I pari OSBE-s\u00eb n\u00eb Kosov\u00eb, Almhofer, ka th\u00ebn\u00eb se misioni q\u00eb ai drejton shpreh shqet\u00ebsim p\u00ebr disa zhvillime brengos\u00ebse n\u00eb fush\u00ebn e mediave koh\u00ebve t\u00eb fundit, duke p\u00ebrfshir\u00eb rritjen e numrit t\u00eb k\u00ebrc\u00ebnimeve t\u00eb drejtp\u00ebrdrejta ndaj gazetar\u00ebve hulumtues dhe sfidave n\u00eb pavar\u00ebsin\u00eb editoriale t\u00eb transmetuesit publik.<\/p>\n<p>\u201cSi\u00e7 \u00ebsht\u00eb cekur s\u00eb fundi n\u00eb nj\u00eb raport t\u00eb OSBE-s\u00eb, mediat mund t\u00eb ndikohen edhe nga m\u00ebnyra se si institucionet i shp\u00ebrndajn\u00eb reklamat\u201d, ka th\u00ebn\u00eb ai. \u201cRaportet nga organizata q\u00eb masin nivelin e demokracis\u00eb dhe liris\u00eb s\u00eb mediave, p\u00ebrfshir\u00eb Freedom House dhe Reporters Sans Fronti\u00e8res, gjithashtu kan\u00eb t\u00ebrhequr v\u00ebmendjen p\u00ebr trysnin\u00eb mbi mediume dhe gazetar\u00ebt, gj\u00eb q\u00eb e k\u00ebrc\u00ebnon p\u00ebrparimin e arritur n\u00eb krijimin e demokracis\u00eb dhe nj\u00eb shoq\u00ebrie t\u00eb hapur n\u00eb Kosov\u00eb\u201d.<\/p>\n<p>Nd\u00ebrkoh\u00eb Kosova k\u00ebtyre dit\u00ebve \u00ebsht\u00eb nxjerr\u00eb nga Freedom House kampion rajonal p\u00ebr munges\u00ebn e liris\u00eb s\u00eb medias. N\u00eb raportin p\u00ebr 2009-n t\u00eb k\u00ebsaj organizate kredibile nd\u00ebrkomb\u00ebtare q\u00eb mbron lirin\u00eb e shtypit, i cili \u00ebsht\u00eb publikuar t\u00eb enjten, vendi \u00ebsht\u00eb kualifikuar si pjes\u00ebrisht i lir\u00eb. \u00cbsht\u00eb listuar si shteti i 108-t\u00eb me 53 pik\u00eb, midis 196 shtetesh sa p\u00ebrmban lista. Liri m\u00eb t\u00eb avancuar se Kosova kan\u00eb: Serbia e ranguar e 78-ta, Mali i Zi i 80-ti, Kroacia e 85-ta, Maqedonia e 94-ta, Bosnj\u00eb-Hercegovina e 97-ta dhe Shqip\u00ebria e 102-ta. Raporti ka theksuar se p\u00ebrmir\u00ebsimi i rezultatit p\u00ebr Serbin\u00eb n\u00eb 2009-n, reflektohet nga fakti se Kosova u sh\u00ebnua ndaras p\u00ebr her\u00eb t\u00eb par\u00eb n\u00eb k\u00ebt\u00eb edicion\u201d.<\/p>\n<p>Indeksi i liris\u00eb i organizat\u00ebs Freedom House e ka vler\u00ebsuar shkall\u00ebn e liris\u00eb s\u00eb mediave t\u00eb printuara, t\u00eb atyre elektronike dhe t\u00eb internetit n\u00eb \u00e7do vend t\u00eb bot\u00ebs, duke analizuar ngjarjet dhe zhvillimet n\u00eb \u00e7do vit kalendarik. Radhitja \u00ebsht\u00eb p\u00ebrcaktuar p\u00ebrmes shqyrtimit t\u00eb tri kategorive t\u00eb gjera: mjedisit legal n\u00eb t\u00eb cilin veprojn\u00eb mediat, ndikimeve politike n\u00eb raportimet apo qasjet n\u00eb informacionet dhe presioneve ekonomike n\u00eb p\u00ebrmbajtjen e lajmeve. Radhitja nuk i ka pasqyruar vet\u00ebm veprimet dhe politikat e qeveris\u00eb, por edhe sjelljen e medieve n\u00eb kufijt\u00eb e caktuar, madje edhe n\u00eb mjediset m\u00eb kufizuese.<\/p>\n<p>Lidhur me Kosov\u00ebn, q\u00eb p\u00ebr her\u00eb t\u00eb par\u00eb n\u00eb raportin e 2009-s evidencohet si shtet, Freedom House ka shkruar se shkalla e t\u00eb drejtave politike u p\u00ebrmir\u00ebsua nga niveli 6 n\u00eb 5, nd\u00ebrsa lirit\u00eb civile nga 5 n\u00eb 4. Nd\u00ebrkaq, statusi i liris\u00eb s\u00eb shtypit \u00ebsht\u00eb cil\u00ebsuar si pjes\u00ebrisht i lir\u00eb nga jo i lir\u00eb q\u00eb ishte n\u00eb raportin e m\u00ebparsh\u00ebm. Freedom House, organizat\u00eb me seli n\u00eb Shtetet e Bashkuara ka v\u00ebn\u00eb n\u00eb dukje se liria e shtypit n\u00eb bot\u00eb p\u00ebsoi r\u00ebnie p\u00ebr t\u00eb tetin vit me radh\u00eb.