Opozita ka t\u00ebrhequr dy an\u00ebtar\u00ebt e saj dhe duket se \u00ebsht\u00eb b\u00ebr\u00eb gati p\u00ebr nj\u00eb betej\u00eb t\u00eb fort\u00eb p\u00ebr t\u00eb imponuar ose nj\u00eb KQZ legjitime si\u00e7 e parashikon procedura e Kodit Zgjedhor, ose d\u00ebshtim t\u00eb zgjedhjeve. N\u00eb m\u00ebnyr\u00eb t\u00eb beft\u00eb, Sali Berisha arriti t\u00eb prodhoj\u00eb nj\u00eb debat t\u00ebr\u00ebsisht kund\u00ebr tij, jo vet\u00ebm n\u00eb Shqip\u00ebri, por dhe n\u00eb politik\u00ebn zyrtare t\u00eb SHBA dhe Bashkimit Evropian. Vendimi ekstrem i opozit\u00ebs ka marr\u00eb miratimin n\u00eb heshtje nga politika zyrtare e SHBA dhe BE, dhe Berisha ka mundur t\u00eb mobilizoj\u00eb kund\u00ebr saj vet\u00ebm partiak\u00eb t\u00eb s\u00eb djatht\u00ebs evropiane, t\u00eb cil\u00ebt operojn\u00eb thjesht\u00eb si klient\u00eb t\u00eb tij.<\/p>\n<p><strong>Por \u00e7far\u00eb do t\u00eb prodhoj\u00eb kjo kriz\u00eb dhe ku mund t\u00eb shihet fundi i saj?<\/strong><\/p>\n<p>N\u00eb k\u00ebt\u00eb spirale n\u00eb t\u00eb cil\u00ebn po hyjn\u00eb zgjedhjet shqiptare, qartazi ato nuk do t\u00eb prodhojn\u00eb nj\u00eb rrotacion paq\u00ebsor pa probleme, por nj\u00eb kriz\u00eb t\u00eb fort\u00eb, e cila do t\u00eb largoj\u00eb Sali Berish\u00ebn nga pushteti me nj\u00eb kosto t\u00eb r\u00ebnd\u00eb p\u00ebr Shqip\u00ebrin\u00eb. Sali Berisha nuk ka shanse t\u00eb b\u00ebj\u00eb asnj\u00eb hap prapa n\u00eb veprimet e tij t\u00eb ardhshme, dhe do t\u00eb synoj\u00eb t\u00eb p\u00ebrs\u00ebris\u00eb nj\u00eb version t\u00eb but\u00eb t\u00eb vitit 1997. Ai do t\u2019i shkoj\u00eb deri n\u00eb fund betej\u00ebs p\u00ebr t\u2019u shpallur fitues, p\u00ebr t\u2019i detyruar pal\u00ebt t\u00eb negociojn\u00eb kriz\u00ebn q\u00eb ka prodhuar ai.<\/p>\n<p>Ai nuk do t\u00eb t\u00ebrhiqet nga kontrolli mbi KQZ, jo vet\u00ebm se nuk do t\u00eb duket i dob\u00ebt, por mbi t\u00eb gjitha se do nj\u00eb arsye p\u00ebr t\u00eb shpjeguar ikjen e tij si komplot nd\u00ebrkomb\u00ebtar. Pas gjysm\u00eb alibis\u00eb q\u00eb iu krijua nga bashkimi PS-LSI, ai tani k\u00ebrkon nj\u00eb alibi m\u00eb t\u00eb madhe, betej\u00ebn e Per\u00ebndimit kund\u00ebr tij. Vet\u00ebm ajo betej\u00eb dhe izolimi i tij nd\u00ebrkomb\u00ebtar, i japin atij shansin t\u00eb paraqitet para mb\u00ebshtet\u00ebsve t\u00eb vet si viktim\u00eb dhe t\u00eb kthehet i lodhur n\u00eb selin\u00eb e partis\u00eb s\u00eb tij p\u00ebr t\u00eb negociuar t\u00eb ardhmen n\u00eb politik\u00ebn shqiptare si \u201cviktim\u00eb e nj\u00eb komploti komb\u00ebtar dhe nd\u00ebrkomb\u00ebtar\u201d.<\/p>\n<p>Ai po ik\u00ebn nga historia jon\u00eb politike si nj\u00eb njeri meskin, i cili injoron \u00e7do fat dhe identitet politik brenda PD-s\u00eb dhe s\u00eb djatht\u00ebs shqiptare, duke iu imponuar t\u00eb gjith\u00ebve fatin e tij. Dhe n\u00eb grahmat e fundit t\u00eb pushtetit, ai po posht\u00ebron \u00e7do personalitet brenda PD-s\u00eb, duke i detyruar t\u00eb p\u00ebrfshihen n\u00eb \u00e7mendurin\u00eb e tij, dhe duke rr\u00ebnuar k\u00ebshtu \u00e7do trash\u00ebgimi politike n\u00eb at\u00eb parti.