N\u00eb m\u00ebnyr\u00eb t\u00eb ve\u00e7ant\u00eb jemi t\u00eb fokusuar tek universitetet dhe shkollat profesionale dhe specifikisht tek zgjerimi apo investimet n\u00eb sh\u00ebrbim t\u00eb tyre. Nd\u00ebrkoh\u00eb, duket se po anashkalojm\u00eb apo l\u00ebm\u00eb n\u00eb plan t\u00eb dyt\u00eb objektivin dhe indikator\u00ebt e shkall\u00ebs s\u00eb &#8220;p\u00ebrkthimit&#8221; t\u00eb k\u00ebsaj sasie e cil\u00ebsie n\u00eb zhvillim ekonomik e social t\u00eb vendit. Cila \u00ebsht\u00eb lidhja nd\u00ebrmjet edukimit shkollor e universitar dhe zhvillimit ekonomik n\u00eb k\u00ebto 20 vite tranzicioni?<\/p>\n<p>A ekziston realisht nj\u00eb korrespondenc\u00eb shkak-pasoj\u00eb nd\u00ebrmjet tyre? A e kemi t\u00eb evidentuesh\u00ebm dhe mbi t\u00eb gjitha &#8220;t\u00eb matsh\u00ebm&#8221; simbioz\u00ebn nd\u00ebrmjet p\u00ebrmir\u00ebsimit t\u00eb edukimit dhe zhvillimit ekonomik e social? Megjith\u00ebse shkollimi apo edukimi \u00ebsht\u00eb para s\u00eb gjithash nj\u00eb e drejt\u00eb fondamentale e \u00e7do njeriu, ai mund t\u00eb konsiderohet po ashtu edhe si nj\u00eb instrument thelb\u00ebsor q\u00eb promovon zhvillimin ekonomik t\u00eb \u00e7do vendi, si faktor q\u00eb nxit produktivitetin dhe efikasitetin e \u00e7do ekonomie.<\/p>\n<p>T\u00eb mjaftohesh vet\u00ebm me tregues sasior\u00eb t\u00eb tipit &#8220;p\u00ebrqindja e banor\u00ebve q\u00eb kan\u00eb nj\u00eb diplom\u00eb universitare&#8221;, &#8220;vitet mesatare t\u00eb shkollimit&#8221;, &#8220;p\u00ebrqindja e edukimit profesional&#8221;, &#8220;p\u00ebrqindja e PBB p\u00ebr arsimin&#8221;, etj., nuk \u00ebsht\u00eb e mjaftueshme. Eksperienca e mjaft vendeve t\u00eb zhvilluara apo n\u00eb zhvillim tregon se n\u00eb k\u00ebt\u00eb fillim shekulli gjithnj\u00eb e m\u00eb tep\u00ebr po kalohet n\u00eb indikator\u00eb e analiza m\u00eb cil\u00ebsore me an\u00eb t\u00eb t\u00eb cilave matet e evidentohet efekti i arsimit n\u00eb zhvillim. Mbi k\u00ebt\u00eb baz\u00eb nd\u00ebrtohen edhe strategjit\u00eb e politikat arsimore apo vler\u00ebsohen ato ekzistuese dhe po mbi k\u00ebt\u00eb baz\u00eb kooperojn\u00eb institucionet q\u00eb promovojn\u00eb zhvillimin ekonomik me ato arsimore e shkencore.<\/p>\n<p>Progresi teknologjik ka qen\u00eb p\u00ebr t\u00eb gjitha vendet &#8220;motori i industrializimit t\u00eb tyre&#8221;. Q\u00eb n\u00eb koh\u00ebn e revolucioneve industriale t\u00eb shekujve XVIII &#8211; XIX-t\u00eb u d\u00ebshmua qart\u00eb se zhvillimi i \u00e7do vendi \u00ebsht\u00eb vep\u00ebr e &#8220;njohurive shkencore&#8221; m\u00eb shum\u00eb se sa atyre &#8220;empirike&#8221; apo thjesht boll\u00ebkut t\u00eb burimeve natyrore. Sinteza e gjith\u00eb k\u00ebsaj eksperience ishte pik\u00ebrisht &#8220;roli thelb\u00ebsor i edukimit dhe formimit profesional n\u00eb promovimin e zhvillimit ekonomik t\u00eb popujve e shteteve t\u00eb ndryshme&#8221; q\u00eb kan\u00eb ditur t\u00eb krijojn\u00eb nj\u00eb korrelacion t\u00eb drejt\u00eb nd\u00ebrmjet k\u00ebtyre dy elementeve. Por eksperienca nd\u00ebrkomb\u00ebtare d\u00ebshmon se jo \u00e7do investim n\u00eb sektorin e arsimit dhe edukimit &#8220;p\u00ebrkthehet&#8221; automatikisht n\u00eb zhvillim ekonomik.