K\u00ebshtu, ky shtet me ligj i detyron t\u00eb gjitha pakicat e saj t\u00eb marrin obligime shtet\u00ebrore dhe t\u00eb sillen sipas ligjeve t\u00eb tij. K\u00ebto K\u00ebshilla nacionale duhet t\u00eb ket\u00eb mbi 25 mij\u00eb n\u00ebnshkrime t\u00eb votuesve dhe t\u00eb zgjedhin nga votuesit e saj 29 p\u00ebrfaq\u00ebsues n\u00eb zgjedhjet q\u00eb do t\u00eb mbahen deri n\u00eb fillim t\u00eb muajit qershor t\u00eb k\u00ebtij viti. K\u00ebta 29 an\u00ebtar\u00eb do t\u00eb p\u00ebrfaq\u00ebsojn\u00eb(mbrojn\u00eb) t\u00eb drejtat e shqiptar\u00ebve t\u00eb Lugin\u00ebs n\u00eb Serbi, si n\u00eb arsim, kultur\u00eb, informim, p\u00ebrdorim zyrtar\u00eb t\u00eb gjuh\u00ebs dhe shkrimit, p\u00ebrdorim t\u00eb simboleve komb\u00ebtare, dhe p\u00ebr \u00e7\u00ebshtje tjera t\u00eb r\u00ebnd\u00ebsishme p\u00ebr jet\u00ebn e banor\u00ebve shqiptar\u00eb. Nd\u00ebrsa, p\u00ebr sigurin\u00eb, gjygj\u00ebsin\u00eb, policin\u00eb dhe t\u00eb drejtat kolektive t\u00eb shqiptar\u00ebve as q\u00eb b\u00ebhet fjal\u00eb. Me nj\u00eb fjal\u00eb, sipas k\u00ebtij K\u00ebshilli, shqiptar\u00ebve t\u00eb Lugin\u00ebs do t\u2019iu jepen t\u00eb drejta, aq sa t\u00eb doj\u00eb shteti serb dhe jo se ata luftuan p\u00ebr t\u00eb drejtat e tyre duke sakrifikuar shum\u00eb n\u00eb t\u00eb kaluar\u00ebn e saj.<\/p>\n<p><strong>Kontradiktat e subjekteve politike t\u00eb Lugin\u00ebs<\/strong><\/p>\n<p>Kontradiktat e subjekteve politike lidhur me formimit e t\u00eb ashtuquajturit K\u00ebshillit Nacional t\u00eb Shqiptar\u00ebve po krijon edhe nj\u00eb hendek t\u00eb panevojsh\u00ebm politik n\u00eb mes vet k\u00ebtyre subjekteve politike dhe po e ngarkojn\u00eb edhe m\u00eb shum\u00eb gjendjen e p\u00ebrgjithshme n\u00eb Lugin\u00eb. K\u00ebshtu, partia m\u00eb e madhe opozitare n\u00eb Lugin\u00eb PVD-ja ve\u00e7 ka deklaruar se ka mbledhur mbi 25 mij\u00eb n\u00ebnshkrime dhe gjith\u00e7ka \u00ebsht\u00eb gati p\u00ebr zgjedhjet e ardhshme dhe formimin e K\u00ebshillit Nacional. Nd\u00ebrsa, subjektet tjera PDSH, BDL dhe ndonj\u00eb satelit i tyre, t\u00eb cilat jan\u00eb n\u00eb pushtet komunal kishin shfaqur q\u00ebndrime t\u00eb kund\u00ebrta.<\/p>\n<p>PVD m\u00eb her\u00ebt kishte shpalosur projektin e vet p\u00ebr zgjidhen problemeve t\u00eb shqiptar\u00ebve t\u00eb Lugin\u00ebs n\u00eb kuad\u00ebr t\u00eb shteti serb dhe t\u00eb gjitha problemet e shqiptar\u00ebve t\u00eb k\u00ebtij rajoni duhet t\u00eb zgjidhen n\u00ebn juridiksionin e tij. Kjo, tashm\u00eb \u00ebsht\u00eb shum\u00eb e qart\u00eb, por problemi q\u00ebndron n\u00eb subjektet refuzuese t\u00eb k\u00ebtij K\u00ebshilli, t\u00eb cil\u00ebt p\u00ebrkund\u00ebr refuzimit t\u00eb tyre nuk kan\u00eb shpalosur ndonj\u00eb projekt konkret se si duhet zgjidhur problemi i Lugin\u00ebs. Vet\u00ebm fjala refuzim nuk mjafton dhe t\u00eb mos kesh asnj\u00eb projekt konkret p\u00ebr k\u00ebt\u00eb problem dhe t\u00eb q\u00ebndrosh n\u00eb pushtet lokal nuk \u00ebsht\u00eb e kuptueshme. Prandaj, ky K\u00ebshill \u00ebsht\u00eb b\u00ebr\u00eb aq banal, sa q\u00eb e ka humb kuptimit e formimit t\u00eb tij, por ka filluar t\u00eb prodhoj\u00eb edhe deformime t\u00eb ndryshme.