Teknokrat\u00ebt e Brukselit shpesh i kan\u00eb par\u00eb me syze t\u00eb trasha kostot q\u00eb mund t\u00eb sillte zgjerimi i zon\u00ebs Shengen dhe hapja e tregut t\u00eb pun\u00ebs.<\/p>\n<p>P\u00ebr t\u00eb justifikuar q\u00ebndrimet hezituese p\u00ebr l\u00ebvizjen e lir\u00eb t\u00eb njer\u00ebzve dhe hapjen e tregjeve t\u00eb pun\u00ebs, burokrat\u00ebt ekzagjerojn\u00eb efektet negative t\u00eb hapjes dhe minimizojn\u00eb efekte pozitive t\u00eb l\u00ebvizjes s\u00eb lir\u00eb.<br \/>\nP\u00ebr politikan\u00ebt e q\u00ebndrimeve nacionaliste, debati ndaj emigracionit, frika ndaj terrorizmit, p\u00ebrkeq\u00ebsimi i papun\u00ebsis\u00eb gjat\u00eb kriz\u00ebs globale, kan\u00eb qen\u00eb mund\u00ebsi shum\u00eb e mir\u00eb p\u00ebr t\u00eb rritur influenc\u00ebn e tyre politike n\u00eb disa vende t\u00eb BE-s\u00eb.<\/p>\n<p>Studimet para vitit 2004 parashikonin se 2-4 p\u00ebr qind e popullsis\u00eb s\u00eb shteteve t\u00eb reja an\u00ebtare &#8220;do t\u00eb emigronin me afat t\u00eb gjat\u00eb n\u00eb vendet EU-15. Kjo shif\u00ebr ishte rreth 1 p\u00ebr qind e popullsis\u00eb EU-15.<br \/>\nN\u00eb vitin 2005, p\u00ebrqindja e popullsis\u00eb n\u00eb mosh\u00eb pune nga dhjet\u00eb vendet e reja an\u00ebtare n\u00eb EU-15 &#8220;ishte tep\u00ebr e vog\u00ebl, duke filluar nga 0.1 p\u00ebr qind n\u00eb Franc\u00eb dhe Holand\u00eb n\u00eb 1.4 p\u00ebr qind n\u00eb Austri dhe 2 p\u00ebr qind n\u00eb Irland\u00eb&#8221;.<\/p>\n<p>Jo vet\u00ebm gjeografikisht Shqip\u00ebria \u00ebsht\u00eb nj\u00eb vend europian, por p\u00ebrfitimet e integrimit europian p\u00ebr ekonomin\u00eb shqiptare pengohen nga mungesa e l\u00ebvizjes s\u00eb lir\u00eb.<\/p>\n<p>L\u00ebvizja e lir\u00eb e shqiptar\u00ebve nuk \u00ebsht\u00eb thjesht nj\u00eb mund\u00ebsi q\u00eb t\u00eb udh\u00ebtojn\u00eb jasht\u00eb vendit, por edhe p\u00ebr ardhjen lirisht t\u00eb qindra mij\u00ebra shqiptar\u00ebve q\u00eb prej vitesh ndodhen n\u00eb emigracion.<br \/>\nL\u00ebvizja e lir\u00eb dhe m\u00eb von\u00eb mund\u00ebsia p\u00ebr t\u2019u pun\u00ebsuar n\u00eb \u00e7do vend t\u00eb BE-s\u00eb, do t\u00eb sjellin p\u00ebrfitime reciproke. Nj\u00eb studim i b\u00ebr\u00eb n\u00eb vitin 2009 v\u00ebrteton se vendet me politika fleksible p\u00ebr tregjet e pun\u00ebs kan\u00eb p\u00ebrfituar m\u00eb shum\u00eb, duke p\u00ebrzgjedhur fuqi pun\u00ebtore t\u00eb mir\u00ebkualifikuar dhe t\u00eb mirarsimuar nga vendet e reja t\u00eb BE-s\u00eb.<\/p>\n<p>Studimet qart\u00ebsojn\u00eb se q\u00ebndrimet kufizuese ndaj l\u00ebvizjes s\u00eb lir\u00eb nuk e kan\u00eb ndalur emigrimin. Vet\u00ebm kan\u00eb p\u00ebrkeq\u00ebsuar struktur\u00ebn e tij, pasi emigracioni ilegal nuk \u00ebsht\u00eb penguar dot.<\/p>\n<p>Ekspert\u00ebt europian\u00eb konkludojn\u00eb se l\u00ebvizja e lir\u00eb dhe hapja e tregut t\u00eb pun\u00ebs \u00ebsht\u00eb jo vet\u00ebm nj\u00eb parim themelor i Bashkimit Europian, por ka ndikuar pozitivisht p\u00ebr t\u00eb siguruar q\u00ebndrueshm\u00ebrin\u00eb e sistemeve sociale t\u00eb vendeve an\u00ebtare dhe p\u00ebr t\u00eb forcuar aft\u00ebsin\u00eb konkurruese t\u00eb BE-s\u00eb n\u00eb tregjet globale.<\/p>\n<p>P\u00ebrfitimet e BE\u2013s\u00eb duken t\u00eb qarta, kostot e vendeve t\u00eb Ballkanit nga mohimi i l\u00ebvizjes s\u00eb lir\u00eb duhet t\u00eb njihen m\u00eb mir\u00eb nga teknokrat\u00ebt e Brukselit. P\u00ebr vendet e Ballkanit Per\u00ebndimor, \u00e7do vones\u00eb n\u00eb l\u00ebvizjen e lir\u00eb \u00ebsht\u00eb nj\u00eb zgjatje e mohimit 65-vje\u00e7ar t\u00eb nj\u00eb prej t\u00eb drejtave themelore t\u00eb europian\u00ebve.<br \/>\nLidershipi politik i BE-s\u00eb koh\u00ebt e fundit po ofron l\u00ebvizjen e lir\u00eb edhe p\u00ebr vendet jo an\u00ebtare. Kjo filozofi mund t\u00eb aplikohet edhe p\u00ebr tregun e pun\u00ebs dhe fondet e BE-s\u00eb.<\/p>\n<p>Aplikimi i politikave t\u00eb suksesshme t\u00eb BE-s\u00eb (q\u00eb aplikohen p\u00ebr vendet an\u00ebtare) p\u00ebrpara se vendet tona t\u00eb b\u00ebhen vende an\u00ebtare, nuk duhet t\u00eb jet\u00eb strategjia e vonesave t\u00eb tejzgjatura p\u00ebr an\u00ebtar\u00ebsimin e plot\u00eb t\u00eb vendeve tona, por p\u00ebr nj\u00eb p\u00ebrafrim sa m\u00eb natyror me standardet e Europ\u00ebs s\u00eb Bashkuar.<br \/>\nVullneti politik i BE-s\u00eb \u00ebsht\u00eb i qart\u00eb, mund\u00ebsia p\u00ebr t\u00eb p\u00ebrfituar l\u00ebvizjen e lir\u00eb \u00ebsht\u00eb shum\u00eb m\u00eb e madhe se kurr\u00eb ndonj\u00ebher\u00eb.
