Nuk \u00ebsht\u00eb se kjo q\u00eb po them \u00ebsht\u00eb nj\u00eb diskordanc\u00eb apo loj\u00eb fjal\u00ebsh. Jo! Ja sepse: Kryeministri yn\u00eb foli pak dit\u00eb m\u00eb par\u00eb p\u00ebr \u201cShqip\u00ebrin\u00eb q\u00eb po vrapon\u201d dhe duke iu referuar nj\u00eb SMS-je n\u00eb celularin e tij tha se iu d\u00ebrgon \u201cNj\u00eb p\u00ebrsh\u00ebndetje shum\u00eb t\u00eb p\u00ebrzem\u00ebrt t\u00eb gjitha bizneseve shqiptare, t\u00eb cilat sh\u00ebnuan n\u00eb dy muajt e par\u00eb t\u00eb vitit nj\u00eb rritje rekord t\u00eb prodhimit dhe eksporteve t\u00eb tyre. Shqip\u00ebria po vrapon n\u00eb k\u00ebto dy muajt e par\u00eb t\u00eb vitit\u201d, tha Kryeministri yn\u00eb. Por n\u00eb fakt nuk ishte tamam si n\u00eb SMS-n\u00eb e Kryeministrit, q\u00eb ia kishin \u00e7uar me ngut k\u00ebshilltar\u00ebt e tij.<\/p>\n<p>N\u00eb t\u00eb nj\u00ebjt\u00ebn dit\u00eb foli edhe z. Sali Berisha, n\u00eb nj\u00eb nga mbledhjet e zakonshme t\u00eb qeveris\u00eb, ku me t\u00eb drejt\u00eb ngriti nj\u00eb shqet\u00ebsim. \u00c7far\u00eb tha z. Berisha n\u00eb k\u00ebt\u00eb mbledhje?<\/p>\n<p>\u201cReformat jan\u00eb perpetua mobile e shoq\u00ebris\u00eb son\u00eb. Konsultat e hapura me t\u00eb gjith\u00eb faktor\u00ebt e r\u00ebnd\u00ebsish\u00ebm t\u00eb shoq\u00ebris\u00eb shqiptare jan\u00eb n\u00eb tradit\u00ebn m\u00eb t\u00eb mir\u00eb t\u00eb qeveris\u00eb. N\u00eb k\u00ebt\u00eb kontekst, un\u00eb k\u00ebrkoj nga ju q\u00eb n\u00eb programin dhe n\u00eb axhend\u00ebn tuaj t\u00eb parashikoni konsulta n\u00eb t\u00ebr\u00ebsi p\u00ebr t\u00eb gjitha problemet&#8230;, p\u00ebr t\u00eb gjitha reformat q\u00eb ne nd\u00ebrmarrim. Konsultat duhet t\u00eb p\u00ebrfshijn\u00eb grupet e interesit, t\u00eb cilat p\u00ebr shkak t\u00eb profilit t\u00eb tyre kan\u00eb nj\u00eb ekspertiz\u00eb t\u00eb shk\u00eblqyer\u201d, tha z. Berisha duke shtuar edhe se \u201cne nuk mund t\u00eb p\u00ebrfillim gjith\u00e7ka, por duhet t\u00eb d\u00ebgjojm\u00eb sa m\u00eb shum\u00eb, t\u00eb debatojm\u00eb sa m\u00eb shum\u00eb\u201d.<\/p>\n<p>Bukur fort, por edhe me realiz\u00ebm. Pra do t\u00eb d\u00ebgjojm\u00eb dhe do t\u00eb vendosim.<\/p>\n<p><strong>Le t\u00eb kalojm\u00eb n\u00eb terrenin konkret<\/strong><br \/>\nMarrim nj\u00eb sektor, p\u00ebr shembull at\u00eb t\u00eb hidrokarbureve, nj\u00eb sektor nga m\u00eb t\u00eb r\u00ebnd\u00ebsishmit e vendit, q\u00eb kontribuon duksh\u00ebm n\u00eb t\u00eb hyrat fiskale t\u00eb buxhetit. Por edhe q\u00eb prek ndjesh\u00ebm konsumatorin shqiptar p\u00ebr shkak t\u00eb koniunktur\u00ebs s\u00eb \u00e7mimeve dhe t\u00eb nevoj\u00ebs s\u00eb lart\u00eb p\u00ebr konsum t\u00eb k\u00ebtyre produkteve.