<\/p>\n<p><strong>K\u00ebshilli Komb\u00ebtar Shqiptar i Lugin\u00ebs (KKSH)<\/strong><\/p>\n<p>Modeli m\u00eb i mir\u00eb i formimit t\u00eb K\u00ebshillit Komb\u00ebtar t\u00eb Shqiptar\u00ebve t\u00eb Lugin\u00ebs, ( jo nacional, sepse fjala nacija \u00ebsht\u00eb n\u00eb gjuh\u00ebn serbe) \u00ebsht\u00eb modeli i K\u00ebshillit Komb\u00ebtar t\u00eb serb\u00ebve t\u00eb Kosov\u00ebs, t\u00eb cil\u00ebt kan\u00eb arritur q\u00eb me Kushtetut\u00eb t\u00eb sigurojn\u00eb t\u00eb gjitha t\u00eb drejtat e tyre, jo si pakic\u00eb, por si entitet i barabart\u00eb me shqiptar\u00ebt n\u00eb k\u00ebt\u00eb shtet. KNS-ja nuk \u00ebsht\u00eb n\u00ebn suazat e ligjit t\u00eb Kosov\u00ebs, por \u00ebsht\u00eb organ i pavarur n\u00eb sh\u00ebrbim t\u00eb interesave jetike t\u00eb serb\u00ebve t\u00eb Kosov\u00ebs. Nuk ka dyshim, se ata i mb\u00ebshtet edhe Qeveria serbe si n\u00eb aspektin logjistik, por edhe at\u00eb material. Por, k\u00ebta g\u00ebzojn\u00eb edhe t\u00eb mira materiale nga Qeveria e Kosov\u00ebs dhe shum\u00eb donacione nga Bashk\u00ebsia nd\u00ebrkomb\u00ebtare. Pra, KNS-ja ka nj\u00eb mb\u00ebshtetje t\u00eb fort\u00eb dhe t\u00eb organizuar. Edhe Lugina duhet t\u00eb formoj\u00eb K\u00ebshillin Komb\u00ebtar Shqiptar(KKSH-n\u00eb), n\u00eb t\u00eb cilin do t\u00eb p\u00ebrfaq\u00ebsohen individ\u00eb, shoqata, grupe t\u00eb ndryshme t\u00eb interesit dhe parti politike.<\/p>\n<p>Ky organ duhet t\u00eb jet\u00eb mbipartiak, duhet t\u00eb jet\u00eb organ ekzekutiv mbi t\u00eb gjitha problemet e shqiptar\u00ebve t\u00eb Lugin\u00ebs. Ai nuk duhet t\u00eb mb\u00ebshtetet n\u00eb ligjet e Beogradit, sepse ato jan\u00eb diskriminuese. Ky K\u00ebshill Komb\u00ebtar duhet t\u00eb ket\u00eb mb\u00ebshtetjen e Tiran\u00ebs dhe Prishtin\u00ebs. KKSH-ja duhet t\u00eb zgjidh problemet, si individuale, kolektive, t\u00eb siguris\u00eb, gjygj\u00ebsis\u00eb, policis\u00eb, siguris\u00eb, demilitarizimin e rajonit, por edhe t\u00eb drejt\u00ebn e deklarimit t\u00eb lir\u00eb komb\u00ebtar t\u00eb k\u00ebtij populli se n\u00eb cilin shtet d\u00ebshiron t\u00eb jetoj. K\u00ebto t\u00eb drejta duhet t\u00eb garantohen nga Bashk\u00ebsia nd\u00ebrkomb\u00ebtare dhe Beogradi, dhe kurrsesi shqiptar\u00ebt t\u00eb trajtohen si pakic\u00eb komb\u00ebtare. Ata n\u00eb k\u00ebt\u00eb faz\u00eb duhet t\u00eb trajtohen si serb\u00ebt e Kosov\u00ebs q\u00eb jan\u00eb pjes\u00eb e barabart\u00eb n\u00eb shtetit e Kosov\u00ebs. Kjo do t\u00eb ishte zgjidhja m\u00eb e mir\u00eb p\u00ebr Lugin\u00ebn dhe jo kontradiktat e subjekteve t\u00eb tyre politike , t\u00eb cilat punojn\u00eb n\u00eb m\u00ebnyr\u00eb t\u00eb pjesshme, pa ndonj\u00eb plan dhe strategji t\u00eb qart\u00eb komb\u00ebtar.