<\/p>\n<p>Zmbrapsjet m\u00eb t\u00eb ndjeshme jan\u00eb par\u00eb n\u00eb Amerik\u00ebn Latine, Meksik\u00eb, Honduras dhe n\u00eb Nikaragua. Freedom House ka konstatuar edhe se Rusia vazhdon t\u00eb jet\u00eb nj\u00eb prej vendeve me mjedis m\u00eb t\u00eb rreziksh\u00ebm p\u00ebr shtypin, ku ky i fundit nuk g\u00ebzon liri. 10 vendet me m\u00eb pak liri shtypi jan\u00eb: Bjellorusia, Birmania, Kuba, Guineja Ekuatoriale, Eritreja, Irani, Libia, Koreja e Veriut, Turkmenistani dhe Uzbekistani.<\/p>\n<p>N\u00eb an\u00ebn tjet\u00ebr edhe Instituti i Kosov\u00ebs p\u00ebr Hulumtime dhe Zhvillim t\u00eb Politikave \u2013 KIPRED \u2013 ka paraqitur rezultatet e nj\u00eb hulumtimi t\u00eb realizuar gjat\u00eb periudh\u00ebs kohore 15 korrik &#8211; 15 gusht 2009, me \u00e7\u2019rast ka prekur p\u00ebrfundimin se botuesit n\u00eb Kosov\u00eb jan\u00eb n\u00ebn presion t\u00eb autoriteteve, t\u00eb cil\u00ebt insistojn\u00eb q\u00eb n\u00eb rast se ata botojn\u00eb ndonj\u00eb raport kritikues p\u00ebr pun\u00ebn e tyre, at\u00ebher\u00eb ata nuk do t\u00eb botojn\u00eb asnj\u00eb reklam\u00eb n\u00eb gazetat p\u00ebrkat\u00ebse. Raporti i KIPRED-it ka v\u00ebn\u00eb n\u00eb dukje se Qeveria e Kosov\u00ebs vazhdon t\u00eb jet\u00eb pun\u00ebdh\u00ebn\u00ebsi dhe kontraktuesi m\u00eb i madh p\u00ebr afariz\u00ebm.<\/p>\n<p>\u201cKy fakt i vet\u00ebm, i siguron qeveris\u00eb nj\u00eb pozit\u00eb m\u00eb t\u00eb lart\u00eb ndaj medieve, duke qen\u00eb gjithashtu nj\u00eb prej reklamuesve m\u00eb t\u00eb m\u00ebdhenj\u201d, \u00ebsht\u00eb shkruar n\u00eb raportin e k\u00ebtij organizmi. Tutje \u00ebsht\u00eb cekur se \u201cautoritetet n\u00eb Kosov\u00eb nuk kan\u00eb as mekanizma e as gatishm\u00ebri t\u2019i shp\u00ebrndajn\u00eb n\u00eb m\u00ebnyr\u00eb t\u00eb barabart\u00eb reklamat e tyre n\u00eb t\u00eb gjitha gazetat\u201d. Gjithashtu \u00ebsht\u00eb vler\u00ebsuar se institucione t\u00eb caktuara zakonisht i publikojn\u00eb reklamat e tyre n\u00eb gazetat q\u00eb jan\u00eb t\u00eb af\u00ebrta me partin\u00eb politike, p\u00ebrfaq\u00ebsuesi i s\u00eb cil\u00ebs \u00ebsht\u00eb n\u00eb krye t\u00eb atij institucioni.<\/p>\n<p>\u201cN\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb, autoritetet i sponsorizojn\u00eb t\u00ebrthorazi gazetat e tyre dhe n\u00eb an\u00ebn tjet\u00ebr i d\u00ebmtojn\u00eb komercialisht gazetat tjera, t\u00eb cilat nuk mund t\u2019i kontrollojn\u00eb\u201d. Raporti i KIPRED-it ka n\u00ebnvizuar se institucionet n\u00eb Kosov\u00eb si ato lokale po ashtu edhe ato qendrore kan\u00eb tendenc\u00eb t\u00eb kontrollojn\u00eb p\u00ebrmbajtjen editoriale t\u00eb gazetave p\u00ebrmes favorizimit t\u00eb tyre kur b\u00ebhet fjal\u00eb p\u00ebr publikimin e reklamave t\u00eb sponsorizuara nga qeveria.<\/p>\n<p>\u201cGazetat q\u00eb p\u00ebrfitojn\u00eb m\u00eb s\u00eb shumti nga reklamat q\u00eb paguhen me fonde publike q\u00eb kontrollohen nga parti t\u00eb caktuara politike kan\u00eb tendenca t\u00eb jen\u00eb shum\u00eb t\u00eb nj\u00ebanshme duke mb\u00ebshtetur k\u00ebto subjekte politike dhe programet e tyre.
