Shpeshher\u00eb, ajo q\u00eb n\u00eb nj\u00eb koh\u00eb mund t\u00eb arrihet e b\u00ebhet me protesta e demonstrata, dikur m\u00eb von\u00eb s\u2019b\u00ebhet dot as me luft\u00eb, e aq m\u00eb pak me diplomaci.<\/strong><\/p>\n<p style=\"text-align: center;\"><img decoding=\"async\" style=\"margin-left: 10px; margin-right: 10px; border: 0px;\" src=\"http:\/\/www.shkoder.net\/images\/fjala\/2010\/albin_kurti.jpg\" border=\"0\" alt=\"Albin Kurti\" width=\"450\" \/><\/p>\n<p>Nuk ka akademik apo studiues serioz q\u00eb nuk thot\u00eb se demokracia e reduktuar n\u00eb demokracin\u00eb p\u00ebrfaq\u00ebsuese \u00ebsht\u00eb gjithsesi e pamjaftueshme. Ajo demokraci q\u00eb n\u00ebnkupton vet\u00ebm zgjedhje periodike p\u00ebr qytetar\u00ebt dhe deputet\u00ebt n\u00eb Kuvend, si p\u00ebrfaq\u00ebsues t\u00eb tyre, nuk jeton gjat\u00eb. Demokracia si demokraci p\u00ebrfaq\u00ebsuese pa m\u00ebnyrat e tjera, si demokracia pjes\u00ebmarr\u00ebse dhe demokracia e drejtp\u00ebrdrejt\u00eb, shnd\u00ebrrohet n\u00eb mask\u00eb p\u00ebr monarkin\u00eb apo oligarkin\u00eb. Qytetar\u00ebt dhe vullneti i tyre ekzistojn\u00eb para se t\u00eb jen\u00eb t\u00eb p\u00ebrfaq\u00ebsuar dhe jo n\u00ebp\u00ebrmjet p\u00ebrfaq\u00ebsimit.<\/p>\n<p>Deputet\u00ebt nuk jan\u00eb vullneti i popullit; populli mund t\u2019i delegoj\u00eb deputet\u00ebt q\u00eb ta ushtrojn\u00eb vullnetin e tij, por ai s\u2019mund ta delegoj\u00eb vullnetin si t\u00eb till\u00eb. Populli mbetet ashtu si\u00e7 duhet t\u00eb jet\u00eb: i vullnetsh\u00ebm. N\u00ebse ne mund ta imagjinojm\u00eb vullnetin e popullit si nj\u00eb koncept a ide, kjo nuk \u00ebsht\u00eb e mjaftueshme q\u00eb ai menj\u00ebher\u00eb dhe thjesht t\u00eb jet\u00eb i p\u00ebrfaq\u00ebsuesh\u00ebm. Institucionet jan\u00eb reduktim. P\u00ebrmasa abstrakte e vullnetit t\u00eb popullit tregon fuqin\u00eb e tij dhe dob\u00ebsin\u00eb ton\u00eb.<\/p>\n<p>Ngulmimi p\u00ebr ta kufizuar demokracin\u00eb n\u00eb p\u00ebrfaq\u00ebsim e ushqen t\u00ebhuaj\u00ebsimin deri n\u00eb mosp\u00ebrfaq\u00ebsim. Demokracia \u00ebsht\u00eb koncept tep\u00ebr i gjer\u00eb, p\u00ebr ta mbyllur n\u00eb kutin\u00eb e votimit apo p\u00ebr ta ngujuar n\u00eb ul\u00ebsen e deputetit. At\u00ebher\u00eb kur demokracia mbyllet n\u00eb kutin\u00eb e votimit, e kemi par\u00eb se \u00e7far\u00eb ndodh me t\u00eb: ajo vidhet. At\u00ebher\u00eb kur demokracia ngujohet n\u00eb karrigen e deputetit, e kemi d\u00ebgjuar se \u00e7far\u00eb ndodh me t\u00eb: ajo banalizohet. Politikan\u00ebt kryesor\u00eb n\u00eb Kosov\u00eb jan\u00eb tep\u00ebr cinik\u00eb, p\u00ebr t\u00eb qen\u00eb sadopak demokrat\u00eb. Ata thell\u00ebsisht nuk besojn\u00eb n\u00eb barazin\u00eb e njer\u00ebzve. Ata p\u00ebrgjith\u00ebsisht nuk besojn\u00eb n\u00eb asnj\u00eb lloj t\u00eb barazis\u00eb.