P\u00ebrve\u00e7 historis\u00eb s\u00eb serb\u00ebve q\u00eb duan t\u00eb kthehen, duhet shikuar edhe historia e pron\u00ebs s\u00eb tyre<\/em><\/strong><\/p>\n

\"Albin<\/p>\n

Po t\u2019i pyes\u00ebsh privatisht shqiptar\u00ebt e Kosov\u00ebs, pothuajse q\u00eb t\u00eb gjith\u00eb jan\u00eb kund\u00ebr kthimit t\u00eb serb\u00ebve t\u00eb ikur nga Kosova. Thjesht, shqiptar\u00ebt nuk duan q\u00eb serb\u00ebt t\u00eb kthehen n\u00eb Kosov\u00eb. N\u00ebse e fiton besimin e tyre para se t\u2018i pyes\u00ebsh, kudo n\u00eb Kosov\u00eb, ta thon\u00eb tro\u00e7: \u201cNuk duam q\u00eb serb\u00ebt t\u00eb kthehen\u201d. Por, n\u00ebse i shkon n\u00eb fshatin apo lagjen e qytetit t\u00eb tij me nj\u00eb kamer\u00eb a diktofon si gazetar, apo me pyet\u00ebsor n\u00eb em\u00ebr t\u00eb ndonj\u00eb organizate, at\u00ebher\u00eb p\u00ebrgjigja e tij ndryshon.<\/p>\n

Nis e belb\u00ebzon, i merret goja dhe hutohet teksa p\u00ebrpiqet ta jep p\u00ebrgjigjen q\u00eb tashm\u00eb e ka d\u00ebgjuar n\u00eb televizor. Nuk arrin ta thot\u00eb tamam si n\u00eb televizor, nuk ia del t\u00eb shprehet spontanisht e pa sforcime, ashtu si\u00e7 kishte besuar se mundet dhe, natyrisht, skuqet ca. I vjen turp q\u00eb disi d\u00ebshtoi dhe me sed\u00ebr t\u00eb l\u00ebnduar ia mbath prapa me hap t\u00eb shpejtuar drejt port\u00ebs s\u00eb sht\u00ebpis\u00eb s\u00eb tij, duke th\u00ebn\u00eb sa vet\u00eb me vete aq, edhe drejt nj\u00eb duzine banor\u00ebsh t\u00eb grumbulluar aty: \u201cS\u2019jam, o vlla, un\u00eb politikan\u201d!<\/p>\n

I intervistuari e p\u00ebrjeton veten si politikan n\u00eb tentativ\u00eb. Nj\u00eb mendim e ka p\u00ebr vete, nj\u00eb tjet\u00ebr e thot\u00eb publikisht. K\u00ebt\u00eb t\u00eb dytin e shqipton me aq leht\u00ebsi dhe natyrshm\u00ebri si\u00e7 nuk do t\u00eb mund ta shprehte kurr\u00eb t\u00eb parin. Rruga p\u00ebr te politikani kalon n\u00ebp\u00ebr aktorin. Por k\u00ebtu ngec njeriu i thjesht\u00eb: te pjesa e aktorit. Ai \u00ebsht\u00eb m\u00ebsuar t\u00eb jet\u00eb ashtu si\u00e7 i \u00ebsht\u00eb imponuar t\u00eb jet\u00eb: spektator. Dhe ndoshta sa m\u00eb shum\u00eb q\u00eb shikon shfaqje teatri, aq m\u00eb pak mund t\u00eb b\u00ebhesh aktor i mir\u00eb. Nuk \u00ebsht\u00eb se njer\u00ebzit tan\u00eb nuk din\u00eb t\u00eb shprehen. Ata nuk din\u00eb t\u00eb shprehen publikisht.<\/p>\n

Sepse ata besojn\u00eb q\u00eb nuk duhet t\u00eb shprehen ashtu sikurse jan\u00eb. Televizori nuk merret si transmetues i realitetit, por si model q\u00eb duhet ndjekur. Model p\u00ebr \u00e7ka, model p\u00ebr realitetin? Jo bash. Model p\u00ebr vetveten. Turbullimi q\u00eb p\u00ebrjetojn\u00eb njer\u00ebzit e thjesht\u00eb para pyetjeve zyrtare a publike \u00ebsht\u00eb turbullimi i atyre q\u00eb tashm\u00eb jan\u00eb fajtor\u00eb para inspektor\u00ebve e agjent\u00ebve hetues t\u00eb nj\u00eb regjimi diktatorial. Ata duan ta mbajn\u00eb t\u00eb ndar\u00eb realitetin prej virtualitetit, duke konfirmuar koherencat e brendshme t\u00eb k\u00ebtyre dyjave. Privatisht e shprehin mendimin p\u00ebr realitetin publik, nd\u00ebrsa publikisht e thon\u00eb at\u00eb q\u00eb pritet t\u00eb jet\u00eb q\u00ebndrim i tyre privat e personal. P\u00ebr televizione deklarojn\u00eb si n\u00eb televizor, e konfirmojn\u00eb televizionin ani se larg t\u00eb v\u00ebrtet\u00ebs. Kurse me t\u00eb af\u00ebrmit e thot\u00eb ashtu si\u00e7 \u00ebsht\u00eb, gjithnj\u00eb pran\u00eb t\u00eb v\u00ebrtet\u00ebs.<\/p>\n

