TIRANE- Se \u00e7\u2019do t\u00eb ndodh\u00eb sonte n\u00eb Tiran\u00eb nuk p\u00ebrb\u00ebn ndonj\u00eb pyetje t\u00eb v\u00ebshtir\u00eb p\u00ebr k\u00ebdo q\u00eb ka ndjekur sadopak politik\u00ebn shqiptare. Nj\u00eb pyetje v\u00ebrtet intriguese \u00ebsht\u00eb se \u00e7far\u00eb do t\u00eb ndodh\u00eb n\u00eb dit\u00ebt n\u00eb vijim.<\/p>\n

N\u00eb 20 n\u00ebntor t\u00eb vitit t\u00eb kaluar, opozita organizoi nj\u00eb protest\u00eb v\u00ebrtet madh\u00ebshtore, e cila, edhe pse nuk realizoi objektivin e saj t\u00eb shpallur (ose hapjen e kutive, ose dor\u00ebheqjen e qeveris\u00eb), sh\u00ebrbeu si katalizator i futjes s\u00eb kriz\u00ebs politike shqiptare n\u00eb agjend\u00ebn e kancelarive evropiane. Pes\u00eb muaj e dhjet\u00eb dit\u00eb m\u00eb von\u00eb do t\u00eb zhvillohet nj\u00eb tjet\u00ebr protest\u00eb e opozit\u00ebs, e cila duket se do t\u00eb ngjaj\u00eb me at\u00eb t\u00eb 20 n\u00ebntorit si nj\u00eb pik\u00eb uji q\u00eb bie fill pas s\u00eb par\u00ebs, si n\u00eb drejtim t\u00eb objektivit t\u00eb saj, ashtu edhe t\u00eb organizimit. Dhe, n\u00eb qoft\u00eb se ajo p\u00ebrfundon shpejt, si paraardh\u00ebsja e saj, e vetmja gj\u00eb q\u00eb do t\u00eb realizoj\u00eb \u00ebsht\u00eb se do t\u2019u rikujtoj\u00eb kancelarive evropiane se kriza politike shqiptare ende nuk \u00ebsht\u00eb zgjidhur.<\/p>\n

Por, a mjafton vet\u00ebm kaq p\u00ebr t\u00eb p\u00ebrligjur shpenzimin e energjive dhe burimeve financiare, q\u00eb k\u00ebrkon organizimi i nj\u00eb proteste t\u00eb madhe me pjes\u00ebmarr\u00ebs nga i gjith\u00eb vendi?<\/p>\n

Me t\u00ebrheqjen e pjesshme pas 20 n\u00ebntorit, udh\u00ebheq\u00ebsi i opozit\u00ebs hapi der\u00ebn e negociatave, duke mos e mbyllur p\u00ebrfundimisht der\u00ebn e protestave. Dhe kur negociatat prodhuan vet\u00ebm nj\u00eb komision parlamentar shterp\u00eb, i cili nuk do t\u00eb mund t\u00eb hapte kutit\u00eb, atij i mbeteshin vet\u00ebm dy alternativa: ose t\u2019i futej rrug\u00ebs s\u00eb gjat\u00eb legale q\u00eb kalon nga Gjykata Kushtetuese dhe Komisioni i Venecias, ose t\u00eb b\u00ebnte thirrje p\u00ebr protest\u00eb.<\/p>\n

Rruga e par\u00eb, ajo legale, \u00ebsht\u00eb, n\u00eb fakt, me m\u00eb pak rreziqe politike p\u00ebr udh\u00ebheq\u00ebsin e opozit\u00ebs. Por, si n\u00eb \u00e7do fush\u00eb t\u00eb veprimtaris\u00eb njer\u00ebzore, edhe n\u00eb politik\u00eb, vlen aksioma \u201cSa m\u00eb pak t\u00eb rrezikosh, aq m\u00eb pak mund t\u00eb fitosh\u201d. Nj\u00eb proces i gjat\u00eb legal v\u00ebrtet nuk e ballafaqon Ram\u00ebn me nj\u00eb test t\u00eb v\u00ebshtir\u00eb si ai i pas protest\u00ebs s\u00eb sotme, por mund t\u2019ia ul\u00eb gradualisht kuotat n\u00eb \u201cpopullin e majt\u00eb\u201d dhe, n\u00eb p\u00ebrfundim t\u00eb tij, mund t\u00eb arrihet nj\u00eb zgjidhje deledash p\u00ebr kauz\u00ebn p\u00ebrcaktuese t\u00eb opozit\u00ebs – hapjen e kutive.<\/p>\n

Nga ana tjet\u00ebr, organizimi i protest\u00ebs s\u00eb sotme, nd\u00ebrkoh\u00eb q\u00eb nuk p\u00ebrb\u00ebn nj\u00eb v\u00ebshtir\u00ebsi t\u00eb pakap\u00ebrcyeshme n\u00eb kushtet kur temperatura politike e \u201cpopullit t\u00eb majt\u00eb\u201d \u00ebsht\u00eb rritur edhe p\u00ebr shkak t\u00eb faturave t\u00eb majme t\u00eb ujit, elektrikut dhe telefonis\u00eb, sjell me vete rrezikun e mbylljes s\u00eb shpejt\u00eb t\u00eb saj, ashtu si\u00e7 u mbyll protesta e 20 n\u00ebntorit. Kuptohet q\u00eb Rama, duke e marr\u00eb p\u00ebrsip\u00ebr k\u00ebt\u00eb rrezik, si dhe koston financiare e politike t\u00eb organizimit t\u00eb protest\u00ebs, shpreson p\u00ebr nj\u00eb rezultat m\u00eb t\u00eb mir\u00eb se ai i pas 20 n\u00ebntorit.<\/p>\n

