Drejtori i Zyr\u00ebs p\u00ebr \u00c7\u00ebshtjet e Evrop\u00ebs Jugore dhe Qendrore n\u00eb Departamentin e Shtetit, Jonathan Moore, ka d\u00ebgjuar prej kryeministrit Berisha arsyetimin e tij kund\u00ebr normalizimit t\u00eb situat\u00ebs n\u00eb KQZ, dhe nuk ka mundur dot t\u00eb dal\u00eb nga zyra e tij me ndonj\u00eb sukses p\u00ebr t\u2019u sh\u00ebnuar n\u00eb k\u00ebt\u00eb drejtim. Interesi p\u00ebr vizit\u00ebn e zotit Moore u rrit pasi SHBA k\u00ebmb\u00ebngul\u00ebn n\u00eb normalizimin e KQZ para zgjedhjeve, dhe u duk se do t\u00eb merrnin nj\u00eb rol konkret n\u00eb k\u00ebt\u00eb drejtim.<\/p>\n<p>Por Berisha ka qen\u00eb i prer\u00eb dhe ky mision, p\u00ebr aq sa mund t\u00eb quhet i till\u00eb, mund t\u00eb thuhet se po shkon drejt d\u00ebshtimit. P\u00ebrball\u00eb k\u00ebtij opsioni administrativ, \u00ebsht\u00eb opsioni politik i opozit\u00ebs, e cila k\u00ebrkon ose rikthimin t\u00eb KQZ n\u00eb gjendjen fillestare para shkarkimit t\u00eb zotit Muho, ose rikompozim t\u00eb saj t\u00eb plot\u00eb.<\/p>\n<p>Po p\u00ebrse Berisha refuzon t\u00eb pranoj\u00eb nj\u00eb mision amerikan p\u00ebr KQZ-n\u00eb?<\/p>\n<p>N\u00eb aspektin politik, Berisha \u00ebsht\u00eb i qart\u00eb se nj\u00eb t\u00ebrheqje e tij p\u00ebr \u00e7\u00ebshtjen e KQZ-s\u00eb do t\u00eb jet\u00eb nj\u00eb sinjal p\u00ebr nj\u00eb dor\u00ebzim p\u00ebrfundimtar kat\u00ebr jav\u00eb para zgjedhjeve i tij dhe do t\u00eb nxis\u00eb nj\u00eb humbje t\u00eb thell\u00eb. Bile ishte kjo arsyeja q\u00eb Berisha tregoi muskujt tek KQZ sapo u prish koalicioni me Ilir Met\u00ebn p\u00ebr t\u00eb inkurajuar njer\u00ebzit e tij, q\u00eb do ta mbajm\u00eb pushtetin me \u00e7do kusht. P\u00ebr k\u00ebt\u00eb nuk b\u00ebri kujdes t\u00eb respektonte as procedurat. Muhon e nisi ta shkarkonte si an\u00ebtar t\u00eb LSI dhe e shkarkoi p\u00ebr nj\u00eb njoll\u00eb n\u00eb biografi, nd\u00ebrsa injoroi \u00e7do debat racional mbi zbatimin e ligjit dhe \u00e7do k\u00ebshill\u00eb per\u00ebndimore q\u00eb ta ndalte k\u00ebt\u00eb aksion. Sinjali i tij p\u00ebr militant\u00ebt ishte i qart\u00eb dhe kishte t\u00eb b\u00ebnte me mbajtjen e pushtetit me \u00e7do kusht. Nj\u00eb t\u00ebrheqje tani nga ky vendim, do t\u00eb jet\u00eb nj\u00eb sinjal i dor\u00ebzimit pa asnj\u00eb kusht dhe rrezikon ta zhduk\u00eb PD-n\u00eb nga harta politike pas zgjedhjeve.