Por,le t\u00eb kthehemi te kthimi i serb\u00ebve. Shqiptar\u00ebt m\u00eb shpesh sesa t\u00eb thon\u00eb \u201cnuk dua q\u00eb serb\u00ebt t\u00eb kthehen\u201d, n\u00eb fakt thon\u00eb \u201cnuk dua q\u00eb serb\u00ebt t\u00eb na kthehen\u201d. Kjo pjes\u00ebza \u201cna\u201d e nd\u00ebrron cil\u00ebsisht kuptimin e fjalis\u00eb. Kthimi i serb\u00ebve nga shqiptar\u00ebt p\u00ebrjetohet si kthim i serb\u00ebve n\u00eb vitet \u201880-t\u00eb e \u201890-t\u00eb, e jo si kthim i serb\u00ebve q\u00eb jan\u00eb n\u00eb shekullin XXI. Kthimi i serb\u00ebve nuk diferencohet nga kthimi i Serbis\u00eb dhe p\u00ebrjetohet si kthim n\u00eb t\u00eb kaluar\u00ebn ose, s\u00eb paku, si rritje e mund\u00ebsive p\u00ebr kthim n\u00eb t\u00eb kaluar\u00ebn. Kjo \u00ebsht\u00eb arsyeja pse tash s\u00eb fundi kishim protest\u00ebn e banor\u00ebve shqiptar\u00eb n\u00eb Zallq t\u00eb Istogut kund\u00ebr kthimit t\u00eb serb\u00ebve atje.<\/p>\n

Qindra banor\u00eb protestonin kund\u00ebr kthimit t\u00eb serb\u00ebve. Por n\u00eb asnj\u00ebr\u00ebn prej parullave q\u00eb protestuesit mbanin n\u00eb duar nuk thuhej vet\u00ebm thjesht \u201cNuk duam q\u00eb serb\u00ebt t\u00eb (na) kthehen\u201d. \u00c7doher\u00eb ky q\u00ebndrim pasohej me argumentet p\u00ebr krimet e kryera gjat\u00eb luft\u00ebs e ku kishin marr\u00eb pjes\u00eb edhe serb\u00eb lokal\u00eb. Madje shum\u00eb sosh identifikoheshin me em\u00ebr e mbiem\u00ebr. Pra, nuk kund\u00ebrshtohej kthimi p\u00ebr at\u00eb \u00e7far\u00eb ishin t\u00eb kthyerit, por p\u00ebr at\u00eb \u00e7far\u00eb ata kishin b\u00ebr\u00eb para se t\u00eb iknin; jo pse t\u00eb kthyerit ishin serb\u00eb, por p\u00ebr at\u00eb \u00e7far\u00eb kishin b\u00ebr\u00eb jo pak serb\u00eb.<\/p>\n

Protesta e nxori publikisht at\u00eb q\u00eb individualisht e mendonin gjithmon\u00eb protestuesit dhe jo vet\u00ebm ata. Mendimi i p\u00ebrbashk\u00ebt q\u00eb e kishte secili erdhi n\u00eb shprehje kur u bashkuan ata q\u00eb e kishin mendimin t\u00eb p\u00ebrbashk\u00ebt. E p\u00ebrbashk\u00ebta vet\u00ebm si e kolektivizuar arrin t\u00eb shprehet. Individi s\u2019\u00ebsht\u00eb e v\u00ebrteta dhe as burimi i s\u00eb v\u00ebrtet\u00ebs. Individi sigurisht q\u00eb nuk e b\u00ebn historin\u00eb ashtu si na rr\u00ebfejn\u00eb filmat e Hollivudit. N\u00eb Kosov\u00ebn q\u00eb u shpall e pavarur q\u00eb prej dy vjet\u00ebsh ende ka shum\u00eb frik\u00eb, shum\u00eb ndrydhje t\u00eb brendshme, shum\u00eb vet\u00ebcensur\u00eb. Protesta gjithsesi i trim\u00ebron e i \u00e7liron njer\u00ebzit. Regjimet e pushtetet jodemokratike p\u00ebrpiqen q\u00eb t\u2019i frik\u00ebsojn\u00eb qytetar\u00ebt n\u00eb rast t\u00eb protestave, sepse vet\u00eb ato iu frik\u00ebsohen protestave.<\/p>\n

