K\u00ebt\u00eb moment leht\u00ebsimi p\u00ebr shp\u00ebtimin e nj\u00eb jete njeriu e ndan\u00eb, bashk\u00eb me njer\u00ebzit n\u00eb Restelic\u00eb, edhe qytetar\u00ebt e Kosov\u00ebs brenda dhe jasht\u00eb saj. Nj\u00eb komb i ri, i d\u00ebshp\u00ebruar, i shkelur dhe i pla\u00e7kitur n\u00eb m\u00ebnyra t\u00eb ndryshme nj\u00ebher\u00eb prej pushtuesit, pastaj prej pushteteve vendore, t\u00eb shtun\u00ebn e gjeti simbolin e solidaritetit n\u00eb nj\u00eb tragjedi t\u00eb madhe natyrore.<\/p>\n<p>Ky simbol \u00ebsht\u00eb Amsera Reka, e cila bartej dor\u00eb m\u00eb dor\u00eb nga ushtar\u00ebt e Forc\u00ebs s\u00eb Siguris\u00eb t\u00eb Kosov\u00ebs (FSK), nj\u00eb eufemiz\u00ebm ky p\u00ebr ushtrin\u00eb e vendit. Kombin nuk e p\u00ebrb\u00ebjn\u00eb vet\u00ebm trim\u00ebrit\u00eb, historia, kultura, kujtesa, p\u00ebrrallat e k\u00ebqija dhe t\u00eb bukura, as heronjt\u00eb mbi kal\u00eb dhe shtatoret socrealiste t\u00eb ngritura me skulptor\u00eb t\u00eb importuar. Kombin nganj\u00ebher\u00eb e mbajn\u00eb bashk\u00eb, e b\u00ebjn\u00eb komunitet solidar edhe ngjarjet si kjo e Restelic\u00ebs.<\/p>\n<p>P\u00ebrtej k\u00ebsaj ka edhe di\u00e7ka tjet\u00ebr q\u00eb duket si shenj\u00eb e kohezionit q\u00eb po krijohet p\u00ebr kombin kosovar, nj\u00eb komb i qytetar\u00ebve t\u00eb barabart\u00eb para ligjit: solidariteti i shumic\u00ebs s\u00eb qytetar\u00ebve t\u00eb Kosov\u00ebs (dhe kjo shumic\u00eb \u00ebsht\u00eb shqiptare) k\u00ebsaj radhe u kushtohet pjes\u00ebtar\u00ebve t\u00eb nj\u00eb komuniteti pakic\u00eb, goran\u00ebve t\u00eb Restelic\u00ebs. Me k\u00ebt\u00eb solidaritet spontan dhe publik shqiptar\u00ebt e Kosov\u00ebs tregojn\u00eb se jan\u00eb t\u00eb gatsh\u00ebm t\u2019i trajtojn\u00eb pakicat si pjes\u00eb t\u00eb pandashme t\u00eb shoq\u00ebris\u00eb.<\/p>\n<p>Ky solidaritet mund t\u00eb jet\u00eb i momentit, i shtyr\u00eb nga skenat dramatike nga Restelica, por vlera e tij \u00ebsht\u00eb e pamohueshme si gjakim i shoq\u00ebris\u00eb p\u00ebr shtet normal. Ishte gjest i mir\u00eb i presidentes s\u00eb Kosov\u00ebs t\u00eb vizitoj\u00eb Amsera Rek\u00ebn n\u00eb Spitalin e Prizrenit, por edhe t\u00eb ndaj\u00eb nj\u00eb shum\u00eb simbolike materiale p\u00ebr viktimat e ortekut t\u00eb bor\u00ebs. Do t\u00eb ishte shenj\u00eb e pjekuris\u00eb s\u00eb shoq\u00ebris\u00eb sikur ndonj\u00eb organizat\u00eb joqeveritare t\u00eb merrte iniciativ\u00ebn p\u00ebr hapjen e nj\u00eb xhirollogarie, ku qytetar\u00ebt do t\u00eb mund t\u00eb mb\u00ebshtesnin edhe financiarisht fshatar\u00ebt fatkeq t\u00eb Restelic\u00ebs. Gjithsesi autoritetet e Kosov\u00ebs, duke filluar nga komuna deri te niveli m\u00eb i lart\u00eb i pushtetit, kan\u00eb obligimet e tyre ndaj k\u00ebtij rajoni, por ndihma komplementare e qytetar\u00ebve do ta plot\u00ebsonte edhe m\u00eb shum\u00eb solidaritetin spontan dhe gratis t\u00eb k\u00ebtyre dit\u00ebve.