<\/p>\n<p>N\u00eb an\u00ebn tjet\u00ebr, kur demokracia \u00ebsht\u00eb vet\u00ebm p\u00ebrfaq\u00ebsuese, at\u00ebher\u00eb shoq\u00ebria b\u00ebhet publik dhe publiku b\u00ebhet spektator. Kur p\u00ebrfaq\u00ebsimi arrin ta bind\u00eb t\u00eb p\u00ebrfaq\u00ebsuarin se ai \u00ebsht\u00eb plot\u00ebsisht i p\u00ebrfaq\u00ebsuar, n\u00eb fakt, kemi kalimin nga subjekti i vullnetsh\u00ebm te subjekti sodit\u00ebs. P\u00ebrfaq\u00ebsimi i k\u00ebtill\u00eb totalitar e ndryshon t\u00eb p\u00ebrfaq\u00ebsuarin nga qytetar aktiv me shum\u00eb t\u00eb drejta n\u00eb spektator pasiv me ca nevoja. Raporti deputet-qytetar degradon n\u00eb raportin nd\u00ebrmjet sh\u00ebnjuesit me t\u00eb sh\u00ebnjuarin. N\u00eb vend q\u00eb ta kemi t\u00eb pamundur t\u2019i konceptojm\u00eb p\u00ebrfaq\u00ebsuesit pa qytetar\u00ebt, b\u00ebhet i mundur konceptimi i qytetar\u00ebve vet\u00ebm n\u00ebp\u00ebrmjet p\u00ebrfaq\u00ebsuesve. P\u00ebrfaq\u00ebsuesit nuk i n\u00ebnkuptojn\u00eb m\u00eb t\u00eb p\u00ebrfaq\u00ebsuarit n\u00eb funksion t\u00eb t\u00eb cil\u00ebve jan\u00eb, por p\u00ebrfaq\u00ebsuesit i themelojn\u00eb t\u00eb p\u00ebrfaq\u00ebsuarit si subjekt, duke i defaktorizuar p\u00ebr nga veprimi nj\u00eb moment m\u00eb pas.<\/p>\n<p>E k\u00ebtill\u00eb \u00ebsht\u00eb demokracia n\u00eb Kosov\u00eb. Demokraci e mbyllur te p\u00ebrfaq\u00ebsimi nominal. Jo demokraci q\u00eb e p\u00ebrmban p\u00ebrfaq\u00ebsimin, por demokraci q\u00eb p\u00ebrmbahet te p\u00ebrfaq\u00ebsimi. Prandaj, nuk \u00ebsht\u00eb e rast\u00ebsishme neveria q\u00eb kan\u00eb pushtetar\u00ebt kosovar\u00eb nga protestat, grevat, peticionet dhe sidomos demonstratat. Ata s\u2019duan demonstrata, kurrfar\u00eb demonstratash. Sepse nuk e kan\u00eb mendjen te ndihma q\u00eb demonstratat mund t\u2019ia sjellin Kosov\u00ebs, por te rreziku n\u00eb t\u00eb cilin ato mund t\u2019i v\u00ebn\u00eb pozitat atyre. Demonstratat, protestat, peticionet e grevat i bashkojn\u00eb njer\u00ebzit, pavar\u00ebsisht nga gjinia, mosha, feja, prejardhja etj. Dhe i bashkojn\u00eb njer\u00ebzit e pak\u00ebnaqur.<\/p>\n<p>Pushteti nuk do q\u00eb njer\u00ebzit t\u00eb b\u00ebhen bashk\u00eb, e sidomos kur ata jan\u00eb t\u00eb pak\u00ebnaqur. T\u00eb k\u00ebnaqurit nuk i duan t\u00eb pak\u00ebnaqurit t\u00eb bashkuar, sepse i duan ata t\u00eb dob\u00ebt. T\u00eb k\u00ebnaqurit jan\u00eb b\u00ebr\u00eb bashk\u00eb n\u00eb majat e sistemit dhe angazhimi kryesor i tyre \u00ebsht\u00eb mu n\u00eb shpikjen e m\u00ebnyrave t\u00eb reja q\u00eb do t\u2019i mbanin t\u00eb pak\u00ebnaqurit t\u00eb ndar\u00eb e t\u00eb p\u00ebr\u00e7ar\u00eb. Shumica d\u00ebrrmuese e qytetar\u00ebve t\u00eb Kosov\u00ebs