Me nj\u00eb nga marifetet e tij t\u00eb neveritshme rreth hapjes apo mos-hapjes s\u00eb kutive t\u00eb materialeve zgjedhore, ai ka krijuar prishje t\u00eb konsensusit duke v\u00ebn\u00eb n\u00eb dyshim p\u00ebrfundimin e reform\u00ebs brenda afatit. N\u00eb nj\u00eb plan m\u00eb afatgjat\u00eb ai do t\u00eb nxjerr\u00eb probleme t\u00eb tjera dhe me kushtet e tjera q\u00eb i duhen Shqip\u00ebris\u00eb p\u00ebr t\u00eb marr\u00eb ftes\u00ebn p\u00ebr n\u00eb Bashkimin Evropian, po problemi tek reforma zgjedhore duket se \u00ebsht\u00eb m\u00eb urgjent p\u00ebr t\u00eb.<\/p>\n<p>Frika e Berish\u00ebs \u00ebsht\u00eb se rrotull tij po g\u00eblojn\u00eb z\u00ebra p\u00ebr aleanca fluide mes opozit\u00ebs dhe faktor\u00ebve t\u00eb tjer\u00eb numerik\u00eb dhe politik\u00eb n\u00eb Kuvend p\u00ebr zgjedhjen e presidentit. Edhe pse \u00ebsht\u00eb naivitet t\u00eb besosh n\u00eb nj\u00eb shumic\u00eb t\u00eb re p\u00ebrmes marifeteve, Berisha e shikon me shqet\u00ebsim faktin q\u00eb shum\u00eb nga deputet\u00ebt e shumic\u00ebs s\u00eb tij qeveris\u00ebse mund ta tradhtojn\u00eb tek letra e bardh\u00eb kur t\u00eb vij\u00eb puna p\u00ebr t\u00eb votuar Jozefina Topallin, p\u00ebr t\u00eb cilin ai duket se \u00ebsht\u00eb i gatsh\u00ebm t\u00eb hyj\u00eb n\u00eb luft\u00eb.<\/p>\n<p>Pas k\u00ebsaj p\u00ebrball\u00eb Berish\u00ebs ka vet\u00ebm nj\u00eb skenar, zgjedhjet e parakohshme. Nj\u00eb reform\u00eb zgjedhore e p\u00ebrfunduar n\u00eb afat, pra m\u00eb 30 prill, do t\u00eb mund\u00ebsonte nj\u00eb kuad\u00ebr ligjor t\u00eb p\u00ebrmir\u00ebsuar p\u00ebr zgjedhjet, me m\u00eb shum\u00eb elemente sigurie. E shtyr\u00eb p\u00ebr 15 maj, ajo ngjall dyshimet e para. E krisur si\u00e7 ndodhi t\u00eb premten n\u00eb mesdit\u00eb, ajo duket shum\u00eb larg miratimit. Duket se Berisha po mendon ta p\u00ebrdor\u00eb reform\u00ebn zgjedhore si nj\u00eb sigures\u00eb p\u00ebr t\u00eb k\u00ebrc\u00ebnuar pal\u00ebt p\u00ebr zgjedhje t\u00eb jasht\u00ebzakonshme me kuadrin e vjet\u00ebr ligjor. N\u00eb thelb ai nuk k\u00ebrkon zgjedhje t\u00eb parakohshme dhe do t\u00eb b\u00ebj\u00eb \u00e7\u2019\u00ebsht\u00eb e mundur t\u2019i shmang\u00eb ato, por n\u00eb opinion ai do t\u00eb b\u00ebj\u00eb nj\u00eb beteje fallco p\u00ebr to.<\/p>\n<p>Ai k\u00ebrkon t\u00eb tremb\u00eb \u00e7do t\u00eb l\u00ebkundur brenda shumic\u00ebs s\u00eb tij, se n\u00ebse nuk i q\u00ebndron besnik, do t\u00eb futen n\u00eb zgjedhje t\u00eb menj\u00ebhershme parlamentare p\u00ebr 45 dit\u00eb, me kuadrin e vjet\u00ebr ligjor dhe natyrisht me konsekuenca t\u00eb m\u00ebdha personale p\u00ebr ata individ\u00eb q\u00eb do t\u00eb tentojn\u00eb t\u2019i prishin shumic\u00ebn. Duke bllokuar reform\u00ebn zgjedhore, duke prekur pik\u00ebrisht tema t\u00eb ndjeshme p\u00ebr socialist\u00ebt si\u00e7 \u00ebsht\u00eb hapja apo mos-hapja e kutive