<\/p>\n<p>N\u00eb aspektin diplomatik, Berish\u00ebs i intereson nj\u00eb konflikt i personalizuar me t\u00eb d\u00ebrguarit amerikan\u00eb, q\u00eb mbik\u00ebqyrin zgjedhjet. Berisha \u00ebsht\u00eb i qart\u00eb dhe i vendosur t\u00eb prek\u00eb zgjedhjet dhe t\u00eb fus\u00eb duart tek rezultati, gj\u00eb q\u00eb e di se nuk do t\u00eb tolerohet nga SHBA. Por ashtu si\u00e7 ka b\u00ebr\u00eb deri m\u00eb sot, ai ka luajtur me dy nivele. Nga nj\u00eb an\u00eb paguan Podest\u00ebn t\u00eb relativizoj\u00eb situat\u00ebn n\u00eb Sht\u00ebpin\u00eb e Bardh\u00eb dhe Departament t\u00eb Shtetit, duke u ulur r\u00ebnd\u00ebsin\u00eb zgjedhjeve shqiptare dhe duke e mbajtur SHBA larg nj\u00eb misioni real n\u00eb k\u00ebto zgjedhje, dhe nga ana tjet\u00ebr nxit dhe personalizon konflikte me diplomat\u00ebt amerikan\u00eb t\u00eb rangut t\u00eb mes\u00ebm, p\u00ebr ta justifikuar debatin me SHBA me konfliktet e tij personale. Tani e tutje, n\u00ebse SHBA ashp\u00ebrson gjuh\u00ebn, n\u00ebse b\u00ebn apele publike p\u00ebr KQZ, dhe n\u00ebse n\u00eb fund ndodh q\u00eb t\u00eb ket\u00eb rezerva dhe p\u00ebr zgjedhjet me k\u00ebt\u00eb infrastruktur\u00eb q\u00eb po kryhen, Berisha do t\u2019u kujtoj\u00eb t\u00eb vet\u00ebve se kjo nuk \u00ebsht\u00eb vep\u00ebr e SHBA, por e nja dy n\u00ebpun\u00ebsve q\u00eb ai u ka p\u00ebrplasur der\u00ebn n\u00eb fytyr\u00eb. \u00cbsht\u00eb shum\u00eb primitive, por n\u00eb fakt \u00ebsht\u00eb e v\u00ebrtet\u00eb. Ndaj SHBA nuk ka pse sillet si kujdestare e dhimbsur p\u00ebr problemet e krijuara n\u00eb Tiran\u00eb me zgjedhjet, pasi ato nuk jan\u00eb probleme t\u00eb krijuara nga padija, por nga vet\u00ebdija p\u00ebr t\u00eb manipuluar zgjedhjet. SHBA nuk ka p\u00ebr t\u00eb nd\u00ebrmarr\u00eb misione pajtimi apo presioni, pasi as ato nuk i ha Sali Berisha. Ky i fundit ka vet\u00ebm nj\u00eb problem, q\u00eb SHBA t\u00eb mos distancohet zyrtarisht prej tij n\u00eb publik. \u00c7do q\u00ebndrim tjet\u00ebr ai e relativizon duke e personalizuar.<\/p>\n<p>Ndaj zoti Moore ka harxhuar kot lek\u00ebt e bilet\u00ebs nga Uashingtoni n\u00eb Tiran\u00eb. Nga Uashingtoni shqiptar\u00ebt kuptojn\u00eb m\u00eb mir\u00eb kur flitet hapur p\u00ebr deformimet e demokracis\u00eb k\u00ebtu, se sa kur hesht pasi del nga zyra e kryeministrit, ku nuk ke d\u00ebgjuar at\u00eb q\u00eb pret. SHBA ose duhet t\u00eb ket\u00eb q\u00ebndrim t\u00eb sajin p\u00ebr k\u00ebt\u00eb \u00e7\u00ebshtje, ose t\u00eb mos merret fare, pasi \u00ebsht\u00eb e tep\u00ebrt q\u00eb dhe ata t\u2019i t\u00ebrheq\u00eb zvarr\u00eb Sali Berisha.