<\/p>\n<p>Shembulli i mjaft vendeve, kryesisht atyre t\u00eb Afrik\u00ebs, Azis\u00eb apo Amerik\u00ebs Latine evidenton faktin se megjith\u00ebse k\u00ebto vende kan\u00eb investuar shum\u00eb n\u00eb sistemin e tyre arsimor, ato vazhdojn\u00eb t\u00eb mbeten akoma vende t\u00eb varfra q\u00eb nuk kan\u00eb b\u00ebr\u00eb progres t\u00eb vler\u00ebsuesh\u00ebm n\u00eb procesin e industrializimit dhe zhvillimit ekonomik t\u00eb tyre. Ekspert\u00ebt e k\u00ebsaj fushe n\u00ebnvizojn\u00eb se &#8220;thjesht nj\u00eb zgjerim dhe mb\u00ebshtetje e sektorit t\u00eb edukimit nuk \u00e7on automatikisht n\u00eb zhvillim ekonomik&#8221;. Sepse nj\u00eb vend i caktuar mund t\u00eb arrij\u00eb t\u00eb nxjerr\u00eb persona shum\u00eb t\u00eb kualifikuar, por ai duhet t\u00eb arrij\u00eb t\u00eb krijoj\u00eb sinergjin\u00eb e nevojshme dhe nj\u00eb mjedis t\u00eb domosdosh\u00ebm, n\u00eb m\u00ebnyr\u00eb q\u00eb kjo kategori njer\u00ebzish t\u00eb shkolluar e edukuar t\u00eb ver\u00eb n\u00eb jet\u00eb njohurit\u00eb e p\u00ebrfituara dhe t\u00eb ndikoj\u00eb cil\u00ebsisht n\u00eb zhvillimin ekonomik.<\/p>\n<p>P\u00ebrve\u00e7 k\u00ebsaj, nj\u00eb element tjet\u00ebr thelb\u00ebsor \u00ebsht\u00eb se plani i zhvillimit perspektiv t\u00eb \u00e7do sistemi arsimor \u00ebsht\u00eb koordinimi dhe kombinimi i tij me planin e zhvillimit perspektiv ekonomik t\u00eb \u00e7do vendi, se vendimmarrja n\u00eb fush\u00ebn e arsimit nuk mund t\u00eb jet\u00eb &#8220;pron\u00eb&#8217; vet\u00ebm e eksperteve t\u00eb edukimit, por n\u00eb m\u00ebnyr\u00eb t\u00eb ve\u00e7ant\u00eb dhe e eksperteve t\u00eb ekonomis\u00eb dhe zhvillimit. Kjo \u00ebsht\u00eb pa dyshim nj\u00eb sfid\u00eb e madhe p\u00ebr gjith\u00eb sistemin ton\u00eb t\u00eb edukimit n\u00eb t\u00eb gjitha nivelet, pasi mund t\u00eb konstatohet se p\u00ebrgjith\u00ebsisht programet shkollore n\u00eb Shqip\u00ebri, e ve\u00e7an\u00ebrisht ato t\u00eb arsimit t\u00eb mes\u00ebm profesional e universitar nuk reflektojn\u00eb duksh\u00ebm ndonj\u00eb lloj bashk\u00ebpunimi t\u00eb specialist\u00ebve e institucioneve t\u00eb arsimit me ato t\u00eb zhvillimit ekonomik e social.<\/p>\n<p>N\u00eb k\u00ebt\u00eb shekull t\u00eb ri, n\u00eb sken\u00eb kan\u00eb dal\u00eb nj\u00eb kategori e ve\u00e7ant\u00eb specialist\u00ebsh apo ekspert\u00ebsh, t\u00eb cil\u00ebsuar si &#8220;ekonomist\u00ebt e edukimit&#8221;, t\u00eb cil\u00ebt mb\u00ebshtesin iden\u00eb se &#8220;investimet n\u00eb sektorin e edukimit jan\u00eb rentab\u00ebl kur ato kontribuojn\u00eb direkt n\u00eb p\u00ebrmir\u00ebsimin e produktivitetit individual apo komb\u00ebtar&#8221;.