jan\u00eb t\u00eb pak\u00ebnaqur, por s\u2019kan\u00eb vet\u00ebbesim, meq\u00eb s\u2019kan\u00eb vet\u00ebdije p\u00ebr veten e tyre si shumic\u00eb q\u00eb jan\u00eb. Ata nuk e din\u00eb sa shum\u00eb jan\u00eb dhe sa t\u00eb fort\u00eb jan\u00eb. Pik\u00ebrisht n\u00eb demokraci t\u00eb drejtp\u00ebrdrejt\u00eb e pjes\u00ebmarr\u00ebse, pik\u00ebrisht n\u00eb demonstrata, protesta, greva e peticione do ta merrnin vesh nj\u00eb gj\u00eb t\u00eb till\u00eb, do t\u00eb nd\u00ebrgjegj\u00ebsoheshin p\u00ebr madh\u00ebsin\u00eb dhe fuqin\u00eb vetjake. Kjo \u00ebsht\u00eb arsyeja pse b\u00ebhet luft\u00eb sistematike q\u00eb demokracia t\u00eb mbahet e kufizuar p\u00ebrbrenda sistemit t\u00eb p\u00ebrfaq\u00ebsimit.<\/p>\n<p>Pushteti e di shum\u00eb mir\u00eb se t\u00eb gjith\u00eb ata q\u00eb i duan ndryshimet nuk mund ta nd\u00ebrrojn\u00eb regjimin pa e ndryshuar popullin, pa e ndryshuar q\u00ebndrimin e popullit kundrejt regjimit. Regjimi nuk nd\u00ebrron, gjersa populli e duron at\u00eb. Qytetar\u00ebt me vot\u00ebn apo heshtjen e tyre ia japin fuqin\u00eb pushtetit, t\u00eb cilin ai mandej e p\u00ebrdor kund\u00ebr qytetar\u00ebve. Ndryshimi nis me rezistenc\u00ebn ndaj pushtetit e jo me nd\u00ebrrimin e pushtetar\u00ebve t\u00eb ve\u00e7ant\u00eb, t\u00eb cilin e b\u00ebn vet\u00eb pushteti.<\/p>\n<p>P\u00ebr ta mbajtur demokracin\u00eb p\u00ebrbrenda p\u00ebrfaq\u00ebsimit formal, gjithnj\u00eb n\u00eb kuad\u00ebr t\u00eb rritjes s\u00eb kontrollit nga lart, pushteti p\u00ebrpiqet q\u00eb t\u2019i diskreditoj\u00eb demonstratat, t\u2019i kriminalizoj\u00eb ato dhe t\u2019i frik\u00ebsoj\u00eb e t\u2019i hesht\u00eb qytetar\u00ebt. N\u00eb fakt, demonstratat jan\u00eb d\u00ebshmi e vitalitetit t\u00eb demokracis\u00eb. Demonstrata sh\u00ebnon qytetarin\u00eb aktive q\u00eb reagon, kontribuon n\u00eb kohezionin shoq\u00ebror dhe i sjell si subjekt n\u00eb sfer\u00ebn publike dhe politike qytetar\u00ebt q\u00eb kund\u00ebrshtojn\u00eb nj\u00eb padrejt\u00ebsi t\u00eb b\u00ebr\u00eb, por edhe q\u00eb parandalojn\u00eb nj\u00eb padrejt\u00ebsi tjet\u00ebr. Demonstrata e b\u00ebn d\u00ebshir\u00ebn vullnet, ankes\u00ebn angazhim e shpres\u00ebn pun\u00eb. Shpeshher\u00eb, ajo q\u00eb n\u00eb nj\u00eb koh\u00eb mund t\u00eb arrihet e b\u00ebhet me protesta e demonstrata, dikur m\u00eb von\u00eb s\u2019b\u00ebhet dot as me luft\u00eb, e aq m\u00eb pak me diplomaci.<\/p>\n<p>Sigurisht q\u00eb kjo kritik\u00eb kund\u00ebr demokracis\u00eb s\u00eb mbyllur te p\u00ebrfaq\u00ebsimi vlen vet\u00ebm kur p\u00ebr nj\u00eb \u00e7ast anashkalojm\u00eb faktin se demokracia te ne objektivisht nuk ekziston si n\u00eb aspektin juridiko-kushtetues, po ashtu as n\u00eb at\u00eb politiko-administrativ.
