Referuar t\u00eb dh\u00ebnave zyrtare qeveria ka dh\u00ebn\u00eb 723 milion lek\u00eb p\u00ebr KQZ-n\u00eb n\u00eb funksionet e tij zgjedhore. P\u00ebrmes akteve shtes\u00eb, shifra zyrtare e dh\u00ebn\u00eb nga buxheti shtet\u00ebror \u00ebsht\u00eb rreth 7.5 milion euro. Nj\u00eb vend tjet\u00ebr paralel p\u00ebr blerjen e pajisjeve p\u00ebr num\u00ebrimin elektronik dhe verifikimin e kartave t\u00eb identitetit nxjerr nga buxheti shtet\u00ebror edhe 4.2 milion euro t\u00eb tjera. Donator\u00eb nd\u00ebrkomb\u00ebtar\u00eb me programet e tyre t\u00eb asistenc\u00ebs, monitorimit, etj, n\u00eb kuad\u00ebr t\u00eb ndihm\u00ebs p\u00ebr Shqip\u00ebrin\u00eb kan\u00eb p\u00ebrllogaritur nj\u00eb buxhet q\u00eb luhatet nga 1.5 n\u00eb 1.7 milion euro. Vet\u00eb partit\u00eb politike (66) n\u00eb gar\u00ebn elektorale prej muajsh kan\u00eb mbledhur fonde rezerv\u00eb, t\u00eb cilat deklarohen pas zgjedhjeve. Sipas t\u00eb dh\u00ebnave informate nga dy selit\u00eb kryesore politike dhe praktik\u00ebs s\u00eb zgjedhjeve t\u00eb kaluara secila nga partit\u00eb e m\u00ebdha politike p\u00ebrllogarit shpenzime elektorale q\u00eb variojn\u00eb nga 5-7 milion euro.<\/p>\n<p>P\u00ebr ta ilustruar shpenzimin, le t\u00eb shohim nj\u00eb aspekt konkret. Nj\u00eb aktivitet komb\u00ebtar n\u00eb Pallatin e Kongreseve, me t\u00eb gjith\u00eb komponent\u00ebt e tij (reklam\u00eb, ftesa, qiraja, sjellje pjes\u00ebmarr\u00ebsish, regjia qendrore, skenografia, etj), kushton rregullisht 25-30 mij\u00eb euro. PD ka zhvilluar deri tani 7 aktivitete t\u00eb tilla, PS 5 t\u00eb tilla, pra s\u00eb bashku kan\u00eb harxhuar rreth 270-360 mij\u00eb euro. Nj\u00eb miting i madh n\u00eb nj\u00eb qytet, gjithashtu me t\u00eb gjith\u00eb kompetent\u00ebt e tij, n\u00eb rastin m\u00eb t\u00eb lir\u00eb kushton midis 5-10 mij\u00eb euro. Dy partit\u00eb kryesore kan\u00eb organizuar deri tani 18 mitingje t\u00eb tilla, pra me nj\u00eb shif\u00ebr minimale q\u00eb varion n\u00eb 90-180 mij\u00eb euro. N\u00eb raste si mitingu n\u00eb Tiran\u00eb, shifra dyfishohet, di\u00e7ka rreth 30-50 mij\u00eb euro, duke e fryr\u00eb akoma m\u00eb shum\u00eb k\u00ebt\u00eb fatur\u00eb. N\u00ebse analizojm\u00eb m\u00eb pas marrjen me qira t\u00eb zyrave elektorale (210 n\u00eb gjith\u00eb Tiran\u00ebn dhe disa qindra n\u00eb gjith\u00eb vendin, secila prej tyre me qira dymujore q\u00eb varion 100-200 euro dhe secila me nj\u00eb kompletim minimal q\u00eb shkon 4-5 her\u00eb m\u00eb shtrenjt\u00eb, p\u00ebrllogariten disa qindra e mij\u00ebra euro t\u00eb tjera shpenzime. N\u00ebse kjo shif\u00ebr, p\u00ebrllogaritet me numrin e madh t\u00eb partive q\u00eb kan\u00eb potencial dhe prezenc\u00eb me aktivitete t\u00ebtilla publike, p.sh, aktivitetet e p\u00ebrditshme t\u00eb LSI, etj, mund t\u00eb flitet p\u00ebrnj\u00eb fatur\u00eb financiare q\u00eb tejkalon shifr\u00ebn e dh\u00ebn\u00eb nga buxheti i shtetit p\u00ebr KQZ-n\u00eb dhe zgjedhjet.