N\u00eb jav\u00ebn q\u00eb ndodhemi, partia n\u00eb pushtet mezi k\u00ebrkoi seanc\u00eb t\u00eb jasht\u00ebzakonshme p\u00ebr dit\u00ebn e sotme. Her\u00ebn e par\u00eb nisma vinte prej atyre q\u00eb nj\u00ebmend donin seanc\u00eb, e her\u00ebn e dyt\u00eb nga ata q\u00eb nuk e duan at\u00eb me gjith\u00eb mend.<\/p>\n<p>Deputet\u00ebt e pozit\u00ebs q\u00eb s\u2019i dhan\u00eb n\u00ebnshkrimet jav\u00ebn e kaluar ishin pozicionuar te Qeveria. Thjesht, pasi q\u00eb Qeveria nuk kishte mbajtur mbledhje t\u00eb jasht\u00ebzakonshme, pasi q\u00eb K\u00ebshilli i Siguris\u00eb s\u00eb Kosov\u00ebs nuk ishte mbledhur, gjendja nuk \u00ebsht\u00eb e jasht\u00ebzakonshme dhe nuk ka asnj\u00ebfar\u00eb \u00e7\u00ebshtje t\u00eb jasht\u00ebzakonshme p\u00ebr t\u00eb diskutuar. K\u00ebta deputet\u00eb, q\u00eb m\u00eb shum\u00eb jan\u00eb t\u00eb Qeveris\u00eb sesa t\u00eb Kuvendit, e shikojn\u00eb Kosov\u00ebn ve\u00e7se me syt\u00eb e Qeveris\u00eb.<\/p>\n<p>Sikur partia n\u00eb pushtet t\u00eb ishte e interesuar p\u00ebr seanc\u00eb t\u00eb jasht\u00ebzakonshme p\u00ebr Mitrovic\u00ebn, ajo do t\u00eb na i jepte neve t\u00eb VET\u00cbVENDOSJE!-s n\u00ebnshkrimet. Mungesa e seriozitetit t\u00eb nism\u00ebs s\u00eb tyre d\u00ebshmohet edhe me caktimin e dat\u00ebs p\u00ebr k\u00ebt\u00eb seanc\u00eb vet\u00ebm p\u00ebr t\u00eb m\u00ebrkur\u00ebn e nj\u00eb jave m\u00eb von\u00eb. Nj\u00eb \u00e7\u00ebshtje s\u2019mund t\u00eb thuhet se konsiderohet e jasht\u00ebzakonshme duke mos e pasur as ndjenj\u00ebn m\u00eb t\u00eb vog\u00ebl t\u00eb urgjenc\u00ebs p\u00ebr t\u00eb. P\u00ebr m\u00eb tep\u00ebr, kjo parti e ka Qeverin\u00eb e saj, e ka Kryeministrin dhe Ministrin e Pun\u00ebve t\u00eb Brendshme nga radh\u00ebt e saj. Madje, seanc\u00eb t\u00eb jasht\u00ebzakonshme mund t\u00eb th\u00ebrras\u00eb direkt Kryeministri (sipas nenint 38, pika 2 t\u00eb Rregullores s\u00eb Kuvendit t\u00eb Republik\u00ebs s\u00eb Kosov\u00ebs). Prandaj, \u00e7\u2019e do kjo parti seanc\u00ebn e jasht\u00ebzakonshme n\u00eb Kuvend?! Mbase partia n\u00eb pushtet i do seancat e jasht\u00ebzakonshme pik\u00ebrisht p\u00ebr ta b\u00ebr\u00eb gjendjen sa m\u00eb t\u00eb zakonshme. Ajo synon ta z\u00ebvend\u00ebsoj\u00eb me debat parlamentar munges\u00ebn e veprimit qeveritar. P\u00ebrbrenda n\u00eb Kosov\u00eb, Qeveria do q\u00eb t\u00eb mos ket\u00eb Kuvend. Karshi Serbis\u00eb d\u00ebshiron t\u00eb shfaqet vet\u00ebm si Kuvend.