<\/p>\n<p>Sipas vendimit nr. 13, dat\u00eb 10.3.2009 t\u00eb K\u00ebshillit t\u00eb Ministrave dhe Udh\u00ebzimit Nr. 3085\/3, dat\u00eb 2.4.2009, t\u00eb firmosur nga ministrat R. Bode e S. Olldashi, jan\u00eb p\u00ebrcaktuar tarifat e sh\u00ebrbimeve portuale p\u00ebr p\u00ebrpunimin e mallrave t\u00eb l\u00ebngshme, ku hyjn\u00eb edhe shkarkimi i benzin\u00ebs, benzolit, vajgurit t\u00eb avion\u00ebve, si dhe t\u00eb naft\u00ebs, mazutit dhe bitumit n\u00eb kalatat e porteve t\u00eb Porto Romanos n\u00eb Durr\u00ebs, si dhe t\u00eb Petroliferas n\u00eb Vlor\u00eb.<\/p>\n<p>K\u00ebto tarifa jan\u00eb atribut i K\u00ebshillit Konsultativ t\u00eb Autoritetit Portual, q\u00eb drejtohet nga ministri, i cili mbulon portet dhe p\u00ebrb\u00ebhet nga 11 an\u00ebtar\u00eb prej sektorit privat dhe shtet\u00ebror, ku shumic\u00ebn e z\u00eb sektori privat (Ligji nr. 9130, dat\u00eb 8.9.2008 \u201cP\u00ebr Autoritetin Portual\u201d, neni 15 dhe 16). Po sipas ligjit t\u00eb m\u00ebsip\u00ebrm, (Kap. IV, neni 35-38) p\u00ebrcaktohet autoriteti p\u00ebr caktimin e tarifave, p\u00ebrgjegj\u00ebsia p\u00ebr to, paan\u00ebsia (p\u00ebr t\u00eb mos shkelur barazin\u00eb e subjekteve p\u00ebrdoruese) e deri njoftimi p\u00ebr tarifat e reja ose t\u00eb rishikuara, t\u00eb cilat, sipas nenit 38, pika 2\/b \u201cAutoriteti portual duhet: a) ta botoj\u00eb njoftimin n\u00eb gazet\u00ebn kryesore me tirazh m\u00eb t\u00eb lart\u00eb, q\u00eb del n\u00eb Republik\u00ebn e Shqip\u00ebris\u00eb; b) t\u2019u d\u00ebrgoj\u00eb me post\u00eb ose me mjete elektronike njoftim organizatave, an\u00ebtar\u00ebt e t\u00eb cilave ndikohen drejtp\u00ebrdrejt nga tarifat e reja\u201d.<\/p>\n<p>Kujtojm\u00eb gjithashtu se zbatimi i k\u00ebtij ligji mbik\u00ebqyret dhe zbatohet nga Organi Shtet\u00ebror i Autorizuar (OSHA), q\u00eb p\u00ebrb\u00ebhet nga Ministria e Ekonomis\u00eb, Ministria e Industris\u00eb dhe e Energjetikes, Ministria e Transportit dhe e Telekomunikacionit, Ministria e Mjedisit, Ministria e Financave dhe Ministria e Rregullimit t\u00eb Territorit dhe e Turizmit, (i krijuar me vendimin nr. 297, dat\u00eb 8.5.2003 t\u00eb K\u00ebshillit t\u00eb Ministrave).<\/p>\n<p><strong>Holl\u00ebsi q\u00eb duhen p\u00ebr t\u00eb \u201cvler\u00ebsuar\u201d \u00e7mimet e larta<\/strong><br \/>\nI shkruam t\u00eb gjitha k\u00ebto \u201choll\u00ebsi\u201d p\u00ebr nj\u00eb arsye: q\u00eb t\u00eb b\u00ebhet sa m\u00eb e kuptueshme p\u00ebr t\u00eb gjith\u00eb ata q\u00eb sot e gjith\u00eb dit\u00ebn ankohen p\u00ebr \u00e7mimet abuzive n\u00eb tregun e karburanteve nga operator\u00ebt e k\u00ebtij tregu. Q\u00eb do t\u00eb thot\u00eb:<\/p>\n<p>1. Tarifat portuale t\u00eb porteve shqiptare t\u00eb