Por shum\u00eb t\u00eb tjer\u00eb menduan se para ligjit dhe shtetit jan\u00eb t\u00eb gjith\u00eb nj\u00ebsoj, t\u00eb gjith\u00eb t\u00eb barabart\u00eb. Shteti ka forc\u00ebn si mjet p\u00ebr t\u00eb zbatuar ligjin kur qytetar\u00ebt nuk e respektojn\u00eb at\u00eb n\u00eb m\u00ebnyr\u00eb t\u00eb vullnetshme, ndaj dhe dhuna \u00ebsht\u00eb pjes\u00eb shtet-veprimit.<\/p>\n<p>Edi Rama, duke iu referuar disa sukseseve q\u00eb kan\u00eb ardhur si pasoj\u00eb e veprimit t\u00eb strukturave t\u00eb shtetit me dor\u00eb t\u00eb fort\u00eb, tha n\u00eb nj\u00eb konferenc\u00eb kund\u00ebr korrupsionit pak dit\u00eb m\u00eb par\u00eb, duke p\u00ebrs\u00ebritur shpesh se ne jemi duke hedhur themelet e shtetit modern. Edhe pse opozita kujtoi se shtetin e ka themeluar nj\u00eb her\u00eb Ismail Qemali dhe s\u2019ka \u00e7far\u00eb themelon m\u00eb Rama, kryeministri referoi shembuj p\u00ebr t\u00eb treguar se shteti q\u00eb po themelon ai tani \u00ebsht\u00eb ndryshe edhe nga ai i Ismail Qemalit, edhe nga ai i Sali Berish\u00ebs. Na fakt, \u00e7far\u00eb \u00ebsht\u00eb shteti modern dhe a jemi aktualisht ne, dmth. Rama n\u00eb k\u00ebt\u00eb rast, duke hedhur themelet e shtetit modern? \u00a0Kishte ca fodull\u00ebk n\u00eb deklaratat e Ram\u00ebs, por kishte ama edhe ca t\u00eb v\u00ebrteta. P\u00ebr pes\u00eb vjet me radh\u00eb qeveria e m\u00ebparshme d\u00ebshtoi n\u00eb zbatimin e ligjit p\u00ebr ndalimin e duhanit dhe n\u00eb pamund\u00ebsi p\u00ebr ta zbatuar, vet\u00ebm e forconte at\u00eb n\u00eb let\u00ebr. Prej disa muajsh duhani nuk lejohet m\u00eb n\u00eb mjediset publike.<\/p>\n<p>U desh nj\u00eb vullnet i fort\u00eb q\u00eb ligji t\u00eb zbatohet tashm\u00eb edhe n\u00eb kafenet\u00eb e fshatrave. Prej nj\u00eb muaji n\u00eb zyrat e OSHEE njer\u00ebzit mbajn\u00eb radh\u00eb si dikur p\u00ebr t\u00eb futur dhe marr\u00eb parat\u00eb tek Sudja apo VEFA. Kishin vite pa paguar, duke e konsideruar shtyll\u00ebn elektrike si burimin e Per\u00ebndis\u00eb dhe kishin lidhur aty telat pa menduar se duhej t\u00eb paguanin. Kur shteti k\u00ebrciti dh\u00ebmb\u00ebt, t\u00eb gjith\u00eb u vun\u00eb n\u00eb radh\u00eb. Rama paralajm\u00ebroi se tashm\u00eb do t\u00eb nis\u00eb e nj\u00ebjta gj\u00eb edhe me debitor\u00ebt e ujit. Por zullumet, nj\u00eb fjal\u00eb kjo e p\u00ebrdorur shum\u00eb n\u00eb fjalorin e politik\u00ebs ton\u00eb zullumqare, jan\u00eb pafund n\u00eb k\u00ebt\u00eb vend. N\u00eb t\u00eb nj\u00ebjt\u00ebn m\u00ebnyr\u00eb duhet ndaluar prerja e pyjeve, shfryt\u00ebzimi i lumenjve, peshkimi me tritol\u2026<\/p>\n<p>Njer\u00ebzit e ndjesh\u00ebm q\u00eb shikojn\u00eb se u vidhen e u shkat\u00ebrrohen pasurit\u00eb dhe vendi i tyre, nd\u00ebrsa of-shajn\u00eb, thon\u00eb se \u201ck\u00ebtu nuk ka shtet\u201d. N\u00eb fakt, ne kemi shtet. Kemi gjykat\u00eb kushtetuese, gjykat\u00eb me tri shkall\u00eb, edhe civile, edhe penale, edhe administrative, edhe p\u00ebr krimet e r\u00ebnda, kemi prokurori, kemi polici, me drejtori t\u00eb madhe dhe komisariate, kemi ushtri\u2026 Por problemi ka qen\u00eb dhe \u00ebsht\u00eb se ky shtet nuk ka funksionuar, ose ka funksionuar jo nj\u00ebsoj p\u00ebr t\u00eb gjith\u00eb, e p\u00ebr pasoj\u00eb nuk jan\u00eb ndaluar as hajdut\u00ebt e dritave, ata q\u00eb djegin e presin pyjet p\u00ebr tregti, as duhani, as droga e Lazaratit etj., etj.