<\/p>\n<p>Njohja e nj\u00eb lidhjeje t\u00eb ngusht\u00eb nd\u00ebrmjet edukimit dhe zhvillimit ka b\u00ebr\u00eb q\u00eb vendet e zhvilluara t\u00eb investojn\u00eb pa reshtur n\u00eb sektorin e arsimit dhe k\u00ebrkimit shkencor. Investimet publike n\u00eb k\u00ebt\u00eb fush\u00eb jan\u00eb nxitur dhe nga fakti se edukimi nuk luan rol vet\u00ebm n\u00eb promovimin e ekonomis\u00eb, por gjithashtu edhe n\u00eb nj\u00eb aspekt tjet\u00ebr shum\u00eb sensib\u00ebl, si\u00e7 \u00ebsht\u00eb &#8220;ai i shp\u00ebrndarjes proporcionale t\u00eb fryteve t\u00eb rritjes ekonomike nd\u00ebrmjet grupeve t\u00eb ndryshme sociale&#8221;.<\/p>\n<p>Me t\u00eb drejt\u00eb, edukimi \u00ebsht\u00eb konsideruar &#8220;si nj\u00eb instrument i fuqish\u00ebm q\u00eb promovon barazin\u00eb sociale&#8221;. Mjafton t\u00eb p\u00ebrmendin faktin, se n\u00eb Shqip\u00ebri, ku diferencat sociale vazhdojn\u00eb t\u00eb jen\u00eb evidente, diferencimi i popullsis\u00eb n\u00eb raport me mund\u00ebsit\u00eb e pun\u00ebsimit, llojit t\u00eb pun\u00ebs, varf\u00ebris\u00eb dhe t\u00eb ardhurave nuk \u00ebsht\u00eb m\u00eb aspekti gjinor, origjina krahinore apo mosha, por n\u00eb radh\u00eb t\u00eb par\u00eb niveli i tyre arsimor.<\/p>\n<p>Sipas teorive mbi zhvillimin, q\u00eb ekzistonin n\u00eb periudh\u00ebn e pas-Luft\u00ebs s\u00eb Dyt\u00eb Bot\u00ebrore, ishte kapitali ai q\u00eb p\u00ebrb\u00ebnte gurin magjik t\u00eb zhvillimit dhe rritjes ekonomike. Modelet e rritjes ekonomike t\u00eb periudh\u00ebs 1950-&#8217;60 nuk e njohin sa duhet kontributin e edukimit n\u00eb zhvillim. Por shum\u00eb studime t\u00eb m\u00ebvonshme n\u00eb periudh\u00ebn 1960-&#8217;70, treguan qart\u00eb se zhvillimi nuk mund t\u00eb shpjegohej vet\u00ebm me kontributin e kapitalit dhe fuqis\u00eb pun\u00ebtore.<\/p>\n<p>N\u00eb k\u00ebt\u00eb koh\u00eb u fut p\u00ebr her\u00eb t\u00eb par\u00eb dhe nocioni i &#8220;faktorit t\u00eb njohurive&#8221;, si faktor i r\u00ebnd\u00ebsish\u00ebm n\u00eb rritjen ekonomike, duke dh\u00ebn\u00eb prova t\u00eb pakund\u00ebrshtueshme se &#8220;edukimi rrit produktivitetin dhe kontribuon n\u00eb rritjen ekonomike dhe t\u00eb ardhurave komb\u00ebtare&#8221;, se &#8220;diferencat n\u00eb nivelin e produktivitetit nd\u00ebrmjet shum\u00eb vendeve apo rajoneve mund t\u00eb shpjegohen bindsh\u00ebm nga diferencat n\u00eb nivelin dhe cil\u00ebsin\u00eb e shkollimit t\u00eb fuqis\u00eb pun\u00ebtore&#8221;.<\/p>\n<p>Pasoj\u00eb e k\u00ebtij konkluzioni \u00ebsht\u00eb edhe lindja e k\u00ebsaj kategorie t\u00eb re ekspert\u00ebsh: ekonomist\u00ebve t\u00eb edukimit. Eksperienca n\u00eb \u00e7\u00ebshtjet e zhvillimit ekonomik t\u00eb viteve 1960-&#8217;80, tregoi se rritja e PBB, qoft\u00eb ky edhe i lart\u00eb, nuk arrinte t\u00eb zhdukte automatikisht pabarazit\u00eb sociale. P\u00ebr pasoj\u00eb, mbas viteve &#8217;80-t\u00eb t\u00eb shek XX, preokupimet n\u00eb fush\u00ebn e zhvillimit ekonomik u zgjeruan nga nocioni i rritjes edhe n\u00eb at\u00eb t\u00eb &#8220;shp\u00ebrndarjes s\u00eb fryteve t\u00eb rritjes ekonomike&#8221;, duke u shtrir\u00eb pak m\u00eb von\u00eb n\u00eb &#8220;preokupimet p\u00ebr reduktimin e varf\u00ebris\u00eb dhe barazis\u00eb sociale&#8221;. Mund\u00ebsia dhe cil\u00ebsia e shkollimit u b\u00eb k\u00ebshtu nj\u00eb faktor determinues i zhvillimit ekonomik e social.