Porto Romanos n\u00eb Durr\u00ebs dhe Petrolifer\u00ebs n\u00eb Vlor\u00eb jan\u00eb rritur pa asnj\u00eb njoftim DYFISH, duke shkelur ligjin q\u00eb iu referuam, si dhe duke d\u00ebmtuar n\u00eb m\u00ebnyr\u00eb t\u00eb ndjeshme rieksportet e karburanteve n\u00eb shtete t\u00eb tilla si Kosova, Maqedonia apo Mali i Zi. Nga 210 lek\u00eb\/ton naft\u00eb q\u00eb ka qen\u00eb tarifa portuale ajo \u00ebsht\u00eb b\u00ebr\u00eb aktualisht 580 lek\u00eb\/ton, ose \u00ebsht\u00eb rritur 276%. Tarifa portuale p\u00ebr nj\u00eb ton benzin\u00eb nga 480 lek\u00eb\/ton \u00ebsht\u00eb b\u00ebr\u00eb 1139 lek\u00eb\/ton ose \u00ebsht\u00eb rritur 237%. E nj\u00ebjta gj\u00eb edhe p\u00ebr produktet e tjera, por nuk po zgjat\u00ebm p\u00ebr to.<\/p>\n<p>2. Kjo rritje \u201cn\u00eb mir\u00ebkuptim\u201d e tarifave midis ministrave p\u00ebrgjegj\u00ebs (OSHA) dhe koncesionar\u00ebve t\u00eb dy pikave t\u00eb hyrjes s\u00eb karburanteve n\u00eb vendin ton\u00eb nuk \u00ebsht\u00eb se ka d\u00ebmtuar doemos kompanit\u00eb e importimit t\u00eb hidrokarbureve n\u00eb vendin ton\u00eb. Ajo u ka krijuar atyre sigurisht probleme q\u00eb lidhen me ligjshm\u00ebrin\u00eb dhe zbatimin e saj, por ajo q\u00eb \u00ebsht\u00eb p\u00ebr t\u2019u shqet\u00ebsuar \u00ebsht\u00eb se k\u00ebto tarifa t\u00eb rritura d\u00ebmtojn\u00eb ve\u00e7an\u00ebrisht konsumator\u00ebt shqiptar\u00eb, madje edhe qeverin\u00eb, si konsumatore e karburanteve, sepse \u00e7do tarif\u00eb e rritur kalon menj\u00ebher\u00eb n\u00eb rritjen e \u00e7mimit t\u00eb karburanteve.<\/p>\n<p>3. Nj\u00eb qeveri tregon seriozitet jo vet\u00ebm kur duke mir\u00ebmenaxhuar resurset e saj (Portin e Durr\u00ebsit dhe t\u00eb Vlor\u00ebs dhe dh\u00ebnien e tyre me koncesion) ka rritur avantazhet e t\u00eb b\u00ebrit biznes dhe ka ndikuar n\u00eb nj\u00eb performanc\u00eb m\u00eb t\u00eb mir\u00eb t\u00eb kompanive private t\u00eb importimit e tregtimit t\u00eb karburanteve, por sidomos kur respekton e zbaton vendimet e marra prej saj. \u00cbsht\u00eb e papranueshme q\u00eb t\u00eb rriten n\u00eb m\u00ebnyr\u00eb klandestine tarifa t\u00eb tilla, t\u00eb ndjeshme p\u00ebr k\u00ebt\u00eb treg, duke mos zbatuar at\u00eb q\u00eb ke firmosur e vulosur n\u00eb nj\u00eb mbledhje t\u00eb kabinetit qeveritar.<br \/>\nKjo \u00ebsht\u00eb aq e v\u00ebrtet\u00eb sa tre ministri, METE, MPPTT dhe Ministria e Mjedisit, Pyjeve dhe Administrimit t\u00eb Uj\u00ebrave (MMPAU) n\u00eb shkresat respektive nr. 6569, dt. 4.9.2009, nr. 5204, dt. 7.9.2009 dhe nr. 1688, dt. 10.9.2009 kan\u00eb marr\u00eb vendim p\u00ebr rritje tarifash, kur Organi i Autorizuar Shtet\u00ebror (OSHA) e ka firmosur k\u00ebt\u00eb shkres\u00eb me nr. 6 q\u00eb n\u00eb dat\u00ebn 1.9.2009.