Zgjedhjet e 28 qershorit dhe vler\u00ebsimet rreth tyre jan\u00eb b\u00ebr\u00eb tashm\u00eb vij\u00eb ndar\u00ebse midis dy m\u00ebnyrash t\u00eb t\u00eb vepruarit e t\u00eb menduarit, midis dy perceptimesh rreth realitetit n\u00eb Shqip\u00ebri dhe midis dy perspektivash, nj\u00ebra q\u00eb ka n\u00eb themel axhend\u00ebn evropiane dhe tjetra q\u00eb na mban larg familjes s\u00eb vlerave dhe parimeve t\u00eb shenjta t\u00eb demokracis\u00eb. <\/p>\n<p>Kur Partia Socialiste vendosi marr\u00ebdh\u00ebnien e kusht\u00ebzuar me Parlamentin, e cila u perceptua si bojkot nga mjaft miq e partner\u00eb nd\u00ebrkomb\u00ebtar\u00eb, ata u gjet\u00ebn t\u00eb befasuar pasi n\u00eb raportet e prodhuara prej tyre ishte vler\u00ebsuar risia e uljes s\u00eb konfliktualitetit n\u00eb politik\u00ebn shqiptare. E padyshim kjo merit\u00eb i atribohet Partis\u00eb Socialiste, e cila mori lidershipin n\u00eb reform\u00ebn zgjedhore dhe hartimin e Kodit Zgjedhor, dha konsensusin p\u00ebr nj\u00eb s\u00ebr\u00eb ligjesh q\u00eb \u00e7uan n\u00eb an\u00ebtar\u00ebsimin e plot\u00eb t\u00eb Shqip\u00ebris\u00eb n\u00eb NATO. Kjo padyshim duhet t\u00eb detyronte maxhoranc\u00ebn qeveris\u00ebse q\u00eb n\u00eb sfidat e m\u00ebpastajme t\u00eb demokracis\u00eb t\u00eb respektonte standardet e nj\u00eb vendi t\u00eb NATO-s. <\/p>\n<p>Por p\u00ebr fat t\u00eb keq, ndodhi e kund\u00ebrta. Sali Berisha shkeli n\u00eb m\u00ebnyr\u00eb flagrante dhe arbitrare Kodin Zgjedhor, duke u b\u00ebr\u00eb shkaktari dhe p\u00ebrgjegj\u00ebsi i vet\u00ebm p\u00ebr k\u00ebt\u00eb situat\u00eb. Sali Berisha edhe si p\u00ebrfitues nga konsensusi dhe kompromiset e ofruara, kur ishte n\u00eb opozit\u00eb, duhet t\u00eb kishte m\u00ebsuar di\u00e7ka nga funksionimi i demokracis\u00eb dhe rregullat e loj\u00ebs. Por gjat\u00eb gjith\u00eb karrier\u00ebs s\u00eb tij politike, nuk ka asnj\u00eb moment n\u00eb t\u00eb cilin ai dhe grupimi q\u00eb p\u00ebrfaq\u00ebson kan\u00eb respektuar rregullat e parimet e demokracis\u00eb. Dhe kjo \u00ebsht\u00eb e kuptueshme p\u00ebr nj\u00eb politikan q\u00eb mbart mbi vete barr\u00ebn e sistemit, produkt i t\u00eb cilit \u00ebsht\u00eb. <\/p>\n<p>Q\u00eb n\u00eb fillim t\u00eb kriz\u00ebs, faktori nd\u00ebrkomb\u00ebtar kishte deklaruar se klasa politike shqiptare duhet t\u00eb manifestonte pjekuri dhe duhet t\u2019i jepte fund kriz\u00ebs politike. Megjithat\u00eb, shqet\u00ebsimi dhe angazhimi i nd\u00ebrkomb\u00ebtar\u00ebve lidhur me situat\u00ebn n\u00eb Shqip\u00ebri nuk ka munguar. <\/p>\n<p>Pak dit\u00eb m\u00eb par\u00eb, Ambasadori i Prezenc\u00ebs s\u00eb OSBE-s\u00eb n\u00eb Tiran\u00eb artikuloi domosdoshm\u00ebrin\u00eb q\u00eb pal\u00ebt t\u00eb pranojn\u00eb kompromisin shum\u00eb t\u00eb mir\u00eb, q\u00eb kan\u00eb mbi tryez\u00eb p\u00ebr zgjidhjen e kriz\u00ebs. Reagimi i Kryeministrit dhe sulmi ndaj Ambasadorit t\u00eb OSBE-s\u00eb \u00ebsht\u00eb pjes\u00eb e praktik\u00ebs dhe mentalitetit q\u00eb ka ky politikan, i cili n\u00eb 20 vjet, pavar\u00ebsisht se k\u00eb kund\u00ebrshtar ka pasur p\u00ebrball\u00eb ka