<\/p>\n<p><strong>M\u00ebsim nga fatkeq\u00ebsia<\/strong><\/p>\n<p>Tragjedia e Restelic\u00ebs tregon se nganj\u00ebher\u00eb \u2013 p\u00ebrkund\u00ebr t\u00eb arriturave teknike \u2013 njer\u00ebzit jan\u00eb t\u00eb dob\u00ebt ndaj fuqis\u00eb s\u00eb natyr\u00ebs. Viteve t\u00eb fundit kemi qen\u00eb d\u00ebshmitar\u00eb medial t\u00eb t\u00ebrmetit cunami n\u00eb Oqeanin Indian (2004), t\u00eb shp\u00ebrthimit t\u00eb vullkanit Eyjafjallaj\u00f6kull n\u00eb Island\u00eb (2010) dhe t\u00eb cunamit n\u00eb Fukushima (2011), q\u00eb shkaktoi katastrof\u00ebn nukleare. Disa nga k\u00ebto fenomene t\u00eb natyr\u00ebs kan\u00eb marr\u00eb mij\u00ebra jet\u00eb njer\u00ebzish, kan\u00eb shkaktuar d\u00ebme t\u00eb m\u00ebdha ekonomike dhe ekologjike. Prej k\u00ebtyre katastrofave shtetet, qeverit\u00eb dhe shoq\u00ebrit\u00eb p\u00ebrkat\u00ebse kan\u00eb nxjerr\u00eb m\u00ebsimet e duhura. Pas fatkeq\u00ebsis\u00eb n\u00eb Restelic\u00eb edhe Kosova duhet t\u00eb nxjerr\u00eb m\u00ebsimet e saj. N\u00eb t\u00eb ardhmen nuk duhet t\u00eb neglizhohen reshjet dhe situatat dramatike q\u00eb shkaktojn\u00eb ato, si\u00e7 \u00ebsht\u00eb vepruar sivjet.<\/p>\n<p>T\u00eb m\u00ebsuara me reshje t\u00eb lehta bore viteve t\u00eb fundit, autoritetet e Kosov\u00ebs s\u2019e kan\u00eb par\u00eb t\u00eb udh\u00ebs t\u00eb jen\u00eb t\u00eb p\u00ebrgatitura me ekipe dhe me teknik\u00eb p\u00ebr t\u00eb reaguar me shpejt\u00ebsi n\u00eb situata emergjente. Qeveritar\u00ebt e Kosov\u00ebs prej vitesh insistojn\u00eb t\u00eb blihet nj\u00eb avion zyrtar, i cili do t\u2019u sh\u00ebrbente atyre p\u00ebr udh\u00ebtime (jo)zyrtare dhe p\u00ebr transportimin e \u00e7antave me suxhuk, por nj\u00eb helikopter p\u00ebr shp\u00ebtim Kosova s\u2019e ka ende. N\u00eb situata t\u00eb tilla duhet pritur dor\u00ebn ndihm\u00ebse t\u00eb trupave paqeruajt\u00ebse nd\u00ebrkomb\u00ebtare. Fatkeq\u00ebsit\u00eb natyrore shpesh nuk mund t\u00eb evitohen, por pasojat e tyre gjithsesi mund t\u00eb minimizohen.