<\/p>\n<p>4. Duke mos respektuar pik\u00ebrisht K\u00ebshillin Konsultativ t\u00eb Autoritetit Portual dhe pranin\u00eb e sip\u00ebrmarrjes private n\u00eb t\u00eb, (si\u00e7 me t\u00eb drejt\u00eb k\u00ebrkon z. Berisha) jan\u00eb fiksuar tarifa t\u00eb kalat\u00ebs, t\u00eb siguris\u00eb n\u00eb port, t\u00eb rrezikut kund\u00ebr zjarrit, t\u00eb sigurimit t\u00eb anijeve e t\u00eb spedicionimit n\u00eb shifra t\u00eb palogjikshme e t\u00eb pajustifikueshme ekonomikisht, duke anashkaluar n\u00eb m\u00ebnyr\u00eb t\u00eb q\u00ebllimshme dispozit\u00ebn ligjore t\u00eb p\u00ebrshkruar n\u00eb nenin 35, kreu IV i ligjit \u201cP\u00ebr Autoritetin Portual\u201d, sipas t\u00eb cilit \u201cTarifat e p\u00ebrcaktuara nga autoriteti portual, sipas pik\u00ebs 1, jan\u00eb n\u00eb nj\u00eb nivel q\u00eb i lejojn\u00eb atij t\u00eb veproj\u00eb n\u00eb baza vet\u00ebmb\u00ebshtet\u00ebse financiare dhe ato duhet t\u00eb jen\u00eb t\u00eb arsyeshme dhe t\u00eb favorshme\u201d.<\/p>\n<p><strong>Si paraqiten tarifa t\u00eb ngjashme n\u00eb vendet rreth nesh?<\/strong><br \/>\nInformacioni \u00ebsht\u00eb leht\u00ebsisht i lexuesh\u00ebm vet\u00ebm nga nj\u00eb \u201cvozitje\u201d n\u00eb internet. Pa u zgjatur n\u00eb analiz\u00eb, m\u00ebsohet se taksa portuale n\u00eb Itali \u00ebsht\u00eb aktualisht (p\u00ebr nj\u00eb ton naft\u00eb) 350 USD, n\u00eb Greqi 330 USD, n\u00eb Kroaci 290 USD, n\u00eb Mal t\u00eb Zi 260 USD. K\u00ebtu p\u00ebrfshihen edhe taksat e pilotimit, nd\u00ebrsa n\u00ebse i referohemi produktit benzin\u00eb, p\u00ebr shkak t\u00eb nivelit m\u00eb t\u00eb lart\u00eb t\u00eb siguris\u00eb q\u00eb k\u00ebrkohet n\u00eb stokazh, k\u00ebto taksa portuale rriten n\u00eb nj\u00eb mesatare nga 10-15% mbi taksat e deklaruara t\u00eb naft\u00ebs. N\u00eb Shqip\u00ebri sigurisht q\u00eb ky tregues \u00ebsht\u00eb mjaft m\u00eb i lart\u00eb. Dhe arsyeton edhe opinionin e p\u00ebrgjithsh\u00ebm se \u201cn\u00eb Maqedoni, p.sh., nafta \u00ebsht\u00eb m\u00eb e lir\u00eb se n\u00eb Shqip\u00ebri!\u201d. Po le t\u00eb vijojm\u00eb me t\u00eb tjera argumentime ekonomiko-financiare.<\/p>\n<p><strong>Sa kushton nafta n\u00eb Shqip\u00ebri?<\/strong><br \/>\nTregu nd\u00ebrkomb\u00ebtar, pra edhe ai i hidrokarbureve, u p\u00ebrfshin\u00eb n\u00eb kriz\u00ebn globale ekonomike dhe ndien efektet e k\u00ebsaj krize. Pas kalimit t\u00eb rreth 10 muajve t\u00eb k\u00ebsaj krize, u vu re nj\u00eb stabilizim, q\u00eb u duk edhe te vet\u00ebrregullimi i \u00e7mimeve n\u00eb burs\u00eb p\u00ebr produktet dhe n\u00ebnproduktet e naft\u00ebs. Aktualisht \u00e7mimi i nj\u00eb fu\u00e7ie naft\u00eb n\u00eb burs\u00eb p\u00ebr vitin 2009-2010 varion nga 50-81 USD\/fu\u00e7i. P\u00ebr ekonomist\u00ebt q\u00eb njohin \u00e7mimet e tregut kjo do t\u00eb thot\u00eb se 1 ton naft\u00eb mund t\u00eb gjendej me \u00e7mimin 490-730 USD\/ton.