<\/p>\n<p>Ndaj, p\u00ebrtej megalomanis\u00eb s\u00eb kryeministrit q\u00eb thot\u00eb se \u201cne po hedhim themelit e shtetit modern\u201d, ka nj\u00eb t\u00eb v\u00ebrtet\u00eb q\u00eb n\u00eb mos duhet besuar plot\u00ebsisht, duhet shpresuar se do t\u00eb ndodh\u00eb derisa ka shenja q\u00eb po ndodh. Ne nuk dim\u00eb t\u00eb ndajm\u00eb me thik\u00eb shtetin e deritanish\u00ebm nga shteti modern q\u00eb predikon Rama, por ne e dim\u00eb shum\u00eb mir\u00eb t\u00eb ndajm\u00eb shtetin q\u00eb nuk funksionon, apo shtetin rrumpall\u00eb, nga shteti q\u00eb funksionon. Dhe shteti ka nisur t\u00eb funksionoj\u00eb. Shkel\u00ebs t\u00eb ligjit dhe hajdut\u00eb e kriminel\u00eb ka n\u00eb \u00e7do shoq\u00ebri, e r\u00ebnd\u00ebsishme \u00ebsht\u00eb q\u00eb shteti t\u00eb mos q\u00ebndroj\u00eb indiferent. Nj\u00eb nga d\u00ebshmit\u00eb trondit\u00ebse t\u00eb mosveprimit t\u00eb shtetit apo m\u00eb keq e veprimit n\u00eb m\u00ebnyr\u00eb selektive ndaj shtetasve ishte lista q\u00eb u publikua dy dit\u00eb m\u00eb par\u00eb me kryetar\u00ebt e komunave q\u00eb kishin mbi 670 mij\u00eb USD energji pa paguar.<\/p>\n<p>Kishin vite pa paguar. Ishin p\u00ebrzgjedhur t\u00eb pakt\u00ebn m\u00eb shum\u00eb se dy mandate nga partit\u00eb e tyre si kandidat\u00eb dhe ishin votuar nga populli i varf\u00ebr. Soji i tyre \u00ebsht\u00eb shnd\u00ebrruar prej koh\u00ebsh n\u00eb pashallar\u00eb t\u00eb fshatrave, duke vjedhur edhe parat\u00eb e detergjenteve p\u00ebr larjen e dyshemeve t\u00eb shkollave dhe n\u00eb fund e kan\u00eb shfryt\u00ebzuar postin p\u00ebr t\u00eb mos paguar as energjin\u00eb. E nd\u00ebrsa sot debitor\u00ebt e varf\u00ebr jan\u00eb v\u00ebn\u00eb n\u00eb radh\u00eb t\u00eb paguajn\u00eb, ata s\u00ebrish jan\u00eb n\u00eb zyrat e tyre.<\/p>\n<p>Nga OSHEE ne nuk kemi ende ndonj\u00eb njoftim zyrtar se k\u00ebtyre njer\u00ebzve iu nd\u00ebrpre furnizimi me energji, si\u00e7 iu nd\u00ebrpre banor\u00ebve t\u00eb kabinave t\u00eb plazhit n\u00eb Vlor\u00eb. Nd\u00ebrsa kryeministri Rama ka nj\u00eb rast m\u00eb shum\u00eb p\u00ebr t\u00eb treguar se \u00ebsht\u00eb duke themeluar pik\u00ebrisht shtetin modern dhe duhet t\u2019i shkarkoj\u00eb k\u00ebta pushtetar\u00eb menj\u00ebher\u00eb. Qeveria nuk ka asnj\u00eb moral t\u2019i d\u00ebrgoj\u00eb policin\u00eb n\u00eb der\u00eb nj\u00eb fshatari t\u00eb varf\u00ebr p\u00ebr ta shoq\u00ebruar n\u00eb komisarit, kur kryetari i komun\u00ebs ka borxh aq sa ka i gjith\u00eb fshati. K\u00ebta pushtetar\u00eb jan\u00eb p\u00ebrfaq\u00ebsuesit tipik\u00eb t\u00eb shtetit t\u00eb rrumpall\u00ebs, ku ai q\u00eb ka n\u00eb dor\u00eb pushtetin ka t\u00eb drejt\u00eb t\u00eb rrjep\u00eb \u00e7\u2019t\u00eb mund\u00eb. Dhe k\u00ebta kan\u00eb qen\u00eb ata q\u00eb kan\u00eb garantuar edhe votat p\u00ebr pushtetin politik n\u00eb zgjedhjet e p\u00ebrgjithshme.<\/p>\n<p>PD e PS jan\u00eb mb\u00ebshtetur te k\u00ebta njer\u00ebz gjat\u00eb fushatave. Ndaj p\u00ebr t\u2019i dh\u00ebn\u00eb fund shtetit t\u00eb rrumpall\u00ebs dhe p\u00ebr t\u00eb hedhur themelet e shtetit modern, s\u00eb pari Rama q\u00eb ka marr\u00eb p\u00ebr sip\u00ebr ta b\u00ebj\u00eb k\u00ebt\u00eb, e pastaj t\u00eb gjith\u00eb, duhet q\u00eb s\u00eb paku n\u00eb zgjedhjet vendore e pastaj n\u00eb ato t\u00eb p\u00ebrgjithshme, t\u00eb heqin dor\u00eb nga t\u00eb till\u00eb kandidat\u00eb q\u00eb p\u00ebrfaq\u00ebsojn\u00eb, i sh\u00ebrbejn\u00eb dhe p\u00ebrfitojn\u00eb nga shteti i rrumpall\u00ebs.