<\/p>\n<p>Derisa puna e ushtar\u00ebve, oficer\u00ebve, polic\u00ebve e zjarrfik\u00ebsve t\u00eb Kosov\u00ebs ishte vet\u00ebmohuese, edhe k\u00ebsaj radhe ishin politikan\u00ebt e rangut t\u00eb lart\u00eb q\u00eb degraduan imazhin e shtetit. Duke u p\u00ebrpjekur t\u00eb p\u00ebrfitojn\u00eb sa m\u00eb shum\u00eb poen\u00eb politik\u00eb nga tragjedia, kryeministri i vendit e shpalli dit\u00ebn e h\u00ebn\u00eb dit\u00eb zie, ndon\u00ebse kjo nuk \u00ebsht\u00eb kompetenc\u00eb e Qeveris\u00eb. M\u00eb par\u00eb t\u00eb h\u00ebn\u00ebn dit\u00eb zie e kishte shpallur presidentja e vendit. Kur b\u00ebhet fjal\u00eb p\u00ebr gara politike, kur luftohet p\u00ebr t\u00eb okupuar imazhet televizive qeveritar\u00ebt e tanish\u00ebm jan\u00eb n\u00eb gjendje t\u00eb shkelin \u00e7do ligj e \u00e7do rregull. Ligji p\u00ebr protokollin e shtetit (Nr. 03\/L-132) p\u00ebrcakton qart\u00eb se \u201czia shtet\u00ebrore shpallet me vendim t\u00eb presidentit\u201d; po ashtu edhe \u201ckoh\u00ebzgjatja e zis\u00eb p\u00ebrcaktohet nga presidenti\u201d.<\/p>\n<p>T\u00eb diel\u00ebn n\u00eb prezantimin virtual t\u00eb Qeveris\u00eb s\u00eb Kosov\u00ebs theksohej se \u201cQeveria ka vendosur q\u00eb dita e nes\u00ebrme, 13 shkurti 2012, e h\u00ebn\u00eb, t\u00eb shpallet dit\u00eb zie n\u00eb Republik\u00ebn e Kosov\u00ebs\u201d. Qeveria nuk i referohej asnj\u00eb ligji p\u00ebr k\u00ebt\u00eb vendim. Si t\u2019i referohej kur vendimin e kishte marr\u00eb me leje t\u2019Bajram Begut. Sigurisht krejt kjo \u00ebsht\u00eb nj\u00eb banalitet, q\u00eb s\u2019do t\u00eb duhej ta turbullonte shikimin e publikut ndaj tragjedis\u00eb n\u00eb Restelic\u00eb. Por k\u00ebso banalitetesh (madje shpesh edhe m\u00eb fatale) regjimi n\u00eb Prishtin\u00eb prodhon shpesh dhe njollos imazhin e shtetit n\u00eb vazhdim\u00ebsi.<\/p>\n<p><strong>Para v\u00ebrshimeve?<\/strong><\/p>\n<p>N\u00eb dit\u00ebt n\u00eb vijim do t\u00eb shohim se si do t\u00eb menaxhohet katastrofa n\u00eb Restelic\u00eb dhe a do t\u00eb nd\u00ebrmerren masa p\u00ebr parandalimin e tragjedive t\u00eb tilla n\u00eb zona t\u00eb tjera t\u00eb Kosov\u00ebs. Nj\u00ebra an\u00eb e medaljes jan\u00eb paaft\u00ebsit\u00eb evidente t\u00eb autoriteteve q\u00eb u pan\u00eb deri m\u00eb tani n\u00eb ballafaqim me pasojat e bor\u00ebs (bllokimi i rrug\u00ebve, v\u00ebshtir\u00ebsimi i furnizimit t\u00eb vendbanimeve rurale me ushqime, rreziku i daljes n\u00eb komunikacion p\u00ebr k\u00ebmb\u00ebsor\u00eb). Ana tjet\u00ebr e medaljes \u00ebsht\u00eb mungesa e nj\u00eb sh\u00ebrbimi meteorologjik, i cili do t\u00eb meritonte k\u00ebt\u00eb em\u00ebr si alarmues i opinionit; n\u00eb k\u00ebt\u00eb kuad\u00ebr hyn edhe mungesa e ekspert\u00ebve mbi rreziqet natyrore dhe fenomenet e motit: n\u00ebse jan\u00eb ekspert\u00eb t\u00eb besuesh\u00ebm disa tipa t\u00eb p\u00ebrgjumur q\u00eb publiku i ka par\u00eb dit\u00ebve t\u00eb fundit n\u00ebp\u00ebr televizione, at\u00ebher\u00eb v\u00ebrtet qytetar\u00ebt e Kosov\u00ebs duhet t\u00eb b\u00ebhen merak se \u00e7far\u00eb i pret n\u00eb dit\u00ebt e ardhshme nga bora.