qen\u00eb vet\u00ebm konfliktual, hileqar, autoritar, pa respekt p\u00ebr at\u00eb q\u00eb n\u00eb shumic\u00ebn e rasteve \u00ebsht\u00eb detyruar t\u00eb n\u00ebnshkruaj\u00eb, pra nj\u00eb politikan i pap\u00ebrgjegjsh\u00ebm dhe pa kredibilitet. <\/p>\n<p>Loja e tij me faktorin nd\u00ebrkomb\u00ebtar \u00ebsht\u00eb e rrezikshme p\u00ebr interesat e vendit dhe p\u00ebr imazhin e Shqip\u00ebris\u00eb. Ai pa asnj\u00eb droje mashtron duke v\u00ebrtetuar kart\u00ebcip\u00ebrisht at\u00eb \u00e7ka Partia Socialiste ka koh\u00eb q\u00eb ka paralajm\u00ebruar shqiptar\u00ebt, opinionin publik vendas dhe t\u00eb huaj. N\u00eb m\u00ebnyr\u00eb t\u00eb vazhdueshme, Partia Socialiste ka ofruar opsionet ligjore dhe politike p\u00ebr daljen nga kriza, duke p\u00ebrdorur t\u00eb gjitha mjetet demokratike dhe kompromiset bazuar n\u00eb Kushtetut\u00eb, kuadrin ligjor dhe p\u00ebrvoj\u00ebn pozitive nd\u00ebrkomb\u00ebtare. <\/p>\n<p>Kthimi n\u00eb Parlament, paraqitja e dy projekt-ligjeve p\u00ebr t\u00eb vendosur standardin e transparenc\u00ebs s\u00eb procesit elektoral n\u00eb t\u00eb ardhmen, pjes\u00ebmarrja dhe propozimet n\u00eb tryez\u00ebn e Presidentit e dallojn\u00eb qartazi opozit\u00ebn nga maxhoranca, e cila edhe pas 11 muajsh nuk ka ofruar asnj\u00eb opsion, asnj\u00eb draft, asnj\u00eb shenj\u00eb kompromisi, por vet\u00ebm ka kund\u00ebrshtuar verb\u00ebrisht, s\u00eb fundmi edhe at\u00eb \u00e7ka \u00ebsht\u00eb pranuar edhe nga partner\u00ebt nd\u00ebrkomb\u00ebtar. <\/p>\n<p>Frika dhe kok\u00ebfort\u00ebsia p\u00ebr t\u00eb q\u00ebndruar n\u00eb fr\u00ebngjin\u00eb e vet, i rrethuar nga kutit\u00eb e mbyllura t\u00eb votave t\u00eb grabitura, flasin qart\u00eb p\u00ebr drejt\u00ebsin\u00eb e kauz\u00ebs opozitare lidhur me k\u00ebt\u00eb problem.<\/p>\n<p>Angazhimi i fundit i ambasador\u00ebve t\u00eb nderuar p\u00ebr t\u00eb asistuar zgjidhjen e kriz\u00ebs solli nj\u00eb element leht\u00ebsimi p\u00ebr ata q\u00eb jan\u00eb realisht n\u00eb favor t\u00eb zgjidhjes s\u00eb kriz\u00ebs. Daljet publike t\u00eb Sali Berish\u00ebs dit\u00ebt e fundit, duke aluduar se p\u00ebrfaq\u00ebsuesi i OSBE-s\u00eb thot\u00eb t\u00eb pav\u00ebrteta, v\u00ebrtetojn\u00eb kat\u00ebrcip\u00ebrisht kriz\u00ebn n\u00eb t\u00eb cil\u00ebn Kryeministri i vendit \u00ebsht\u00eb zhytur. N\u00eb k\u00ebt\u00eb kriz\u00ebn e vet personale, Berisha po mban t\u00eb mb\u00ebrthyer nj\u00eb num\u00ebr deputet\u00ebsh pa p\u00ebrvoj\u00eb parlamentare dhe aspak p\u00ebrfaq\u00ebsues. Sulmet e paprecedenta ndaj sakrific\u00ebs sublime t\u00eb m\u00eb shum\u00eb se 200 deputet\u00eb e p\u00ebrfaq\u00ebsues t\u00eb opozit\u00ebs, p\u00ebrve\u00e7 t\u00eb tjerave tregojn\u00eb qart\u00eb munges\u00ebn e pavar\u00ebsis\u00eb s\u00eb gjykimit, personalitet t\u00eb paformuar dhe vasalitet t\u00eb plot\u00eb ndaj kthetrave q\u00eb po i mbrojn\u00eb p\u00ebr krimin q\u00eb t\u00eb gjith\u00eb bashk\u00eb kan\u00eb konsumuar dit\u00ebn e zgjedhjeve t\u00eb 28 qershorit. <\/p>\n<p>Pavar\u00ebsisht sofistikimit t\u00eb mjeteve t\u00eb manipulimit kemi t\u00eb