<br \/>\nR\u00ebndom n\u00eb mjedise mediatike dhe joprofesionale e madje edhe te ndonj\u00eb autoritet shtet\u00ebror gjykohet p\u00ebr abuziviz\u00ebm n\u00eb tregun e karburanteve. E kam p\u00ebrmendur edhe m\u00eb par\u00eb dhe detyrohem ta p\u00ebrmend edhe n\u00eb k\u00ebt\u00eb shkrim, se \u201cabuzimi\u201d i shoq\u00ebrive t\u00eb hidrokarbureve duhet provuar. Dhe kjo mund t\u00eb b\u00ebhet edhe me nj\u00eb analiz\u00eb t\u00eb thjesht\u00eb ekonometrike. P\u00ebr shembull, duke analizuar &#8220;formul\u00ebn&#8221; shqiptare t\u00eb formimit t\u00eb \u00e7mimit t\u00eb nj\u00eb litri karburant.<br \/>\n\u00c7mimi i karburantit formohet nga m\u00eb shum\u00eb se dy elemente.<\/p>\n<p>S\u00eb pari, nga \u00e7mimi i burs\u00ebs (Platts) dhe \u00e7mimi i transportit nga pika e furnizimit deri n\u00eb hyrje t\u00eb territorit shqiptar (ky \u00e7mim \u00ebsht\u00eb frekuent, ndryshon me or\u00eb dhe varet nga koniunktura bot\u00ebrore e \u00e7mimit t\u00eb naft\u00ebs).<\/p>\n<p>S\u00eb dyti, nga kursi i k\u00ebmbimit USD\/lek\u00eb, i cili gjithashtu \u00ebsht\u00eb variab\u00ebl, i ndryshuesh\u00ebm.<br \/>\nT\u00eb dy treguesit e m\u00ebsip\u00ebrm jan\u00eb leht\u00ebsisht t\u00eb disponuesh\u00ebm p\u00ebr cilindo q\u00eb d\u00ebshiron t\u00eb b\u00ebj\u00eb nj\u00eb analiz\u00eb \u00e7mimesh (burimi: Reuters, Bloomberg, BSH). Nga studimi i tregut, dy treguesit e m\u00ebsip\u00ebrm nuk kan\u00eb mundur asnj\u00ebher\u00eb t\u00eb p\u00ebrb\u00ebjn\u00eb m\u00eb shum\u00eb se 40-45% t\u00eb \u00e7mimit real t\u00eb tregut p\u00ebr nj\u00eb lit\u00ebr karburant.<\/p>\n<p>Elementi i dyt\u00eb, jo m\u00eb pak i r\u00ebnd\u00ebsish\u00ebm n\u00eb analiz\u00ebn e formimit t\u00eb \u00e7mimit t\u00eb nj\u00eb litri karburant, q\u00eb p\u00ebrb\u00ebn 55-60% t\u00eb \u00e7mimit real (pa llogaritur k\u00ebtu pagat, investimet kapitale t\u00eb kompanive, interesat e kredive dhe borxheve t\u00eb tyre, amortizimin etj.) p\u00ebrb\u00ebhet nga:<br \/>\n1. Akciza, q\u00eb tashm\u00eb \u00ebsht\u00eb nj\u00eb shif\u00ebr fikse (37 lek\u00eb\/lit\u00ebr karburant); 2. Tatimi mbi Vler\u00ebn e Shtuar (TVSH = 20%); 3. Taksa e karbonit aktualisht (1 lek\u00eb\/lit\u00ebr); 4. Taksat portuale, leht\u00ebsisht e verifikueshme n\u00eb autoritetet portuale shqiptare; 5. Shpenzimet e shkarkimit t\u00eb anijeve, taksa e kalat\u00ebs, e zjarrfik\u00ebseve etj.; 6. Kompanit\u00eb paguajn\u00eb Inspektoratin Qendror Teknik p\u00ebr analiz\u00ebn e cil\u00ebsis\u00eb s\u00eb produkteve.