<\/p>\n<p>Pagesa ekstra jan\u00eb ato q\u00eb parashikohen t\u00eb paguhen si reklama televizive, p\u00ebr transmetimet direkt n\u00eb media, p\u00ebr flet\u00ebpalosjet, p\u00ebr reklamat n\u00eb publik, p\u00ebr trajnimin e komisioner\u00ebve dhe pages\u00ebn e besnik\u00ebris\u00eb s\u00eb tyre dit\u00ebn e votimit\/num\u00ebrimit, p\u00ebr ngritjen dhe funksionimin e shtabeve zgjedhore dhe mekanizmave t\u00eb ruajtjes s\u00eb vot\u00ebs, p\u00ebr sistemin nd\u00ebrlidh\u00ebs, p\u00ebr pritjen e delegacioneve t\u00eb huaja mb\u00ebshtet\u00ebse, p\u00ebr firmat e lobingut nd\u00ebrkomb\u00ebtar, p\u00ebr sondazhe dhe exit pools, p\u00ebr flamujt, postera, automjete l\u00ebviz\u00ebse, regji qendrore, prodhim t\u00eb kasetave filmike, etj, etj. T\u00eb gjitha k\u00ebtyre shpenzimeve ushtohen miliona t\u00eb tjera t\u00eb parashikuara indirekt, p\u00ebrmes shfryt\u00ebzimit t\u00eb mjeteve shtet\u00ebrore e publike n\u00eb dispozicion. P.sh, kur kryeministri l\u00ebviz n\u00eb nj\u00eb rreth bashk\u00eb me t\u00eb l\u00ebvizin edhe 50-70 gardist\u00eb, mjete sigurie, policia dhe sh\u00ebrbimi sekret, stafi i kryeministris\u00eb dhe medieve zyrtare, funksionar\u00eb shoq\u00ebrues dhe autoritete lokale, &#8211; t\u00eb gjith\u00eb t\u00eb paguar nga taksat publike. E nj\u00ebjta gj\u00eb ndodh edhe me kryetar\u00ebt e partive q\u00eb kan\u00eb pushtete ekzekutive, si\u00e7 jan\u00eb ata me kryetar\u00eb bashkie, kryetar\u00eb komunash, etj, buxhetet financiare t\u00eb cil\u00ebve vihen t\u00ebr\u00ebsisht n\u00eb dispozicion t\u00eb fushat\u00ebs.<\/p>\n<p>E gjith\u00eb kjo pjes\u00eb e shpenzimeve nuk llogarit kontributet informale q\u00eb paguan biznesi, direkt ose indirekt, me para n\u00eb dor\u00eb, n\u00eb xhirollogari ose me mjete n\u00eb dispozicion, p.sh, me karburant, salla mbledhjesh, automjete, mjete reklamimi, foni, etj. K\u00ebto shifra jan\u00eb t\u00eb paverifikueshme, por n\u00ebse i referohemi t\u00eb pakt\u00ebn dy rasteve publike t\u00eb denoncimit gjat\u00eb legjislatur\u00ebs s\u00eb kaluar, n\u00eb dy rastet biznesmen\u00ebt kan\u00eb denoncuar se shifra e paguar prej tyre ka qen\u00eb 200-300 mij\u00eb euro. N\u00ebse e konsiderojm\u00eb shpenzim elektoral edhe shum\u00ebn q\u00eb biznesi politik ka paguar, pra kandidat\u00ebt q\u00eb vijn\u00eb nga biznesi dhe q\u00eb e justifikojn\u00eb at\u00eb me blerjen e vendit n\u00eb list\u00ebn e kandidimit ose kontributit vullnetar, shpenzimi i biznesit merr p\u00ebrmasa alarmante dhe \u00ebsht\u00eb shum\u00ebfish m\u00eb i lart\u00eb sesa ai q\u00eb deklarohet n\u00eb tabel\u00ebn e t\u00eb dh\u00ebnave n\u00eb KQZ. P\u00ebr m\u00eb tep\u00ebr, kandidat\u00ebt biznesmen\u00eb vendosin n\u00eb funksion t\u00eb fushat\u00ebs mjete teknike t\u00eb pun\u00ebs, stafin e pun\u00ebtor\u00ebve dhe bashk\u00ebpun\u00ebtor\u00ebve, partner\u00ebt e biznesit, mjedise mbledhjesh dhe takimesh, etj, duke e thelluar fatur\u00ebn e financimit t\u00eb paverifikuesh\u00ebm elektoral.