T\u00eb gjith\u00eb takohen me t\u00eb gjith\u00eb, edhe ata q\u00eb kan\u00eb nj\u00eb projekt konkret, edhe ata q\u00eb kan\u00eb nj\u00eb ambicje, edhe ata q\u00eb kan\u00eb veto direkte apo indirekte politike n\u00eb zgjedhje.<\/p>\n<p>Formalisht duket se po p\u00ebrs\u00ebritet pranvera politike e vitit 2002 dhe 2007. Si at\u00ebher\u00eb edhe tani ka nj\u00eb mazhoranc\u00eb t\u00eb brisht\u00eb ndaj shanseve reale p\u00ebr imponimin e emrit presidencial, ka nj\u00eb opozit\u00eb q\u00eb pretendon t\u00eb imponoj\u00eb rregulla, krietere dhe emra konkret\u00eb, ka nj\u00eb presion politik t\u00eb duksh\u00ebm nd\u00ebrkomb\u00ebtar p\u00ebr nj\u00eb zgjedhje sa m\u00eb konsensuale sic edhe ka nj\u00eb ndjeshm\u00ebri t\u00eb lart\u00eb publike.<\/p>\n<p>Bashk\u00eb me postin e presidentit jan\u00eb n\u00eb loj\u00eb fati i disa institucioneve t\u00eb r\u00ebnd\u00ebsishme kushtetuese, prestigiji i demokracis\u00eb funksionale, provimi i maturis\u00eb p\u00ebr klas\u00ebn politike, fati i mazhoranc\u00ebs qeveris\u00ebse dhe prologu i zgjedhjeve t\u00eb ardhshme parlamentare. Ndyrshe nga 1991, 1992 apo 1997 kur zgjedhjet presidenciale ishin formalitet p\u00ebr shumic\u00ebn fituese, m\u00eb 2002 dhe 2007 u kalua n\u00eb terma t\u00eb tjer\u00eb reference: m\u00eb 2002 u zgjodh nj\u00eb em\u00ebr konsensual me njohje publike, m\u00eb 2007 nj\u00eb em\u00ebr politik me kuotat m\u00eb t\u00eb larta t\u00eb mb\u00ebshtetjes publike.<\/p>\n<p>M\u00eb 2012 pozicionet jan\u00eb t\u00eb skajshme: nj\u00eb pal\u00eb q\u00eb k\u00ebrkon modelin e vitit 2002 (PS) dhe nj\u00eb pal\u00eb tjet\u00ebr q\u00eb k\u00ebrkon rikthim n\u00eb modelet e viteve 1992 dhe 1997 (PD). M\u00eb 2002 e 2007 vendi nuk ndodhej pran\u00eb zgjedhjeve parlamentare dhe se mazhoranca n\u00eb qeveri nuk kishte ndonj\u00eb problem numrash p\u00ebr t\u00eb mbetur n\u00eb pushtet, gj\u00eb q\u00eb tani \u00ebsht\u00eb e kund\u00ebrt; zgjedhjet parlamentare jan\u00eb pran\u00eb dhe mazhoranca mbahet me 1-3 vota parlamentare t\u00eb aleat\u00ebve politik\u00eb dyt\u00ebsor\u00eb.<\/p>\n<p>Procesi i sivjet\u00ebm ka edhe disa tipare t\u00eb reja. S\u00eb pari, publiku nuk ka rol; ai nuk mund t\u00eb zgjedh\u00eb, nuk mund t\u00eb pyetet dhe sondazhet publike ende flasin p\u00ebr mb\u00ebshtetje t\u00eb emrave, q\u00eb PD-PS I kan\u00eb p\u00ebrjashtuar paraprakisht nga propabiliteti i zgjedhjes. Pra, nuk po k\u00ebrkohet nj\u00eb president q\u00eb p\u00ebrputhet me pritjet dhe d\u00ebshirat qytetare, por nj\u00eb president ndryshe, nga kanalet e politik\u00ebs dhe t\u00eb jet\u00eb m\u00eb pas simbol p\u00ebr t\u00eb gjith\u00eb qytetar\u00ebt!<\/p>\n<p>S\u00eb dyti sistemi partiak nuk po prodhon gar\u00eb presidenciale. Nuk ka gar\u00eb sepse vet\u00ebm dy partit\u00eb e m\u00ebdha kan\u00eb nga 20 deputet\u00eb p\u00ebr t\u00eb regjistruar nj\u00eb kandidat n\u00eb gar\u00eb, sepse vet\u00eb zgjedhja nuk b\u00ebhet p\u00ebrmes gar\u00ebs dhe se partit\u00eb e m\u00ebdha, sidomos PD, \u00ebsht\u00eb aq larg natyr\u00ebs dem\u00acokratike t\u00eb brendshme sa asnj\u00eb politikan brenda saj nuk mund ta thot\u00eb me z\u00eb t\u00eb lart\u00eb ambicjen personale p\u00ebr postin e Presidentit. Mungesa e k\u00ebtyre element\u00ebve dhe premtimi q\u00eb President t\u00eb jet\u00eb \u201cnj\u00eb nga figurat e shquara t\u00eb PD\u201d, shprehje q\u00eb r\u00ebndom p\u00ebrdoret p\u00ebr militant\u00ebt e deri tek drejtohet e hipotekave, na b\u00ebn t\u00eb besojm\u00eb se m\u00eb shum\u00eb se zgjedhje, por shkojn\u00eb drejt nj\u00eb p\u00ebrzgjedhje\/em\u00ebrim pa gar\u00eb t\u00eb Presidentit.