<\/p>\n<p>Varf\u00ebria, q\u00eb deri n\u00eb k\u00ebt\u00eb koh\u00eb cil\u00ebsohej vet\u00ebm si nj\u00eb munges\u00eb parash, n\u00ebn ndikimin e punimeve t\u00eb ekonomistit t\u00eb shquar indian Amarta Sen u v\u00ebshtrua dhe gjykua n\u00ebn nj\u00eb k\u00ebndv\u00ebshtrim tjet\u00ebr krejt origjinal: &#8220;si nj\u00eb munges\u00eb kapacitetesh funksionale&#8221; t\u00eb lidhura ngusht\u00eb edhe me cil\u00ebsin\u00eb e edukimit dhe p\u00ebrshtatjen e tij me trendet apo potencialet e zhvillimit t\u00eb \u00e7do vendi. Sipas k\u00ebtij k\u00ebndv\u00ebshtrimi: konsiderohet i varf\u00ebr edhe nj\u00eb person q\u00eb nuk ka kapacitetet e nevojshme t\u00eb zhvillimit p\u00ebr t\u00eb qen\u00eb n\u00eb gjendje q\u00eb t\u00eb p\u00ebrfshihet e p\u00ebrfitoj\u00eb nga gjith\u00eb mund\u00ebsit\u00eb ekonomiko-financiare e sociale n\u00eb mjedisin ku jeton. &#8220;Qershia mbi tort\u00eb&#8221; e k\u00ebsaj tendence ishte pik\u00ebrisht lindja n\u00eb vendet e zhvilluara n\u00eb k\u00ebt\u00eb fillim shekulli e ekspert\u00ebve apo profesionist\u00ebve t\u00eb ekonomis\u00eb s\u00eb edukimit.<\/p>\n<p>Thelbi i k\u00ebtij &#8220;profesioni t\u00eb ri&#8221;, edukimit \u00ebsht\u00eb vler\u00ebsimi i relacioneve bashk\u00ebpunuese e procesit t\u00eb pjes\u00ebmarrjes si nj\u00eb &#8220;stok kapitali n\u00eb nivel makrosocial&#8221;. &#8220;Kapitali social&#8221; konsiderohet gjithnj\u00eb e m\u00eb shum\u00eb si nj\u00eb faktor me impakt determinues n\u00eb ritmet e zhvillimit ekonomik, nivelin e mir\u00ebqenies, cil\u00ebsin\u00eb e sh\u00ebndetit publik, stabilitetin dhe kohezionin social t\u00eb nj\u00eb shoq\u00ebrie, shteti apo territori. Vizioni modern p\u00ebr k\u00ebt\u00eb nocion \u00ebsht\u00eb shum\u00eb i gjer\u00eb, duke p\u00ebrfshir\u00eb k\u00ebtu &#8220;gjith\u00e7ka q\u00eb nuk lidhet direkt me tregun, por q\u00eb bashk\u00eb me tregun, p\u00ebrb\u00ebjn\u00eb dhe influencojn\u00eb zhvillimin e nj\u00eb shoq\u00ebrie&#8221;.<\/p>\n<p>Edhe OCDE-ja, q\u00eb p\u00ebrfaq\u00ebson &#8220;lubin&#8221; e 32 vendeve m\u00eb t\u00eb pasura e t\u00eb zhvilluara t\u00eb bot\u00ebs do t&#8217;i kthente syt\u00eb dhe v\u00ebmendjen me mjaft interes drejt k\u00ebtij koncepti \u00e7el\u00ebs t\u00eb zhvillimit dhe mir\u00ebqeverisjes, duke n\u00ebnvizuar se &#8220;rezulton q\u00eb nocioni i kapitalit social \u00ebsht\u00eb shum\u00eb i nevojsh\u00ebm n\u00eb ecurin\u00eb dhe rezultatet e pun\u00ebs qeveris\u00ebse\u2026. se kapitali social ndikon ndjesh\u00ebm n\u00eb reduktimin e pabarazis\u00eb sociale dhe prodhon efekte shum\u00eb pozitive n\u00eb nivel makroekonomik&#8221;, duke i dh\u00ebn\u00eb k\u00ebtij nocioni nj\u00eb rol shum\u00eb t\u00eb r\u00ebnd\u00ebsish\u00ebm n\u00eb instrumentet e tij t\u00eb analiz\u00ebs dhe prognoz\u00ebs s\u00eb zhvillimit n\u00eb kuptimin e gjer\u00eb t\u00eb tij.