<\/p>\n<p>N\u00eb rastin m\u00eb t\u00eb mir\u00eb e gjith\u00eb fatura e zgjedhjeve shkon 20-25 milion euro (fushatat inaktive) dhe deri 3-5 her\u00eb m\u00eb shtrenjt\u00eb n\u00eb fushatat e ashpra konkurruese. Zgjedhjet e vitit 2013 kan\u00eb tregues t\u00eb shumt\u00eb t\u00eb hyjn\u00eb n\u00eb fushatat e ashpra konkurruese, ndaj edhe shpenzimet pritet t\u00eb jen\u00eb shum\u00eb m\u00eb t\u00eb m\u00ebdha sesa m\u00eb 2009 apo 2011. Bilanci \u00ebsht\u00eb dyfish negativ: n\u00eb nj\u00eb terren kaqabuzues dhe informal \u00ebsht\u00eb gati e pamundur t\u00eb evitohet shitblerja e vot\u00ebs dhe t\u00eb garantohet siguria, ndershm\u00ebria dhe transparenca e procesit zgjedhor. Pasoja e dyt\u00eb negative \u00ebsht\u00eb se subjektet financuese jan\u00eb t\u00eb prirur ta ushtrojn\u00eb pushtetin politik n\u00eb m\u00ebnyr\u00eb t\u00eb till\u00eb q\u00eb t\u00eb kompensojn\u00eb humbjet elektorale dhe t\u00eb shtojn\u00eb pasurin\u00eb e tyre, ndaje dhe kan\u00eb hyr\u00eb n\u00eb politik\u00eb. Pra ata parashikojn\u00eb t\u00eb p\u00ebrfitojn\u00eb nga posti dhe paraja publike p\u00ebr t\u00eb balancuar humbjet elektorale dhe p\u00ebr t\u00eb rritur pasurin\u00eb, &#8211; nj\u00eb ofert\u00eb e hapur e mbajtjes s\u00eb gjall\u00eb t\u00eb sistemit korruptiv dhe abuzues politik.<\/p>\n<p>Aspekti i dyt\u00eb ekonomik i fushat\u00ebs lidhet me raportin e partive me biznesin, rolin e buxhetit publik dhe raportin e shtetit me treguesit makroekonomik\u00eb. P\u00ebr shkak t\u00eb natyr\u00ebs s\u00eb fushat\u00ebs (jet\u00eb a vdekje p\u00ebrfitore elektorale) i gjith\u00eb shteti \u00ebsht\u00eb n\u00eb fushat\u00eb, nuk ka limit ndar\u00ebs midis shtetit e partive, midis administrat\u00ebs publike dhe shtabeve elektorale, midis buxhetit shtet\u00ebror dhe buxhetit partiak elektoral. \u00c7do qindark\u00eb e fundit \u00ebsht\u00eb programuar t\u00eb shnd\u00ebrrohet n\u00eb asfalt elektoral, dhurat\u00eb p\u00ebr grupe t\u00eb caktuara sociale, reklam\u00eb apo mjet tjet\u00ebr q\u00eb gjeneron vota elektorale. E b\u00ebr\u00eb kjo n\u00eb pushtet qendror nga e djathta dhe n\u00eb pushtet lokal nga dy pal\u00ebt, buxheti publik rrezikon t\u00eb gjej\u00eb vendin me 24 qershor n\u00eb prag t\u00eb falimentimit, pavar\u00ebsisht fituesit formal t\u00eb zgjedhjeve. P\u00ebr m\u00eb tep\u00ebr, periudhat zgjedhore shoq\u00ebrohen me stepjen e biznesit t\u00eb huaj p\u00ebr investime n\u00eb Shqip\u00ebri, p\u00ebr devijim t\u00eb produkteve t\u00eb biznesit privat n\u00eb sh\u00ebrbim t\u00eb partive t\u00eb ve\u00e7anta dhe p\u00ebr r\u00ebnie t\u00eb dukshme t\u00eb prodhimit, konsumit dhe k\u00ebshtu, edhe t\u00eb pritshm\u00ebris\u00eb nga mbledhja e taksave apo t\u00eb ardhurat doganore.