<\/p>\n<p>Kjo \u00ebsht\u00eb &#8220;faza e par\u00eb&#8221; e taksave t\u00eb paguara nga shoq\u00ebrit\u00eb e hidrokarbureve, q\u00eb e \u00e7on produktin deri n\u00eb depozita. N\u00eb nj\u00eb faz\u00eb tjet\u00ebr, kur produkti i drejtohet tregut t\u00eb shumic\u00ebs, analiza k\u00ebrkon p\u00ebrfshirjen e tarifave t\u00eb tjera si tarifa e gjelb\u00ebrimit, ajo e reklam\u00ebs, tarifa e tabel\u00ebs, e pastrimit apo edhe taksa e pasuris\u00eb. T\u00eb gjitha k\u00ebto jan\u00eb detyrim ligjor dhe paguhen &#8220;deri n\u00eb nj\u00eb&#8221; nga \u00e7do subjekt i licencuar. Por, duhet t\u00eb mos harrojm\u00eb se, n\u00eb k\u00ebt\u00eb faz\u00eb t\u00eb shitjes (shitja me shumic\u00eb e hidrokarbureve) detyrime t\u00eb tjera kan\u00eb t\u00eb b\u00ebjn\u00eb me pagesat p\u00ebr Drejtorin\u00eb e Pesh\u00ebmatjes dhe Kalibrimit, IQT etj. Sipas ligjit t\u00eb TVSH-s\u00eb, kompanit\u00eb duhet t\u00eb paguajn\u00eb edhe 20% TVSH n\u00eb shitje.<br \/>\nDuke iu referuar &#8220;algjebr\u00ebs elementare&#8221;, \u00ebsht\u00eb e kollajshme t\u00eb kuptohet se totali i taksave dhe tarifave q\u00eb paguhen n\u00eb territorin shqiptar p\u00ebr nj\u00eb ton karburant t\u00eb shitur \u00ebsht\u00eb sakt\u00ebsisht 765 dollar\u00eb amerikan\u00eb.<\/p>\n<p><strong>\u00c7do t\u00eb thot\u00eb kjo?<\/strong><br \/>\nKjo do t\u00eb thot\u00eb q\u00eb \u00e7do operator i licencuar n\u00eb tregun e hidrokarbureve, p\u00ebr \u00e7do lit\u00ebr naft\u00eb t\u00eb shitur derdh n\u00eb buxhetin e shtetit 765 USD\/ton. Referuar kursit mesatar t\u00eb konvertimit t\u00eb dollar\u00ebve n\u00eb lek\u00eb, si dhe densitetit t\u00eb produktit, rezulton q\u00eb p\u00ebr vitin 2009, p\u00ebr \u00e7do lit\u00ebr karburant t\u00eb shitur \u00ebsht\u00eb paguar vet\u00ebm n\u00eb ark\u00ebn e shtetit (buxhet) rreth 600 lek\u00eb\/lit\u00ebr. Kjo do t\u00eb thot\u00eb se rreth 55% e \u00e7mimit total t\u00eb produktit t\u00eb shitur \u00ebsht\u00eb taks\u00eb fikse, q\u00eb nuk mund t\u00eb shmanget kurrsesi dhe as q\u00eb ka lidhje me koniunktur\u00ebn nd\u00ebrkomb\u00ebtare.<\/p>\n<p>Dua t\u00eb theksoj edhe nj\u00eb her\u00eb q\u00eb nuk kam llogaritur n\u00eb k\u00ebt\u00eb analiz\u00eb asnj\u00eb prej kostove t\u00eb tjera t\u00eb biznesit t\u00eb karburanteve, (amortizimin, nivelin e investimeve, pagat), nd\u00ebrsa p\u00ebr statistik\u00eb p\u00ebrmend se mesatarja e investimit vjetor t\u00eb kompanive t\u00eb hidrokarbureve shkon jo m\u00eb pak se 10 milion\u00eb euro\/kompani. P\u00ebrve\u00e7 k\u00ebsaj, kompanit\u00eb (dhe kjo verifikohet leht\u00ebsisht) jan\u00eb pothuajse t\u00eb gjitha kliente t\u00eb bankave t\u00eb nivelit t\u00eb dyt\u00eb me kredi qindra milion\u00ebshe dhe me problem t\u00eb paaft\u00ebsis\u00eb paguesve t\u00eb interesave t\u00eb k\u00ebtyre kredive. Treguesi \u00ebsht\u00eb aq sinjifikativ, sa llogaritet q\u00eb p\u00ebr 100 USD t\u00eb investuara, kompanive t\u00eb hidrokarbureve iu bie t\u00eb paguajn\u00eb 120 USD n\u00eb shtet.