<\/p>\n<p>Si kontrast i situat\u00ebs s\u00eb tanishme n\u00eb Kosov\u00eb mund ta shohim k\u00ebt\u00eb raport mbi veprimtarin\u00eb shkencore t\u00eb Komisionit Zviceran p\u00ebr hulumtim t\u00eb bor\u00ebs dhe ortek\u00ebve. Aty, mes tjerash, thuhet: \u201cMe zhvillimin e alpeve, me nd\u00ebrtimin e rrug\u00ebve, me mbajtjen hapur t\u00eb rrug\u00ebve n\u00eb alpe n\u00eb stin\u00ebn e ftoht\u00eb, me rritjen e aktiviteteve sportive si skijimi etj., lufta kund\u00ebr armikut m\u00eb t\u00eb madh t\u00eb mobilitetit njer\u00ebzor, ortekut, po fiton nj\u00eb r\u00ebnd\u00ebsi gjithnj\u00eb e m\u00eb t\u00eb madhe. Masat efektive mbrojt\u00ebse p\u00ebr sigurimin e vendbanimeve alpine dhe kujdesi p\u00ebr mbrojt\u00ebsit e tyre t\u00eb natyrsh\u00ebm, malet kodrinore, vendit ton\u00eb p\u00ebr \u00e7do vit i kushtojn\u00eb shuma t\u00eb jasht\u00ebzakonshme. Gjat\u00eb nd\u00ebrtimit t\u00eb pengesave t\u00eb ortek\u00ebve n\u00eb baz\u00eb t\u00eb p\u00ebrvoj\u00ebs doli n\u00eb pah mungesa e njohurive themelore, shkencore t\u00eb cil\u00ebsive fizikale t\u00eb bor\u00ebs\u201d. Ky raport \u00ebsht\u00eb shkruar para m\u00eb shum\u00eb se shtat\u00eb dekadave dhe u p\u00ebrket viteve 1934-1937!<\/p>\n<p>Kosova sigurisht \u00ebsht\u00eb shum\u00eb larg Zvicr\u00ebs, por s\u2019\u00ebsht\u00eb e ndaluar, nuk \u00ebsht\u00eb as sakrilegj t\u00eb mendohet si t\u00eb mbrohet vendi nga fatkeq\u00ebsit\u00eb natyrore, si t\u00eb mbrohet ambienti dhe qytetar\u00ebt. \u00cbsht\u00eb skandaloze t\u00eb shikohet se si \u00ebsht\u00eb shkat\u00ebrruar ambienti n\u00eb vitet e fundit n\u00eb Kosov\u00eb. Prerje malesh pa kontroll, eksploatim zalli nga shtret\u00ebrit e lumenjve derisa \u00ebsht\u00eb prishur rrjedha e natyrshme e tyre, hedhje mbeturinash toksike n\u00eb ekosistem, ndotje masive e ajrit, vendosje pa kriter e antenave rrezatuese telefonike: t\u00eb gjitha k\u00ebto ndikojn\u00eb q\u00eb ekotopi dhe biotopi t\u00eb d\u00ebmtohen dhe ajri q\u00eb \u00e7ojm\u00eb n\u00eb mushk\u00ebrit\u00eb tona t\u00eb jet\u00eb i d\u00ebmsh\u00ebm madje p\u00ebr elefantin e l\u00ebre m\u00eb p\u00ebr trupin e njeriut. \u00c7mimin e k\u00ebsaj pap\u00ebrgjegj\u00ebsie e paguan gjith\u00eb shoq\u00ebria. N\u00eb jav\u00ebt n\u00eb vijim \u2013 dhe kjo \u00ebsht\u00eb e sigurt! \u2013 kjo bor\u00eb do t\u00eb shkrihet. Nuk duhet shum\u00eb fantazi p\u00ebr t\u00eb parashikuar edhe v\u00ebrshime t\u00eb mundshme.