<\/p>\n<p>Aspekti i tret\u00eb lidhet me vizionin e partive pretendente ndaj ekonomis\u00eb. T\u00eb gjith\u00eb diskutojn\u00eb dallimet midis taks\u00ebs s\u00eb shesht\u00eb apo progresive dhe harrojn\u00eb \u201cnj\u00eb detaj\u201d tjet\u00ebr m\u00eb me r\u00ebnd\u00ebsi. Pal\u00ebt prezantojn\u00eb programe dhe premtojn\u00eb pafund\u00ebsisht leht\u00ebsi financiare, vende pune, mb\u00ebshtetje p\u00ebr grupe sociale, rritje rrogash, trajtim preferencial, projekte rrug\u00ebsh, etj, t\u00eb gjitha t\u00eb pashoq\u00ebruara me kosto financiare, pra pa nj\u00eb plan se nga do t\u00eb vijn\u00eb k\u00ebto burime. Duket se kryetar\u00ebt e dy-tri partive kryesore i ngjajn\u00eb plakut t\u00eb vitit t\u00eb ri q\u00eb kan\u00eb nj\u00eb thes me dhurata dhe shp\u00ebrndajn\u00eb p\u00ebr gjith\u00eb f\u00ebmij\u00ebt,- edhe k\u00ebta kan\u00eb nga nj\u00eb thes me para dhe grinden se kujt do tua japin. N\u00eb fakt thesi \u00ebsht\u00eb bosh, arkat e shtetit jan\u00eb borxh, borxhi publik \u00ebsht\u00eb n\u00eb nivelet m\u00eb t\u00eb larta historike, privatizimet strategjike kan\u00eb p\u00ebrfunduar dhe se prodhimi ekonomik \u00ebsht\u00eb n\u00eb r\u00ebnie drastike. Ndaj edhe shumica e premtimeve jan\u00eb fiktive, formale, pa sens dhe t\u00eb destinuara t\u00eb d\u00ebshtojn\u00eb. Si\u00e7 ndodhi me premtimin m\u00eb 2011 n\u00eb Tiran\u00eb p\u00ebr 6 linja tramvaji (gjysma e mandatit, duhet t\u00eb kishte 3??)apo ai i vitit 2009 p\u00ebr Rrug\u00ebn e Arbrit, Korridorin e Jugut, etj.<\/p>\n<p>N\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb zgjedhjet po vijn\u00eb, fushata zgjat 30 dit\u00eb dhe si n\u00eb dasmat e periudh\u00ebs komuniste, pas dasm\u00ebs\/pijes\/fest\u00ebs, t\u00eb gjith\u00eb do t\u00eb zhyten n\u00eb borxhe, p\u00ebrfshir\u00eb \u00e7iftin e ri. Ne vijojm\u00eb t\u2019i kushtojm\u00eb r\u00ebnd\u00ebsi imazhit, vitrin\u00ebs, luksit, form\u00ebs dhe jo p\u00ebrmbajtjes, interesit publik dhe ofertave reale. Ne harxhuam 5-6 vjet t\u00eb ndahemi nga piramida e fajdeve dhe do duhen vite t\u00eb tjera t\u00eb rr\u00ebzojm\u00eb piramidat e reja q\u00eb po ngrem\u00eb. Ne rrezikojm\u00eb jo vet\u00ebm konsolidimin e sistemit partiak oligark, bazuar n\u00eb logjik\u00ebn mafioze dhe politik\u00ebn korruptive, &#8211; por edhe hyrjen n\u00eb nj\u00eb spirale krize ekonomike, nga e cila do t\u00eb duhen koh\u00eb t\u00eb dilet. T\u00eb pakt\u00ebn deri n\u00eb zgjedhjet e tjera, kur p\u00ebrs\u00ebri, do shkundim xhepat p\u00ebr fushat\u00ebn e radh\u00ebs.<\/p>\n<p>Cila \u00ebsht\u00eb zgjidhja? N\u00ebse do kishim Guvernator, Prokuror, Gjykata, etj, gj\u00ebrat do t\u00eb ishin m\u00eb t\u00eb thjeshta. N\u00ebse do kishim shtet ligjor kjo nuk do t\u00eb kishte ndodhur. N\u00ebse do kishim demokraci direkte penalizmi i politik\u00ebs do ishte shum\u00eb i madh. N\u00ebse pal\u00ebt\/kandidat\u00ebt do detyroheshin t\u00eb b\u00ebnin paraprakisht publike t\u00eb ardhurat e shpenzimet elektorale, vota qytetare do gjykonte mbi ndershm\u00ebrin\u00eb e tyre. N\u00ebse media do ishte e pavarur dhe jo biznes, politika t\u00eb ishte profesion i ideve dhe jo burim pasurimi, shteti t\u00eb ishte mbi partit\u00eb dhe jo bank\u00eb pa kod e tyre, &#8211; at\u00ebher\u00eb shanset e abuzimit do ishin minimale.