<\/p>\n<p>Deputet\u00ebt e opozit\u00ebs q\u00eb po ashtu nuk i dhan\u00eb n\u00ebnshkrimet jav\u00ebn e kaluar, ishin dy llojesh. Aso q\u00eb e k\u00ebrkonin pranin\u00eb e kryeministrit n\u00eb sall\u00eb dhe aso q\u00eb thoshin se me fjal\u00eb nuk b\u00ebhet gj\u00eb. Po t\u00eb ishte kryeministri n\u00eb nivel t\u00eb detyr\u00ebs, po t\u00eb ishte ai kryeminist\u00ebr i v\u00ebrtet\u00eb, menj\u00ebher\u00eb t\u00eb dielen, pra po at\u00eb dit\u00eb kur u vra Selver Haradinaj, ai do t\u00eb kthehej n\u00eb Kosov\u00eb. Kryeministri tashm\u00eb i kishte p\u00ebrfunduar takimet kryesore n\u00eb ShBA me Sekretaren e Shtetit Clinton dhe me Z\u00ebvend\u00ebspresidentin Biden. Mir\u00ebpo jo, kryeministri nuk u kthye. Moskthimi i kryeministrit ishte vet\u00eb p\u00ebrgjigja e kryeministrit dhe d\u00ebshmia e pap\u00ebrgjegj\u00ebsis\u00eb s\u00eb tij. \u00c7\u2019e donim kryeministrin n\u00eb sall\u00eb p\u00ebr k\u00ebt\u00eb \u00e7\u00ebshtje q\u00eb ai edhe ashtu s\u2019po e p\u00ebrfillte? Qeveria ishte n\u00eb Kuvend p\u00ebrfshir\u00eb aty edhe Ministrin e Pun\u00ebve t\u00eb Brendshme. Situata ishte urgjente dhe e jasht\u00ebzakonshme prandaj ishte absurde q\u00eb p\u00ebr trajtimin e saj t\u00eb pritet kryeministri i cili s\u2019po e konsideronte k\u00ebt\u00eb gjendje as urgjente dhe as t\u00eb jasht\u00ebzakonshme.<\/p>\n<p>N\u00eb an\u00ebn tjet\u00ebr, deputet\u00ebt e llojit t\u00eb dyt\u00eb konstatonin kot\u00ebsin\u00eb e debatit n\u00eb Kuvend. N\u00eb fakt, Kuvendi ve\u00e7se debate b\u00ebn meq\u00eb aty veprime s\u2019ka. Veprimet i b\u00ebn Qeveria e cila nuk po i b\u00ebn ato. Fjala n\u00eb Kuvend \u00ebsht\u00eb e r\u00ebnd\u00ebsishme dhe e domosdoshme. Qeveria p\u00ebrfaq\u00ebson projekte kurse Kuvendi p\u00ebrfaq\u00ebson qytetar\u00ebt. Ndjenjat dhe mendimet e qytetar\u00ebve thuheshin e shpreheshin kudo dhe vazhdimisht n\u00eb bisedat e tyre t\u00eb shumta publike e private. Por, jo edhe n\u00eb Kuvend ku ishin ulur p\u00ebrfaq\u00ebsuesit e k\u00ebtyre qytetar\u00ebve t\u00eb shqet\u00ebsuar e t\u00eb brengosur si rrall\u00ebher\u00eb tjet\u00ebr. E, at\u00ebher\u00eb kur nuk u lejua fjala n\u00eb Kuvend, at\u00ebher\u00eb kur u pamund\u00ebsua seanca e jasht\u00ebzakonshme n\u00eb nj\u00eb situat\u00eb q\u00eb ve\u00e7se e zakonshme s\u2019ishte, ne t\u00eb VET\u00cbVENDOSJE!-s edhe vepruam brenda Kuvendit. Protestuam duke shfaqur publikisht emrat e Selver Haradinajt dhe t\u00eb Enver Zymberit. Ama as kjo s\u2019iu p\u00eblqeu k\u00ebtyre deputet\u00ebve.<\/p>\n<p>Sa p\u00ebr veprimin qeveritar n\u00eb pjes\u00ebn veriore t\u00eb Mitrovic\u00ebs apo edhe n\u00eb veri t\u00eb Kosov\u00ebs n\u00eb p\u00ebrgjith\u00ebsi, ne preferojm\u00eb q\u00eb ai t\u00eb mos ndodh fare p\u00ebrderisa kemi k\u00ebt\u00eb Qeveri t\u00eb pap\u00ebrgjegjshme n\u00eb pushtet. Aq m\u00eb tep\u00ebr q\u00eb ky veprim po paralajm\u00ebrohet si p\u00ebrs\u00ebritje e 25 korrikut t\u00eb vitit 2011 kur nd\u00ebrmarrja u la p\u00ebrgjysm\u00eb p\u00ebr t\u2019u urdh\u00ebruar zmbrapsja m\u00eb pastaj. Edhe n\u00ebse b\u00ebn ndonj\u00eb