<\/p>\n<p><strong>Nuk mbaron k\u00ebtu!<\/strong><br \/>\nQeveria i ka propozuar Kuvendit t\u00eb Shqip\u00ebris\u00eb ndryshimin e ligjit nr. 9975, dat\u00eb 28.7.2008 \u201cP\u00ebr taksat komb\u00ebtare\u201d, t\u00eb ndryshuar. N\u00eb t\u00eb v\u00ebrtet\u00eb, n\u00eb t\u00eb gjitha vendet e BE-s\u00eb p\u00ebrdoret taksa e karbonit, e cila aplikohet mbi sasit\u00eb e emetimit t\u00eb gazit karbonik (CO2) n\u00eb natyr\u00eb. Kjo taks\u00eb \u00ebsht\u00eb paguar deri sot p\u00ebr \u00e7do lit\u00ebr gazoili, benzin\u00eb dhe benzoli t\u00eb importuar apo t\u00eb prodhuar n\u00eb vend. Askush nuk e ka marr\u00eb vesh se si \u00ebsht\u00eb llogaritur kjo taks\u00eb dhe p\u00ebrse p\u00ebrdoret ajo pasi vilet. N\u00eb Shqip\u00ebri nuk ka ende struktura t\u00eb specializuara q\u00eb t\u00eb mund t\u00eb p\u00ebrcaktojn\u00eb sasit\u00eb e emetimit t\u00eb CO2 nga p\u00ebrdorimi i l\u00ebnd\u00ebve djeg\u00ebse, n\u00eb kuad\u00ebr t\u00eb mbrojtjes s\u00eb mjedisit.<\/p>\n<p>Qeveria ka k\u00ebrkuar rishikimin me synim rritjen e taks\u00ebs s\u00eb karbonit nga 0.5 lek\u00eb p\u00ebr benzin\u00ebn dhe benzolin n\u00eb 1.5 lek\u00eb\/lit\u00ebr dhe nga 1 lek\/lit\u00ebr p\u00ebr gazoilin n\u00eb 2 lek\u00eb\/lit\u00ebr p\u00ebr k\u00ebt\u00eb produkt. Argumentimi i qeveris\u00eb \u00ebsht\u00eb logjik: sjellja e k\u00ebtyre taksave n\u00eb nivelin e vendeve t\u00eb BE-s\u00eb! Sipas burimeve nga Ministria e Financave, ky dyfishim i taks\u00ebs s\u00eb karbonit i shton buxhetit t\u00eb shtetit rreth 800 milion\u00eb lek\u00eb t\u00eb ardhura vjetore. OK! Por edhe kjo taks\u00eb do t\u2019u shkarkohet konsumator\u00ebve t\u00eb karburanteve dhe ata do t\u00eb vijojn\u00eb t\u00eb thithin t\u00eb nj\u00ebjt\u00ebn sasi CO2 si deri m\u00eb sot, sepse nuk ka asnj\u00eb shans q\u00eb kjo t\u00eb p\u00ebrdoret p\u00ebr reduktimin e ndotjes dhe p\u00ebr mbrojtjen e mjedisit.<\/p>\n<p><strong>N\u00eb p\u00ebrfundim&#8230;<\/strong><br \/>\nKur k\u00ebtyre iu shton edhe marifetin e ndryshimit klandestin t\u00eb tarifave portuale, me q\u00ebllimin e favorizimit t\u00eb pandersh\u00ebm t\u00eb nj\u00eb apo dy kompanive koncesionare dhe t\u00eb p\u00ebrfitimit q\u00eb sjell vet\u00eb duopol-i i magazinimit t\u00eb produkteve e n\u00ebnprodukteve t\u00eb karburanteve, kjo do t\u00eb thot\u00eb se jo vet\u00ebm q\u00eb \u201cperpetua mobile\u201d e z.