Duke qen\u00eb i vet\u00ebdijsh\u00ebm se thirrjet p\u00ebr dhun\u00eb nuk do t\u00eb toleroheshin nga kancelarit\u00eb evropiane, udh\u00ebheq\u00ebsi i opozit\u00ebs e ka b\u00ebr\u00eb t\u00eb qart\u00eb se rr\u00ebzimi i qeveris\u00eb me dhun\u00eb \u00ebsht\u00eb jasht\u00eb \u00e7do agjende t\u00eb opozit\u00ebs. Po nd\u00ebrkoh\u00eb, ai ka b\u00ebr\u00eb thirrje p\u00ebr mosbindje civile dhe njer\u00ebzit rreth tij kan\u00eb deklaruar se opozita e p\u00ebrkrah\u00ebsit e saj do t\u00eb vazhdojn\u00eb t\u00eb protestojn\u00eb deri n\u00eb largimin e qeveris\u00eb s\u00eb drejtuar nga Sali Berisha. Nd\u00ebrsa kjo gazet\u00eb raportonte dje se udh\u00ebheq\u00ebsit e protest\u00ebs po planifikojn\u00eb bllokimin e akseve kryesore t\u00eb Tiran\u00ebs, duke filluar nga e shtuna e m\u00eb tej.<\/p>\n

Pra, duket qart\u00eb se udh\u00ebheqja e opozit\u00ebs shpreson q\u00eb p\u00ebrkrah\u00ebsit e saj do t\u00eb vazhdojn\u00eb t\u00eb dalin n\u00eb mas\u00eb n\u00eb rrug\u00ebt e Tiran\u00ebs edhe pas mbr\u00ebmjes s\u00eb sotme. N\u00eb qoft\u00eb se kjo shpres\u00eb i realizohet, udh\u00ebheqja e opozit\u00ebs pa dyshim q\u00eb do t\u00eb dal\u00eb e fituar politikisht nga nisma p\u00ebr t\u00eb thirrur p\u00ebrkrah\u00ebsit e vet n\u00eb protest\u00eb. Vazhdimi i protest\u00ebs p\u00ebr dit\u00eb me radh\u00eb mund t\u00eb shkaktoj\u00eb nervoziz\u00ebm te qeveria e p\u00ebrkrah\u00ebsit e saj dhe, si rrjedhoj\u00eb, mund t\u00eb fillojn\u00eb p\u00ebrplasje fizike t\u00eb kontrolluara apo t\u00eb pakontrolluara me protestuesit. N\u00eb k\u00ebt\u00eb rast, nd\u00ebrhyrja e kancelarive per\u00ebndimore p\u00ebr t\u00eb gjetur nj\u00eb zgjidhje politike do t\u00eb jet\u00eb tejet e fuqishme dhe e shpejt\u00eb. Dhe zgjidhja, pa u vonuar, patjet\u00ebr do t\u00eb arrihet.<\/p>\n

N\u00eb rast se qeveria dhe p\u00ebrkrah\u00ebsit e saj do t\u00eb jen\u00eb n\u00eb gjendje ta p\u00ebrmbajn\u00eb nervozizmin, protesta do t\u00eb shuhet nj\u00eb dit\u00eb, por zgjatja e saj p\u00ebr dit\u00eb me radh\u00eb do t\u00eb vinte n\u00eb l\u00ebvizje kancelarit\u00eb evropiane p\u00ebr t\u00eb diktuar nj\u00eb zgjidhje p\u00ebrtej formul\u00ebs \u201cGjykata Kushtetuese t\u00eb k\u00ebrkoj\u00eb opinionin e Komisionit t\u00eb Venecias lidhur me objektin e hetimit q\u00eb do t\u00eb zhvillohet nga komisioni parlamentar, ve\u00e7an\u00ebrisht p\u00ebr sa i p\u00ebrket rihapjes s\u00eb kutive t\u00eb votimit\u201d. Dhe n\u00eb kushtet kur Shqip\u00ebria \u00ebsht\u00eb nj\u00eb vend i vog\u00ebl e i varf\u00ebr, i cili k\u00ebrkon me ngulm an\u00ebtar\u00ebsimin n\u00eb BE – pra, kur \u00ebsht\u00eb praktikisht nj\u00eb vend me sovranitet t\u00eb kufizuar – zgjidhja e diktuar nga kancelarit\u00eb evropiane, sado me v\u00ebshtir\u00ebsi, do t\u00eb pranohet m\u00eb n\u00eb fund nga qeveria.<\/p>\n

Mendja ta do se Rama ka pasur parasysh pik\u00ebrisht dy skenar\u00ebt e m\u00ebsip\u00ebrm, kur ka vendosur t\u00eb zgjedh\u00eb rrug\u00ebn e protest\u00ebs n\u00eb vend t\u00eb asaj legale, q\u00eb kalon nga Gjykata Kushtetuese dhe Komisioni i Venecias. Po q\u00eb protesta e sotme t\u00eb mos mbaroj\u00eb si ajo e 20 n\u00ebntorit, ku t\u00eb ardhurit nga rrethet u larguan shpejt nga kishin ardhur (pasi kishin k\u00ebnduar e k\u00ebrcyer n\u00eb bulevard), Ram\u00ebs do t\u2019i duhet nj\u00eb p\u00ebrkrahje masive disaditore e qytetar\u00ebve t\u00eb Tiran\u00ebs.