Protestuesit n\u00eb Zallq pa dyshim q\u00eb kishin t\u00eb drejt\u00eb. \u00cbsht\u00eb e padrejt\u00eb t\u00eb kthehen n\u00eb Kosov\u00eb serb\u00ebt e ikur pa u plot\u00ebsuar tri kushte. S\u00eb pari, duhet t\u00eb shqyrtohet se kush jan\u00eb serb\u00ebt e kthyer ve\u00e7 e ve\u00e7, se \u00e7ka kan\u00eb punuar e b\u00ebr\u00eb ata n\u00eb t\u00eb kaluar\u00ebn e sidomos gjat\u00eb luft\u00ebs, meq\u00eb dihet se nuk ishin as n\u00eb U\u00c7K e as n\u00eb LDK. S\u00eb dyti, p\u00ebrve\u00e7 historis\u00eb s\u00eb serb\u00ebve q\u00eb duan t\u00eb kthehen, duhet shikuar edhe historia e pron\u00ebs s\u00eb tyre. Pra, t\u00eb shihet n\u00ebse pron\u00ebn e kan\u00eb q\u00eb prej 200 vjet\u00ebsh apo ndoshta e fituan n\u00eb koh\u00ebn e reform\u00ebs agrare nd\u00ebrmjet dy luft\u00ebrave bot\u00ebrore, n\u00eb koh\u00ebn e Rankovi\u00e7it, kur shqiptar\u00ebt d\u00ebboheshin p\u00ebr Turqi, apo ndoshta edhe n\u00eb koh\u00ebn e vet\u00eb Miloshevi\u00e7it.<\/p>\n

Dhe, s\u00eb treti, \u00ebsht\u00eb absurde t\u00eb kthehen serb\u00ebt n\u00ebse ata nuk e pranojn\u00eb pavar\u00ebsin\u00eb e Kosov\u00ebs, n\u00ebse e konsiderojn\u00eb U\u00c7K-n\u00eb terroriste e Kosov\u00ebn pjes\u00eb t\u00eb Serbis\u00eb, dhe n\u00ebse vihen n\u00eb sh\u00ebrbim t\u00eb strukturave t\u00eb Serbis\u00eb n\u00eb Kosov\u00eb. Pa u plot\u00ebsuar k\u00ebto tri kushte nuk b\u00ebhet fjal\u00eb p\u00ebr kthim t\u00eb serb\u00ebve, por p\u00ebr kthim t\u00eb Serbis\u00eb. Nuk b\u00ebhet fjal\u00eb p\u00ebr t\u00eb drejt\u00eb njer\u00ebzore q\u00eb duhet respektuar, por p\u00ebr projekt politik q\u00eb duhet kund\u00ebrshtuar.<\/p>\n

Pasi i legalizuan komunat me shumic\u00eb serbe n\u00eb Anamorav\u00eb, pra n\u00eb lindje t\u00eb Kosov\u00ebs, n\u00ebp\u00ebrmjet zgjedhjeve t\u00eb fundit lokale, tash Serbia ia ka m\u00ebsy veriper\u00ebndimit, ashtu si\u00e7 e kemi paraqitur ne t\u00eb \u201cVet\u00ebvendosjes\u201d k\u00ebtu e kat\u00ebr vjet m\u00eb par\u00eb n\u00eb hart\u00ebn e mir\u00ebnjohur, q\u00eb tregon se \u00e7ka i b\u00ebn decentralizimi etnik Kosov\u00ebs. Plani i Ahtisarit parasheh q\u00eb aty ku b\u00ebhen 5.000 banor\u00eb me 75 p\u00ebr qind minoritar\u00eb, aty mund t\u00eb themelohet nj\u00eb komun\u00eb e re. Pik\u00ebrisht kjo \u00ebsht\u00eb arsyeja pse Serbia i kthen serb\u00ebt refugjat\u00eb n\u00eb at\u00eb zon\u00eb, p\u00ebr t\u00eb sajuar komuna t\u00eb reja.<\/p>\n

Duke shtuar numrin e serb\u00ebve n\u00eb veriper\u00ebndim t\u00eb Kosov\u00ebs, Serbia synon t\u2019i realizoj\u00eb komunat e reja serbe t\u00eb Osojanit, Bin\u00e7\u00ebs dhe Gorazhdevcit, t\u00eb cilat do t\u00eb siguronin vazhdim\u00ebsi territoriale me komun\u00ebn e Zubin Potokut, duke u shtrir\u00eb deri n\u00eb periferi t\u00eb qytetit t\u00eb Pej\u00ebs.<\/p>\n","protected":false},"excerpt":{"rendered":"
