Kjo per shkak te keqperdorimit qe i ben pushtetit kryeministri Berisha dhe kryeparlamentarja Topalli. Seanca parlamentare e se enjetes, por edhe vendimi i byrose me pjesemarres vetem perfaqesues te mazhorances, ishte nje tjeter prove e ketij keqperdorimi.<\/p>\n<p>Ngjarja e shemtuar qe ndodhi te enjten, mori shkas nga fjalimi i deputetit socialist Taulant Balla, i cili denoncoi aferat korruptive dhe akuzoi shefin e qeverise dhe ministra te qeverise se tij, si te lidhur me keto afera.<\/p>\n<p>Ne mungese te pergjigjeve konkrete nga ministrat apo kryeministri per keto akuza, kryeparlamentarja Topalli vendos te ndeshkoje deputetin Balla ne menyre arrogante, per 2 jave nga punimet e kuvendit.<\/p>\n<p>Sot kreu i grupit kuvendor opozitar Gramoz Ru\u00e7i e cilesoi kete ngjarje, si rrenim te parlamentarizmit shqiptar.<\/p>\n<p><strong>GRAMOZ RUCI<\/strong>: Dje, Sali Berisha dhe kryetarja e Parlamentit shqiptar u dhan\u00eb shqiptar\u00ebve dhe gjith\u00eb partner\u00ebve nd\u00ebrkomb\u00ebtar\u00eb prov\u00ebn m\u00eb t\u00eb qart\u00eb se n\u00eb \u00e7\u2019derexhe \u00ebsht\u00eb katandisur parlamentarizmi n\u00eb Shqip\u00ebri, duke marr\u00eb k\u00ebshtu nj\u00eb vendim krejt\u00ebsisht t\u00eb pajustifikuesh\u00ebm p\u00ebr t\u00eb p\u00ebrjashtuar deputetin e PS, Taulant Balla, sepse na preku n\u00eb sed\u00ebr kryeministrin kavalier e ministrat e tij dhe po k\u00ebshtu po dje paralajm\u00ebruan p\u00ebr p\u00ebrjashtim kolegun tjet\u00ebr t\u00eb PS, Saimir Tahiri, n\u00eb m\u00ebnyr\u00ebn m\u00eb t\u00eb pajustifikueshme.<\/p>\n<p>Ngjarja e djeshme n\u00eb sall\u00ebn e Kuvendit ishte prova m\u00eb e fundit, q\u00eb v\u00ebrteton dhe nj\u00ebher\u00eb kat\u00ebrcip\u00ebrisht se Sali Berisha parlamentin nuk e sheh si nj\u00eb institucion ku diskutohen e zgjidhen hallet e shqiptar\u00ebve, por si nj\u00eb pron\u00eb t\u00eb tij\u00ebn, ku opozita duhet dhunuar n\u00ebse ajo guxon t\u00eb denoncoj\u00eb t\u00eb v\u00ebrtetat e hidhura e t\u00eb sh\u00ebmtuara t\u00eb k\u00ebtij pushteti. Sepse ky p\u00ebrjashtim e ky vendim p\u00ebr p\u00ebrjashtim s\u2019jan\u00eb as m\u00eb shum\u00eb e as m\u00eb pak, por ve\u00e7se nj\u00eb p\u00ebrpjekje e d\u00ebshtuar p\u00ebr t\u2019i mbyllur goj\u00ebn deputet\u00ebve t\u00eb Partis\u00eb Socialiste.<\/p>\n<p>Sali Berisha na tregoi qart\u00eb se ai nuk e do opozit\u00ebn n\u00eb parlament, se ai nuk \u00ebsht\u00eb i interesuar p\u00ebr zgjidhjen e kriz\u00ebs politike n\u00eb Shqip\u00ebri. Sali Berisha v\u00ebrtetoi mbr\u00ebm\u00eb se pasi vodhi zgjedhjet e 28 qershorit, ka zgjedhur t\u00eb vendos\u00eb n\u00ebn diktatin e tij t\u00eb gjitha institucionet e k\u00ebtij vendi, deri dhe parlamentin e madje edhe opozit\u00ebn e k\u00ebtij vendi. N\u00ebse ka nj\u00eb politikan n\u00eb Shqip\u00ebri, q\u00eb duhej p\u00ebrjashtuar jo p\u00ebr dy jav\u00eb, por p\u00ebr nj\u00eb legjislatur\u00eb t\u00eb t\u00ebr\u00eb, ky \u00ebsht\u00eb vet\u00ebm nj\u00eb deputet q\u00eb e ka emrin Sali Berisha.