<\/p>\n<p>Sot pranohet gjer\u00ebsisht se edukimi, p\u00ebrve\u00e7 krijimit t\u00eb mund\u00ebsive q\u00eb t\u00eb p\u00ebrvet\u00ebsohen njohurit\u00eb fondamentale arsimore, duhet t\u00eb krijoj\u00eb mund\u00ebsi edhe p\u00ebr p\u00ebrvet\u00ebsimin e &#8220;njohurive teknike e profesionale dhe aft\u00ebsive adaptuese me tregun dhe dinamikat e tij&#8221;, q\u00eb t\u00eb p\u00ebrgatisin p\u00ebr t\u00eb ushtruar nj\u00eb profesion t\u00eb caktuar, q\u00eb t\u00eb zhvillojn\u00eb veti p\u00ebrshtat\u00ebse me realitetin, nxisin shpirtin e iniciativ\u00ebs dhe kapacitetin p\u00ebr t\u00eb punuar n\u00eb ekip. Por nd\u00ebrkoh\u00eb q\u00eb shum\u00eb nga vendet e varfra dhe ato n\u00eb zhvillim, p\u00ebrfshir\u00eb k\u00ebtu dhe Shqip\u00ebrin\u00eb, vazhdojn\u00eb t&#8217;i orientojn\u00eb p\u00ebrpjekjet kryesore dhe politikat edukative n\u00eb sfer\u00ebn e kategoris\u00eb s\u00eb par\u00eb, vendet e zhvilluara kan\u00eb koh\u00eb q\u00eb veprojn\u00eb sipas nj\u00eb logjike tjet\u00ebr n\u00eb politikat e tyre edukative arsimore.<\/p>\n<p>N\u00eb themel t\u00eb tyre q\u00ebndron stimulimi i aft\u00ebsive p\u00ebr t&#8217;u adaptuar shpejt me ndryshimin, sidomos atyre tekniko-teknologjike. Koncepti &#8220;t\u00eb m\u00ebsohemi q\u00eb t\u00eb m\u00ebsojm\u00eb vazhdimisht&#8221; p\u00ebr t&#8217;u p\u00ebrgatitur t\u00eb jetojm\u00eb n\u00eb nj\u00eb bot\u00eb n\u00eb ndryshime permanente po sundon tashme politikat edukuese moderne. Akumulimi i njohurive dhe kompetencat e natyr\u00ebs thjesht teknike tashm\u00eb konsiderohen m\u00eb pak prioritare se &#8220;inteligjenca kritike, hapja ndaj ndryshimeve dhe adaptimi i shpejt\u00eb me t\u00eb rejat, thithja e sinjaleve t\u00eb tregut dhe strategjive t\u00eb zhvillimit, logjika e zhvillimit t\u00eb q\u00ebndruesh\u00ebm, etj.&#8221;<\/p>\n<p>P\u00ebrvoja bashk\u00ebkohore po tregon se globalizimi nuk shp\u00ebrndan spontanisht progres e mir\u00ebqenie. T&#8217;i shmangesh apo thjesht t\u00eb k\u00ebrkosh mbrojtje prej tij nuk konsiderohet si zgjidhje inteligjente, sepse kjo do t\u00eb thot\u00eb ta privosh veten nga efektet dhe mund\u00ebsit\u00eb q\u00eb t\u00eb ofron kapitalizmi modern bashk\u00ebkohor. Globalizimi \u00ebsht\u00eb para s\u00eb gjithash pasoj\u00eb e revolucionit t\u00eb teknologjive t\u00eb informacionit e komunikimit si dhe e sistemit liberal t\u00eb shk\u00ebmbimeve tregtare. Por n\u00eb thelbin e tij, globalizimi \u00ebsht\u00eb m\u00eb shum\u00eb se gjith\u00e7ka, zhvillimi i ekonomis\u00eb s\u00eb dijes dhe administrimit t\u00eb njohurive.<\/p>\n<p>Rritja e konkurrenc\u00ebs n\u00eb shkall\u00eb nd\u00ebrkomb\u00ebtare q\u00eb rezulton nga ky proces \u00ebsht\u00eb shum\u00eb m\u00eb e fort\u00eb se konkurrenca klasike e mallrave dhe produkteve me t\u00eb cil\u00ebn bota \u00ebsht\u00eb ndeshur deri tani.