gj\u00eb t\u00eb vog\u00ebl t\u00eb mir\u00eb kjo Qeveri, ajo do t\u00eb pasohet doemos me t\u00eb k\u00ebqija t\u00eb shumta t\u00eb m\u00ebdha. Nuk mund t\u2019i besojm\u00eb premtimeve m\u00eb t\u00eb reja t\u00eb k\u00ebsaj Qeverie me t\u00eb cil\u00ebn kemi p\u00ebrvoj\u00eb thell\u00ebsisht t\u00eb hidhur. Ne nuk besojm\u00eb q\u00eb kjo Qeveri mund t\u00eb b\u00ebj\u00eb ndonj\u00eb pun\u00eb tjet\u00ebr m\u00eb t\u00eb mir\u00eb sesa t\u00eb jep dor\u00ebheqje. Ajo na ka treguar q\u00eb veprimet e saj n\u00eb veri, edhe at\u00ebher\u00eb kur ngjajn\u00eb ashtu me t\u00eb rrall\u00eb, jan\u00eb vet\u00ebm gjeste pa strategji dhe plan, q\u00eb mund ta b\u00ebjn\u00eb gjendjen edhe m\u00eb t\u00eb keqe se\u00e7 kishte qen\u00eb ajo m\u00eb par\u00eb.<\/p>\n<p>Deklaratat e p\u00ebrs\u00ebritura t\u00eb Z\u00ebvend\u00ebskryeministrit dhe Ministrit t\u00eb Drejt\u00ebsis\u00eb p\u00ebr p\u00ebrs\u00ebritjen e aksionit t\u00eb 25 korrikut nuk i paraprijn\u00eb veprimeve por jan\u00eb kompensim p\u00ebr munges\u00ebn e tyre. P\u00ebr t\u00eb qen\u00eb edhe m\u00eb keq se kaq, k\u00ebto deklarata vet\u00ebm sa i mobilizuan strukturat armiq\u00ebsore dhe ilegale t\u00eb Serbis\u00eb, t\u00eb cilat vet\u00ebm pak or\u00eb m\u00eb pas, i bllokuan tri fshatrat shqiptare Koshtov\u00eb, Ceraj\u00eb dhe Bistric\u00eb n\u00eb Leposaviq. Qeveria nuk shkoi pastaj q\u00eb t\u2019ua heq fshatar\u00ebve ato barrikada, porse ata vet\u00eb e b\u00ebn\u00eb k\u00ebt\u00eb gj\u00eb me angazhimin e tyre t\u00eb guximsh\u00ebm.<\/p>\n<p>Nisma e partis\u00eb n\u00eb pushtet p\u00ebr seanc\u00eb t\u00eb jasht\u00ebzakonshme mund t\u00eb jet\u00eb edhe pse Qeveria d\u00ebshiron unitet rreth mosveprimit qeveritar dhe p\u00ebr bisedime t\u00eb reja me Serbin\u00eb p\u00ebr veriun e Kosov\u00ebs. Mir\u00ebpo, p\u00ebr k\u00ebt\u00eb t\u00eb dyt\u00ebn, Qeveris\u00eb i nevojitet ndonj\u00eb gjest i ri n\u00eb veri q\u00eb me mediat e saj e shet mandej si aksion e nd\u00ebrmarrje t\u00eb organizuar t\u00eb forcave t\u00eb rendit. Prandaj, edhe uniteti paraprak politik e institucional. Kosova \u00ebsht\u00eb n\u00eb gjendje shum\u00eb t\u00eb r\u00ebnd\u00eb: aktiviteti i Qeveris\u00eb po b\u00ebhet edhe m\u00eb i d\u00ebmsh\u00ebm sesa pasiviteti i saj!<\/p>\n<p>Kjo Qeveri Kosov\u00ebn e ka nxjerr fort lir\u00eb n\u00eb pazar. Kush ia jep ndonj\u00eb dit\u00eb pushtet m\u00eb shum\u00eb mbi Kosov\u00ebn, kjo ia jep nj\u00eb cop\u00eb t\u00eb shtetit t\u00eb Kosov\u00ebs. Ajo po e zbret \u00e7mimin e Kosov\u00ebs sepse vet\u00eb vlera e saj po ulet me shpejt\u00ebsi. Qeveria e Kosov\u00ebs i ngjan atij pla\u00e7kit\u00ebsit q\u00eb e ka sjell n\u00eb treg mallin e vjedhur: e shet lir\u00eb e m\u00eb lir\u00eb p\u00ebr ta shitur sa m\u00eb shpejt.