<\/p>\n<p>T\u00eb treti ndryshimet kushtetuese 2008 jan\u00eb n\u00eb prov\u00eb dyfish\u00eb; sepse p\u00ebr her\u00eb t\u00eb par\u00eb po zgjedhim nj\u00eb president me rregullat e reja dhe sepse koha tregoi se ato ndryshime ishin t\u00eb nxituara e t\u00eb gabuara. Pal\u00ebt menduan vet\u00ebm p\u00ebr veten e tyre, por sot shohim se sic dje nuk mjaftonin 84 vota, sot nuk mjaftojn\u00eb as 71 vota p\u00ebr zgjedhjen e presidentit. Duhet me cdo kusht vota e dikujt tjet\u00ebr, minimalisht t\u00eb LSI dhe maksimalisht t\u00eb PS.<\/p>\n<p>S\u00eb kat\u00ebrti, procesi zgjedhor po b\u00ebhet \u201cme rregulla ballkanik\u00eb\u201d p\u00ebrmes retorik\u00ebs \/ agjendave personale dhe jo p\u00ebrmes akteve\/sjelljeve institucionale. Nuk mblidhet tryeza e koalicionit qeveris\u00ebs, nuk mblidhet as ajo e opozit\u00ebs, liderit kryesor\u00eb bisedojn\u00eb n\u00ebp\u00ebr lokale, nuk ka platform dhe as propozime t\u00eb shkruara, nuk shkohet m\u00eb tej sesa kalkulimet personave t\u00eb momentit dhe nuk ka ende nj\u00eb vizion t\u00eb majt\u00eb e as t\u00eb djatht\u00eb sesi duhet\/ se kush duhet t\u00eb jet\u00eb Presidenti i ardhsh\u00ebm.<\/p>\n<p>Pavar\u00ebsisht k\u00ebndv\u00ebshtrimeve, mund t\u00eb thuhet se modeli Moisiu e Topi funksionoi institucionalisht, por dy pal\u00ebt i anatemuan sa her\u00eb interesat e tyre ran\u00eb ndesh me frym\u00ebn kushteteuse dhe mbipartiake t\u00eb aktivitetit presidencial. Dy partit\u00eb flasin p\u00ebr model t\u00eb ri, por nuk ofrojn\u00eb asnj\u00eb t\u00eb qart\u00eb se cfar\u00eb kuptojn\u00eb me k\u00ebt\u00eb premtim, dhe pse jan\u00eb kund\u00ebr modeleve pozitive t\u00eb deritanishme.<br \/>\nS\u00eb fundi, ka nj\u00eb diferenc\u00eb t\u00eb madhe midis asaj cfar\u00eb liderit politik\u00eb deklarojn\u00eb dhe asaj cfar\u00eb mendojn\u00eb apo q\u00eb kryejn\u00eb n\u00eb realitet.<\/p>\n<p>Mazh\u00acoranca krenohet n\u00eb kancelarit\u00eb europiane me kthimin e opozit\u00ebs dhe normalitetit parlamentar, opozita gjithashtu krenohet me kostumin e saj t\u00eb ri integrues e dialogues, por dy pal\u00ebt ndahen qart\u00eb kur veprojn\u00eb n\u00eb realpolitik\u00eb. Politika e musjkujve dhe faktit t\u00eb kryer ashtu si ajo e skenar\u00ebve me aleanca fluide ka p\u00ebrvoj\u00eb afatshkurt\u00ebr dhe negative n\u00eb Shqip\u00ebri. Gjith\u00ebsesi kjo \u00ebsht\u00eb ajo cfar\u00eb dy pal\u00ebt po ndjekin p\u00ebrs\u00ebri, duke e vendosur veten n\u00eb konflikt me interesat publike dhe nevoj\u00ebn e madhe q\u00eb zgjedhjet presidenciale t\u00eb japin nj\u00eb impuls pozitiv n\u00eb procesin e vonuar t\u00eb integrimit europian.<\/p>\n<p>\u00c7far\u00eb pritet t\u00eb ndodh\u00eb pas 24 majit? N\u00eb at\u00eb dat\u00eb t\u00eb vitit 1944 u hodh\u00ebn bazat e nj\u00eb sistemi brutal, antidemokratik dhe nj\u00ebpartiak, mentalitetet dhe p\u00ebrvojat negative t\u00eb se cilit ende dominojn\u00eb politik\u00ebn e shoq\u00ebrin\u00eb shqiptare. M\u00eb 2012 shpresa \u00ebsht\u00eb q\u00eb t\u00eb marr\u00eb udh\u00eb nj\u00eb periudh\u00eb e re, e ndryshme nga maji i P\u00ebrmetit ku nj\u00eb pal\u00eb mori gjitha pushtetet dhe ku vendin e institucioneve e zun\u00eb t\u00eb fort\u00ebt e partis\u00eb. P\u00ebrvc k\u00ebtij varianti konfliktual dhe historikisht t\u00eb gabuar, ekzistojn\u00eb modele, p\u00ebrvoja dhe hap\u00ebsira p\u00ebr nj\u00eb variant tjet\u00ebr qytetar, t\u00eb maturuar dhe pragmatist.<\/p>\n<p>Shanset reale dhe personalisht mendoj edhe zgjidhja m\u00eb optimale n\u00eb k\u00ebto rrethana \u00ebsht\u00eb q\u00eb pas raundeve apo paradave t\u00eb forc\u00ebs n\u00eb kafeneve apo konferenca shtypi, pal\u00ebt t\u00eb detyrohen t\u00eb bien dakord p\u00ebr nj\u00eb zgjidhje t\u00eb pranushme t\u00eb minut\u00ebs s\u00eb fundit.