nj\u00ebjt\u00ebt ideator\u00eb dhe t\u00eb nj\u00ebjt\u00ebt ekzekutor\u00eb t\u00eb dhunimit t\u00eb zgjedhjeve. Sot kemi p\u00ebrs\u00ebri t\u00eb nj\u00ebjtin Berish\u00eb, si at\u00ebher\u00eb kur shteti po \u00e7\u2019b\u00ebhej dhe ai insistonte se nuk do t\u00eb ofronte asnj\u00eb formul\u00eb p\u00ebr zgjidhjen e kriz\u00ebs, madje e thelloi kriz\u00ebn duke detyruar maxhoranc\u00ebn ta votonte p\u00ebr nj\u00eb mandat t\u00eb dyt\u00eb presidencial n\u00eb kushtet e gjendjes s\u00eb jasht\u00ebzakonshme, t\u00eb shpallur po prej tij.  <\/p>\n<p>N\u00eb an\u00ebn tjet\u00ebr, opozita p\u00ebrs\u00ebri ka dh\u00ebn\u00eb mesazhe t\u00eb qarta p\u00ebr zgjidhjen n\u00eb m\u00ebnyr\u00eb konstruktive t\u00eb kriz\u00ebs politike, pavar\u00ebsisht faktit q\u00eb n\u00eb gjith\u00eb historin\u00eb 20-vje\u00e7are t\u00eb tranzicionit askush s\u2019ka mundur t\u00eb bashkoj\u00eb rreth vetes nj\u00eb num\u00ebr kaq t\u00eb madh mb\u00ebshtet\u00ebsish p\u00ebr kauz\u00ebn e demokracis\u00eb dhe betej\u00ebs p\u00ebr zgjedhje t\u00eb lira dhe t\u00eb ndershme. <\/p>\n<p>P\u00ebr her\u00eb t\u00eb dyt\u00eb n\u00eb k\u00ebta 20 vjet, opozita \u00ebsht\u00eb e detyruar t\u00eb protestoj\u00eb deri n\u00eb mjetin ekstrem t\u00eb grev\u00ebs s\u00eb uris\u00eb kund\u00ebr zgjedhjeve t\u00eb grabitura me dhun\u00eb apo me korrupsion nga i nj\u00ebjti individ. Vet\u00ebmohimi dhe q\u00ebndresa e pashoqe e 200 grave dhe burrave, t\u00eb rinjve dhe t\u00eb moshuarve, p\u00ebr interesa madhore t\u00eb vendit dhe t\u00eb ardhmen e tij evropiane, ka mb\u00ebrthyer sot zemrat dhe mendjen e shqiptar\u00ebve kudo ku jetojn\u00eb dhe pa asnj\u00eb m\u00ebdyshje kjo sakrific\u00eb do t\u00eb sjell\u00eb triumfin e kauz\u00ebs s\u00eb patjet\u00ebrsueshme t\u00eb demokracis\u00eb. <\/p>\n<p>Opozita nuk t\u00ebrhiqet dhe nuk stepet n\u00eb betej\u00ebn e saj edhe pse shteti ka filluar t\u00eb k\u00ebrc\u00ebllis\u00eb dh\u00ebmb\u00ebt, ka filluar t\u00eb ushtroj\u00eb dhun\u00eb ndaj protestuesve paq\u00ebsor\u00eb, ka thirrur n\u00eb sken\u00eb kalemxhinj e rrogtar\u00eb, dhe pse ka p\u00ebrball\u00eb t\u00eb nj\u00ebjtin Berish\u00eb q\u00eb p\u00ebrbetohet dit\u00ebn dhe nat\u00ebn se nuk e lejon ligji t\u00eb zgjidh\u00eb kriz\u00ebn, por q\u00eb identifikon veten dhe me ligjin, dhe me Kushtetut\u00ebn, me gjykat\u00ebn e prokurorin\u00eb, madje dhe me Shqip\u00ebrin\u00eb t\u00eb hipotekuar si pron\u00eb e tij. <\/p>\n<p>N\u00eb momentin q\u00eb n\u00eb nj\u00eb demokraci, edhe pse difektoze, kreu i Qeveris\u00eb sillet si pronar i vendit dhe i t\u00eb drejt\u00ebs, dhe refuzon t\u00eb kuptoj\u00eb gjuh\u00ebn e popullit t\u00eb vet, at\u00ebher\u00eb ky ka n\u00ebnshkruar fundin e vet t\u00eb turpsh\u00ebm. <\/p>\n","protected":false},"excerpt":{"rendered":"<p>Arta Dade, 19.05.2010 Po mbushet viti q\u00eb Shqip\u00ebria \u00ebsht\u00eb mb\u00ebrthyer n\u00eb kriz\u00ebn m\u00eb t\u00eb thell\u00eb politike, si dhe kriz\u00ebn t\u00eb funksionimit t\u00eb demokracis\u00eb shoq\u00ebruar kjo dhe me thellimin e kriz\u00ebs ekonomike.