<\/p>\n<p>E si ka mund\u00ebsi q\u00eb nj\u00eb deputet na u p\u00ebrjashtoka p\u00ebr dy jav\u00eb sepse kryeministrit nuk i vikan p\u00ebr mbar\u00eb fjal\u00ebt e tij, nd\u00ebrkoh\u00eb q\u00eb vet\u00eb Sali Berisha mund t\u00eb vjell\u00eb vrer, t\u00eb shpif\u00eb e t\u00eb shaj\u00eb, t\u00eb merret me f\u00ebmij\u00ebt apo me familjen, apo me jet\u00ebn private t\u00eb kujtdo deputeti e kund\u00ebrshtari politik?! K\u00ebtu kam fjalimin e famsh\u00ebm t\u00eb Sali Berish\u00ebs t\u00eb mbajtur n\u00eb foltoren e parlamentit n\u00eb 26 n\u00ebntor, ku kavalieri shqiptar k\u00ebrc\u00ebnonte p\u00ebr shkulje dh\u00ebmb\u00ebsh e nofullash, etiketonte p\u00ebrfaq\u00ebsuesit e opozit\u00ebs me fjal\u00eb q\u00eb nuk mund t\u00eb thuhen n\u00eb publik, por Kryetarja e parlamentit dhe jo vetem ajo, por t\u00eb gjith\u00eb deputet\u00ebt e k\u00ebsaj maxhorance zg\u00ebrdhiheshin dhe duartrokisnin kavalierin e tyre.<\/p>\n<p>Vendimi i djesh\u00ebm ishte nj\u00eb vendim i turpsh\u00ebm i k\u00ebsaj mazhorance q\u00eb p\u00ebrdor pushtetin e vjedhur p\u00ebr t\u00eb fshehur vjedhjet e pushtetit. Nj\u00eb mazhoranc\u00eb q\u00eb nuk di t\u00eb p\u00ebrgjigjet me argumente, por zgjedh p\u00ebrjashtimin e d\u00ebbimin. Vendimi i djesh\u00ebm ishte ve\u00e7se njolla m\u00eb e fundit e turpit q\u00eb u vendos n\u00eb k\u00ebt\u00eb parlament nga Kryetarja e tij q\u00eb do t\u00eb mbahet mend si kryetarja e zheleve dhe rreckave, e komanduar me sms nga nj\u00eb kryeminist\u00ebr i pap\u00ebrgjegjsh\u00ebm.\u201d<\/p>\n<p>Por vendimet arbitrare dhe te njeanshme te mazhorances kane nje histori te perseritur. Ne korrikun e 2007, deputeti balla duke iu referuar ndryshimeve ne qeverine e atehershme, tha se brenda familjes berisha kishin lindur debate pasi vajza e kryeministrit argita malltezi, ushtronte ndikim ne keto vendime. Kaq u desh qe kryeministri qe ne ate moment nuk ndodhej ne salle, te hynte dhe te shante me nje fjalor te rende nga familjaret deputetit socialist. Ketyre fyerjeve, iu bashkua edhe kryesuesja e seances topalli..<\/p>\n<p>Sic pritej i ndeshkuari ishte serisht deputeti opozitar. Per kryeministrin jo vetem nuk pati asnje penalizim, por berisha as pas seances nuk shfaqi ndonje shenje pendese me vone.<\/p>\n<p>Por arroganca qeveritare dhe keqperdorimi i parlamentarizmit, arriti kulmin ne 26 nentorin e vitit te kaluar.Mazhoranca jo vetem i qendori larg zgjidhjes se krizes politike, por shefi i qeverise sulmoi ne menyre te paprecendente dhe me nje fjalor rrugesh kreun e opozites dhe familjen e tij.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Nga &#8220;Faktori Plus&#8221; Parlamentarizmi shqiptar eshte ne faze kritike.
