir Mediu, i akuzuar n\u00eb lidhje me shp\u00ebrthimin n\u00eb fabrik\u00ebn e municioneve n\u00eb G\u00ebrdec, q\u00eb vrau 26 persona n\u00eb vitin 2008-t\u00eb.<\/p>\n

VITI 2010<\/strong>
\nAplikimi I Shqip\u00ebris\u00eb p\u00ebr an\u00ebtar\u00ebsim n\u00eb BE do t\u00eb merret n\u00eb shqyrtim gjat\u00eb k\u00ebtij viti nd\u00ebrsa vendi pret nj\u00eb p\u00ebrgjigje. Ka t\u00eb ngjar\u00eb q\u00eb vendi t\u00eb p\u00ebrfitoj\u00eb nj\u00eb regjim pa viza n\u00eb zon\u00ebn e Shengenit brenda 2010.