t\u00eb materialeve t\u00eb votimit, t\u00eb cilat her\u00ebn e shkuar ishin arkivoli i krimit elektoral, ai tenton t\u00eb ngjall\u00eb d\u00ebshp\u00ebrim dhe frik\u00eb p\u00ebr zgjedhje t\u00eb parakohshme, me q\u00ebllim q\u00eb n\u00ebn frik\u00ebn e tyre t\u00eb votohet kandidati i tij p\u00ebr president. K\u00ebrc\u00ebnimi i tij b\u00ebhet i besuesh\u00ebm dhe kur b\u00ebhen llogarit\u00eb me partin\u00eb e re t\u00eb zotit Topi, e cila mund t\u00eb mos ket\u00eb mund\u00ebsin\u00eb dhe koh\u00ebn p\u00ebr tu b\u00ebr\u00eb gati p\u00ebr zgjedhje t\u00eb menj\u00ebhershme n\u00eb rast krize, kur Topi \u00ebsht\u00eb ende president n\u00eb detyr\u00eb.<\/p>\n<p>Ajo q\u00eb ndodhi dje n\u00eb komisionin e reform\u00ebs zgjedhore \u00ebsht\u00eb nj\u00eb mistrecll\u00ebk tipik i Berish\u00ebs, nga ato marifetet q\u00eb ai shpik p\u00ebr t\u00eb krijuar probleme aty ku nuk ka. T\u00eb gjith\u00eb e mbajm\u00eb mend se si shpiku si problem kushtetues mandatin e deputetit t\u00eb Kruj\u00ebs, q\u00eb do t\u00eb z\u00ebvend\u00ebsonte zonj\u00ebn Seseri, dhe pastaj e zgjidhi p\u00ebr dhjet\u00eb minuta. T\u00eb gjith\u00eb e shohim se si ka shpikur si problem kushtetues em\u00ebrimin e n\u00ebnkryetarit t\u00eb KLD, i cili n\u00eb t\u00eb v\u00ebrtet\u00eb \u00ebsht\u00eb kompetenc\u00eb direkte e presidentit dhe nuk p\u00ebrb\u00ebn asnj\u00eb problem. T\u00eb gjith\u00eb e dim\u00eb se si ai betohej se hapja e kutive t\u00eb votimit do ishte fundi i proceseve zgjedhore n\u00eb Shqip\u00ebri, kurse hapja e kutive t\u00eb materialeve ishte korrekte. Pasi u pranua kjo e dyta, t\u00eb gjith\u00eb ishim d\u00ebshmitar\u00eb si shkoi me urgjenc\u00eb dhe i dogji ato n\u00eb Breg t\u00eb Lumit, vet\u00ebm q\u00eb t\u00eb mos i hapte, duke harruar \u00e7far\u00eb kishte th\u00ebn\u00eb.<\/p>\n<p>Aft\u00ebsia e tij p\u00ebr t\u00eb shpikur probleme t\u00eb paqena me q\u00ebllim q\u00eb t\u00eb harxhohen energji politike p\u00ebr nj\u00eb pun\u00eb boshe \u00ebsht\u00eb e spikatur. Kjo \u00ebsht\u00eb m\u00ebnyra se ai ruan veten nga ekspozimi i problemeve reale q\u00eb ka me qeverisjen dhe institucionet n\u00eb vend. Sa her\u00eb q\u00eb ai b\u00ebn nj\u00eb gj\u00eb t\u00eb r\u00ebnd\u00eb, q\u00eb p\u00ebrballet me skandale korrupsioni apo histori t\u00eb kriz\u00ebs ekonomike dhe qeveris\u00ebse, ai shpik nj\u00eb problem tjet\u00ebr me q\u00ebllim q\u00eb energjit\u00eb e kund\u00ebrshtar\u00ebve t\u00eb vet t\u00eb harxhohen p\u00ebr nj\u00eb problem, i cili kur zgjidhet n\u00eb t\u00eb v\u00ebrtet\u00eb, nuk ka zgjidhur asgj\u00eb.<\/p>\n<p>E till\u00eb \u00ebsht\u00eb kriza q\u00eb ai po provokon me reform\u00ebn zgjedhore. Arsyeja q\u00eb ai ka shpikur \u00ebsht\u00eb false, dhe kur ajo do t\u00eb zgjidhet pas pak koh\u00ebsh, t\u00eb gjith\u00eb do t\u00eb shikojm\u00eb se ishte nj\u00eb trill i tij.