<\/p>\n<p>Efekti i dyt\u00eb i k\u00ebsaj krize, n\u00eb t\u00eb cil\u00ebn po hyjm\u00eb, ka t\u00eb b\u00ebj\u00eb me unifikimin e opozit\u00ebs. Debati rreth bashkimit jotransparent PS-LSI, nga ky akt i Berish\u00ebs fitoi legjitimitet dhe b\u00ebn urgjente bashkimin e \u00e7do faktori opozitar n\u00eb nj\u00eb koalicion. N\u00eb rrethana t\u00eb tilla, kur zgjedhjet po shkojn\u00eb drejt destabilizimit dhe Berisha po p\u00ebrgatitet p\u00ebr nj\u00eb betej\u00eb epike p\u00ebr t\u2019i mbijetuar k\u00ebsaj krize si viktim\u00eb komploti, \u00ebsht\u00eb e r\u00ebnd\u00ebsishme q\u00eb n\u00eb Shqip\u00ebri nuk duhet t\u00eb relativizohen z\u00ebrat kund\u00ebr tij.<\/p>\n<p>Edhe pse sh\u00ebmtia e kalimit t\u00eb LSI n\u00eb opozit\u00eb ishte nj\u00eb fraktur\u00eb mbi vlerat opozitare, beteja e re q\u00eb Berisha i imponoi demokracis\u00eb n\u00eb Shqip\u00ebri, krijon nevoj\u00ebn e nj\u00eb bashkimi t\u00eb ri p\u00ebrtej PS- LSI. \u00cbsht\u00eb mir\u00eb q\u00eb secili t\u00eb mos shikoj\u00eb m\u00eb k\u00eb ka n\u00eb krah, por k\u00eb ka p\u00ebrball\u00eb. P\u00ebrball\u00eb \u00e7do vlere opozitare n\u00eb Shqip\u00ebri sot \u00ebsht\u00eb nj\u00eb forc\u00eb politike q\u00eb po tenton t\u00eb bllokoj\u00eb rrotacionin duke prishur institucionin e zgjedhjeve, ndaj duhet doemos q\u00eb t\u00eb rishikohet \u00e7do pozicion n\u00eb lidhje me aleancat.<\/p>\n<p>I kuptoj identitetet nacionaliste t\u00eb Dules apo Spahiut, identitetin e djatht\u00eb t\u00eb Topit dhe Ngjel\u00ebs, por \u00ebsht\u00eb urgjente q\u00eb opozita t\u00eb rigrupohet ose brenda nj\u00eb koalicioni, ose n\u00eb nivel t\u00eb nj\u00eb forumi opozitar, i cili t\u00eb koordinoj\u00eb si koalicionin opozitar, ashtu dhe faktor\u00ebt e tjer\u00eb opozitar\u00eb q\u00eb hezitojn\u00eb t\u00eb p\u00ebrfshihen n\u00eb koalicionet administrative elektorale. Nj\u00eb super aleanc\u00eb opozitare ka r\u00ebnd\u00ebsi jo vet\u00ebm p\u00ebr nj\u00eb rezultat t\u00eb thell\u00eb, por dhe shmangien e relativizimit t\u00eb s\u00eb keqes q\u00eb i k\u00ebrc\u00ebnohet zgjedhjeve shqiptare.<\/p>\n<p>Efekti i tret\u00eb ka t\u00eb b\u00ebj\u00eb me post-kriz\u00ebn. N\u00ebse ia dalim t\u00eb prodhojm\u00eb nj\u00eb rrotacion pa kosto t\u00eb madhe dhe nj\u00eb shumic\u00eb d\u00ebrrmuese n\u00eb Kuvend, duhet v\u00ebn\u00eb n\u00eb plan t\u00eb par\u00eb nj\u00eb reform\u00eb kushtetuese p\u00ebr t\u00eb kthyer normalitetin n\u00eb institucionet e shtetit shqiptar, si\u00e7 \u00ebsht\u00eb sistemi zgjedhor, zgjedhja e presidentit dhe forcimi i institucioneve t\u00eb pavarura, q\u00eb Shqip\u00ebria t\u00eb mos gjendet s\u00ebrish n\u00eb nj\u00eb udh\u00ebkryq t\u00eb till\u00eb, q\u00eb e solli mbi t\u00eb gjitha super-pushteti i Berish\u00ebs, i prodhuar nga republika e re e vitit 2008.<\/p>\n<p>Kjo kriz\u00eb duhet par\u00eb si shans p\u00ebr t\u00eb rikthyer normalitetin n\u00eb demokracin\u00eb shqiptare dhe p\u00ebr t\u00eb mos rilindur m\u00eb as Berisha dhe as \u00e7do i ngjash\u00ebm i tij.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Nga Mero Baze, 17 Prill 2013 Komisioni Qendror i Zgjedhjeve po shkon drejt bllokimit.
